Physical development plan to be presented to Cabinet later this month

A Physical Development Plan for Dominica will be presented to cabinet towards the end of this month, Senior Project Coordinator, National Land Use Project, Annie Edwards, has revealed.

She made that announcement last week, at a training session for media personnel on the National Physical Development Plan (NPDP) and the National Land Use Plan.

The National Physical Plan Project is currently being undertaken the Government of Dominica with funding from the Caribbean Development Bank (CDB).

The project comprises two phases. The first phase entailed the preparation of the National Land Use Policy which was completed in May 2014 and approved by Cabinet in May 2015, while Phase 2 is the preparation of the NPDP which will be guided by the National Land Use Policy (NLUP).

“The first draft of this Physical Development Plan will be presented to stakeholders towards the end of this month,” Edwards said. “As time goes on you will know exactly what the date is and we want all you media personnel to be here.”

She continued, “That is the stage at which we and other stakeholders will review what has been presented, give feedback and then the consultants will return to their respective countries and revise it accordingly and then present the final plan.”

It is expected that the NPDP will provide government with a comprehensive planning framework for informed decision making and effective coordination of development programmes and projects.

“Investors and developers will also gain an increased level of confidence from the development plan and this will enable them to make strategic land use planning decisions and also investment decisions,” she stated, adding,  “The plan will also assist us to effectively manage and protect the integrity of our biodiversity and other natural resources.”

She described the plan as “very timely” and, “an opportunity to mainstream climate change into land use planning” and reduce the negative impact of disasters such as storms, floods and hurricanes.

“For example the National Physical Development Plan will provide guidelines on where our new developments should take place,” she explained. “We have to look specifically at developments along river valleys, on steep slopes and on coastal low lying areas.”

    On 12 August, 2014 GIS reported “National land use policy goes to Cabinet” and quoted Ms. Edwards’ superior, Kelvin Rolle as saying that that the document had been before Cabinet since January of that year and that he expected approval of the same soon. What happened in the intervening two years or so? Is this a new plan presented now by Ms. Edwards or a rehash of the same? In any case, she will have her work cut out by the new powers granted to our President under the National Parks and Protected Areas (Amendment) Act of 12 March , 2015 giving him the power to hive off any part of such lands for development by order, without the need for it to be passed by parliament. Is this constitutional?

    I would really like to know how does Physical Planning intends on getting this project passed into law and moreover enforced? This department has not demonstrated that they’re capable of regulating their respective industries.

    Dominica is probably the only country on planet earth with so many PLANS packed on shelves or in lazy, idiotic,clownish and corrupt leaders offices gathering dust,while the country is plummeting headlong into an abyss of failure…Honestly Dominica must be the country on earth where educated people have failed to perform their roles,more than anywhere else…..So such a plan never existed before!!! Irrespective of what plan this government is presented with,this will be placed on the back burner.This is not among their main concerns or priorities…..That’s why the only growth which this DLP has brought to Dominica, is growth OF THEIR POCKETS!!

      I have even heard that from a Trinidadian. There are more committees, organizations, associations and movements in this confused land than a UN refugee camp except that in Dominica everybody talks and nothing gets done.

        And since you are familiar with Trinidad & Tobago, tell us how many years, do you anticipate it will take Dominica to remotely resemble any village in Trinidad, or ever get developed as Port-of-Spain or San Fernando Valley? Well, they have the Churchill Roosevelt Highway in Trinidad, take a look at the Roosevelt High he paid the Chines to build! The one that collapsed recently.

    I never read so much crap: this woman is talking about some physical development plan; which one assumes pertains to Dominica. She said in her script “Land use policy was completed in 2014, and approved by cabinet in may 2015.

    She also said ” a physical development plan for Dominica presented to Dominica cabinet one assume at the end of this month. I wonder if I am so confused, or not familiar with the English language, that I am unable see somebody is lying or perhaps did not edited the script given to them before they read it. If the development plan pertains to Dominica, what stakeholders, and consultants will return to respective countries and revise accordingly.

    Somebody is either a fool or trying to make fools out of Dominicans!
