Isaac announces development plans for Roseau Central

Parliamentary Representative for the Roseau Central Constituency, Joseph Isaac has revealed some of the plans that are in place for that constituency.

They include a Roseau Fresh Produce Market, housing and a parking facility.

He made the announcement at a consultation with residents of Roseau on Thursday.

“In regards of the new apartments we are thinking of, that will be about US$30 million, because it would be 4 major buildings,” he said….“We are looking at the Pound area with three buildings and the River Bank/River Street area with one building. That will amount to approximately over 175 dwelling units.”

He also mentioned the Roseau Enhancement Project which is estimated to cost US$22 million.

This will include river walls, setting up of sidewalks and running of utility lines for Independence Street, Great George Street and King George V Street.

The Botanical Gardens Development Project and the Roseau Fresh Produce Market included in the minister’s plans to enhance the city.

“We are looking at spending over US$1 million there [the Roseau Fresh Produce Market] to do a first phase of building a modern type facility, with sprinklers, so that if people have cabbage, lettuce, it will remain fresh, and upstairs, we have maybe some of the vendors on the Bayfront and on top of the building you have solar panels,” he explained.

Isaac also revealed plans to build a parking facility in Roseau to help alleviate the problem of parking in Roseau.

Joseph, who as a Cabinet minister, has responsibility for Urban Renewal, also announced that plans are being formulated for the hosting of a Roseau Development Conference. He is inviting residents of Roseau to participate when that day comes.

Isaac noted that the outcome of the Development conference will be to create a document that will be the Roseau road map for developing a climate resilient, smart city.

The conference is expected to take place at the Goodwill Parish Hall once the building is available.

    Alas…..please no more handouts, red-clinics, apartments, etc. You need more sustainable projects, manufacturing, production, job creation, etc. How many sustainable jobs will the garage, and apartment create and what are the projected revenue ?.

    I noticed you said estimated the projects to cost $53 million, what I didn’t see which very common in the announcements made by the regime, they always give a cost breakdown, but never give projection of jobs that will be created or projected revenue by the project. Alas….feel sorry for my people..all I can say. SMDH

    We need a Mall in the Canefield area to reduce the number of persons going to the city to shop. This will reduce the traffic congestion in Rosesu.

    We need to build a special place for failed ministers like Judas and Failed governments like the one of Skerrit, so when they get out of power we the people could go and visit them and deal with each of them as we see fit. I think that would cause them to respect us and our parliament and would have them to understand that not only will we the people vote them out but, after they’ve been voted out we the people can go find them and judge them in our own way off course without putting their blood out or taking their life.

      Because these are just promises.In 2014 lazy Skerrit assembled his unsuspecting followers in Lagon,and showed them how Roseau would look after it is transformed by DLP,and this was like the capital of France. Absolutely nothing was done.Roseau is in a real terrible state,and it’s not the lazy Skerrit regime that can transform it.
      To me DLP does not deserve one vote from Roseau Central people.

    this is not a communist state. skerrit has been in there for 17 years about. that is enough. we are losing credibility all over because of intense corruption, laws that dont get revised and enforced and very low standards. infrastructure is ….. education and healthcare is a mess. so big that no minister will use the health even for a routine checkup.

    We cannot improve Roseau by patchwork planning and I hope the Minister has the services of an urban planner to assist him. The expectation is that all new improvements must be integrated into the overall city plan and in consideration of the central business district. A master plan must be drawn and a physical model prepared for visual presentation to the people of Roseau. Why is apartment construction in commercial zones a priority for government? Why is parking accommodation considered only on the north bank of the Roseau River? Is any consideration given to traffic entering the city from the south of the island – Grand Bay, Pt Michel, Soufriere etc ?

      You are quite right Winston. Roseau cannot be improved by patchwork planning: there must be a master plan and physical model. All the better if the model is interactive so that the pieces can be moved around to show different configurations. Most people have difficulty understanding architect’s drawings and “artist’s renditions” are at best misleading. But a three dimensional scale model is readily understood.

      It is a technique that I have successfully used time and again when presenting plans for sensitive urban renewal.

You used your constituency to win and then switched. This was a person and fiscal decision. Remember , Latrell Sprewell, who refused a $27-million three-year contract offer from the Timberwolves, which he implied would not be enough to feed his children.

Sprewell’s career came to an unexpected end in 2005 when he refused a $27-million three-year contract offer from the Timberwolves, which Sprewell implied would not be enough to feed his children.     Any government that want to put dwelling units in Roseau is extremely limited in long term planing and has no idea as to what is happening around the world. The most urgent need in Roseau right now is a major bus terminal and a vehicle parking building to accommodate about three hundred vehicles. Short term thinkers plan and think for now long term planers plan for future generations.

    May I suggest that before anyone else has thoughts on “enhancing” Roseau that they beg, borrow or steal a copy (but not my copy) of Gordon Cullen’s “Townscape”. It is the definitive book on the subject of creating liveable, workable and attractive urban spaces.

    Incidentally, the author began his working life right here in the Caribbean.

    “We are planning”, “we are thinking”, “we are looking” – Does this ‘ing’ talk sound familiar? Too much talk. Just do it… A whole lot of talk and nothing else to show for it.

    Hurricane Maria or not, this stuff should have already been done. In a way, the gov’t seems happy when hurricanes come, that way they can blame these storms for lack of action – and loss of Ross.

    We need answers on these: The Geothermal Plant, the international airport, the West Coast ‘Highway’, the Coffee Plant, The Abbatoir, The Roseau Development Plan, the Morrocan Hotel, the Portsmouth Marina.

    Government wants to be the public AND private sector. This is a socialist state in the making.

    Dominica needs term limits for government. 18 years is a long time to wait for an airport…

We even saw fancy plans with Roseau looking like Monte Carlo, so nice and we paid foreign consultants big money for that. And all these apartments you want to build in Roseau. Where are the jobs for the people to live there, so they can pay their rent.
