Linton dissatisfied with response to request for information on CBI funds

Linton is the chairman of the Public Accounts Committee

Opposition Leader and Chairman of the Public Accounts Committee, Lennox Linton, has expressed his dissatisfaction with the response of interim Financial Secretary (FS), Francisca Pascal, to his request for information with regard to the Citizenship by Investment (CBI) programme.

At a press conference, on August 7, Linton revealed that he had written to the FS, Rosemund Edwards—who has since gone on vacation leave —seeking information on the CBI programme for the last three financial years, ending June 30, 2019, and named August 14, as the deadline for the receipt of the information.

However, speaking on Q95’s ‘Hot Seat’ with Matt Peltier, on Tuesday morning, Linton stated that the FS’s response details that in order for his request to be considered, it should be made in accordance with the standing orders of the House of Assembly.

“We have been advised, however, that such request should have been made through the Clerk of the House of Assembly, since the Public Accounts Committee is a select committee appointed by the House [of Assembly],” he quotes the letter as saying. “On receipt of a request in accordance with the standing orders of the House of Assembly, the Ministry of Finance will give the matter further consideration.”

The Chairman of the Public Accounts Committee was further instructed to “note the provisions of Section 72 of Chapter 1:01 of the 1999 Revised Laws of the Commonwealth of Dominica to guide the submission of any further requests.”

Linton claims that the standing order has been used by officials of the Dominica Labour Party (DLP) as a tactic to frustrate the process of accessing information.

“This standing order is the subject of a legal opinion that has been made available to operatives like the Financial Secretary… and which they have used to frustrate the process of getting information to the Public Accounts Commitee from these offices of the State, and they’re doing it again,” he stated.

Linton noted that copies of the letter were also sent to Roosevelt Skerrit, Alix Boyd-Knights, Speaker of the House, Daniel James – Clerk of the House. Felix Thomas – Member of the Public Accounts Committee, Senator Edward Registe – Member of the Public Accounts Committee, Senator Jaisiah Benoit – Member of the Public Accounts Committee.

​Earlier this month, in his response to the 2019-2020 National Budget presentation of the Prime Minister and Minister for Finance, Roosevelt Skerrit, Linton asserted that the amount of CBI revenue that was reported for the financial year 2018-2019 was short by a billion dollars which he said should be accounted for.

    No one is selling passports for that would be illegal. it is called Citizen by investment. You invest in a government project you gain citizenship and have an option to get or not get a passport. Like everyone does not know that. This happens all over the world it is only in Dominica that it is seen as a negative thing and that speaks a lot about who we are as a people. Dominica cannot sell tourism we do not have white sand beaches, we cannot sell bananas it is nonexistence the only thing that help is the CBI yet still people are against it but it is only those who do not support the government that have a problem with it even if it occurred under the UWP government also but it is the worst thing because Skerrit continue the process. Why crucify one man that is so unfair. Let see if the incompetent opposition gets in power what they will do. I am petrified because based on what I saw especially in the last debate budget Dominicans should be frightened

Linton had any understanding of what is happening around him he would have known that his request should have been made through the clerk and not directly to the FS, so question: if he’s in opposition and he doesn’t know the protocol to follow for simple things, what and how will he be able to follow all the red tapes there is in running this difficult country of ours, just asking

    Mr. Linton i really need you and all your acolytes to explain to me how you all arrive at that $1.291B i am trying extremely hard to arrive at that figure….
    “We will assume that the average price paid for each of the 3961 CBI passports sold between August and December last year, was 50K USD.
    3961 passports @ US$50,000 = US$198.0 million or EC$537.9 million
    Accordingly, the estimated revenue for the full year is EC$1.291 billion” Excerpts from his budget report.

    I am at a lost to know how did EC$537.9M suddenly “Accordingly” worked out to $1.291B for the full year which is the fiscal year from July 2018 to June 2019.
    My argument is not coming up to the figure it is about the assumption made,that every month of the year an average 792.20 passports are sold and run with it as if it is gospel and to even include the 0.20 passport being sold i mean seriously? and Kent sees that as if Linton is on point!!!SMDFH !!!     Yours truly the self appointed “minister of finance” needs to account for all monies that came into Dominica from the past 18 years especially after hurricane Maria, an investigation by INTERPOL is in order and should be conducted. Yours truly and his wife are and have been living higher than a hog and always taking trips overseas while average Dominicans remain poor with no jobs and no hope, how is yours truly the “minister of finance” able to do that on just a government salary? Something does not compute. A bright light needs to shine on the situation.

      I expect that the information will be provided by the government. To do otherwise would be suicidal. One wonders why he did not go the route of the usual question in the Parliament?

      I guess the gentleman is being assisted in understanding that there are protocols and procedures required by all public offices including those that he holds. I am sure, also that he would have been aware that he could not have received such details as he was requesting in the time frame that he was DEMANDING.

      Another lesson that we on this site are being asked to learn is that the public service is an INSTITUTION. This means that “the king is dead, long live the king!

      The position of FS is not a “person” so if Rosemund Edwards dies, Long live Francisca Pascal or whoever else. It is the Ministry of Finance who must give the information.

      Perhaps if we think about these things we will be more careful when we maliciously target specific people.

The CBI money most probably has been used as a cash cow by a few high ranking public officials for many years with impunity because there is little transparency. Where transparency is lacking thievery is usually flourishing. Where de billions gone?

    Linton could have done himself a favour by quoting the relevant section of the Law referenced in the letter which he received from the Interim Financial Secretary, as well as the relevant House of Assembly Standing Order relating to the procedures of the Public Accounts Committee, leaving it up to the electorate to draw their own conclusions. Instead, he has chosen to cast aspersions on the professionalism of the named Public Officer. By so doing , Linton has given us yet another reason to conclude that he is not prepared to learn from his past reckless behaviour and is therefore too immature and “spontaneous” to be acceptable as our country’s leader!

    My advise to PM Skerrit is simple. Sir, if it means that you have to do like the steward of Luke 16, that was accused of misappropriation of funds and had to go cut a deal with those he did business with just to balance the account, then please do that. If you have to pay my sister in Christ and good friend Ms. Edwards, extra money to come come back from leave just to account for the monies to the Dominican people then do that please. Sir, please understand that in your own address you gave the people many reasons to ask for the monies. You went on kairie later to clear the air but my friend you even did far worse and left far more questions than you did in the parliament. Politically speaking I am NOT a friend of Linton and UWP but this is not about politics. This is about missing money which is contrary to everything we preach behind the pulpit.     As a bible believing nation, as we were reminded by pastor Jodi Andrew, during the re-dedication service, it is important that we follow the principles of the bible at all times. Accounting and stewardship is well taught in the bible. For example,

    In Matt. 25:14- 30, we see how servants were asked to account for talents given to them.

    In Luke 16:1-12 Jesus told the story of a rich man that was accused of wasting his masters goods and he was asked to give an account for ever penny. We see how the steward called his debtors and asked them to just what was needed to balance his book.

    In Acts 5, we read the story of Ananias & his wife and how their lives ended because they lied about their giving.

    We need to learn to stand for truth and stop defending politicians. I conclude by saying PM Skerrit has failed us and using tricks to not account to us is very wrong and ungodly

He was talking about procedure for accountability. So why is Linton not accepting the proper procedure that the Finance Dept. advise him to use.

    As a pastor I believe I need to bring some balance to the conversation because right now what I read will not take us anywhere. I operate with a church board and I am NOT the treasurer! However church holds me responsible to account for their monies since I am the only one paid. As a board we meet every two months and the treasurer gives us a financial report. If their are questions we ask for explanation. Now every 6 months we meet with the church and we give them a detailed financial report and if they have questions they ask and we have to give answers. On top of that we are audited by a certified accountant every year.
    PM presented a budget that raised many questions. The opposition leader in response raised important questions about whereabouts of 1.2 billion dollars. PM came back on kairie to clear the air but you would agree that he caused more questions. Linton then asked the FS, who is a believer and my good friend for a break down. Why not just give a break down?

      @Red Pastor,…….my first reaction is why use a fake name. A real pastor would use his real Christian name without fear with the courage of his conviction. Fear is not an option with Jesus, not even the fear of jail or death (St Paul is a case in point). So anything you say is suspect of bias.
      Secondly Linton motive is to use any means necessary to embarrass and harass the PM. He does not understand his role and refuse to accept that he operates at a lower level than the PM. he really cannot understand that he has no power or authority to make demands, because he is only a monitor. He cannot direct or command anyone (civil servant or ministers) to do his bidding. He can only make polite request (even beg ) to be favoured with information.
      Can anyone advise him that communication with the government observes laws and procedures in public administration.
      Why not accept the advise received from the F.S. Office ,say thanks and act accordingly. Again we see arrogance and

    Just as I have said before, nothing Skerrit does or says will satisfy Linton, Vidal, Loftus. The work of the opposition is to oppose regardless. That is exactly what these lazy guys are portraying. They like bagalaga like they are ghetto Dominicans. What Lennox needs to do is find the money to pay Pinard what he owes him. He wants to make sure there is enough CBI money left so if he gets into power there will be enough left to steal to pay Pinard. That is the whole strategy.

      If there was suspicion of dishonesty Linton ( an investigative reporter) would have had a confab with Francis (the lawyer) to make a case. He would seek information from the Clerk of the House of Assembly as advised by the F S Office. He would be sure he had sufficient evidence to make charges of fraud and theft and seek conviction of the perpetrator.
      But he knows that he is only grabbing at straws and blowing blue bubbles just to try to make the PM and the FS look bad. Trying to sow fear and mistrust so that he can look like a hero.     I’m not surprised that Skerritt and his minions, having been embarrassed by the disclosure that $1.2 billion was not accounted for, would seek to frustrate the process of delivering the accounting which the Leader of the Opposition called for. In the meantime, the corrupt regime will use this time to patch up lies and deceptions as to the whereabouts of the money. We still want proper accounting for the Country’s money. This does not belong to Melissa or Roosevelt or Montreal management. Skerritt, the double doctorate dude is being embarrassed by someone he and Tony told us is a high school dropout.     Linton asserted that the amount of CBI revenue that was reported for the financial year 2018-2019 was short by a billion dollars which he said should be accounted for. If the revenue for CBI is 1 billion short for financial year 2018-2019, then how much was reported? That will mean the Government generated more than a billion in CBI revenue in the financial year 2018-2019. WOW, so CBI is making that much money in one financial year? that is a lot of money.; no wonder those In don’t want to get Out. If a billion is missing, then maybe one person is a billionaire or several persons are millionaires.

    I do not understand. What is wrong with this logic.
    Why is he trying to find the information now after making defamatory statements. The information is at his finger tips but he is trying to create an issue that is not even relevant since he is in charge of the committee and has access to the information. Shouldn’t he have sought the information before hand instead of making statements then try to verify them., This is backwards. Is like putting the cart before the horse. Unbelievable. Are we that gullible in Dominica and we are blinded by political party and cant see the light.
    This is incompetence at the highest level.

      What’s funny about your statement is that you never come close to saying just what this “defamatory statement” is..It would serve you well to be fair and truthful with the statements you make.
      Lennox pointed out a Gross misrepresentation in the Budget Estimates, that is all..NO defamatory statement at all. This should be of concern to every Dominican. A large amount of money remains unacounted for. A caring gov’t should not feel so offended, if their intentions were to serve the people wholeheartedly. Wake Up and stop being a blind follower. Dominica will thank you for it in the Generations to come.

President? Prime Minister? Or Tony Astaphans? A judge? Thats where transparency comes to play. Just this statement alone tells me the response is for malicious intent to stall access to information. WTF is Elijah benoit on public accounts Committee when he was misusing public funds for political millage and is now not considered as a candidat. I swear they need to bring back hanging in Dominica cause sooner or later all these folks will answer to a court. By the way all who recieve funds to run for election and did not report as revenue on thier tax returns are committing tax fraud in Dominica. I will surely be listening to the coury cases in the next 3 years.

    DNO, in its reporting, ought to have acquainted itself with all Standing Orders related to the Public Accounts Committee in order to enrich its reporting. It is essential to your article that the relevant section of Standing Orders which was referenced, ought to have been quoted for lucidity and to give premise or to dispel ambiguity, as the case maybe, in reference to Public Accounts Committee seeking information.
    Once the relevant section is quoted then it would be clear to all and sundry whether the Chairman of the Public Accounts Committee erred in the procedural and administrative modality of the request, or whether the Ministry of Finance erred in its interpretation of the Standing Orders.

    I think it is time that all, on whichever side of the Political Divide, must premise any discussion on the letter & spirit of the law or regulation or Standing Orders as the case maybe in order to avoid any Ambiguity. OK DNO?

    When Skerrit made changes to his candidate in some constituencies for the up coming election, YOU ALL UWPITES had so much things to say going as far as calling him(Skerrit) a dictator; You all said the DLP was no more but, Skerrit family party and a whole bunch of BS like he was doing things on his own as leader of the party and consulted with no one else. You all said he was disrespectful.
    What do you ALL UWPITES have to say about Lennox Linton action now, requesting demands from the FS even if he is the chairman of that committee he so forcefully talks about. Ain’t there other members on that committee? Ain’t THEY not suppose to be involved in the decision making of the committee?     This is a delay tactic to give them time to fabricate a response. The DLP has hit a new low for lack of transparency and accountability in governance. The PM tried to explain the allegations by Linton, but he compounded the problem by his lack of specificity relevant to the missing funds.

      Actually, one would think that once the budget had been presented in the House of Assembly, and the numbers just didn’t add up, the civil servants in the Ministry of Finance might have anticipated that questions would be asked and prepare accordingly…and perhaps they did but their work has been quashed?
