Member of Parliament for the Mahaut constituency, Rayburn Blackmoore, has revealed that over E.C$678,000 will be spent on road and drainage enhancement in the area of View Point in Warner and on the Campbell main road.
These projects are set to be completed by the end of the year.
Speaking at a handing over ceremony held on Friday April 7th 2017 at the Mahaut Community Center, Blackmoore said that five contracts have been signed and the funds are coming directly from the Citizenship By Investment (CBI) program.
“The funding of course is coming from the CBI program, demonstrating that everyone is benefiting from this program and as I have said before and I want to reiterate, in a town hall meeting. The CBI is for us,” Blackmoore stated.
A cheque for the projects was signed and handed over to the chairperson of the Mahaut Village council, Lorna John-Charles Dalsan.
The Mahaut MP added that he will strive to ensure that the constituency becomes the best in all categories in the country.
“I want to give the people of the Mahaut constituency the assurance that we will ensure that the Mahaut constituency continues to emerge as the number one constituency in the whole of the country – the most diverse, the most exciting and the most promising and that includes all the portions of the constituency,” he said
He also said that monies will be available to begin the construction of a very “important” road project, the Campbell/Despor link road, in the Campbell, Sylvainia and Despor area.
“The Minister of Finance has given the word that the monies will be made available to do this very important segment of the road,” he stated.
Blackmoore said that although he hopes that the contractors can come from the Campbell community, such a project is something where “we cannot waste time.”
He believes that the road, when completed, will serve a very useful purpose not only to the villagers but the nation by extension.
“I am looking forward in due time to start that road…That road itself will serve a very useful purpose bearing in mind that we are very vulnerable. So in the event that we have a blockage on the main road, we will be able to use the Campbell/Despor link road as an escape. So it is not only limited to the people of Despor and Campbell and Sylvina, but from a National standpoint,” he explained.
Meanwhile, Blackmoore disclosed that throughout the course of this month, more contracts will be signed to the tune of $775,000, to address roads in Canefield, particularly Canefield East and the RBC Housing Scheme area.
According to him, the building process is underway and the contract process is set to be completed next week so as to begin construction soon after.

This paltry sum of money means nothing more than another hatchet-job road project. Too many corners, steep gradient leading to the entrance of the Warner road, not to mention lack of proper drainage. It’s another two-by-four pre election gimmick. It will fool the gullible labor cohorts, but will do nothing for the sustained development of access that is required for this area.

Why is money being poured around Dominica like gravy?
Why is money being handed out to people who are ill equipped to manage the funds?
Where is the Central Ministry for Infrastructure and Communications to plan, budget for, strategise and seek tenders for the works, etc.?
Where is Public Works Dept.?
Oh! I know now, we do not need it.
We do not need skilled road engineers in Dominica.
We do not need to train our young men/women to be civil engineers.
And we do not need to maintain our roads and bridges.
They have really dragged my Dominica backwards.
Dominica is being mismanaged and no one seems to care.
More than anything else Mahaut needs a bypass.

Rayburn, the site of your makes me sick to my stomach, because you represent nothing of substance. Just hot air from the corrupt regime that is labor. You have a steep gradient leading to the entrance of the Warner Road from Jimmit. Are there any plans to shelve this cliff or construct a ramp to it, thereby reducing the steep dangerous gradient? Definitely not.
What are the long terms plans for the Mahaut road inside the village where traffic if often chocked off? How about strategically relocating some residents so that you can expand the road in certain areas? No again.
If there’s a severe medical emergency in the village, emergency response personnel have a difficult time getting to that sick person.
How about adding ambulance services to the Mahaut Police station, so that they can better respond to the community, instead of waiting for an ambulance to leave Roseau and tend to emergencies in the village? Too far ahead for your peanut brain.

Where was all that CBI money all the time?
I take this news with mixed feelings..first it seemed that it was a single localized political initiative to strengthen the DLP base in Mahaut, and later given the idea and possibility of enhancing that link road through Mahaut, Campbell, Despor, Sylvannia, the aim changed to a project of National importance and benefit..
That Road cut under the UWP has been neglected for nearly 20 years now, but still remains a very important link road for whole of Dominica..I support that initiative 100%..this will mean more development of lands through that ridge also. Dominica needs more roads through the island wherever possible to encourage land use up in the hills..more than 70% of land in DA remains untouched for lack of access.. Good Move Blackmoore..

It would appear as far as Skeritt is concerned, the villages of Salisbury and Marigot are not in Dominica or maybe they don’t pay taxes.

not everyone benefitting from the CBI. you all are playing poor dirty politics. the whole of dominica is the responsibility of the ruling party even if a constituency did not vote for it. nothing is being done in the constituencies that’s not labour poor politics my friends. If I were the prime minister the constituencies that did not vote for me that’s where I would put my attention to help along with those who voted for me and by the next election I would see more votes come to me because I would play rich clean politics. stop being vindictive when visitors come to dominica they could see evil going on in the country because of the way you politicians treat the constituencies that did not vote for you fools. take care of the entire dominica stop you all nonsense.
