PM Skerrit ‘pissed off’ at dishonest local contractors

The Prime Minister has sent a warning to contractors engaged by the government

Prime Minister, Roosevelt Skerrit, has expressed displeasure with contractors engaged by the government who are dishonest in using resources for the intended purpose, saying they are “really pissing me off.”

He warned that unscrupulous contractors risk losing contracts if they are caught cheating the Government.

He spoke at the opening of a Smart Centre in Grand Fond on August 23rd 2017.

“There are some contractors in this country, -and some of them are really pissing me off to be honest with you- you give them a contract to fix a house for an old lady, to build a washroom for an old lady, and in the contract it is for a new face basin, everything new, new tiles and everything, but you have some contractors who have badness in this country who go on abandoned sites, old projects, and take a face basin and put it for this poor, old lady,” he stated.

He sent out a clear message to such contractors that in the event of a project being assessed and the feedback from the beneficiaries or the government being not satisfactory, then such contractors will “never get a contract from this government again.”

“I am sending a very clear message to all contractors, I am not calling names because they are all listening to me tonight, but if we come to visit the homes of the people, or we give you to construct a road, a contract to build a home, or whatever contract it is, and the people are not satisfied or the government is not satisfied, I am telling you tonight you will never get a contract from this government again,” Skerrit said.

He noted that there must be a higher level of diligence, and contractors must simply “do the work properly,” and to the satisfaction of the residents if they want to realize a more prosperous nation.

“We have to be more diligent and we have to execute the works properly. Because if we want to get to where we want to be as a prosperous nation, every one of us must be more diligent. We cannot only call on the Prime Minister to be more diligent, everyone in this country has an equal responsibility to the future of Dominica and therefore we must play our part in working diligently and more productively,” he remarked.

The Prime Minister announced that $3-million will go towards housing assistance in Grand Fond and plans are in place to have a housing officer reside in the area to oversee the works of contractors and ensure that that the resources provided are not squandered or misused.

    I was working with one such so called contractor, and de man doh know nothing about construction. Them man just getting jobs and hiring us de young people with no experience to build de toilets, when we ask mister how to do certain things de man doh know, and he say he have more to do. he getting $4000.

    ” The PM is too nice” said Austrie. The PM is too trusting. He is trusting that people will do their job. Sir nobody cares. They will smile and wear red because they want something, but they will not be efficient. The lacadaysical behavior of contractors has been reinstated. It has been going on for years. No one cares for efficiency and effectiveness anymore. The closing of the Marigot hospital demonstrate a lack of building management because there is no accountability….no heads rolled. This attitude that if you are working for government you do not have to care for efficiency has to stop now.
    A meeting has to be called to explain to contractors that a new attitude is required. Seminars and training must be implemented to change this mind set if we are to develop. We need auditors, inspectors and quality control officers to ensure proper implementation of contracts. Nothing must be left to chance.

    I left D.A. my home , in march , my question is the post office in Roseau, has the eye sore been fix? and nobody is talking about it while money is given away to different constituencies for votes, people need to call on MAAT in the morning and ask about when is the post office renovation project is gonna be completed , it is an eye sore that doctor recik cant fix , first think the cruise ship and ferry passengers see for four years , can we fix the Roseau the main capital post office please skerro ? people call the radio station and ask about the post office completion.

Every one needs to play their part and stop causing the pm to get a bad name cause he is working for the country so lets work with him and not against him and this goes for representatives as well . People need to play their roles in this nation cause in the end our hard working pm getting too much blame for the poor efforts of others who are appointed to do the work of the government.       Well the PM has to appoint special inspectors and quality control officers to oversea projects. There should be penalty clause in the contracts. You cannot leave anything to chance and expect good management. You need close supervision.

    You know what, P.M. Roosevelt Skerrit is pissed off because he got found out about Monfared, Madueke, Lap Seng, Corallo and now the next one is his friend P.M. Schotte from Curacao, who had his appeal against a three jail sentence for corruption, bribery and fraud with Corallo rejected last month. You can read it in the Curacao Chronicle for yourself. Is he who introduced Corallo to Roosevelt Skerrit. That wonky basin and crappytoilet in Grand Fond is just a diversion, trust me.

    It’s called due diligence. You don’t award contracts to people without vetting them first (or just giving them to friends, family etc ….). It’s a no brainer and standard practice. The taxpayer should be ‘pissed off’ at the government’s negligence. It is time to end the nepotism that is rife within government and the civil service.

    Shame on dishonest contractors. It is stealing which is a crime. Getting money under false pretense. They want the money but they do not deliver the goods or provide improper ones. God will punish you. In fact, your dishonesty will punish yourself.
    Not long ago one of them wanted to take the PM to court for granting a contract to a non-resident. They made such a fuss over that. Now, when given the contracts they do not adhere to honesty. Do they not realize that they will be found out?
    PM, if contractors prove to be dishonest, bypass them next time. It will be their fault and hope they do not complain when they are not contracted.
    Also taking advantage of the vulnerable, it would “piss me off” too! :lol: :lol: :lol:

    Skerrit, there is a very easy fix for this. All you have to do is to withhold 10% to 20% of the total contract pending a satisfactory inspection. If the contractor is in default of the contract then he does not get the balance until he has rectified the problem at his cost Easy!

    As we see in the reports those so called contractors are usually dressed in red and we all know what it means. Okay but many of them are not competent. Do we have a system where these contractor s get qualified and are licensed or registered as what is done in other countries e.g.Jamaica. In Jamaica you must pass exams and pay a licence fee to practice as a tradesman. So PM consider regulating the system if you are really serious .

    Just recently Catherine Daniel, Minister of social services blamed the Village councils for lack of accountability and not reporting to Gov’t. But it is Skerritt and his DLP Gov’t who have been dishing out thousands of $$$$ just like that to Village Councils, without those VC’s submitting any project proposals and costings. Nothing in place to ensure that VC’s account for or report periodically. The Parl. reps have been in control of those projects and funds, giving their DLP supporters the jobs. Gov’t is to be blamed, not the village councils The politicians know they do not have the capacity to take on, monitor and account for those projects or huge sums of $$$$.

    Now again, soon after that blaming, Skerritt chastises the local contractors. But it is the DLP gov’t that, without proper tendering, just give their supporters the jobs, whether they are capable,or skilled enough to do those jobs. They have deliberately mashed up Public works. for their greed Wicked

    Fish rots from the head down.So what took the government so long to find out that shady things were going on with the contractors.There were systems in place to ensure accountability in the past but now with the red clinic and “if you are not red you better off dead policy,we see nepotism, corruption and waste of the country’s resources under labour party.When we hear of thousands of dollars being given out for numerous projects across the country,now we know for sure that it’s money wasted under Skerritt.After 17 years in office what level of discipline has the government instituted in the country and on itself.No wonder the country is so backward.What are they going to do about it?

    Mr Skerritt must keep an eye on the so called Labour supporters who manage the projects especially the washrooms n houses. There are to many unfinished washrooms n toilets in Dominica. Mr Skerritt must have an office where such cases can be reported. Court action must be taken against those wicked contractors. They do it in the north, south, east n West. Pm Skerritt beware of those who support you only because of fast money.

Honestly I get so annoyed with Matt at times. This should not have happened in the first place. We are only a small country and this should be easy to follow up and control. Matt, in case you don’t know, it is Roosevelt Skerrit who is in charge of our country and these things happen under his control.     The construction process in Dominica is extremely labor intensive. That being the case, contractors wield immense power over their clients. In other countries, things are streamlined and there are vendors galore. For example, one can walk into a kitchen center design their kitchen and have it professionally installed within a week or two. While dishonesty exist everywhere, competition means that actors are forced to act in the best interest of their clients. Failure to do so will lead to bad publicity and a loss of future business.

    Therefore the resultant will always be compromised projects.

    The GOVT is alleged to compromise the process for procurement and bidding of GOVT contracts by contractors so they should not be surprised at the outcome!!!!!!!

    According to Russian Proverbs when the head of a fish is rotten the whole fish is rotten. Live be example. The country must have regulations and standard for construction. That is all that matters. If the contractors are not breaking any law there is nothing the prime Minister can do if contracts are awarded according to state procurement standards. The prime Minister if letting of fumes and in no way should be making regulations nor making policy on a community function. Only ignorant illiterate people accept this crap.

    Dominican contractors are absolutely dishonest. Every one of them. I have been victimized by plumbers, electricians, road contractors, building contractors, stone pavers, roofers, solar installers, etc.

    It is a total disgrace. And the worse mistake one can make is to employ a lawyer to redress these wrongs. They are incompetent and over-charge people for handling the simplest of legal issues.     Well Roosevelt, you have remedy you know. You are always so quick to sue people so why not take this contractor to court for fraud and getting payment under false pretences? You obviously know who these ri=off artists are and legal action by your government would send a strong message. I really hope you go for action this time and not just words brother. They may not vote for you again but don’t worry, the opposition does not want people like that either.

    Everything is mediocre in Dominica, sorry to say that but that is the way is looks to me.. Same thing with the tablets supplied to all schoolchildren not that long ago. Where are they?, Are they still working? I’m sure the contractor who supplied them made his money though.

      If I recall, approximately one year ago 30 tablets were given to a police station to store during school holidays and they all disappeared from there. We have not heard a thing about that.

    I would go further.

    A contractor works to a plan. If the plan is flawed then the end result is flawed, not matter what. This particularly is relevant in terms of road works. Once again I cite Antrim as a case in point.

    Supervision is another issue.

    :) :) Good to call out the Bad Contractors. There is a simply solution to that PM. It is called Monitoring and evaluation of contracts and contractual engagements. It is always or ought always to be an integral part of Project Planning and implementation. If this was in place then it would seem that the monitoring and evaluating officers did not carry out their function and ought to be taken to task also.

    Then there is the contract itself, the terms and conditions and varied obligations of all parties – such contracts secured by law of contracts and the embedded terms and conditions or terms of Reference. If they are violated there must be a legal recourse.

    Once contractors violate the contract, seek to have them rectify it if it was a mere oversight or an inadvertent error. However if the infringement is as blatant as you have stated according to this DNO article, to the point that “THEY PISS YOU OFF”, I think you need to make a public example of one of them as a deterrent…

        Mr. Cadette this is one of the problems among the millions more that have been occurring on practically a daily basis. The problem is most of these contractors are DLP party operatives. Everything has been politicized. The best are not selected for contracts on NEP programs etc. People are selected based on their roles in campaigning and how close they are to the “parl reps”. The very top is rotten and this rottenness filters right to the bottom.

      just on a point of clarification, in commenting that “the monitoring and evaluating officers did not carry out their function and ought to be taken to task also” I mean that this monitoring and evaluating should have been done and the anomalies spotted and dealt with during the project implementation.
      If the project is concluded, that is to say that it was handed over, all other activities under the contract was determined to have ended and the contractor paid and it was only then determined that there was a problem then that is an unfortunate deficiency in monitoring and evaluation.

        Is “monitoring and evaluation’ done on anything? Is NEP monitored and evaluated? Is the “Yes-we-care program monitored and evaluated? Is the housing assistance monitored and evaluated? We are just feeding corruption and throwing monies down the drain.

        An entirely new system of evaluation and monitoring is required. The question is, who is responsible for this monitoring and evaluation system? Are the rules enforced without fear or favor? Are the contractors qualified to undertake such projects, given logistics, expertise and equipment? Where will the materials be sourced? Are there contingency plans built into the construction process if equipment breaks down? Does verifiable documentation exist to prove how often heavy duty equipment is serviced?

      I agree Skerrit must go on to do the things that will make Dominica great. If this is corruption give me more. Give me more years, 25 or more with more CBI money. If corruption give us a state of the art hospital give me more. If it gives me housing and help for senior citizens, strive in the tourist sector, and infrastructure to rebuild Dominica, providing record employment …give me more corruption.
