Policeman arrested for theft of bullet proof vest

A police officer with under ten years’ service in the Commonwealth of Dominica Police Force today appeared before a Roseau Magistrate charged with theft.

According to documents read in court, the prosecution is alleging that Chris Defoe between May 1 and December 5, 2017 is alleged to have stolen a bullet proof vest at Police Headquarters valued at EC$500.00

He was not required to enter a plea in the matter because it has passed the six months limit and so it was laid indictable.

The young officer is represented by lawyer Dawn Yearwood Stewart.

The prosecution did not object to bail which was granted in the sum of EC$3,000.00 with Peter Durand as surety.

The matter is set for November 18, 2019.

    ASK MEL, Mr.Desmond Blanchard(commissioer) and Mr.Valarie(deputy) were fired from the force.The UWP belived they were not supporters of UWP.This UWP is the first party to drop BUNKER BOMBS on the police.They,UWP are the ones who have the force where it is today.They planted SPIES,CROOKS and TRAITORS in the force.

    A bullet proof vest is an equipment used by police. This should be a standard equipment of each officer. This story tells me the police does not have enough equipment and we have seen in recent history how things stay past there shelf life. Seems to me if officer kept vest longer than he should in personal possession denying another from using that is not theft. He is a police and force lacks equipment. Now if he took and sold it to someone else who is not and officer then that is another story. The story above lacks details and i am trying to make sense of an officer being arrested for stealing equipment that is used as part of his job execution. It happen in 2017 what is so challenging he is only now arrested. Did he sell vest or was it used by someone else while committing a crime?

    Hello and good morning my people. How can a Police Officer steal a bulletproof vest that’s assigned to him simply because he didn’t return the vest to his locker at Police Headquarters in a timely manner as per Chief Carbon. The Officer went on vacation then he went sick so they are saying he should have return the vest which is Government property. This is a union issue where the union need to clarify the rules in return of Government property if you are on vacation or out sick. I was also told that this Officer investigated a vehicle accident which cause serious injuries to a pedestrian and the operator of the vehicle is the wife of an elected official therefore they are looking to punish him because his investigation found the motorist at fault. So if you can’t get him on his through vehicle investigation then get him on something else. Officer you will win your case then you can sue them for retaliation. Subpoena Carbon he was the original investigator.

    Couldn’t that be dealt with in confidence. Why charge him with all that money when it cost less than?. I am not condoning what the officer did but come on. There are police officers that having sex with minors and who is abusive to people. Come on already.

    2017? Why did it take so long to investigate that case? That rumor -whomever started it- has been around for so long its pitiful. Can the moo moo Chief Carbon please tell us what drove to the arrest of the young man now? Is it theft to secure your vest (a vest) at home so you can have it if needed since there is NOT always one available to everyone when needed? Of what use is a stolen vest to the officer….SMDH. This is madness. Why not deal with this issue disciplinarily? This chief is hell bent on destroying what is left of the force and his men no longer trust him. Sad, sad.

    By the way DNO what ever happened to that stolen firearm case a few years ago where it was alleged an Officer Tyson stole a government firearm? To the best of my knowledge now Chief Carbon was the investigator.

      Hello and good morning my people. This issue with the vest should be handled internally as an administrative issue. The Police union have to negotiate better protection rules for their members in regards to return of government property when an office is on vacation or out sick. Now this has to do with a vehicle accident the officer investigated and he found the operator at fault. His problem is that the vehicle operator is the wife of an elected official.

    I see no point of this story being here. What the police need to focus on is all those officers that mentally unstable in that police force.

    This is another clear indication why Daniel Carbon the chief of Police must go. That matter could be dealt with internal, by a tribunal system. But Carbon in his own vindictive style wants the Police Force to look bad, caused the charges to be dealt with at the High Court. This item is worth less than a $1,000.00. But how convenience that sexual harassment allegations by a female officer against a high ranking officer was swept under the carpet. The PWA must take a serious stands with it members to send a strong message to that dictator Police Chief.

    A bullet proof vest should always be part of a police officer’s protection. In my opinion if the officer in question was not given one and he took one, that should not be considered as theft and therefore the magistrate should throw this case. In fact Mr. Defoe should sue the police chief for not giving him a bullet proof vest is this dangerous world where drug dealers are equipped with deadly fire weapons

    I don’t know who that Defoe officer is or his family but judging by what I read in the article and my knowledge of the Dominican today, I betting a million $US that he is not a supporter of the Skerrit Family party. I bet you Inspector Mills is very dissatisfied with such Injustice because he would know how some officers with far worse offense were promoted

    “He was not required to enter …………a plea………..It was kaix indixtable.” Very interesting! Very very interesting! Seems like the police are able to decide when to charge indictably and when not. I thought that certain threshold had to be met to charge one indictably. So the police can choose who to charge indictably if they want to destroy you and who to charge summarily so as to assist you. Very very sad state!! So we are all at the mercy of the police who can chose to be vindictive if they wish and charge one indictably knowing that you will be burdened by the court system for at least a year. I am calling for a change in the system or the law so that this discretion is taken out of the hands of the police. There must be a minimum standard and value for the high court and once it is met then the police has no choice. However if it is not met so to will they have no choice but to proceed summarily.

      Hello and good morning my people. Well don’t be disappointed rather acknowledge you are being fooled. The Officer handled a vehicle accident involving an elected official wife and he found her at fault. He also planned to to run for office in his village. Open your eye they are trying to disqualify candidates that posed a serious challenge to their hold onto power.

What about the police implicated allegedly in importing Haitians who was working SP, sent to SSU instead of being disciplined and is now brought back to SP as part of the special 30. What about the then Inspector who aledgly threw over $40,000 in garbage by mistaken that he had to pay back, what about the police shooter behave your damnself and ease up on Chris!
