FULL STORY: Brisbane says he has no regrets writing to donor agencies

Proprietor of OD Brisbane & Sons, Jerry Brisbane, has indicated he will be writing to the United Nations (UN) about issues affecting Dominica in light of a statement released yesterday by the UN to mark International Anti-Corruption Day in which Secretary-General Ban Ki-moon urged business leaders across the world to denounce corruption and institute measures to combat the vice “in line with the United Nations convention against graft”.

Brisbane signalled his intentions to the media about writing the UN on similar sentiments after presenting a petition to President Nicholas Liverpool this morning.

He defended his decision to write letters to the European Union and other donors in which he raised concern about the way Dominica uses aid money.

Minister for National Security Charles Savarin had called for Dominicans to boycott Brisbane’s business as a result of these letters as government officials accused Brisbane of trying to stop donor countries from providing aid to Dominica.

“I have absolutely no regret and in fact I am now considering and even writing the UN – so that’s something that I may even do very shortly because I am sure you would have seen a UN report that has come out on corruption and different things. Ban Ki Moon… has come out on a report and Dominica is definitely going to the next level…” Bribane said  to the media this morning.

He also stated, “I will explore all avenues at this point in time to get the message out to the world that Dominica…is not being runned in the way that it should be runned.”

Ban had said that corruption “distorted markets and hindered economic growth”.

“Corruption acts as a hidden overhead charge that drives up prices and erodes quality without any benefit to producers or consumers. Preventing corruption makes good business sense. Increasingly, investors are factoring not only environmental, social and governance considerations into their decision-making, but sound ethical performance as well,” Ban added.

The petition, which attracted  just under 4,000 signatures, is requesting the removal of Labour Minister Charles Savarin for calling on the public via a radio programme last month to boycott Brisbane’s company, OD Brisbane & Sons after Brisbane sent letters to international organisations expressing issues with Dominica’s use of aid money.

Savarin accused Brisbane of accusing donor agencies to stop funding to Dominica but the businessman said nowhere in his letters asked that funding be stopped.

Speaking to journalists about the matter this morning, Brisbane said Savarin’s call to boycott a local business is not a good example for investors.

    Edward Lambert the National Authorizing Officer (NAO) with the EU, himself admitted in public that a European who casually was visiting Dominica saw for himself the neglect and incompetence regarding an eco-tourism project financed by the EU in Dominica. That EU citizen wrote to the EU, the EU then communicated with their office in Barbados who wrote to the Dominican authorities about the mismanagement of that project.

    Lambert, in his arrogance and defense of his inefficient DLP Govt. and friends, forgot that he had demonised Jerry Brisbane for writing to the EU complaining genuinely about the same things the EU citizen was concerned about. What is wrong with those guys?

    Lambert is still the NAO plus political adviser to Govt., getting two huge salaries paid by the tax payers of Dominica. Two years ago he told Dominicans that Govt. was looking for a replacement for him as NAO. Only this week Dominicans heard the post being advertised for an NAO. Is Something wrong with those guys? Are they stooges giving support to any wrong corrupt acts? Jerry did nothing wrong against the law. But those who really engage in corrupt practices, disobey the law, especially in Public office, are given praises. Lambert, a lay religious Minister, giving people LUSTY, trying to save their souls for Heaven?

    Relating this to the new story on DNO about “Venezuela considers Internet regulations”:

    Can you ever see these headlines for countries like Barbados, Saint Lucia, England, Canada or the United States?

    We should do all we can to prevent the thought of this censorship – much more the implementation – ever happening in Dominica. Had Government responded to Mr. Brisbane’s inquiries when he raised them over the past few months, there would have been peace in the land and all the negativity of these past few weeks would have been avoided. Various ministers are now coming out in the media (INCLUDING THE INTERNET) and addressing the same issues Mr. Brisbane has been raising. I guess when he asked the questions back then, their stance was “who does he think he is to ask questions?”…and THAT IS A PROBLEM! That is a problem!

    The scariest thing is that there are thousands of Dominica who prefer to sell their freedom in exchange for back ‘n neck and rice every week…just so they do not have to work for a living… …just as some will sell their land valued at thousands of dollars for $900.00 to buy a fridge at Courts.

    A related problem is that there are too many Dominicans who want to be taken care of instead of finding work to do. These people will vote for any policy or law that allows them not to have to look for a job or to work hard. This mentality will be the demise of the Country as NO COUNTRY can truly succeed if its citizens depend on it for all their needs.

    Communism/dictatorships have failed and will continue to fail. Go ask people living in Russia, Iraq, Eastern Europe, Cuba, Haiti, and some African countries after so many people have died senselessly and brutally for speaking out or asking questions…only the leaders, their press people, and close associates had it good – sometimes.

    HEY HEY HEY.. Since 2006, i visited DA n the corruption was already in the people & Govt. It supprised me that our PM was given a bullet proof car. Not more supprising was the fact that we let a Corrupted Venezula become part of your lives. If u follow what’s been happening in that country, u will understand why DA is going to the “SHITS”. excuse the french…and 2 think that our Govt. had dealings during elections. What does an under developed country like DA, who recently had a mile marking stone in the 21 century of a “NIGHT LANDING” need something like that 4. I think that when jerry started this, no one thought that he was opening up such a big can of worms n would escalate into what it has become. The fact of the matter is that, is has. We Dominican citizens appointed the so called corruption into office. Now we have our tails between our legs. WE r as much to blame, n right now we need to unite as DOMINICANS. The monies could be used to elevate us from the POVERTY < YES. we/re in. instead of criticizing, try taking a more positive avenue to better the cituation, EDUCATE the people out of the 15th century into a better standard of living.       All the so called Real Dominicans, I hope in a few years to come you and your fellow compatriots will see the value and benefits that our beloved island gained from its association with countries like Venezuela, China and Cuba. For too long we have been led to believed our allies are the United States and Europe. But I ask you to show me how many of these so called allies are willing to offer our young people the opportunity to better educate themselves in this global economy? How many of our talented young people are benefiting from scholarships given by Cuba, Venezuela and China? How many new roads or sea defence projects have been completed by our so called favoured allies? In our skewed way of thinking and blind love for all that is capitalist and American and European we fail to see who are the real perpetrators of our underdevelopment. IN light of the recent revelation by Wikileaks, I hope you and your fellow Real Dominicans have become more aware of who the real dictators are. The American and European governments have proved just as shady as Chavez and the those you seek to condemn. Be grateful for the small things we have and stop biting the hand that feed you. I certainly don’t see you guys boycotting the show and other events held at your beautiful spanking new stadium. Neither do I see you guys boycotting the new roads laid down as a result of our governments association with those you seem so quick to label and discard.

      Well said. Far too often our people are allies in their own downfall. It is evident that we have a long long way to go before we can truly say we have moved on from the shackles of our slave mentality. For the likes of Jerry, they are only proud to be called Dominicans when it suits them. If there wasn’t money or prestige to be gained. we would see how fast they would slide to the other side, which they all hold nationality to. I say it is about time the Brisbane and Whitchurches and Astaphans and Nassifs gives the people of Dominica a fair share of the pie too and stop trying all to remain or become millionaires on the back of the hard work of honest working Dominicans. You would be amazed at how difficult it is for someone working really hard to buy a piece of land in DA because of the so called keepers of truth and our interest.

      Utter nonesense. Treason for what? Well Savarin needs to be tried for treason retroactively for shutting down the country for 47 days in 1977, in an attempt to bring down the Govt. You want some histor?. Here he goes again in 2010, telling people to boycott peoples”s businesses. In 77, he broke into peoples’ stores, sugar and oil on the streets of Roseau and ships by-passing the island. Lots of lost $$$$revenue. My father lamented his best banana crop eaten as ripe fig by snakes till the day he passed away. Savarin should never be in Govt

      I do not have any confidence in the UN. Many of them are godless anyway. The UN cannot rectify a thing in the world! The world is in a greater mess. Just listen to the worldwide news. I would like to fire such organizations as the UN. :twisted:

THEY CHOOSE where they spend their money! Maybe we need to teach them the value of life and how to spend their hard earned dollars!

    First off “i did not even vote this past election, so my statements are not politically motivated as so many are with their posts. I support people who stand for their right and who stand up against corruptionbut I do believe in a right and wrong way in which things are to be done and with that being said I think Mr. Brisbane could have stood up for his right in a more effective and responsible manner than which he did. “Picture this that our neighbor has issues with you but instead of confronting you first with the issue he simply goes straight to the police” That does not seem to be what friend should do right? Well thats the situation that has played out with Mr.B and the Present Government. On top of that there is a significant risk that his actions could have hindered any aid to our poor needy country through any government both present and future. Labor or UWP. To sum it up , he may have had a good idea but went about it the wrong way and risk hurting not just a party or a “corrupt” government but an entire nation much more than just 4,000 people which by the way is less that 6% of the population.

      I just replied accordingly – somewhat. I agree with all of you. Brisbane needs to clean up his act prior to trying to supposedly cleaning up another act, what he presume to be wrong. You know the saying, “The pot calling the kettle black.”
      I am surprised that there are some Dominicans who support him. They do not know what is good and bad for them and the difference. These people are not fair and just.
      Brisbane could wreck Dominica with his malicious writings. It appears that this is his intent. He thinks that he is harming the Prime Minister but he is doing a lot of harm, much more, to Dominica and its nationals.
      He better be careful for, “Man proposes and God disposes.”
      Dominica is part of God’s world. He has his eyes on it and on Dominicans as in any other part of the world. I pray that God will put an end soon to his nonsense and malice.

      You probably meant to say: “To add insult to injury” But I agree with you, it is really hard for me to believe that Dominicans have a good thinking mind. They do not understand that the more disrespect that they express to a Minister of Government the more pressure they put on him, until, eventually all he will do is try to gain self satisfaction.

      For example how do people of Dominica understand that the conflict between Mr Brisbane and the men of government in Dominica will die down, when they kindle the destructive fire of Mr. Brisbane, who holds a personal grudge against, perhaps the whole government troop, as the letters he wrote was not about Mr. Savarin.

      Thanks to God that I am not at home and I will ask God to protect my family, other relatives and close friends, from the social chaos and instability that those intended persons are trying to promote in Dominica.

          Yes, I am really for Jesus, that is why I do not condone to neither the attitude and conducts of Mr. Brisbane, or any person of government, business, and social organizations who are simply after fame, popularity, and power for themselves.

          If you guys did not support Mr. Brisbane in that pettition, do you think that he would still come out with the flame he is now steaming ou?. And by the way you know nothing about Jesus! He said that He did not come to judge (condemn) anyone, as He came to give Life to those who would believe HIm–that was His only responsibilty–and He repeadly asked us to follow His examples. But He warns those who does not accept His claims and to follow Him. For they will have to answer to Eternal Spirit, Almight God, whom he calls Father, that will happen on the Day of Judgement. I leave that up to you to discern what God will do with Mr. Brisbane’s present conducts and attitude, as you have condoned to it.

          We all have the right to express our sentiments about issues that is affecting us. But when people like you decide that you all must question the sentiments of others with rude, insultive, and commanding remarks, I have some trouble with that.

          You are free to accept Mr. Brisbane’s attitude and conduct to your hearts desire, but I resent your rude questioning of my character. And do not tell me what to do!

    Jerry, when you talk of writing to the UN, I draw the line. I support your standing up for what is right, however, you obviously aren’t aware of the malevolent activities that the UN is involved in or the fact that it was created as a base for global govt.

      Well we all should know that Dominica is a sovereign country and the UN cannot do anything for that. The UN itself was involved with a Food for Oil corruption deal. So many other things going on in the world. The UN cant ask or demand that any sovereign government resign. They cannot even ask dictators to resign, Haiti and Ivory Coast, let alone an elected government.
      The UN is not a donor agency and has no jurisdiction over donor agencies. Please people its about time we get real. The UN is nothing. No binding decisions come of from the UN. This is why international law is never enforced….

    A foreign French businessman, Gardakhan, built an asphalt plant close to the Layou community. That plant has been spewing millions of tons of TOXIC waste, CANCER-CAUSING POLLUTANTS, which will surely affect the health of the entire village. Initially he acted illegally by ordering the equipment without Planning Dept. permission. The Chief Planner openly said so. Yet the same Planning Dept. gave him permission to erect the asphalt plant against the wishes of the community.

    Another foreigner sold Dominican PASSPORTS, made MILLIONS OF DOLLARS, promised to build A LAYOU RIVER HOTEL, up to now NO HOTEL. DOMINICA LOST MILLIONS. Many of you even supported that foreigner consciously or unconsciously because some politicians and BIG BOYS were that person’s good friend. Many other such examples could be cited where Dominicans gave support to foreigners as well as locals for doing wrong things to the detriment of Dominica and its people.

    Many of you Dominicans shut your mouths regarding the Asphalt Plant close to the Layou village. You said Nothing in favour of the Layou people. You all do not care two hoots about the effects that Asphalt Plant will have on the HEALTH of those poor people, Dominicans like yourselves. You all are allowing them to suffer slowly. SHAME, SHAME, SHAME. A BIG SHAME.

    But here it is a patriotic, concerned Dominican, exercising his RIGHT to communicate with whoever he wants, when he wants, and doing so in a civil manner, you all Dominicans want to crucify him and ruin his business which has helped many other Dominicans significantly. Is that fair? Isn’t such behaviour wicked?

    Our CONSTITUTION as well as the UNIVERSAL DECLARATION of HUMAN RIGHTS give our citizens the RIGHT to do just what Jerry Brisbane did. What Jerry did is not a CRIME as what the FEW in PUBLIC OFFICE are allegedly accused of. FACTS are there to show all the criminal acts committed by the few unscrupulous persons. So why the expressions of stupidity by fellow Dominicans?

    So tell me. Some of you want to cut off Jerry’s head for doing what is right, fighting corruption, asking for more TRANSPARENCY and ACCOUNTABILITY in the MANAGEMENT of the country? A special place is reserved in hell for people like some of you Dominicans who go all out to virtually destroy a Dominican like yourselves for exercising his RIGHTS as enshrined in our laws.

    Would you all, who demonise Jerry, have given support to Papa and Baby Doc of Haiti for suppressing the Haitians right to express themselves freely? Should those who condemn corruption and Bad Governance SHUT UP and agree to live under a BUDDING dictatorship Govt.? Is that all you want? Stealing, lying, secret deals, defrauding the State of the people’s money in all kinds of corrupt practices is the way for the country to go? GIVE ME A BREAK.

    Some of you all could support your dictatorship if you all want but TRUST ME, Dominicans on a whole will definitely RESIST any move to turn Dominica away from FREE SPEECH, UNDEMOCRATIC RULE, CORRUPTION and DICTATORSHIP.

    Dominica posts largest increase in corruption in 2010 in the World

    Dominica posted the largest increase in corruption in the world in 2010 according to the most recent Corruption Perception Index (CPI) published by Transparency International. The report showed a marked increase in corruption in the country with a decline of 0.7 decimal points over 2009, from 5.9 to 5.2. This was matched only by Cuba, which also declined by 0.7 decimal points.

    Areas in yellow are the least corrupt with areas in red showing the most corrupt countries.

    The report shows a disturbing trend in corruption in Dominica, which only a few years ago ranked well within the group of countries showing the least amount of corruption.

    Dominica has now moved from the 37th least corrupt country in the world in 2007 to number 44 in the most recent survey. An important part of the survey focuses on the payment of bribes to public officials including the Police.

    The 2010 CPI measures the degree to which public sector corruption is perceived to exist in 178 countries around the world. It scores countries on a scale from 10 (very clean) to 0 (highly corrupt). Dominica’s score of 5.2 therefore places it in the middle category. The further a country’s score moves from 10 the more corrupt it is perceived.

    Overall, the index recorded a marked deterioration in corruption around the world with countries averaging a decline in the index of 0.3 decimal points. Dominica’s decline of 0.7 decimal points was way above average and spells a disturbing trend for that country.

    Several countries showed improvement in 2010 over 2009 including: Bhutan, Chile, Ecuador, FYR Macedonia, Gambia, Haiti, Jamaica, Kuwait and Qatar. The following countries showed deterioration from 2009 to 2010: Dominica, Cuba, the Czech Republic, Greece, Hungary, Italy, Madagascar, Niger and the United States.

    Transparency International (TI) defines corruption as the abuse of entrusted power for private gain. This definition encompasses corrupt practices in both the public and private sectors. The Corruption Perceptions Index (CPI) ranks countries according to the perception of corruption in the public sector. The CPI is an aggregate indicator that combines different sources of information about corruption, making it possible to compare countries.

    The UN are always concerned about one country/policy/act or another, . Do they actually do any thing to help, NO they do not. They spurt out statement after statement, they give the excuse that they are reluctant to interfere in individual counries affairs. They are best at standing on the touchlines. They are concerned about the levels of corruption, I hope that includes their organisation. Will they take Mr Brisbane’s letter seriously or will they file it away under BIN. Dominica is of little interest to the UN, we have no oil or resourses that the major powers need.

    We are ready to shout that there is no democracy in Dominica, and that Dominica is becoming a communist state, but here we are getting all excited about one person speaking on our behalf.
    Should Mr Brisbane write to the UN, he should get all those egging him on to sign the letter (another petition). People tend to listern to the masses as opposed to one individual.

    Mr Savarin has been keeping a low profile, so lets hope he remains that way. If he is as smart as some say, then he will know that his outcry was illthought and out of order.

    To those who say that the world is watching Dominica (major exaggeration), but if that is what is wanted, lets be aware that it is not going to look at Dominica in a favourable light. So fewer tourist, no foreign investments. More unemployed.

    Its enviable ranking is contained in 2010 Corruption Perception report by the international watchdog Transparency International(TI).

    Not only does TI place Barbados at the top of the Latin Amercan and Caribbean region, the Caribbean nation is second only to Canada in the entire Americas.

    The United States is in 4th place while Chile is 3rd.

    Globally, the Transparency International Corruption Perception Index puts Barbados at a very high 17th where it is tied with Japan.

    By comparison Britain is at number 20 and the United States 22.

    Three countries are tied for first place as being perceived to be the least corrupt in the world – Denmark, New Zealand and Singapore.

    The only other Caricom state making the top 50 is Dominica at 44 – and the other Caribbean territory in that bracket is Puerto Rico, ranked at 33.

    The UN is the most corrupt administration in the world. The UN is not a person. It is a huge body. Writing to the UN to expose corruption by Mr. Brisbane is like a thief trying to catch a thief. Does Mr. Brisbane think that the UN will even draft him a reply or give him the time of day to interfere with his simple semi-illiterate comments on the state of things happening in an almost god forsaken island called Dominica. The UN failed to address international concerns in Rwanda, Liberia, Sudan Dafur, Kashmir, Congo, and the list goes on. In these conflicts, millions of people were murdered. Look at the situation happening in Haiti now which is partly caused by the failed actions of the UN. Judging from Mr. Brisbane’s level of literacy, it is clear that this man suffered developmental challenges at birth and knows nothing of what is happening in the international arena although I expected his wanna-be movie star atttorney to consel him somewhat. Does he think that posing with an attorney besides him who I strongly suspect has no licence to practise international law credits him with the national award he thinks he sincerely deserves? While I agree that Dominica is a democracy and the will of the people must be carried out, we must remember that too much freedom also alienates the cause of freedom. Mr. Brisbane should go back to his duties as the self centered buisnessman he always was, pay his workers right and continue living his life as a minute citizen of an island nation and stop being an international joke. It seems like you have no common sense at all. Mr Brisbane is a citizen of this country and he has a right to exercise his domocratic rights. You may not like it but you have to respect that.       Listen to your self mr. period (.) you sound like when a wife is being abused and she is saying to the police well if u arrest him who going to feed my kids ? Get off your a** and get educated and get a job this is being independent. In dominica’s case we too dependent on donor countries and don’t have confidence in our self… we can use the money to make use self sustainable so we would not need to sing for our supper forever, but we just take the money like is welfare we on. Things are getting hard all over when the donor countries cannot give us money due too their economies being in shambles what are WE going to do thats what we should be asking.. The people putting measures in place to see that there money is spent wisely and in areas well needed. Look at the measures they putting in place for immigrants . Brisbane may have been acting out of the feeling of entrapment and this was his only way to try and reach the prime minister because he does not listen to any one that he thinks that is against his policies which is bad as a leader. lets look at things objectively and try to make things better man stop being one sided life too short ..

        I hope that you are educated cause you should know that no country can stand on its own and even if you have ideas you need investment to make those plans a reality. That is where these donations come in.
        I would rather that 100 Dominicans turns jobless than the entire country collapse.

          I am proud of you, fellow dominican,

          that u have an economics degree, i have degrees too. You dont need a degree to know that if u keep taking from someone and dont invest in a way that u can stand on your own one day that u will like a crippled stepchild ….I dont see the government putting in place self sustaining measures using the donations. although i must commend them on decreasing government public spending. The government looks like it is trying but…they need more radical ideas.. maybe you should advise them using your degree, since u put that out there. And cuba stands on its own in everything but trade.

      I beg to differ, Vince was part of it. He was there when it started. I do not beleive that any democratic country would have accepted Sketitt’s and Isidore’s “it was a mistake” excuse in this land matter where the defruded the treasury.. They got away with this one, so they that they had carte blanche to continue the corruption. Dominicans are responsible for what is happening in Dominica to a large extent, they voted for this Government after all the allegations, even if they had reasonable cause to beleive that there was merit in the accusations, well that further gave Skeritt his lisense to continue the corruption.. According to them they got a mandate to continue it, they boast about their 18-3 everytime more allegations come up.. What a disgrace! How shamefool?

Mr. Brisbane, I always lament the fact that I am not in Dominica, and that no one was doing what needed to be done.. had I been in Dominica, I would be doing exactly what you are doing.. You have the right temperament, the right personality, the intelligence, the courage, the commonsense for this struggle. Lennox and the guys at Q95 needed some help, they are playing their part. you are playing yours. You are getting to the source of power in any democracy, THE PEOPLE keep on mobilizing them, educate them. You are doing the right thing for Dominica, do not be distracted, you have a lot of people behind you in spirit and in prayers..

    Those arrogant fools in Government believe that they can isolate Dominica from the international community and use it as a crime haven, let’s show that them that this cannot happen in this age, Dominica has been under the radar for some time now, and this stupid facist idea that when one speaks about what is going wrong in their country is treasonous and giving the country bad name is yet another tactic to pretect the corrupted and the corruption..
