PM talks tough on indiscriminate littering

Litter eyesoreCome 2016, Prime Minister Roosevelt Skerrit says the government will be taking a more serious approach towards the indiscriminate littering that is rapidly becoming the norm in Dominica.
Skerrit made his point while addressing the contract signing for a second major project under the island’s Citizenship by Investment (CBI) Program on Friday 18th December 2015 at the Ministry of Finance conference room.
He said if legislation needs strengthening, that will be done.
“I think that in the New Year the government has to take a more serious approach towards litter and littering our country. We will be putting more wardens out there. If we have to strengthen legislation, if we have to set aside a night court to bring those of us who will be found in fault with the law to prosecute us, we are going to do those things,” he said.
According to the prime minister, it is something that the government has been talking about.
“If you recall, I said to the country some years ago during the national day of service, that we would put the concrete and the tarish and the steel down for three years and focus on the environment, focus on keeping the country clean, Planting flowers in front of our yard, in our yards, in front of our businesses, along the roads. Some people criticized me for this because people love concrete and cement, but we cannot talk about Nature Island based on rivers and trees that the lord has given to us,” he added. “The question is what are we doing to enhance it? What are we doing to preserve it? What are we doing to conserve it?”
He said he feels passionate about it.
“And there is a growing indifference on the part of the population on the environment. People just increasingly believe that they can dump things where they want indiscriminately and it has to stop and I feel very, very passionate about these things. Because when I pass around the country it really pisses me off to see the way that we are keeping our country and each of us has a responsibility to keep our country clean!”, he lamented.
To further strengthen his point, Skerrit noted that “back in the days” people had small houses but clean yards with beautiful flowers, but now he said, “people just taking their garbage bag and just drop it on the side of the road, there are bins and people are just dumping this thing with no care whatsoever.”
Garbage disposal and management, the prime minister noted, must be taught from the school level.
“We have to have a frontal attack on the state of the country and every person has to play their part,” he said adding that one of the measures that the government will be that concessions given to developers or investors, will include stipulations in the conditions requiring them to beautify their property and keep the boundaries of their property clean. He said visits will be made to the properties to verify that these requirements are being met.
“…And if you are not keeping your property clean, then you will refund to the state the volume or the amount of monies that the government has given you by way of concessions. If we do not take action on this on a frontal manner, we are going to have a problem in the next few years.”
He said visitors to Dominica must view the country “in awe when they come to the nature island of the world.”
He said Dominica must begin to position itself if it is to sustain those investments that are coming in through the CBI and one way that is can be done is keeping the country clean and improving customer service.
The Prime Minister said in the New Year, the issue of banning styrofoam containers and non-biodegradable materials in Dominica will be discussed.

    Each town and village should have a competition for better homes and gardens.
    Prizes could be awarded for the best kept flower garden. This should be an encouraging incentive.
    Dominica is tropical year round and has fertile soil. It should not be difficult to plant flowers, keep them well-groomed and water them. When it is raining the latter will not be necessary.
    I recall those student days when we had roses, zinnias and other plants in “our flower garden” as we called it. Every morning before the sun was too hot and evening when the sun went down, we would take turns daily watering them. They were in front of our home. One of my older sisters had a green hand and would take care of the flower garden.
    Prizes were not awarded in those days. :lol: This was purely pride.
    I realize today people do not have time for that. In those days there were no TV, computer and Internet. We had a lot of time then and for recreation. This is the problem today.

      Fellow D/cans get with it. Make a flower garden bed and plant some flowers. It brightens the area and beautifies the front of your home. They will be beautiful to look at.

    Where are the garbage bins from Pennsylvania? I thought they were all around and big enough to hold our garbage. But again we have garbage holding diplomatic passport. Lord have mercy how come we have rubbish bin talking about picking up rubbish when he selling our citizenship for rubbish people. What a load of rubbish.

    There’s been talk about this issue for so long. Carnival pulled out because of this….. but we still haven’t learnt. They are testing us to see if we are ready but still we fail. We had it under control before, what happened? Bins were purchased for distribution, where are they? The real garbage trucks are overworked having to make island-wide runs. I mean how can this govt convince me to invest my money in Dca when they cannot deal with these simple things. Go ahead PM put the blame on Dominicans.

    It would help if Dominica Solid Waste Management company would be enabled to collecgt one a week instead of once every two weeks as has happened lately. After all they have fewer miles to go since Butika and Delices are cut off.

    My solution: Dominica needs money to pick trash up, recycle, and clean up. Tourism brings money in, and there will be no tourism if the present ways continue. Government must prioritize cleanup at the top. If that is effective tourism will increase and the flow of revenue can then be partially re-directed to such needs as health care, roads, other infrastructure, education, etc.

    Fines for littering won’t work because there is not enough policing, the courts would be clogged and people can’t pay. It would be wrong to imprison litterers with rapists, murderers, etc.

    It might be a good idea to put less serious current prisoners to work on cleanups.

    But the start must be to prioritize cleanup so as to make Dominica a desirable tourism site. Dominica is now the Nature Island in name only, and the world is recognizing that the name is undeserved.

    My wife and I first visited Dominica in 1987. We lived in Dominica from 2008 through 2014. My first words will be about the problem, and I will conclude with my suggested solution.

    I have seen Dominicans litter indiscriminately and companies, builders, DOMLEC and the government itself litter, pollute and destroy the environment. From individuals tossing trash to companies fouling rivers and doing large-scale dumping, the problem continues. I’ve seen fish killed by the hundreds and the coral reefs killed. Rats now infest the beach at Scotts Head. Douglas Bay is a wasteland of poison runoff and I’ve seen entire church picnics leave their plastic litter behind. I must have a hundred tales to tell of how stupid and disgusting this has been.

    Education seems not to matter. A former neighbor remarked that “only white people pick up litter and trash. Back here in the US a person I casually mentioned that she was on a cruise that visited Dominica and nobody liked it because of the…

A few questions to skerrit,how many proper garbage trucks have you on the island to give proper garbage collection services :?: How often are collections made :?: How many garbage bins have you distributed around the island from your famous bin bobol :?: When are you gonna employ people who are capable of doing a good job at collecting garbage :?: When are you gonna see to it that those employed to do the garbage collections will be properly dressed and with the gears needed to protect them from garbage contamination :?: The most basic and important things in the island you can’t manage! Before you past laws against the people,equip them with necessary facilities to do the right things! You put the cart before the horse as usual!         Who cares about the last government! I’m concerned about now!! The PM talks about laws against discriminate garbage disposal but as things stand he has not put a single thing in place to accommodate the management of BASIC garbage disposal.

    I have to agree with Skerrit on this because people just trash the place. Then again, Roseau hasn’t had trash cans available for very long and there aren’t enough of them. As well garbage pick up could be better and more frequent, especially in outlying areas. Every 2 weeks is not a good pick=up schedule. That is why there are so many well fed rats in the countryside and disease. The recycle program seems to have vanished in many places. If people could get a few cents for recyclables, they might be more inclined to take them in for money rather than throw them on the countryside.

    It infuriates me when the PM’s shortsightedness, or is it ignorance, only allows him to utter… as investments, the main source for the island being through the CBI programme.

    PM, what about other GDP Sector Composition through the island’s Primary, Secondary and Tertiary sectors – for example, in Agricultural, Industrial and Services? No wonder why D/ca continues to experience slow economic growth because the PM just isn’t exerting his energies in the right direction by focussing on all the natural resources D/ca possess, which the World needs and to bring some serious and sustainable investment into Dominica.

    How sad, the man just isn’t talking the language that suggests he knows what he’s about for the improvement of the nation.

    God help Dominica!!!

    Has the government and/or the relevant personnel thought about hiring or using persons trained in landscaping to do creative landscape work along our roadways?

    Too many times, unsightly wild tall growing bush is left unattended on the roadways which makes for a sore sight. It is so unfortunate that the one of the first things that greet our visitors when they are coming from the Melville Hall airport is this out-of-order Jurassic park, wild jungle atmosphere with these bushes just growing haywire and disorderly along the road.

    Use landscapers to enhance the roadways!!! There are so many creative landscape designs – using flowers, special types of weed-controlling lawn grass suitable for roadways, etc – that could be implemented to complement and enhance the Dominica Nature Isle tag.

    I concur with this observation but need to ask the P M to look at the imports that litters the country, not only do we have to punish the locals who do not comply but also put measures in place to prevent plastics, styrofoam and other alike products to enter the country. let us sell more kalinago baskets for shopping, long time the E U tried supporting us through the CREP programme but we failed, now is time to again attempt, policies plus laws and reasonable penalties with alternative conveniences will work.

    I wholeheartedly endorse this. DNO previously posted some articles on strewing and littering garbage.
    If they are proud of their country, they should keep it and their surroundings clean. This is what it means to keep the environment clean and tidy. Note the beauty of it which will be worth admiring.
    There are those who care and those who do not care. The non-carers must be taught. They may have to learn the hard way. Charge the perpetrators for violating this regulation.
    Yes, all discipline begins from childhood and in school. Make them aware of this natural beauty of keeping their environment clean and growing flowers.
    The size of the house does not matter. Concrete and cement have their place. Ever heard of a bed of roses/flowers?
    Their front yards and sides could be landscaped in such a manner for planting and growing flowers. Some roses of different colors and other plants as zinnias make a beautiful combination.

    The prime minister needs to review the following;1. Most wardens will be asleep when most of the littering is done. 2. We Dominicans have a very bad overall attitude and poor national pride. We have lost all the good that made us unique and admirable. We pee anywhere and I mean anywhere. Not only the men, even the women. It has now become acceptable. We don’t like to follow lines and if one talks about it everyone around including the staff of the institution you’re in will watch you like you just grew a antlers. It is always about’ I was dere’, ‘I was sitting down’, ‘what’s your stress’, ‘I was in front of you’ smh. As I said it is a mind set that Dominicans are very comfortable with. So if that has to change the Prime Minister has a long HARD road ahead.

    that’s all the pm likes to do is talk. there is a litter act, there is an agency to take care of garbage and waste disposal . the tide also brings litter to our beaches, what is the point. on who he is going to get tough? i think that he should get tough on solid waste management and the litter wardens if at all we have any and they in turn should get tough with the litterers. he should also be concern about the noise abatement act.

    What I am saying is that Dominica has a “Divine Beauty” which we Dominicans do not appreciate–because we do not see it– just as we do not appreciate our personal blessings from the Divine–our God of Love, Himself because we do not know what Love; neither do we care to know; since we will not take heed of God and His way of Life

    PM Skerrit is right, Dominica is a “Nation of Natural Beauty” people who visit have left their home of luxury and all sorts of material features, which is not beauty but vanity–like the saying goes” “All that glitters is not gold” We have the pure gold in Dominica; I know it now!

    People are not spending money to go outside of their homeland to be entertained by what they already have–they are looking for a difference and our Dominica has that kind of difference; if our people would learn to nurture it effectively.

    • We do not have the glamorous beaches like the other islands, but can nurture what we have into an accepting condition–which is CLEAN.

      Our beaches should maintain no littering signs and garbage bins; we need proper WASHROOMS and CHANGE rooms, also clean places where FOOD and DRINKS are served –too many of us have been overseas, one way or the other, to see the difference and to pass it on to those who are in authority, so that they can deal with our observations–this is 2015 the primitive ages are long, long, gone.

      Hence I am glad this message is coming from PM Skerrit. Sir you are the person to have that insight; and it is not “I think” it is: “In the New Year the government has to take a more serious approach–” For it has to happen now, tomorrow will be too late.

      Also it is time for those negative minds to stop! Dominica belong to all of us; you people, are not doing a favor to your homeland by spewing out darkness and death against her.

    Skerrit before you start talking baloney, the first order of business in that regard, is to secure a designated area in every community for the dumping, and disposing of trash! Every house or home should have trash bins to accommodate accumulated trash for one week, or seven days.

    The people should put the trash out once per week when the a sanitary garbage truck can pick up the trash and dispose of it! If you simply run your mouth off and the people in the villages are not accommodated the same like the people in the “villages” of Roseau, and Portsmouth, the problem of littering will continue forever!

    As usual you run your mouth off however, does nothing significant to eliminate the problem. If you get tough on the nation for littering, and have no place to accommodate waste and trash what good is your getting tough going to prove?

      Know that Dominica consists of all types of people. What the PM stated did not refer to my family and friends in D/ca. They are not that type of people. You may also not have that type of family and friends in D/ca but there are D/cans who think nothing of habitually littering.
      You must not always be negative and on the defensive. Whatever the PM says will never satisfy and please you. When will you learn courtesy and respect for the PM of all? Think of having children and they are constantly disobedient to you. Would you appreciate it?
      Some months ago DNO posted a picture of garbage near the river and other areas. Some of them place their garbage near the cemetery or even throw it over the wall. I think this occurred in Roseau. The former Mayor spoke about it. The article was posted on DNO. .
      Telemaque, these are the adult people and children who need to be disciplined including those who litter the bathing areas, the roadways and other areas.

        I mean who wants to take and read that rude response much more to accept the advice. And what does he thing the Prime Minister is going to start with, when he initiates the “litter control” project–which I hope he will do as soon as possible?

        This fellow has turned against PM Skerrit for personal reasons, he is never going to accept his decisions, but when it comes to respect he does not know the meaning of the word–he probably does not know how to spell it.

        This attitude in him, must be making him feel big–no doubt–but in the eyes of real people he is nothing but a wet mouse –Hehehehehehe!

        Dear Madam/Mr. Facts; I am Dominica born: I was born a very long time go; before the North Eastern road South to Roseau was opened, during construction, the kid and my sister who died almost two years ago, walked from Wesley to Roseau, a distance of approximately thirty-four miles.

        On our arrival in the village of Roseau called the city of Roseau, one of the very first interesting things I saw was two red trucks with round fuselage on which the words were written: ” It’s Your Town It’s My Town Help Keep It Cleans: ” that was during the colonial days; the second most notable thing I saw was a very large accumulation of garbage on the streets all over Roseau. The red garbage trucks would on certain days go around with a driver, and two men with shovels they shoveled up the garbage from the side of the streets load it unto the trucks and take it to some trash dump!

        There has always been a problem of people dumping garbage in the streets of Roseau; and when the two Red Trucks…

        days. Since independence nothing has changed! Some people in the country has never seen a garbage bin; and when they try to introduce trash bins they sent money to a Dominica Taxi driver in New Jersey to buy trash bins the size of what we keep under our kitchen sinks in the our kitchen for storing small amounts of food residue, used paper towels and napkins; when it is filled at the end of the day we dump it in a sixty gallon bin outside, and the day before trash collection we put the bin on the side of the street for collection.

        It is not the business of Government to provide the bins; it is the responsibility of the garbage disposal company to provide the trash bins and charge the home owner a small fee for the bins, if the people are unable to pay up front, they are allowed…

        If the people are unable to pay up front, they are allowed to pay by installments, that is how it is done in the modern world, even in Canada. Facts! In regards to the people in the villages we never had problems with littering, because we burn paper waste materials, and the agricultural products we grow and eat, all has “peal” what we usually do with that is take it back to the plantations, and spread them around growing plants where it serves as fertilizer.

        Skerrit is only making noise to distract people from the real issues which keep people in bondage and poverty! As for the picture you are viewing it is something Skerrit and his cabal threw on that stony beach in Marigot during the election trying to blame Lennox for that. In any event the oceans are polluted with garbage, the sea currents could have brought that trash all the way from Africa, God only knows where it came from!

      Nevertheless, it is a sore sight. Maybe it is time that it is removed.
      How can you know that the PM was referring solely to that area? You do not know! You should think of the garbage strewn in other areas; near roads and what the front of some of those houses look like. They could be beautified.
      Encourage nationals to beautify the front and sides of their houses. People love beautiful-looking homes and gardens. When tourists/visitors note this, they will have something good to say on how nationals take good care of their homes and surroundings.

    Very well said and its nice to hear this terrible blight on our country being discussed. First to sort out is garbage pick up, no one ever knows if it coming or not, if it will come on the day promised or 2 day later or one week later or never. So that garbage just sits there waiting waiting and making the place ugly. That is the easy step, then deal with the littering and dumpers with heavy fines. Money make people their habits.

      You reserve the right to complain about it. Garbage bins and garbage should not be left on the sidewalks. Telephone the appropriate department and inform them about it. They, too, should take their responsibility seriously. They should adhere to the pick-up times.

      The garbage collectors have no set schedule – they collect the rubbish when they want- be it within 1 or 2 or 3 week. In the Loubiere environs, the garbage collectors pass some of the garbage bins straight, or actually dump the garbage tins of residents in the middle of the road, they do not place the garbage bins where they were taken. For the past few weeks, they take part of the rubbish so what is at the bottom of the garbage bins stay there for several weeks, attracting margots and stench. These matters have been reported to the DA Solid Waste Co. There has been no improvement. The residents do not destroy the garbage bins – the employees of the Solid Waste Co do. Are these workers contracted? How is their performance appraised? What are their conditions of employment? All these things should be evaluated.

    this is great step forward. to enforce it cameras and monitoring should be in place for protected areas. Having a sign and writing a law is a start but the people that are negligent have to be caught in the act. Prevention is also better than cure and parents educating their children, and society as a whole combating this issue will solve the problem. Littering breeds disease and is a sign that the society is moving backward.

    Dominicen has been dirty for 16 years, because nobody in Hurricane DLP has had any interest in seeing it clean.THEIR CONCERN HAS BEEN IN OTHER AREAS.The other thing is too many men, in particular are having their COCONUTS outside peeing/urinating in the city. Little children,tourist and all are seeing the different types,species,sizes of these thing things.THESE things make Roseau smell pee pee.Not even a toilet this Wicked and DEVELISH, MISCHIEVOUS, INEPT AND INCOMPETENT LEADERS CAN BUILD!       They should take a trip to Canada, Toronto of all. Every country have all types, some who care and some who do not care. However, Laws are to be enacted for especially the negligent. Those who are caught littering will be fined. They could try if no one is looking.
      Even some nationals will inform those who litter, not to do so and/or pick it up. I would say it, with a smile, :) “Oh, you should not do that.” No one can resist a smile. :lol: they could even reply, “Sorry.”
      We coud also say, smilingly, “You dropped something.” This should embarrass them. It does work. However, if they say it is only garbage, simply say, “That is why you should not throw it on the road/street.”
      As they say, it is not what you say, but how you say it.
      I know people can be difficult and to discipline but it is worth a try also from youth.

      Oh please. It’s not one party or the other that is responsible for whether people throw rubbish everywhere, it’s the fault of the individuals who are doing it. There’s just too much of this business where people hold government officials responsible for things that are cultural rather than political, and that needs to stop.

    Here’s what you need to address!
    Dump trucks carrying garbage should be made illegal and liable to fines and penalties!
    solid waste needs “real” garbage trucks.
    Sold waste is very lapse on it’s own pick up schedule!
    Introduce household recycling!
    Where are all the garbage bins that you bought?
    Are they serving their purpose?
    If de answer is yes then why hasn’t the program been expanded to create a larger effect!
    Your like talking down to people eh!

    At least de city and immediate suburbs should be equipped with garbage bins visible at almost every corner or near a streetlight.

    The law has been there for decades you guys fail to force the law, I remember growing up back late 70s if our village Connestab caught you littering he report you and you had to appear in court to pay a fine, Now our leaders don’t give a **** so the people take advantage of that.

    All of them waiting for Government to clean up after them. Gone are the Days when everybody use to clean infront of their homes, it dont happen anymore. Dominica have become a lazy nation right now everything they want Government to do for them.

      Blame the Skerrit lead government for the laziness.It has created a mendicant society dependent on handouts from government.This party shows no interest in advancing the country but just to stay in office.That’s why Dominicans should have done like the Vincentians when the 2014 election was stolen.

      I remember those days when work was flowing, Christmas was around the corner and everyone would buy paint and re-paint their house, clean their yards and plan a drink up for neighbors and friends. This happens no more – everybody broke. We must check Parl Rep to see what he can give us for the season. We have to eat, we cannot take the little money we have to buy a little beef and flour for our Christmas soup to buy paint, or make a coudmey to get help to clean the neighborhood. Everybody for their self now. Parl Rep where you?

    Well I agree that teachers ha e to do a whole lot. We are already teaching the 3rs, what else can we do. What is the responsibility of the home. I, for my part, havehad to take garbage from grown folks to prevent them from throwing it out of a bus. I mean really, it’s either you’re clean or you’re not. And children live what they learn.

      The bus driver should inform them about it but he must first be informed by the government so that he will inform the passengers. It is like a merry-go-round. :lol:
      Everyone must teach one.
      By the way, the bus driver should keep a small garbage bin in the truck. If everyone practiced this cleanliness, the country will be one clean one.
      One evening after work a non-profit organization was selling pieces of pizza in the subway for a good cause. I did feel hungry (normally I do not purchase them) and so I purchased a small piece. It was given to me in a small bag or they asked if I wanted a bag. Some people will take it in their hand; there is a piece of paper underneath the pizza.
      As I traveled I ate it. I squeezed the bag and placed it in another bag. When I arrived in I threw it in the garbage. Some people would put it in a corner of the subway although they are not supposed to do so. I do not even throw a candy wrapper on the street. Some people will.

    So the PM wants to pass another piece of legislation that will also not be enforced. Great.

    How about putting sufficient garbage bins in place so people don’t huto throw their garbage all over the place.

    There are studies that show how far people are prepared to walk to a bin. If there are sufficient bins in place there is a good likelihood people will use them.

    Before he shoots off his mouth perhaps he should consult with people who know something about the subject.

      Negative again. How do you know that it will not be enforced? He should read your comment. This will make him more eager to pass it.
      You know, there are some people even though there are garbage bins nearby, they do not care. They will still litter.
      The Law should either be revived or a new one passed. There should be patrol officers or undercover ones to catch the perpetrators. Note how soon they will cease littering.

    Back in the days people had small houses and clean yards…..but Skerro, where did they dispose their garbage? Most people had a pit at the back of their yard where they disposed their garbage, and burnt it at least once a week…….to me that was working real well until skips and other garbage bins and DSWM came about,
    And if Skerro want to eradicate littering…he should start with his government……start from the top.
    Can someone show me a picture of the PM place of abode so I can see the amount of concrete he has there…please?
