Linton asks for “guidance” in light of treatment of opposition in parliament

Leader of the Opposition United Workers Party (UWP), Lennox Linton, has called on party supporters to advise opposition parliamentarians on how to perform their duties in light of what he describes as their “ridiculous” treatment in the country’s parliament .

Speaking on the UWP radio program on Q95FM Radio, Linton said the Opposition has been given the shorter end of the stick on more than one occasion and he is calling on the people who elected them to give them some advice on what to do.

“I have a problem. I have a serious problem and I want guidance from the people of Dominica especially the Marigot who I represent at the Linton parliament of Dominica because this is getting to be very ridiculous right now.”

Linton pointed out that UWP parliamentarians received notice for a meeting of the House of Assembly on the 26th of November 2015 on Saturday 14th November. He said one week before the meeting, on November 19th they received the order paper and the bills proposed to be dealt with at that sitting of the house and the questions that they submitted on Monday the 16th November, were not on the order paper.

According to him, the standing orders of the House of Assembly provide at section 11-3, that “not less than 12 days before the date of a sitting, the clerk of the House shall post or otherwise dispatch a notice of the sitting addressed to each member at his usual place of abode or such address as a member has registered with the clerk of the house as to that which he wishes such notice to be sent.”

He continued, “the Speaker of the House sticks to the minimum 12″ and then pointed to section 22-3 of the standing orders, which he says states that the reply to any question may be referred to the next meeting of the house unless the member asking the question shall have given not less than 14 clear days’ notice in writing of his intention to ask the same.

“So here you have a provision that if you do not get your question in 14 days before the sitting, that question is likely to be referred to the next sitting of parliament. So if you know that as speaker, and you’re the one setting the meeting for the parliament, you know that the members will need 14 days to get the question in to you. Why are you insisting on using the provision of 11-3 strictly as it is provided for, forgetting about the ‘may’ you are going for the ‘mandatory’ now, you going to say that there shall not be less than 12 days’ notice so you give me the bare 12,” he argued.

He lamented that “given the conduct of the speaker there is no way we can get questions into the current sitting of the parliament that may be relevant in terms of the time.”

He explained that because the country is not having sittings every month, after this sitting of parliament it could be months before another sitting is set and the questions that they have submitted could be no longer relevant.

“And we are saying that this is deliberate,” he said, adding that this is a ploy used to avert questions by the Opposition.

“I want the people of Marigot, the people we represent in parliament to guide us because this is getting extremely nonsensical right now……I am not a happy camper regarding those consistent machinations to stifle the opposition, to side-line the opposition, to ridicule the opposition, to denigrate the opposition, and basically to undermine the position of the parliamentary opposition in its work in the parliament of Dominica.”

The Opposition Leader had other concerns about the treatment meted out to opposition parliamentarians saying they are considered strangers, denied five minutes to wrap up their presentation, their time to contribute to a budget debate is shut down before time and given insufficient time to read and understand the recent Asset Management Corporation Act which was just passed, among others.

DNO’s attempts to contact Speaker Alix Boyd Knights have been unsuccessful but we will continue our efforts to seek comment from her on the matter.

    in simple terms… its the rule that needs to change not the person. The house speaker is not the problem she is acting withing the rules. If you have a problem with the rules focus on changing the rules not attacking the person following the rules. Plus attacking people will not win you any friends because you have to work within and with the strength of others… making enemies with the speaker of the house will not make her help you. How can someone who thinks this way have any political saavy much less the ability to mingle politically with international leaders in support of running a country?

    Instead of complaining about it and publicizing it… why didn’t you just put a motion in to amend the mandatory minimum from 12 to 16 day that way everyone has 2 extra days to formulate their questions. thats part of a normal system where you identify ares where there are weaknesses and offer or take steps to improve or strengthen.

    the mindset of constantly opposing and accusing and pointing the finger will get you nowhere the world does not revolve around you. you don’t have the mind of someone who solves problems but one who complains about them and does nothing. either you change your mindset or step away so a real problem solver can take your place while you tell him/her all your problems.

    This is such a cunning statement made by Linton, the treat of a skilled manipulator.If you read between the lines he is seeking to get a consensus from his supporters to come out in large numbers for a demonstration causing political unrest. Why Linton does not understand, he needs to change his political strategy, you cannot be doing the same things over and over again and expect to get different results, such a strategy will lead to self destruction

    The people who elected him did so because they understood he had vision and all the answers to move the country forward and now he is calling on them for answers, what a joke.What Linton needs to do is stop the shenanigan.

      The vision of this leader and government has been to move the country forward to poverty, corruption and manipulation. Dominica is in poverty, we are broke, except those in high political office and we must ask the PM to clean it up, or is he able to?. One would need Dominica`s highest award to achieve this.

    5. Why not file a formal complaint with all the organizations that Dominica is a part of (.i.e OECS, OAS, CARICOM, UN, etc.), expressing your concerns that democracy is being trampled ?. Why not have petitions signed and present those to these agencies ?.

    6. You might be concerned that the police will rough of protesters, but you want that to be filmed and for the world to see what is taking place.

    I need help too and on what the Leader of the Opposition is trying to tell us. Is he saying that the Speaker has changed the Rules in Parliament or is it that the Opposition does not want to follow the rules of Parliament? I believe it is the later.

    For instance as I understand the rules of the House, it is the Majority in the House that agrees to give the extra time to the member and not the Speaker. Knowing that, and here is a piece of advice to the opposition arrange your contribution in such a way that you will not need extra time.

    Formulate your contribution much better. Don’t come here and blame the Speaker or the Government. You know or should know that the Government side does not have to give you extra time. and the opposition cannot give you extra time.

    Stop showing us you do not know the workings of parliament. We have one Government Cabinet. You are the opposition. Know that and use better time management. Where is the disrespect?

    It seems to me that the standing order of the House of Assembly needs to be revised so that the two conditions are not in conflict.

    It does not make any sense to allow the speaker of the house 12 days to notify the members of the house a date for a meeting and then require the opposition 14 days to submit their questions.

The “Novice” is seeking assistance and advice from his blind and brainwashed supporters as to how to proceed in Parliament. Is this some kind of joke? The “Novice” should do the honourable thing and admit that he has no idea what he is doing in the House of Parliament and that he is a failed politician. The fact is that if our precious and ordained Supreme Leader calls on his people to come out there will be more than 30,000 loyal and faithful Labourites on the streets willing and ready to die for their beloved Leader. If, however, the “Novice” calls on his supporters all they will do is call a certain radio station and blah blah blah but not more than six to ten of them will come out to stand beside him.     Yes it is unfair, but don’t blame the speaker. Blame it on your predecessors continued boycott of parliament that caused this situation to develop. You see the absence of the oppossition from parliament allowed the government to apply rules that favor them. So now that the oppossition is back in parliament a simple letter to the speaker stating your concerns could fix this situation. What were the questions that the oppossition had? Were any questions submitted?

I suggest the opposition wear a black ribbon or armband next time they go to the House as a sign of mourning and remain totally silent till after the House has opened and then file out with dignity as a clear sign of protest at the futility of that House. Sometimes silence is more powerful than words spoken in vain brothers. Make sure the questions you have tabled are published in the press, here and abroad.

    Lennox, there is nothing the people who elected the members of the opposition can do to change the status quo of the Labor Party!

    The government does not want any opposition, all your supports can do is perhaps demonstrate in the streets, that will not help when in our country the opposition practically has no say in the running of the day to day running of the affairs in the country. You are powerless to do otherwise.

    It simply this; whenever, a meeting of the parliament is called, the opposition under no circumstances should walk out of the parliament, it the oppositions duty to remain in the house whether you wish to support a Bill or not, debate it and let the nation judge the conduct of the ruling party Dominicans are not all ignorant, the will be the judge…

    A few godly virtues to practice which will assist you and to get along in Parliament are, good communication, cooperation, compromising, respect and obedience to regulations whichever comes first. There are times you must relent. Know when you are right and when you are wrong. The problem is, you may think that you are always right and the other side is always wrong.
    You may never be happy with any existing rules in Parliament. You will be blaming everyone as also the Speaker of the House but yourself.
    You cannot always be in a fighting spirit. You should not bring up what is redundant but adhere to the – your present concerns of your constituents and as discussed in Parliament.
    Imagine an employee hates the employer or supervisor, management in general. This person will never feel comfortable among them and being employed there.
    The best thing to do is to fervently pray to God to assist you. The other alternative, if you are incapable of coping, resign.

    Good Lord! Is this what we are to go through for the next 4 years to come?

    Linton keeps talking about questioning–why the questions; why not ideas that will be good for Dominica and her people. This sort of huffing and puffing is bad for our Dominica and the minds of our people.

    Linton entered parliament on bad terms with the House Speaker and the Prime Minister; if his grievance is not against one it is against to other, and it sounds a lot like he is building mountains out of molehills .

    What is he calling for, from the people of Marrigot–to help him to start a brawl at Parliament? This sounds so childish–in my opinion! Why won’t he start to put aside, all of those negative mentality of his mind–but then again “a leopard cannot change its skin” Help us O Lord!

    The role of the opposition is to keep the government in line and ask questions on the behalf of the state.it is highly unfair and immoral for the speaker of the house to block the opposition from demanding from the government answers. .
    The Speaker of the house should comply with the constitution of Dominica that provide for the asking of questions in the house.
    For to long this speaker has been blocking the opposition and shielding the government. ……

      When one decides to take it to the streets, one have to decide to take it to the extreme, it has to be organized in a way to be as effective as when Savarin took it to the streets in 1974 or there about when he overthrew Patrick John.

      That I would not advised, since Democratic governments around the more developed world usually hesitates to deal with government who gain power by such alternatives. If that\’s the only alternative, the entire country must play a roll in the uprising!

      And you do not start something like that unless you know the civil service, including the police is in your support. If the civil service gets involved that is the easiest way to cripple the country until Skerrit voluntaries his resignation, and that of his puppet government.

      If Lennox does not have the answers on behalf of the people of his constituency, who does. They put him in Parliament to speak on their behalf all in all–but he needs social etiquette to do so. Could it be that he doesn’t present himself with such attributes–the reason he is being ignored,

    I realized the call is for uwp supporters and since I am not a supporter of any political party, I don’t know if my advice will be considered. But as a lover of country, my advise to Mr. Linton is to withdraw himself from the mess of Dominicans and allow the people to fight for their freedom if they really care about their future. I think Mr. Linton has played is part in trying to restore democracy and good governance, and that he has most times stood alone. If the people do not want to defend their freedom, then Lennox should just pack his bag and to hell with Dominica. You can’t stand alone sir, sorry.

      Lennox is playing a political game he is not capable of managing. He spends way to much time trying to be articulate with big words which alienate him even more from ordinary people. His arrogance has won him few marginal friends so now he stuck he asking people. He is not the real deal. UWP needs a new leader and a new way of challenging the government. He stuck so now is “Check mate” they frustrating him out of a job.

Lennox Linton does not realise that his constant senseless attack on the Prime Minister is doing his image more harm than good… but that is all he knows how to do so after all his efforts to tarnish the PM has failed, he is now asking for help, to do what? The people elected you to represent them and now are asking them how to do your job? Lennox is slowly burying his own self…. my advice to you Lennox is stop attacking the PM and go walk the streets of Marigot and come up with some viable projects and/or programs to move the constituency forward. Get to work on bringing development to your constituency…. it is the right thing to do and leave the PM alone…. you are not god Lennox!
