Mandatory vaccination for tourism workers as Dominica prepares for the return of cruise ship

As Dominica prepares for the return of the cruise ships which officials say will commence in June 2021, Prime Minister Roosevelt Skerrit has announced that his government will amend the certification criteria to include vaccination for those involved in the sector.

According to the Prime Minister, these measures need to be implemented for the safety of both visitors and locals and to grow the economy back to the place it once was.

“Similar to how the food handlers license is done, that you have to go and do a tuberculosis test etc, before you can get the food handlers license and for good reason… if you want  our bank account to start receiving  income in the manner in which we were receiving it in 2019.”

The Prime Minister also stated that along with the new protocols which will be put in place for tourism and hospitality workers, adjustments will also be made for cruise passengers wishing to explore the island.

“You cannot be a tour guide and not want to get vaccinated, because the person who is going to want you to take them to Titou Gorge and Trafalgar Falls and the boiling lake, they are going to want to know that you are vaccinated because they are going to want to protect themselves,” he reasoned. “And they are going  to demand that they will only go on a tour with people who are vaccinated and the person  would have a right to demand so.”

Skerrit further noted that vendors who will be in daily contact with visitors would need that added “amour of defence with the vaccine” and further emphasized the importance of those in the hospitality and tourism sector getting vaccinated.

“So, it is important for us to recognize that we have to set aside all these things we read on YouTube and Facebook and all these social media platforms. It is  important for us to read those things, but we need to understand what we are reading to comprehend what we are reading  and to understand what is in our best interest,” the prime minister said.

Skerrit admitted that this comes with risks, “but we have to recognize the need for us to get back to a state of normalcy.”

But he gave the assurance that his government had not taken the decision lightly and had done so in consultation with the cruise lines, regional counterparts and stakeholders in Dominica.

Meanwhile, Chief Executive Officer (CEO) of the Dominica Air and Seaport Authority (DASPA) Benoit Bardouille, has outlined the new measures that will be put in place for the arrival of cruise passengers to the island this summer.

“During the summer when we will be getting ships from June, we will have to do a couple of things, we will have a new health screening area on the pier, when the people come off the vessel, they will be screened, only persons that are going on pre-sold tours.” Bardouille said on the DBS Radio Talking Point programme last week.

The DASPA CEO explained that in the past, passengers could walk off the ships and go into the city on their own journeys but now, only those with pre-sold tours or organized tours will be allowed to go on tours to COVID-certified areas.

According to Bardouille, cruise passengers will be allowed to come off the vessels at scheduled times based on the tours that they are taking and they will have to be screened by health officials.

He said those who don’t meet the requirements, will be ordered to return to the ship.

Bardouille went on to say that the port will establish a safe zone so that people who come off the ship and are not able to go on the pre-sold tours, will be allowed to remain within that zone.

“So, on the Bayfront [Dame Eugenia Charles Boulevard], we are going to establish a safe zone so that vendors, braiders will be allowed to operate their businesses within those areas with certain guidelines…the whole setting is going to be different,” he stated.

He said there will be restrictions on taxi drivers as well, as the only individuals who will be taking visitors on tours are pre-sold tours and described as “a thing of the past,” the practice by some taxi drivers of of visiting the port,  and hanging around in the hope of getting a tour from a visitor who wanders off.

He made it clear that the only individuals that would be taking visitors on tours are pre-sold tours.

Prime Minister Skerrit has also said that his government will be announcing a number of protocols for fully vaccinated visitors and citizens.

“There is the expectation that we will reduce the quarantine period for people who are fully vaccinated.”

Meanwhile the prime minister has reiterated a call to members of the public to get vaccinated.

“Let us get vaccinated, that is an important armour in our defense against Covid-19,” he encouraged. “Where the cruise ship industry is concerned, we need to ensure that we get vaccinated.”

He said he is confident that together, the people of Dominica can make it work, “and we can continue to make the right decisions as we have done in the past year to keep our families, our communities and country safe.”

Dominica is expected to welcome its first cruise ship on June 6, 2021, since the restriction imposed because of COVID-19.

    Anti-vaxers are against all vaccines, period. Many who espouse reluctance to take the Covid-19 vaccines are quite willing to be vaccinated for other diseases. Whatever their reluctance it seems to be based primarily on misinformation and Cookoo science. They refer to arbitrary videos and other information picked up on the internet from dubious, fly-by-night sources. Main stream media like Reuters, AP news, BBC, and others bring unbiased information, and that’s what I personally go with. Anti-vaxers, the real ones, can’t be easily convinced to take vaccines, however those who have allowed themselves to be led astray on Covid-19, can still be made to see the error of their decisions. I will still respect their right to their decision even if I know that they are wrong. Scientific reasoning proves that when hundreds of millions of people take the vaccine over 7 months and there are very few bad outcomes, then the vaccines are safe.

I also know that today one white man, Bill Gates, is spending his personal money to bring medicines to parts of Africa to try and eradicate long entrenched diseases. I don’t dwell in the past and have to remain where I am because of past horrendous events. Neither does it mean that because of past events we should only make decisions to remain frozen in time and space. In the past when our ancestors worked for the white man he sold some of us off, so you mean you won’t work for a white man now because of that history? Get with the modern program as the world is moving forward despite there are still racially motivated issues. There is more transparency and more blacks are represented in the decision making processes so your fear is I’ll placed.

    @Lifeanddeath, what you don’t seem to understand is that in the soup called the population, there are other categories besides anti-vaxers and those who will rationally decide to take the vaccine. Those who will take the vaccine can be broken down into different sub groups as far as willingness to take the vaccine meaning that different levels of persuasion will be need. I don’t see a big issue with the governments ongoing efforts to encourage those with hesitancy and those who procrastinate. Hesitancy doesn’t imply outright denial like the anti-vaxers, it means there is need for more information to erase doubts. Since anti-vaxers don’t carry around a badge to identify them the authorities have to make every effort to reach the hesitant ones and others who just want to procrastinate for whatever reasons. I respect your right to make your decisions. I hope you are not anti-passport or anti-drivers license too.

        Not taking the vaccine is ok for yourself but you become a spreader if you contract the virus. It may not affect you but it may kill someone you come in contact with. So if you are in an industry where you come in contact with people it would be reckless to not get vaccinated.

    Anti- vaxers make up only about 15% of the population of every country. They are entitled to have their views. They are the loudest and think that their aggressive opposition makes their position right. Their reluctance will be hit the hardest by policies put in place to safeguard the entire population, especially visitors to the country and clients seeking to do business with government owned and controlled facilities and businesses. I wonder what they are going to do with such a responsible and necessary policy in place. No one is going to force them to take the safe vaccines and it will always be their choice and decision to expose themselves unprotected, to the deadly Corona virus. Sixty million Frenchmen couldn’t be wrong and so to the millions who have taken the vaccines. When they bottle up their arrogance and educate themselves they will be able to make money in the tourism industry. Empty barrels make the most noise.

Also for those asking for testing of EVERY SINGLE passenger on the ship, will you provide the money for the resources as well as trained professionals to test the incredibly large amount of passengers that disembark? You know well you can test negative day 1 and get it day 14. To avoid and overload in the hospitals like in the case of India, measures are put in place. Allu must stop all the bad talk. If they just let things be it would be a whole attack on the government about why they letting them tourists galavant.     Dominicans who rely on tourism have no choice but to be vaccinated, regardless of their personal health situation, their religion, and their generations-long held belief in living naturally and chemical-free.     Presumably the Bay Front “Safe Zone” will be closed to non-vaccinated Dominicans and residents on cruise ship days, along with Titou Gorge, Trafalgar Falls and other visitor destinations.

    The resumption of cruise ship visits at this point in time will largely benefit the cruise ship companies and their financiers. To facilitate rescuing their investment we risk losing all we have gained in warding off the pandemic.

      So @ Roger Burnet and others, do you guys really expect the country to be locked down forever? I mean you guys must be real and reasonable. The world has been affected and infected by covid-19 for over a year now. Dominica is part of the world. So we can run for a while but cat hide forever. People need to come in and go out with their lives. At this time the best we can do is take the vaccine and trust God for our protection and move on. I don’t believe using a mask is totally safe and healthy, but I use it because it gives some protection. I don’t believe it is fair for Dominicans to pay for quarantine, but I do it. Similarly I don’t believe the vaccine gives 100% protection but that’s the best the world can do now. In life there are risks and so too with the vaccine. But people cannot stay in lockdown forever.

        My little take is that many countries throughout the world must be envious of Dominica. A small island with limited access is the safest place to be at this point in time.

        A year ago there was the promise of a “new normal”. This I welcomed, for to my mind the “old normal” was beyond its sell by date. Perhaps God felt the same.

        For Dominica the new normal could mean our reviving our agricultural potential and catering for niche tourism rather than mass tourism. It may also mean spending less time clocking up unnecessary air miles to attend unnecessary meetings. In this respect I give the Prime Minister credit: he hasn’t left the island for over a year.

        But the end of the day it seems that the vision of a new normal will just be a rehashing of the old normal with the prospect of mandatory repeated vaccines for every new variant.

    Well, I am pleased and proud with how Dominica has responded to this crisis. Will visit my hometown this June, to lend my support and to getaway. It is surely my expectation that the quarantine period will be reduced for vaccinated visitors. Barbados has already implemented the changes. It is vital that this change be made soon, as it will influence the types of accommodations that visitors will book.

        Your statement is particularly set-up to defeat its very own intended purpose but before explaining why, let me debunk a very treacherous Myth about this particular Vaccination drive.
        1.) Not all persons trying to rationalize the purpose of this Vaccine is an Anti-Vaxer. There are Vaccine developers who warn against it. So far there is evidence of many unintended/unexpected results; and even death. Therefore there is legitimate concern for all persons beyond the 15%.
        The Anti-vaxer sentiments as regards to COVID-19 is used to conjure sympathy for the persons who are pushing the vaccine and those who mindlessly comply.
        2.) “Anti- Vaxers make up only about 15% of the population of every country”; Assuming that we can agree on basic Maths, then15% from 100% leaves 85%, so where exactly is the resistance. The Governments in any country should have no problem getting 85% Vaccination compliance.
        So probably the issue is not about Anti-Vaxers at all like u originally…

    THis is complete absolute nonsense. Regular PCR tests should be an alternative. The testing procedures are fast and will inform individuals (WITH DOCUMENTATION) that they are COVID free. The issue is whether you have COVID-19 or not. It public knowledge that EVEN AFTER I RECIEVE THE VACCINE, I CAN STILL GET AND GIVE THE VIRUS!!!! That is publicly stated on both the W.H.O and PAHO websites as well as the CDC websites. So this insistance of getting vaccine, why ? why ? when it has not been thoroughly tsted for an adequate period of time? Why make it mandatory when PCR tests are readily available to show whether you have it or not.
    Whats funny is that if i get COVID, and take the vaccine, i’ll still have COVID. and i can still spread it. making it completely useless. So i take the shot. i meet my group of tourists and show them the card that says i took the shot, then i give them the virus, or they give me the virus. Skerrit has a bigger agenda here at play.       The premise with the vaccine is that it lessens the chances of you dying….so if you do contract covid after getting that vaccine, your symptoms should be mild and you hopefully won’t die.

        That’s not what was said in the article. If that’s the whole point of the vaccine then it is pointless because if you are a healthy person under the age of 60 you have a very low chance of dieing from this disease. What is the point of injecting yourself with some experimental thing that is known to have created fatal side effects in several people already

        They also say that 99% of the people who contract CoVID will survive, even before the Vaccines were available..The vast majority of the infected are already “Asyptomatic”..
        I still can’t see the point of Worldwide vaccination..

That is amazing to me that in a “christian” nation more people don’t have their eyes open and see where all this stuff is headed.           @BS, answer this question. We have to have our children vaccinated before they are admitted to school, where does “rights” come in with that. We are to have passports to travel and drivers license to operate a vehicle on the public street, so where is the “right”. Scientists had been working on Corona viruses before the Covid-19 virus thus they were able to come up with a vaccine quicker than in the past. The vaccine will not cure the Covid-19 virus just as the flu vaccine people get every year doesn’t cure the flu virus, but it saves lives and reduces deaths. I don’t know what is so hard to understand. However, you are free to make your own decisions, and I respect your right not to take the vaccine. The government is responsible for the majority of citizens and has to make decisions to protect the majority. The mainstream media is responsible that’s why responsible people get news from them not from all dubious fly-by-night videos and postings from unknown persons.

        The point at hand is forcing persons to take the vaccine! We are all fully aware of the dangers of covid-19. It can kill you! Every should have a choice to get the vaccine. It should not be mandatory!! We are still a democratic country! One the cruise passenger is vaccinated, they should already feel confident and safe that even if they get the virus, they will not die, because this is the purpose of taking the vaccine.

          @smart, is it only the Covid-19 vaccines that you have a problem with when it comes to government regulations? The government says that you have to have a plan to build a house on your own land. I guess you don’t have a right when it comes to that. The government says that you can’t be drunk and operate a motor vehicle, I guess you don’t have a right when it comes to that, considering you are putting the alcohol in your own body. There are so many other things that governments mandate for the good order of society and you don’t complain or forcefully demand your rights, that it makes me wonder why all of a sudden you have found your voice, and your right when it comes to the vaccine in areas where the government has control of, like public amenities. Get with the program and stop this high and mighty adolescent resistance. You aren’t being forced to take anything but if you want to work in the tourism industry you must follow the rules.

    “You cannot be a tour guide and not want to get vaccinated, because the person who is going to want you to take them to Titou Gorge and Trafalgar Falls and the boiling lake, they are going to want to know that you are vaccinated because they are going to want to protect themselves,” he reasoned. “And they are going to demand that they will only go on a tour with people who are vaccinated and the person would have a right to demand so.

    Hon PM people who are fully vaccinated could still spread the virus. Therefore getting vaccinated doesn’t stop the virus from spreading. The vaccinated cruise passenger can give the virus to the vaccinated tour guide operator.

      Let me understand this, the Dominican Seafarers who transport all Dominica Agricultural and manufactured products to its regional markets making it the only productive sector bringing in millions per month are left to rot on their vessels for 7 days with no contact with their families for 12 long months telling them that’s the protocol now you changing the protocol so tourist can tour the island while Dominican seafarers stay on their boats. Sounds like vaccinated seafarers needs to take legal action and put an injunction on this new protocol if they can’t leave the port on the same day as the Tourist.
