Police Welfare Association dissatisfied with management of police force

PWA Chairman Jefferson Drigo at a recent press conference

Chairman of the Police Welfare Association (PWA) Jefferson Drigo has expressed dissatisfaction over the living conditions of police officers in the out districts and the management of the police force.

Drigo was at the time outlining the PWA Executive’s concerns about the police force at a press conference of the association.

“We are dissatisfied with the management of the Commonwealth of Dominica Police Force (CDPF). We also have to put some blows on the Police Service Commission (PSC) because some of the members chosen by the government are incapable of doing their work,” Drigo stated.

“I believe that the government must review its nominees on the PSC because some of them do not know who the police officers are… is like you come to do promotions and don’t know the person. We are not satisfied with the way the promotions are made,” he said. “Senior competent police officers have resigned because of the treatment; it is not right. We need to assist the police officers better; it is not right and fair.”

He continued, “You see a police officer on the road and you think all is well, no. We work hard and run a station for nine, ten days straight, it is not right; we have to look to run a police station and cook. It’s our future bread and butter. The situation in various police stations is deplorable. In traffic we have rats, wood ants and more. It is a shame how our police officers live in those deplorable conditions.”

On the issue of “politics in the police force”, Drigo had this to say: “People have their political leanings; we are not concerned about that. All we do is to work in the best interest of our officers.”

The PWA, Drigo said, is asking for a national security allowance across the board and over time allowance.

“We realize that some sections are getting national security allowance, but it’s important to us and we are all at risk so we want it across the board,” Drigo said.

Drigo also took issue with the recently amended “Police Insurance Act” which he says is still a troubling matter for them despite its amendment in Parliament.

He said police officers have lots of rest days in excess of 100 days post Maria and cannot get them.

“We also have issues with the “Special Constables” issue where they can’t take a loan so we are recommending that after six years once they are competent and fit the criteria make them regulars. They perform the same duties as a normal police officer, the courts, traffic, general, SSU and so on and they are not show of their future in the police force that is not fair.”

HEDDA.DRIGO,met the police force as sweet as HONEY.Ask any Police Officer, who had to deal with the DREAD ACT,OPERATION RED DOG,DEFEND FORCE ATTEMPTED TAKE OVER OF POLICEHEADQUARTERS.The Police also went to GRENADA and HAITI as PEACEKEEPERS.These BRAVE Police Officers SACRIFICED themselves for the GOOD of the Country. These Police Officers never complained. Some Police Officers are lazy, lying, incompetent, and TRAITORS to there country like Viewsexpress,Ibo France,LaPlaine Observer,%,Massacre and the lazy Blue BedBugs. Before Drigo the Police had more problems. They were more concerned about DEFENDING the country and protecting their fellow officers .They did not go to the MEDIA for every BS like DRIGO is doing.Today the Police Force is a DISGRACE.

   what a buch of horse manure spewed as facts   . yes the police back then were REAL policemen who did not call the radio station and have their own radio show but nonetheless had no issues bringing their issue to the authorities. Remember a Cpl. smith (I believe) who shut down the Grand Bay Station and brought his men to stay in the TV room at HQ when conditions were unbearable?

Remember police politicians (Laborites) like deceased Sgt. Corbette and Insp. Louis (Badman Joe) who were threatened with termination if the did not desist from spewing political garbage? As we speak there is PEENEZ infestation in the charge office and no one seems to care. I wish the PEENEZ would start walking on the officers uniform in broad daylight for all to see or they take it home by accident. Only then will they take note and STOP hiding the inefficiencies of the DLP.

Ask carbon if he ever took part in any peace keeping? Carbon is a coward and think belittling other officers and talking to men like lil kids because he is commisioner makes him tough. What about the PM main security padna that was fighting for last place in training school, cannot give a darn court statement, was under internal investigation for stealing money in possi station, flying red flag and carrying story to PM get him promotion. Is that what you want leading the CDPF. Two of the many retards that from the PM constituency given position to wipe PM behind and carry umbrella and bagpack overseas. Brain dead as hell. Go look at the brave men who serve and see what they do and hear what they think. Carbon might as well have strings cause he is nothing but a puppet that protects the PM not even the rest of gov and people. Tell him release report by Jamaica officer after Maria.

The police are crying out for increase in pay and better working conditions, the nurses and the public servants are singing the same harrowing song. They all can’t be wrong. Things are dire in Dominica. Relief is on its way on Election Day! Vote for the Blue Tidal Wave to wash this misery away.

Those who are in authority and have the power to bring about change to the conditions the police are working under and their other concerns should take serious note and implement change with haste. This is how the police and security forces becomes corrupt and law and order goes down the drain. Credit should be given to Mr. Drigo for having the courage and guts to speak out.

Apart from the Secretary of PSC and the Administration and Police Headquarters doing their cocomakak with files and recommendations… On the PSC have blind, deaf and cripple who are fast asleep during the meetings and just say “I AGREE” when somebody shout in their ears or poke them. What do you all expect?
    SHAME!! SHAME!! SHAME…

Comrade Drigo I feel your pain. Thanks for telling it like it is with no political spin. Hopefully when the DPSU and others take industrial action the police will take the opportunity and go on a 90% Rolling Sick Out. If not, next time there is mass demonstration go on a sick out. You all run things so take action as deemed necessary.

All is not lost my friend. Carbon seems only interested in promoting those who “serve him candy” and those who bring him news. What a waste for a Police Commissioner. But I hasten to add that those who “serve candy” for promotion will be the very ones to take him down. Mark my words. I long for the day when the Chief of police is appointed by three votes (1 by PWA, 1 by Ruling Party, 1 by Opposition- Will require a majority for appointment) and reports directly to the President.

If there were good governance practices, practised by this current government, the country would have been much more advanced. Let’s assume that the Speaker of parliament, the Chief of Police, the Electoral Commissioner, the President, the Attorney General were all fiercely independent, apolitical, and of impeccable character, Dominica would have been the envy of the Caribbean. These positions are presently been held by malleable characters. They are unpatriotic and the enablers of public corruption. Corruption deprives Dominica of millions, probable billions of dollars that could have been used for procuring the international airport, geothermal energy, fixing every bad road and alley, incentivizing local entrepreneurship, increase in salaries and wages for civil and public servants and more. Skerrit and his bandits have to go for Dominica to breathe once more.

Drigo is more concerned about money and living conditions, than law and order. In the 70’s and 80’s police did not openly support a political party. The Police had discipline and togetherness. The Force will change when POLICEMEN. stop politics. The police had encountered,BEDBUGS and BLOCKED TOILETS at Police Headquarters for months.Police Stations were worse than now. They did not go to the media.Everything to the Police is out in public.Drigo is doing it for political reasons.Senior Police Officers call MATT ON Q95 to divulge confidential information.MILLS has a political programme on KAIRI.That is what happens when Politicians get involved.LET THE POLICE DO THEIR WORK.

You are right. The people’s plight is of no concern to Skerrit. Returning to the helm of government is all that concerns him. Self enrichment and not wanting the many corrupt deals to come to light, that’s the reason he does everything to curry favor with the electorate. All public servants need a ‘Top Up’ except for the ones with their long snouts in the government trough fattening themselves and their relatives.

Even if one believes your lying accusations about the past, does it make it right today? That’s the biggest problem with you sheep-like supporters of the DLP. You delve into a bygone era to justify the wrongdoings and inadequacies of what obtains at present. Hospitals, health centres, schools, post office, many more public edifices are mold infested, dilapidated and a health hazard to workers. This is clearly gross neglect and a dereliction of duty by this utterly corrupt, grossly disgusting government.

      Call Carbon now ask him;
      1. Is there PEENEZ infestation at the Roseau station (Charge Office)section of HQ?
      2. Why did he not recommend Matthew Cuffy who received a plaque for his investigative ability from a regional police body for the position of Assistant Commissioner responsible for crimes?
      3. Is there mold infestation at the Laplaine Police Station?
      4. Why are they moving Insp. Pelham like a rolling stone from place to place? Yes the same Pelham they “allegedly” used to spy on the diaspora.
      5. Why is Cl. Jeff Drigo not a Sargent despite having to hold stations that a sergeant is supposed to hold?

      June 7, 2019

Thanks @ victim. So Drigo is now police union general secretary , the Police Welfare Association is now a full fledge trade union (or is acting like one) with a close relationship with Latang who is acting like a political party. This is a setting for national security chaos, a political time bomb is ticking.
He claim conditions of police buildings barracks are unsanitary, unsafe, so why cant the police clean up. He also complain that they have to cook for themselves. What jokes of a 5th grader. You cannot control vermin in your close environment but you can maintain national security and clean up crime. I think Drigo should resign or be fired because he is trying to drag down the image of the police and rob them of the desire to carry out their mandate in their duty to maintain law and order. All because he has personal political agenda like Letang that supports opposition values. He should not use the police for his political launching pad. That is a conflict of interest. BAD.

There is a story called ” the man who would be King” Do we now have the story of the MAN WHO WANT TO BE CHIEF. I hear there are a lot of quid pro quo promises being peddled by the UWP and its operatives.
Today I read a very interesting piece on the VIBES about negotiations in St Kitts involving James and Linton with hopeful passport sellers. Vibes published check numbers etc. One of the quid pro quo promises is management of political campaign for millions. A down payment off $1.2M was made. Does that include next election management.
No wonder the mobsters of the opposition gang bangers are so desperate.
They say even the bushes have ears. Bushes have no eyes but they can see. So more stories will jump out from the bushes. Wow ! I hope DNO will publish all of them.

ADMIN: The piece you referenced is a commentary which we did not receive.

We will publish any article that is in keeping with our editorial policy i.e. that contains accurate and verifiable information and is not defamatory.

    Two ideas come to mind
First you can quit if you are not happy in your job.
Second as an Association you can make recommendations to the Public Service Commission for improvement which can be copied to the Commissioner of Police and the Establishment Department.
Political grandstanding with slants that support the opposition views is not ethical and professional.
Drigo obviously has the capacity of a fifth grader and does not know any better, so he is being manipulated by opposition self interest.
Will all his and the opposition and Letang activities and advocacy lead to Strike Action and the closure of the country ?

My first reaction is to drop the mike on you like its hot and put you on ignore, but since you give me credit ( (which I do not deserve or aspire to achieve), I will ask you this. Have your head of collaboration, negotiation , compromise and amicable co-existence ? Have you heard that the police are the best investigators. Are police officers our main peace keepers ? So why the press conference, why go public ” on a forum exposed to the world”.
If Drigo had more than a 5 grader education and did not have a hidden personal political agenda he could cause an internal investigation to take place as the President of the Police Association. He could have acquired the respect and credibility necessary for the authorities to have confidence in his attributes. He should be able to collaborate with the Police Service Commission on all matters pertaining to the welfare of our police officers.
Since last election the police has faced various challenges and they have done a great job.

When a country has a weak private sector and gov is the main employment agency we have abuse. Here is why. Many civil servants want to speak out and do right but they have bills to pay, family to feed, loans and kids to send to school so they feel they cannot leave or stop work. Corrupt officials know that and take advantage. Put weak incompetent folks in position who would otherwise never rise to gain absolute loyalty. Its because of you lord kinda attitude. There are no other options for work. That is why everyone need go on strike shut the country down. The government will know who incharge. It cannot be one or 2 ppl and the rest afraid to loose the lil scraps so they stay take abuse. Remember double bouble was not given to some even though few fought. Our selfish ways is killing us and sometimes in life you have to sacrifice that what you depend on for a brighter future. Now is the time for a general strike or we will loose it all. No need to fear let PM know who run things

The only solution for the Police Force to survive that dilemma is for the removal of Daniel Carbon. Drigo u so right, that’s the moral of men is at its lowest. Govt can invest with more, staff, advisors, equipments, training etc but the real problem is Daniel Carbon. The blatant friendship promotions of incompetent men and the level of victimization of Police Officers who don’t carry tails to him must ceased with immediate effect. Some persons gice the impression that only Police Officers who support Labour are the one benefiting, that’s not the case. There are some Officers who have supported labour and who is still supporting labour but are very competent but wont find favors with Daniel Carbon. In other words Daniel Carbon don’t like success. There are Police Officers who hard working, very committed to their job but once u not a Carbon boys they will be victimized. The problems in the Police Force has one simple solution to its fix and that is please get rid of Daniel Carbon.

I want to commend those police officers that put in a fair day’s work for a fair day’s pay. Those who are professional and not political. Unfortunately, the top brass of the Police Force is inextricably politicized. They definitely are not independent, always quick to intimidate, use tear gas, come out in great force against an unarmed set of peaceful protesters who are willing to agitate for their inalienable rights. Respect is earned not given because of your position in society. I have completely lost respect for the ‘over the top’ behavior of the police in recent years. They have done nothing to earn it back.

You believe in being dorcile or do you want people to work for you? When are you going to grow a pair and learn that sometimes in life, you need to fight for your rights. I am not advocating violence but I do advocate for effective action including but not limited to shutting down the country. By the way, if you forgot, the country has plenty money and the economy is doing great so a little shut down will not hurt it too bad!

Pat they claim bad working conditions. They think that Skerrit is down with the reconstruction challenges re Maria and the political obstruction of the opposition. They say he operates in fear. Yea, if a man is down keep him down even if there is no justification and that will create development. Wow. That will give them an edge in the next election like it did for the DFP during the Leblanc and John ” Must Go” era. No one gives Patrick John credit for not fighting back and not allowing a civil war. He even contested the election immediately after he was overthrown. He never ran away, He is still here. Dominica regressed 20 years after he was thrown out. So go ahead, strike , overthrow Skerrit , shut down the country because Patriotic Lennox Linton said so.
Personally I really would like to this happen because I will have survived an other calamity and write a historical best seller. This time I will walk with a voice and action recorder. You know how mush CNN will pay for this.

All the special constables are labourites they will die singing praises to their saviour. I feel sorry for you officer Drigo. Honorable PM said he is in charge. He will have meetings both public and individual to deal with the issues and concerns of police officers.
