Cabinet reshuffle “coming”

Prime Minister Roosevelt Skerrit is expected to soon announce a Cabinet reshuffle.

That’s said to be in keeping with comments he made at the swearing in of his Cabinet in January 2010 following the December 2009 general elections.

Twenty-seven (27) months later, DNO has been told in confidence that a Cabinet reshuffle is imminent.

“Dr. Kenneth Darroux, a medical doctor is expected to replace Julius Timothy as health minister and there are expected to be changes in community development, foreign affairs, agriculture, Labour and public works, with Charles Savarin expected to go on retirement,” the source stated.

According to the source, “The Prime Minister is not happy with how things are going and as he stated at the swearing in ceremony, a reshuffle would come so that should not be a surprise at all.”

Not wanting to go into specifics of the proposed changes, the source disclosed that “it was expected to have taken effect in March but has been delayed for various reasons.”

Inside the Skerrit led administration, no one is prepared to speak about the impending reshuffle.

Back in January 2010 the prime minister said he was not going to waste his time “in this cabinet; we have a lot of work to do; this is a very serious matter; we dealing with a very difficult environment; men must not just come with a tie and a shirt and say they are ministers, you have to roll up your sleeve and put your boots on and go in the field and solve the problems of the people of Dominica and to create better opportunities for them.”

At that ceremony, he also pointed out the likelihood of “a cabinet reshuffle in the future.”

“Nobody is expected to be there for five years in a position…When you see how people perform, whether they’re up to task … where they may be better suited based on their contributions to the cabinet and their interests, and then we have to make some changes around,” he said at the time.

    Apparently these big married men in cabinet ain’t worth a farthing. To allow a young man to talk to big married men like that….come on….

    I’m fed up with this type of talk, I feel humiliated and embarrassed for them, so I do not know how they are coping with all of this and saying nothing.

    Skerrit has been running the party and the country for the last 12 years or more, isn’t it time to say to someone who is sitting next to you, gain some experience as PM too.

    How has Skerrit done performance wise as PM? As a matter of fact he is just around the only one name being called left right and center in this corruption scandal time and time again. He should give the office of Prime Minister a break and allow another colleague to sit in there, to rid the country from all that bad image of all these scandals surrounding his behavior in office.

    I find this Skerrit really thinks that Dominicans are foolish and I don’t think he holds his ministers at any higher esteem. To be still speaking that way about persons that have covered your back for you, stood up for you, do everything to make it look like all is well and keep government functioning normal at a moment when the office of prime minister with you sitting in it has been experiencing the worst moral crisis Dominica has ever seen.

    Come on Roosevelt Skerrit, give it a break, have some respect for your ministers even if you fail to have an ounce for the people who continue to support you overwhelmingly because if anything, these are the people that have what it takes to end your political career in seconds.

    Implementing measures like reducing customs charges and tax cut for major companies here to help them stimulate growth and expansion so they could employ more workers.
    Helping the small local industry to compete at the regional level. Reduction in import duties on building material .
    We have to much wast in this country, when the mangoes and limes and oranges,and grapefruit and goyava, pineapple could be bottle and shipped elsewhere.
    This is empowering your peoples; this is putting food on their tables and clothes on their back not the fancy cognitive science speech like a master poppet

This time farmers don’t have to put no donkey on pickup truck and travel to Roseau because we have an abundant supply of Donkeys really close to Windsor park.     Skerrit speaks like he won 4 seats and the other ministers won 1. I think this is talking down to persons that you’re suppose to treat as colleagues. The biggest reshuffle is he needs to get out as PM and allow someone else the opportunity to serve as PM

    Anyone criticized his performance, he do his own report card. He behave like Fidel, I hope he realize that Dominica is still democratic according to the laws.

    Skerrit is not the best leader, he is not the only one capable of running the country, give one of your colleagues a break to wet their hands. At least workers tried, say what all you want, UWP had very different policies.

    Big Govt. with Minister for so and advisers a plenty, yet economy in serious decline. The country is virtually not producing anything to shout about. How could any nation prosper, begging and dependent on other nations for its development?

    Investments in our food security and agriculture badly lacking. The 15% VAT imposed on goods and services, taxes, bring in more revenue than production of goods, marketing/selling, exporting of those goods to bring in revenue. Reshuffle will not change that. Where are the plans for increasing jobs? How would the standard of living improve with a DLP Govt. Reshuffle? Square pegs in round holes as usual. The political system, partisanship, cronyism, have ripped havoc. The people have no power to change any corrupt acts or Bad Governance practices done by those in power, even they express concerns?

    What about investigations into serious crimes like the GON Emanuel firebombing and the police officer as well? What about equal justice for all? Would investors/policy Holders of CLICO get their money back? Reshuffle? Would non-Dominican Ambassadors of reputable character, who possess our diplomatic passports, be recalled? Would the people be informed of secret deals done?Reshuffle for what? A Decoy? Too much Roro?

    Would Dominicans be able to tender for construction projects and given a fair opportunity to work in capital projects with money loaned from China for example? So many questions? Would the reshuffle make things different? Butter around the Cats’ mouth? A political ploy to fool the people again and again and again.

    i love my pm bad, but if we talking about the right people for the job, i thought that leaders of are country are better off with degrees in political science, and management. just saying.

    What about a change in the ministry of finance? We need a finance minister that knows about handling money. Before becominig minister of finance the pM was never treasurer or anything and has no experiece in balancing a budget; no wonder things are so bad. The man was never a cashier of a small shop not even in his father’s shop or granma’ shop; yet he is minister of finace. I know he does not have options now since Timothy and Ambrose are still under scrutiny but for the sake of DA, if he needs to import one or get a local to fill in this position it woud do us good.

    take a very good @ our roads, & the side of d rds with grass on both sides, in time of workers there used 2 b ppl cleanin & cuttin grass all along d rds, now victimization & out source have all these poor ppl @ their home, when they outsource about six hundred(600) ppl lose jobs, so some tell me how good can it b in DA, I was a labourite but not anymore never again.       Comments like these, without supporting data are not credible and are, to say the least misleading.

      Spain’s credit rating was downgraded in Feb.of this year, By Moody’s to A3 (lower end of “low credit risk”). Dominica does not even appear on the radar of this, or other global leading rating agencies such as Standard & Poor or Fitch). We crowed about a lowly BBB- (adequate) rating by regional agency CariCris in respect of our latest U.S.25 million bond issue. To be sure, CariCris’ ratings are not on par with the global agencies mentioned before, who have accorded the entire Caribbean region “junk” status…and for good measure this also includes oil-rich Venezuela, which only manages to score B2,B+,B+ respectively.
      Even Trinidad & Tobago’s triple A rating (AAA = top score)by regional CariCris only equates to a Baa1 (= moderate credit risk) by Moody’s.
      Every political party or ruling government is no different from a commercial enterprise praising its wares and will emphasise anything that can be conceived as positive. They have to, it is only natural and one should be aware of this. Try and keep an independent mind, unclouded by emotions to enable you to assess the relalities behind the advertisements!

    The dominoes have been re-shuffled the players pick up their hand. They got different dominoes after every re-shuffle, but continue to lose badly. The major problem is that the Govt. is tOOOOOOOOOO Big. So many Ministers and advisers, yet the economy is in shambles. Unemployment is on the rise. Agriculture and manufacturing are neglected and in decline.

    Self-sufficiency, investments into the productive sectors, making maximum use of our natural resources, adding value to our agricultural products, linking agriculture seriously with tourism are development strategies that elude us because of lack of vision and planning.

    The country has become more and more almost totally dependent on foreign countries for its survival, while Dominica has all the natural attributes for us to create our own wealth, of course with the help of outside. The weakest Ministers are in Agriculture, Education, Sports and Culture, Environment, Health, Finance, Tourism, National Security and so on. Boasts of Petro Caribe, but electricity rates up, fuel at the pumps up, Petro Caribe facing serious cooking-gas shortages for a while now.

    If a Govt. refuses to listen to the people’s cries concerning the waste of $27,000,000.00 on building a State Palace instead of putting that money into the productive sectors, then the entire Cabinet is incompetent. On top of that, Govt. creates work for Chinese construction workers, while locals remain unemployed. Locals have to pay back the huge loan borrowed from China, but No tender for those projects, not a chance for our construction companies to Bid much less to get the jobs. Shame!!!!

    Reshuffle with the same incompetent players is like taking out those square pegs from those round holes to place in different round holes. Same results, maybe worse. That would not be the first reshuffle. Did anything change? Remember the famous Fertilizer and Rubbish Bin scandals? Revelations of passport sales, giving of Diplomatic passports and appointments of non-Dominican Ambassadors to name a few. All is not well in that Cabinet. All is not well.

    You can shuffle, reshuffle, de-shuffle, pro-shuffle, endo-shuffle, exo-shuffle, post-shuffle. Mr. Skerrit you can do all the shuffle you want nothing will change. This is just a mirage, a political ploy.

    One of the main root of our problems of governance is that Dominica is still a post-slavery state. Many of our laws on the books are too European. Our philosophy is too “white.” We are not truly independent. We need to amend many of our laws on our books.

    Secondly, our banking policies need to change, we have not learnt from this global recession. Our policy makers have yet to understand that they are still economic slaves to zionists entity such as the World Bank and I.M.F. We need self sufficiency and self determination. We need vision. We need banking without interest. The Islamic banking model is the solution. It operates in 30 countries and many countries are welcoming the practice. Please do either a google search or look into South Africa, Malaysia etc to see what I am talking about.

    Our Agro-processing sector needs to be the backbone of our economy. Shipping raw materials like bananas etc to other countries is a waste of time unless we have abundance like water. All our dasheens, yams, plantains etc should be used to make chips for exports. Our vegetables instead of wasting it could be used to make vegetable drinks like V8 for example. We should be making our own type of citrus either tin or bottled juices for export. This is what the government should be investing in, secondary production. If we are concerned about pollution then we should use hydro, solar and other natural energy.

    When we have got the ball rolling in our Agro-processing sector and we have managed our tax monies, we should allow our local engineers to fix our roads and other areas so we will always have jobs.

    Tourism is a fragile entity and should not be heavily relied on. There is a considerable rise in crime, very soon the world will label a warning to people traveling to Dominica if crime is not curbed from its roots. When we have a strong economy, and we have marketing power and we have a high demand, population etc, we can think of an international airport.

    Lastly, our country have become a truly dependent state. This is unacceptable! This is not only a Skerrit’s problem but a Dominica’s problem with so much infighting, political tribalism, lassez-faire attitude and the list goes on. We better start thinking what legacy are we living for our children and children’s children.

    I like the thought process going forward. I’ve been saying this for so long as well as a few others. Is about time the Govt gets serious about putting the right people in place. It should be run like a business with checks and balances, goals and the use of real numbers that determine the best results.
    National Security and Agriculture would be my first two changes. Followed closely Health. I would leave Blakemore where he is. I think he is doing a good job. The rest are open for debate.     I am nominating Blackmore to be the Minister of National Security, Immigration and labor. Not that he is not performing but rather these ministries need his expertise more. Just look at the surge in crime, illegal immigration etc. If not, then send Carette on retirement leave and appoint him as Commissioner Of Police to get this crime spree under control.

      In a Global Crisis..we in Dominica were uaffected!!!During the worst crisis in recent years we were not only able to not lay off workers..we imported foreign workers to construct capital project. We have redone all our major roads, building a State House and State of the art college. hopefully soon the hospital will be dealt with…these are just of the few things we have accomplished during the worst economic crisis globally.
      Our Prime Minister is not a great leader he is just a great magician…whilst we focus on the new brisge and roads no one is loooking at the mounting debt we are incurring to finance these ” Development”!!!!

    Reshuffling is a good idea but in the first place we should have ministers in a ministry in which they have a professional experience and background.And if you really look at it, some of those who are ministers in Dominica should not even hold a ministry because they have no particular professional experience in any ministerial field.
    What I would like to see first of all is a smaller cabinet. I don’t see how they can justify having almost every member of the ruling party as a minister with a big salary when they do not even want to give civil servants 3% increase. Every ministry should have several portfolios and a parliamentary secretary or junior minister to assist or understudy the minister. Then when it comes to reshuffling, they can reverse the roles and have the parliamentary secretaries or junior ministers serve in the capacity as ministers.
    I am happy that Charles Savarin is leaving not only to make way for younger servants but also to give labourites a place in their government. Savarin has been one o the square pegs in a triangular hole.

    I am of the opinion that we have too many ministers to being with. After each election, the size of the cabinet grows and grows. Does every government parliamentarian have to head a ministry? Why? To tax the public? Prime Minister Skerritt, please consider reducing the number of ministries by combining those that make sense.

    Cabiet reshuffles are common througout the caribbean and the world as seen fit by a government. This is a non-issue. I must say, in spite of the accomplishments in Agriculture the ministry is weak. After 12 years in office the Agri sector should be much stronger. Too much finger pointing. We need someone to make things happen NOW. Finding marketing and transportation for our produce is EASY. We have too many lazy people or people with no vision running this sector.

    This reshuffle is a smart choice but i doubt it would make a difference. These things are only being done to make Cabinet look more professional, all the wrong pieces of the chess board put in the correct place. sadly all the ministers are all sacrificial pieces who hardly has a say in decisions made in the country. It all falls back to the PM he’s the final say in all matters. a reshuffle is pointless when your Leader rules with autocracy.

    our prime minister is a genius….after the 2009 elections the ministers were alocated to ministries because of there experience and capability to occupy the post. Timothy is not a medical doctor but he is a manger…knowing darroux as an amateur to politics did not make him fit for health….now we are in 2012 and we can clearly see the interest of each minister and know their capability…..i think daroux is more than ready for health. he is a manager now and maybe the best doctors on this island.

    Hmmmmm! What I have not heard the PM admit is that the main purpose for the reshuffle is because “some” ministers are begining to question his decisions and that is not sitting well with him. However, change always brings on good if the said change is well intentioned. Admittedly, that change is long overdue regardless of the driving force. Most of the ministers have become to comfortable and complacent in their positions. The sooner the change comes, the better it will be. Let’s hold our breath.

    First and foremost Mr. PM you should sack the Minister in charge of crime and the Commissioner of Police. Replace them with true professionals and give them the resources to make a difference. In my opinion this is the most pressing issue in Dominica, and one that needs to be addressed as a matter of absolute urgency.

    it is amazing how there were many eye witnesses at the incident at eh grand bay school last week……many people saw the security officer as the one who was wrong…the one who started the fight by being overly aggressive …while others CHOOSE TO SEE differently….

    well in this case i will have to say my interpretation is also different….this is a ridiculous statement…the different different constituencies are not self governing bodies…skerrit is simply using these ministers as his scapegoat….

    tell me can a minister build a secondary school in his district to solve overcrowded classrooms and at eh same time create employment? can he make this decision on his own

      Also bear in mind that the health sector need to be managed. Most of the problems we have are because of the poor administrative structure for health and we need an independent board to run health and make health workers accountable. Having a doctor is good but having a doctor is not all. Darroux still has my support as a positive, very intelligent young man.
