PM Skerrit promises 21 constituency administrators if re-elected

Prime Minister Roosevelt Skerrit has revealed that in the new term of the Dominica Labour Party (DLP), twenty-one constituency administrators will be appointed.

He made that statement while addressing a DLP meeting held in the Colihaut constituency on Thursday night.

Skerrit said it’s the ruling labour party that’s responsible for creating the ministry of constituency empowerment and it also allowed parliamentarians to have constituency offices.

“In the new term we will be appointing what is called a constituency administrator in every constituency and that constituency administrator will help the Parl Rep [Parliamentary Representative] in the administrative management of the constituencies,” he said. “When the Parl Rep says she is going to do this, that person will follow-up and ensure that it gets done and it gets done in a timely fashion.”

According to him there is also a housing day when the administrator will go to every home and ensure that the contractors are doing their work, then report to their Parl Rep.

In addition to this the Prime Minister said his government will be creating constituency boards where persons can serve as advisors to the Parl Reps who can discuss the programmes, challenges in the constituency and come up with plans and programmes to be implemented in the constituency.

Furthermore, Skerrit said a constituency budget of $400,000 will also be made available to help the Parliamentary Representatives to deal with emergencies.

“If we have a sewing programme in a constituency to teach people to sew or a cake making programme the Parl Rep can use those funds to train the people in the constituency and have some programmes going on,” he stated.

Skerrit believes that these things will help enhance the abilities of Parl Reps to better represent the interest and the concerns of constituents.

    If Roosevelt create what he call a job for administrators in the twenty-one constituencies, what purpose will the elected representatives in government serve, what is their purpose?
    Poor you; Roosevelt have you like a fool, the Village council  are supposed to work closely with the government, through the elected minister of government who is  actually an administrator of that constituency!

    I support the DLP and Prime Minister Skerritt, however I do not agree with all his policies 100% of the times. This is one that I don’t think is worth implementing. If local councils are not working, then think of how to strengthen and empower them. Also, will there be an accountability system for all funds distributed by the administrators? Will there be one in ALL 21 constituencies? Between effective parl rep and village councils, we should be able to get these done.

Now he’s circumventing the democratic process and installing his very own constituency offices, which by the way is just a reinforcement of this caretaker system, which is illegal!     So what exactly is wrong with Parl Rep administrators that so many are againts?
    1) Most village councils are powerless and insolvent financially. So what can they actually do?
    2) It is not logical or practical that a Parl Rep can administer all the day to day that needs to be done.
    3) that funds will be available for local training and schemes is a good idea (and yes, this will need stringent accountability)
    4) Look outwards, this is almost normal in most advance democracies. Stop shutting everything down before it starts and still Complain that DA is backwards.
    5) Parl Reps looks over greater areas than just a single village council.
    6) Suggest where the idea can be better improved upon rather than tearing it down simply because its skerrit or labour. Also state clearly where you see flaws, not just badmouth it for no reason.
    7) Stop being scared of change.

      1 Councils are only powerless because resources which should be going to them are not forthcoming.. now that they have been found, they should go to the councils so that powerlessness can be addressed
      2. this is precisely why councils should be empowered to do exactly what these constituency empowerment offices were set up to do
      3. no one disputes that… let the councils handle the funds. That is their job
      4. that statement is not true. … exactly the opposite.
      5. That is why village, town and city councils make much more sense than a constituency empowerment office.
      6. One should not try to improve bad ideas. rather leave them to the process of natural selection… that bad ones die out.. the good ones stay… and the better idea is already in place.

    This, IMHO, is a mistake. The tried and tested, but not very well executed path to community development is through a well run and well organised local authority. Sustainable local development is achieved through close contact and accountability to the community through local councillors. Most parl reps are ministers with national responsibilities. A better move would be to mandate parl reps to sit on local councils as co or deputy leaders of the Council. They would then have to help implement locally derived community development plans with the community buy-in fuelled by central government funding.

    The proposals of the PM are totally unnecessary. Dominica is a tiny island. It has village councils and village improvement committees. Why not work with them? There are village councils that hardly anything to do. Give them work to do. Channel the projects through them. The PM’s proposals would undermine these existing bodies and mean additional costs that are unnecessary.

    Skerrit is NOT the Prime Minister Of Dominica, he is the Prime Minister of his party supporters. The reason I say this is quite obvious. Only his party supporters are entitled to government employment and resources. A proper government should govern for everybody regardless of age, gender, religion or political affiliation. In Dominica, victimization, discrimination, political division and tribalism abounds. Dominica is more blessed than all its neighboring counterparts with fertile soil; an abundance of fresh water; green lush vegetation; rare species of flora and fauna; uncommon natural physical features; energetic and gifted human resources and the list goes on. How is it possible that Dominica lags light years behind her OECS partners? One word, CORRUPTION. There are no international airport, no modern athletic stadium, no modern cruise ship berthing facility, etc. Despite the widespread poverty, the leader, his wife and close associates live in exquisite luxury. Can’t be right.

    You had 15 years running this country, which is long term, you should have been able to implement every vision which you had during such time but all you concern about is your own direct interest. Anything which is for the citizenry is incomplete. 20 years of labor party rule and our Dominica is under foreign control plus she has been reduced to poverty from the education system, health system, social services etc. our built environment is riddled with derelict buildings. So many young people can’t read or write yet they’re at high school, health centers closed down all over the island; unemployment escalating with “cool out” as the solution. People really need to take a look at what has become of our country! Not to forget the augmentation in crime, so many things gone wrong and more still going wrong. We suffering from mas migration, every year the vast majority of students flees the country. So many ills with no solutions after 20 years. Skerrit should just resign!

    Started in Vieille Case in the 1930’s and is about to die in Vieille case in 2020 100 years later.

The right to put investors monies in an escrow account comes from legislation passed in Parliament https://cbiu.gov.dm/wp-content/uploads/2018/02/Comm.The PM and other Ministers of Government are not signatories for monies disbursed to projects under the CBI program.       I don't think you know what you are saying. You say that PM does not know if he will win the coming election to serve another term, but you are suggesting that he implement his plans right now; to give the credit to whom, may I ask?

    Skerrit has never yet failed to amuse me. Does anybody but his cult-like worshippers believe one word emanating from this man’s mouth? The man’s mouth is a perennial spring of lies. Imagine this, after twenty years in office, Mr. Skerrit has done absolutely nothing transformational to the physical, economic or governing structure of the country. Skerrit runs an octopus-like government. He installs his enablers at the helm of every critically important public institution. They are his tentacles. These people work on behalf of the party and not the country. Prime examples are the Attorney General; the Speaker of Parliament; the Electoral Commissioner; all the Permanent Secretaries; the Chief of Police. A country where corruption is pervasive in government, where there are no consultations, where one man dominates, would always languish in perpetual poverty. Dominicans, open your eyes, they have been closed for far too long.

      The opposition doesn't know that God is using them to strengthen to the Will of PM Skerrit, for his continuous work in the future.

      Hurricane Maria did not hit Dominica for no reason at all. It wasn't a good thing for none of us, but God wanted PM Skerrit to be convicted, that He was the "Authority and Power" behind him; PM Skerrit could never have accomplished that kind of revival for Dominica without the "Divine Intervention"

      And PM Skerrit knows that; that is the reason for the Thanksgiving concert of last and this year.

      Yes indeed! PM Skerrit will be back every better and stronger, for that is the Will of God; no man can stop that.

        You guys are right. I have never seen a head of state face so many challenges, man made and natural, and still come up smiling.
        His performance re Maria is outstanding, world famous.
        Which head of state has had his nationals as head of reginal organizations at the same time….CARICOM, British Commonwealth Secretariat, PAHO.
        Which PM his left home and next day was addressing the UN General Assembly or has received two Hon Doctorates ( Dr. Dr. )
        How many PM have been the youngest P M in the whole world.
        Which PM has made his country the first climate resilience in the whole wide world. Wow ! Wow ! Wow ! They cant touch him , cant get close to him.
        Which head of state or head of government has organized thanks giving ceremonies to God.
        The “Skerrit must go” movement has no achievement at all and are just suffering from envy and jarlousy. They only have competence in Lying, talking and making trouble.
        But what do you expect from uneducated fifth graders.

    Let’s see what the as has to say today… So in other words, you will appoint someone to manage the $400,000 you’re going to give to each constituency. All you need is 11 seats to be PM. Who the other 10 parl reps are is not important because you will have a “constituency administrator” of your choosing, deciding who gets help. Got it!

    How is a sewing programme or cake baking programme an emergency? And when parliamentary representatives begin organizing programmes of that nature, what becomes of the village councils and other community groups which already have similar programmes? Why does the Government of Dominica have to be so intimately involved in every single thing? We have enough issues with partisanship as is.

      So many of you are complaining about the Government (PM Skerrit) not doing anything for Dominicans and Dominica. Now you are saying that they are intimately involved in every single thing; what is you all’s problem?

      What is all the thing about the “village council”? Would they not be the standard “agent” through whom the Parliament representative would do their work for that village? He or she cannot do it alone, can that be?

      That way we would have the “Government” to the “Parliament representative” and “he or she” to the “Village council”, for the development of the Village/Villages. If not Village, then the community, whatever it is. Should that not be the way it will work?

      The man’s ideas are not well thought out. His only objective is to win votes. Listening to him it becomes obvious that Mr. Skerrit is not too bright. No wonder the unelectable Senior Counsel is the de facto leader of the DLP. When 99% of Dominicans rely on handouts and remittances from abroad, the country is doomed. For citizens and residents to attain a decent standard of living they must become SELF-RELIENT.
