Linton outlines development plans for a UWP government

The United Workers Party (UWP) is promising a new sustainable Nature Island Economy with agriculture, tourism, renewable energy, ICT, the cultural industries and a water industry as the major pillars, if it becomes Dominica’s next government.

The next general election is constitutionally due by May 2020.

Opposition leader and leader of the party, Lennox Linton said during a UWP news conference recently, that it is the only party that’s ready and able to lead the change that Dominica needs after “the colossal governance failures” of the Roosevelt Skerrit-led DLP administration.  He accused Skerrit and “his followers of reducing Dominica to the indignities of poverty, joblessness and dependency over the past two decades” and said his party was ready with its “Vision 2020 initiative”, to receive the people’s mandate to lead and manage their affairs in government..

He also said that a UWP government will grow the economy by 7% per year, create 12,000 new jobs by 2025, and increase the minimum wage and old age pensions by no less than 50%.  

We will restore livelihoods and bring back regular income to families in the farming communities of Dominica…and enact legislation and regulations to legalize, grow, process and export cannabis, and cannabis-based health and wellness products,” Linton stated.

He said a UWP government will provide agricultural inputs, farm labour and financial grants to farmers to enable production of a range of high value products for export and will purchase at least two refrigerated vessels to transport Nature Island-branded, primary and processed agricultural products in the Caribbean. They will also provide low interest loans, financial grants and appropriate fiscal incentives to deserving tourist-service providers and manufacturers for refinancing, refurbishment and expansion of their establishments.

“We will construct an eco-friendly, state-of-the-art, international airport, we will expand and modernize our sea ports, we will open the Delice/Petite Savanne road and complete the Roseau Road Reinstatement Project… Overall, we will build and upgrade our road network and bridges to the highest standards of resilience to natural disasters,” he declared. “We will fully reinstate, restructure and operationalize the Public Works Corporation and will ensure there is fairness, equity, proper accountability, and no political interference in government’s housing assistance programme.”

A UWP administration, he said, will broaden government’s home assistance programme to include a one-time financial grant to deserving single-parent tenants who suffered loss of house contents during passage of Hurricane Maria and, will, in the first instance, allow duty free entry of essential building materials for one year.

According to Linton, primary health care systems will be restored and tertiary care upgraded. The State will pay the tuition fees of all Dominican students attending the Dominica State College and the size of Cabinet “will be reduced by at least forty percent.” But this move is not expected to affect the Ministry of Kalinago Affairs as the portfolio of that minister will be expanded. The Carib Act will be amended “to meet the needs of our Kalinago brothers and sisters.”  he said.

Linton reiterated his promise “to pursue the appropriate constitutional amendments and enact legislation to limit the time in office for any Prime Minister to 2 five-year terms” and to establish a fixed date for general elections every five years.

“We call on our nature island people to continue to put the country first, irrespective of partisan allegiance. Let us not place party before people and country. Let us unite over this common desire for change, knowing that those whose failure and destruction we seek to change from, cannot present us with the change which we need,” the UWP leader stated.

At the DLP delegates conference which was held in Londonderry earlier this month, Prime Minister Skerrit presented  an election slate with thirteen new candidates whom he described as “the fresh faces of change in Dominican politics,” adding, “The other side has little that is fresh and has made no meaningful change.”

    When are they going to demand the return of the parrots that were kidnapped from the Botanical Gardens right after the hurricane and taken to Germany for a bogus study? They should have been returned by now. The parrots are most likely miserable away from their natural Dominica habitat, they may be homesick. They belong back home in Dominica flying around in the forest.

    With the way Skerrit deceived me and Dominicans I wanted to say Mr. Linton is just another politician that wants to get in office. But after going through the article several times and knowing Linton to be honest, I finally believe that these promises are possible. The truth is, agriculture is, God gave every country gifts to take care of His people. Our gift is pure water and fertile soil. If we can get people back on the farm that alone will create at least 6000 to 8000 jobs. With a health friendly government I wouldn’t be surprised to see Ross do some business here again. No I am not saying they will leave Barbados but I am referring to an extension of Ross . Then I see many Dominicans in the DIASPORA come home to invest . I also see foreign companies coming in to invest. The international airport would create many jobs and individuals would find ways to be self employed.     Lennox, with all due respect, I must say that stated in the quote above is a very bad idea!

    In some places in the world Marijuana is legal in certain amounts; however, we don’t know of any country exporting cannabis as a wellness product. I reside in Los Angeles California, one (150) hundred-fifty miles North of San Diego which boarders with Tijuana Mexico, which is a gateway for all sorts of drug smuggling into the United States.

    Everyday tons of Marijuana are confiscated: If there was a market for legally grown cannabis, it would be legally imported wherever their is a crave for Marijuana and other mind altering drudges. I don’t know of any place on the planet where such products are legally exported. 

    I been to places such as Holland where marijuana been legal for smoking for more than fifty years, nevertheless, I don’t know of a…

    I am happy that UWP is articulating a plan to move the country forward base on economic activity. DLP seem to be a one trick pony using CBI money as a salve to all their needs. Having said that I need some more details on how UWP plans to accomplish their goals. Anybody can throw numbers and words around, but we need some meat on the bones to see if what they are offering have any chance of coming to fruition.

    What economic impact will raising the minimum wage from $4.05 to $6 have on the economy?? simply put how many persons in Dominica actually work for $4.05 vs $6 per hour???? from my own empirical data the answer is none, so raising the wage will have no impact whatsoever it will only be a political exercise to show a campaign promise being kept!!!! also bear in mind when you talking about increasing minimum wage that this is a significant factor in the cost of production….

    am happy you will take pension from $300 monthly to $450 thanks to this PM for his humanity, caring and loving initiative to always take care of our most vulnerable among us!!!!!

    This is a welcome change after 18 years of disaster by the DLP. They have plunged the country into economic bankruptcy and now they are still trying to cling on to power by reshuffling their cabinet. Leaders before have uttered the same beautiful words, every section in Dominica will be taken care of, but none have delivered as Roosevelt Skerrit; housing for the less fortunate, the yes we care program, the new state college, the new hospital presently under construction, real five star hotels been built, improvement to the road network, billion of $$ in reserve at the central bank. The Roosevelt Skerrit administration is not defaulting on any of its financial obligations. Good try Mr. Linton what you talk about is already happening.

    The plans laid out by the leader of the UWP are very ambitious. They cannot materialize in one term but the goals are noble. This strategic plan touches on most things that are severely lacking presently. It’s a herculean task to right the ship of state but doable with careful planning and dedicated efforts of all Dominicans. Where there is a will there is a way. The Skerrit-led DLP administration does not have the moral authority nor the political acumen to govern Dominica. They have financially and morally bankrupted the country. The evidence is in plain site. You cannot put old wine in new bottles and call it change. It’s time for them to EXIT office. Their time has long expired.

    I see quite a lot of negative rhetoric towards the proposals, but we’re not to be surprised at that for at least two reasons:
    1-Dominicans have become accustomed of being handed the short end of the stick by a Government who have basically dished out disappointment after disappointment for the last 20 years..Dominicans are scarred, yes that’s natural to react like that. Also, many of the bloggers here have never seen another Government at work due to their young age. Imagine 20-30 year olds in Dominica have never experienced different government or were too young to remember the performance of the UWP.
    2-There is a legitimate concern for funding of some of the projects outlined. That also is good, at least we’re becoming more objective and rational in our analysis of Gov’t promises. So, let’s be realistic, if the UWP finds that not enough moneys are available for some of the projects, quite naturally there will be priority areas of implementation. 20 years caused real psyche…

And you know that a person or group can show how caring they are when their people are hit by disaster . When Dominica was hit by Erica, Mathew and Maria the UWP went M.I.A. Missing In Action like deserters. When Dominicans needed their help the UWP leaders were nowhere to be found, hiding, playing hide and seek, playing “hoop sayway.” So when those “hoop sayway’ people come and make those fake promises you cannot believe them. There is no truth in their make up. What is their tract record? What have they done in their four years as members of the House of Assembly ? They get paid every month for doing nothing. All pay and no work. Who does that ? I understand that they are holders of diplomatic passports .

        When Linton retire from politics after next election what can he point to as a success. As the leader of a party , as a leader of the opposition as a former Parliamentarian what will be his legacy. Flash back a little, I heard or read that he said he was an investigative reporter. How did he qualify for this self declared, self style title ? He seem to be usuing this self imposed title to demonstrate that he qualify to be PM. Again I ask what is his legacy as a “investigative” reporter.
        What are his qualifications to manage any organization, what is his experience ? If no experience in management , what is his academic qualification ? Does he have a degree ? Is he self taught ? Did he do some home studies ? Did he do some adult education ? Has he done any volunteer or welfare work (a boy scout maybe) ?

        Steve, I agree with you. Where is Lennox going to get the money to do the things he claims PM Skerrit and his government didn’t do? That is why those guys will never get the privilege to rule over our Dominica–they are too dishonest, speaking plans which they can never produce.

        Well, although for the record, I’m not accusing anyone of dishonesty. When I say that it’s a legitimate question, I mean it’s one that leaders of all parties should have the opportunity to answer.

        If anything, though, it’s voters who are at fault, since too many of them believe that government can be like Father Christmas, bringing them presents for free. That puts politicians under enormous pressure to try to accommodate that sort of widespread economic illiteracy. (But then, that’s hardly unique to Dominica.)

        Elizabeth who appointed Roosevelt Skerrit: “God over us”( The late Dr. Phillip Potter).  You should be asking Steve how long is Roosevelt going to depend on the corrupted sale of Dominica passports, ordinary, and diplomatic passports to get money to pretend he is doing something in the country while people starve?

        At least Lennox has presented a outline of how he intends to tackle and develop the economy, providing jobs in the process, with Roosevelt his plans are the same trying to get a square peg into a round hole, half of his time as prime minister that is his only effort, he has not succeed, hence he tied forcing a round peg, into a square hole, he keep failing nevertheless,he keep doing the same thing over and over.

        Only a fool keep doing the same thing over again expecting different results!

    While many will begin to question where the UWP will get the funds to finance their proposed plans for the development of Dominica, they will by their very question suggest that the DLP is better able to secure funds. There is no doubt that this DLP government has been able to secure a lot of funds over the past 19 years in office. My question in return is: Can someone; anyone list 3 achievements of the DLP government in each of the following industries:
    – Agriculture, Food and Fisheries
    – Commerce, Enterprise And Small Business Development
    – Ecclesiastical Affairs, Family and Gender Affairs
    – Education and Human Resource Development
    – Kalinago Affairs
    – Tourism and Culture
    – Health
    – Youth Affairs, Sports and Constituency Empowerment
    We all admit that the DLP is capable of securing funds, so I would prefer if supports of the DLP use this platform to encourage none supports to at least consider DLP based on their achievement.

      Gnatel are you serious?? have you been following whats been happening on our island through the competent leadership of the DLP Government? due to word limitation i will give brief remarks
      – Agriculture, Food and Fisheries — $15M placed in AID Bank @ 3% reducing Balance NOTE; the island is not made up of only a government it is we the people that have to produce not government.
      – Commerce, Enterprise And Small Business Development—First Government to have a whole ministry designated for this sector, lots have been happening including Grants to the entrepreneurs.
      – Ecclesiastical Affairs, Family and Gender Affairs — what do you want from this Ministry??
      – Education and Human Resource Development— Thousands of tertiary level scholarships, free school bus for secondary school students leaving a mile away from their school
      – Kalinago Affairs — oh come on man.. housing development, free college
      – Tourism and Culture??
      – Health??
      – Youth Affairs, Sports and Constituency…

      This DLP has been the only government that ha,s squandered such a large amount of money in our history .Dominica should by now be a beacon in the Caribbean, if only we had good leadership. An unprecedented amount of VAT money, CBI money (albeit very intransparent and with no accountability), large amount of grant $$$$$$$$$$$ like tower..99%of the citizens are asking where has this vast amount of money walked, flown, ran, swum to,? .Has the preponderance of it gone into some Swiss Bank?or banks,? And on the names of others fronting for the real “””teeths””? At 41 years since independence, Dominica has its full complement of “teeths””. Election 2019 is the opportune time to Te way those teeth,Ha lay those teeth, Wash ay those teeth Day Moutay those teeth .

      If this failed immature Skerrit unable to account for state`s funds as Finance Minister, you expect anyone ese within the government and circles of the Finance Ministry and Cabinet that anyone is able to do so. When Skerrit and Corrupt Labour government leave off, departs office the incoming government will obviously with the Financial secretary do an audit that our states money are accounting for. If not we have lots of space up Stockfarm to place anyone who has and continue to be engaged in abuse, thievery, Bobol of states funds. We pay taxes etc we expect that our finds will be managed well…

      No new ideas, lazy approach. UWP supporters continue to be fooled fancy rhetoric. We are in 2019, the leader of the opposition who knows all about transparency should at least tell us how these initiatives are going to to be financed. Is it with increase taxes, more aggressive sale of passports, reductions in government services? Is Mr. Linton really expecting the DLP to raise the funds and leave it for him to spend (his suggestion)? Just another election gimmick.

    Hmm, who are the economic planners for the UWP? They are planning to spend money that they do not have–kind of putting the cart before the horse. So where will the funding for the proposed projects come from? I suspect from more robust sales of CBI passports and the sale of Bird Island which has proven reserves of billions and billions of cubic feet of hot air gas.

        You are forgetting one thing, they spent 4 and a half years and they bankrupted the country. The could not pay civil servants on time, they were owing every merchant in town and could not pay, they sold Domlec, they did not pay social security collected from workers, the money left to build the layout river hotel disappeared and no hotel was built, they sold passports to criminals, we were one of the most financially blacklisted country in the Caribbean. Dominica lost visa free access to Canada because of the reckless attitude of the UWP………

      No government comes into power with money. Whem Mr. Skirrett came into power did he come with money? The UWP will use what is in the treasury which belongs to the people of the Commonwealth of Dominica to better the life of the people in particular, the Commonwealth of Dominica in general.

Good governance dictates that the incoming government built on what good practices the former administration established. I would hope he doesn’t do like Trump did in trying to destroy Obama’s legacy. If he is true to his word we would realize significant progress over a ten year period, not immediately.

    Mr Visionary – Hon Lennox Linton, Dominica’s next Prime Minister.

    When he utters that the growth of Dominica (or for that matter any country) is not an isolated metric, but something that is a function of institutional, global and cultural factors that are strongly influenced by policy and political leadership, then he’s got my VOTE!!!

    When he utters that to succeed, the following variables are key for Dominica, a strong political leadership with vision and consistency, a robust financial system, a conducive global environment – economically and geopolitically, rule of law that is non-preferential and fair and that instils strong property rights and respect for contracts, then he’s got my VOTE!!!

    When he utters that an entrepreneurial community that is high on ‘animal spirits’ and is willing to take risks, an educated and skilled workforce that is ready to step up the potential of the economy and finally, social fairness and mobility, then he’s got my VOTE!!!

      @ for the love off country…. Linton and his gang members are talking about matters they cannot understand. They just have words. They are incapable of doing or delivering . What has he and his gang members done for anyone. What has been their contribution to any aspect of the development of Dominica for the last four years or during their adult lifetime. Name me one, only one. As has been said elsewhere ” you do not have to be in central government to do something positive for the people”
      All they have contributed is general chaos and fake news. They are all negative words and no actions.
      No one is going to vote for them. Even the guy with the fake name of Paul Rossnof who is an agent of chaos cannot vote for them. He has tried to register several times but we all know each other so we will not be fooled.
