Man detained in connection with cocaine find

arrestedOne man has been detained in connection with on-going investigations into the discovery of 39 kilograms of cocaine.

The drugs were found last week in an abandoned concrete oven in Petite Savanne.

According to Police P.R.O and head of the Drug Squad, Inspector John Carbon, the drugs have a street value of $1.4 million.

The man was brought into police custody on Tuesday and is being questioned by authorities in relation to the offence.

The name of the individual cannot be released since no charges have been laid.

Last month three men were arrested and appeared before a Roseau Magistrate for possession of and possession with intent to supply 30 kilograms of cocaine.

The Men Orlando Moise, Francis Moise and Clinton Harriete of Petite Savanne and Garneth Jolly of Loubiere received bail in the sum of $150,000 in the High Court.

    drugs are like food,there are demands so there is to be supply.if people was not using drugs then it would not be brought in. yet still everyone needs money, they got to do something to earn it. food is bad in an extent drug is bad in its extent.RUM which is untested an sold to the public is even worst than cocaine it self so why so much people against the cocaine and not the untested Rum that kills. i think everything should be balanced.

    now I spoke of agriculture but the next problem we have is that we need to clean out de country from top to bottom…….because a lot of the time is the same drugs supposedly seized is what is showing back on the streets. I know of a guy that was held with a load of mariganja and de same day he was in the cell it was the same time the same drugs was on the streets so who do we point the finger on

    Tsavanne use to be a cool place. What happen? Nobody want to work hard anymore. If they found this much think about the amount they don’t find. They need to get more serious about this and prevent it from entering. But I believe since this is a big money business some Big Boys involve in that too.     Excellent job to the Drug Task Force of Dominica. I don’t care if these fools get bail anymore cause the Dominica courts is just a dead end, right now I know that over 4 million of cocaine is out of the street. These t-savanne drugs dealers will soon have to find real work cause their suppliers are no longer going to trust them because they are so exposed.     There should be a chain of custody in place at the police armory, if a weapon is being issued to an officer it should be log out, and when it return it should be log that it was returned, the date time officers name all of that information should be logged in, an inventory of all ammunition , and fire arms should be perfomed at every shift, and if anything is missing the person on duty should not be relieved of duty on less the missing item is accounted for period. someone is dropping the ball. so many weapons are missing from the police armory, that is crazy the police chief need to put the fear in who ever is responsible.

So many times we see our young people turn to drugs and crime and we ask why aren’t they doing something positive with themselves. This young lady has tried to go in a positive direction and is doing well. So let’s not look at her comments in a negative way but instead look at it in a positive way and like the other Caribbean countries celebrate our young people who do well. Encourage miss shillingford to pursue her dreams. Let’s all say to her well done she deserves that much.

      I am very angry that people sit by and let the police handle people and the citizens of Dominica in this way. They need someone to pin the drugs they found on, so they are arresting not the person who owns the land the drugs was found on but the person they searched inside out and found nothing. This type of policing is indeed absolutely nonsense. We as a nation should be more concerned about the police not doing a good job. As for the people of petite Savanne, they like to rejoice over the misfortunes of others, but let us remember nothing is proven and everyone will have a day as well.

    Ok DNO….lets get our “legal” terms in order.

    The biggest difference between the two in our system is that when you are arrested you are cautioned (Americans refer to it as the miranda warning) that whatever you say will be taken in writing and may/ may not be given in evidence. Hence you are now the “property of the state until all the legal maneuvering to put you on bail or remain or trial is over. In other words you are no longer a detainee but an arrestee.

    When one is detained it is very informal and simply means that you are not yet arrested but a prime suspect (in most cases) that cant just walk away until told you can do so for at least 72 hours.

    Now having given this simple explanation (of course it can get a little more complex) please change the title to Man “detained” no “arrested”.

      The law says you can be in possession by simply having knowledge of its presence and not reporting it. So if he know about it and did not tell the police them that is possession.

      Some body need to educate smarty on the subject of possession and tell him if the evidence is available to connect the suspect to the drugs it could be under his mother`s bed he can still be arrested. That sort of mind set is more trouble for Law enforcement going forward.

      yes the police have their rights to do their jobs. My problem is when they do their jobs based on hearsay and arrest people for no reason. That is why there are so many case for suing going right now in Dominica. The police should try to do their jobs well. This individual’s house and premises was searched and nothing was found. Why the arrest? Everyone has a say in the matter but no one is actually following the laws that govern the land.

      I always believe that at least 20% of bail money should be deposited (non-refundable)at the government treasury immediately upon releasing any offender on bail. Law makers should consider making this part of the bail act.

      Good point, but it’s not the police who set the bail sum. it’s the court, whether the magistrate or judge. Another good use the forfeited bail money could go to is the setting up of a rehab center..much needed i say.
