Dave Bruney’s appointment to IPO challenged


Attorneys representing members of the Roosevelt Skerrit Cabinet has issued a letter to the President of Dominica and copied to the Chairman of the Integrity Commission and the Opposition Leader about their dissatisfaction in the appointment of Dave Bruney as a member of the IPO.

The challenge is led by Telecommunication Minister Ambrose George through Alick Lawrence Chambers.

Bruney, who served as the media coordinator of the United Workers Party for several years, was sworn in on April 7 as the latest member of the IPO.

But in a letter issued this weekend, member of the DLP Cabinet say they will seek a high court injunction to prevent Bruney from acting as a member of the commission.

    Alleyne’s resignation followed calls for him to do so by government minister Charles Savarin.

    In a letter Savarin demanded Alleyne step down because of his dual citizenship and his participation in meetings of opposition political groups.

    I support the call for Dave to resign for the following reasons: 1. He only has one pasport 2.His name was never called in any money laudering scheme 3. The new definition of ipo is, Insiders Profitting organization and Dave is definitely not qualified.

    These appointments should first call for a hearing by the senate subject to approval before the President of Dominica can confirm his or her appointment in such establishments..

      Excuse me, Which country do you think we are in? There is no senate in Dominica. There is only one House of Assembly.

      As far as I am concerned the IPO should never have been established. It is a waste of time and money. There are laws on the books already to deal with corruption but no political party that takes over from another wants to activate them.

      If you do not have people with so called ‘integrity’ on the commission you will not get serious good people sitting on boards. Who wants political activists looking at all their ligitimate personal papers?
      The whole thing is a mess. Get rid of the IPO.

    What is IPO again? I think it means Integrity in Public Office. Are the following positions Public? If so tell me about the integrity and neutrality that exist in them:

    Police Commissioner
    Attorney General
    Speaker of the House
    President of the State College

    It is very clear that Dominica has allowed politics to invade every facet of the society. There is no more neutrality. That is bad news in so many ways.

    Dave, I advise that you resign your position effective immediately because as the main person featured by Mr. Lawrance firm is of higher ethical and moral standing than you at present, after all his sins have been washed away. Further, there is a yard-stick that determines ones qualification of High Integrity – speaking out/not, and you (Dave) have broken this sacred rule. Now, most of all the reason you really need to resign is because you are being called out on behalf of Mr. George as not having the ethical or moral and in my mind who better placed to know such individuals. Finally, the Labour Party have been suffering from leaking valves from the Government HQ to the Dominica UN representative office that we cannot afford to have one at the IPO. Dave I hope you understand the government position, so kindly resign this position to avoid further lost of tax payers money going Legal fees which by extension can be used for nation building. Thank you in advance for understanding.

    He who is without sin, cast the first stone. I will see the day Dominicans hit their big toe on a stone and still cannot see it. Nobody is good unless the government says so? They did not want Brian Alleyne and now Dave Bruney. Which one of you are ‘upstanding or outstanding members of the community’? Which one? Not one of you have a shred of integrity. So try running the country efficiently and stop poking your noses in all petty things!!

    Good job UWP. you had to get those guys out of the closet to talk about integrity, partiality etc. I think if Dave Bruney cannot sit on the IPO, then we have to clean the slate. No 1 the PM- dual citizenship, 2, Ambrose George fired twice. LaUren Bannis, Vince Henderson, UWP ex cannot be ambassadors.Alick Lawrence stop electoral office from implementing the right of the people should not be on the electoral commission.

    It’s obvious that this move was done in an effort to get back at the Labour Party. But guess what? This too shall pass. We all know where Mr. Bruney’s alligence lies and it certainly is not with the IPO. Time will tell. Why isn’t the Lennox and Matt kabal crying foul? Hmm, it serves their purpose so they mute!

    If this appointment goes through it will make Dominica the laughing stock of the Caribbean. And why is it that Matt does not discuss this on his “Pappy Show”? Why is it that the “Fair Play Seekers” of Athie,Jerry and Lennox do not condemn that as a farce. This is why I always say that persons who prefess to be trying to eliminate corruption should look at all sides and not show their party colours and try to fool persons playing that they are straight and honest.
    The next appointment I anticipate will be Lennox on the IPO.

    The IPO is a joke and we all know that. This is just another masquerade parading the semblance of transparency. In as much as I don’t think that Dave can be objective and impartial the current IPO has not been effective in executing the function of the organization. After all it is well known that certain members of the IPO are DLP inclined.

    At this point the IPO can only claim credit for the requisition of certain public officials to declare their assets however did the IPO truly examine the validity of the declared assets? How much investigation has the IPO done within their existence.

    It is sad that the only established system in Dominica that is really suppose to insure honesty and integrity in public office is also tainted. It is obvious that Tony and DLP is afraid of Dave’s potential to cause disruption. At least people like Brain Alleyne are honorable enough to avoid chaos. I suspect that there is valuable cause for concern and one can only wonder why two members resigned so abruptly. The IPO is suppose to be a neutral body working in the interest of the public and when there is information or issues that really need to be addressed we should not expect a tug of war between members. Also we should not expect outside interference like the way the attorney general office staff was manipulated during the Isidore case.

    While seating at an airport last week I saw this documentary about the politicians in Kenya who are now on trial for mass misconduct. I couldn’t help remembering Dominica only because it was noted that these politicians while in power used their authority to control and dictate every every system of checks and measures. If we all want an honest system of government we should all want to see an effective IPO. If not Dave then who can the UWP nominate that would show no inclination to UWP causes- is it Lennox Linton (lol) or should the Labor Party request someone like Tony Astaphan or an Alick Lawrence?

    Let us not be fools this is just another game of pawn.

    As an aside I find it even more despicable that Tony Astaphan is the PM’s main advisor. The PM has obviously made some rash decisions – where was Tony when those decisions were taken. Why is Tony the same guy getting paid to defend the PM’s actions in the courts. Seem like a conspiracy to me . Cause chaos then get paid to restore order or the semblance thereof.

    please could the general public inform me??, Mrs Judith Pestina was the political leader of theDominica freedom Party,hosted a talk show on wednesday night, campaniged through out the 2009 elections,issued press releses, and was a member of the iop. well this can be useful in the cangrou courts as accepted pratice.i never heard any objection by the political acloites of the dlp having a issue with she being a member. i wonder sometimes is the Dominica we so love??.

    I have to agree – these acts do not represent someone who has demonstrated impartiality at all. Dave happens to be a relative of mine, and I can say unequivocally, he is not impartial. It is not in the interest of the Integrity Commission, and by extension, Dominica to have someone, Dave or otherwise, of who documented instances of partiality can be produced, to be in a position where rational, impartial decisions are to be made; that’s the proverbial rotten apple in the bunch. No Dominican, especially UWP supporters should accept that. Remember, the issues brought against the PM and Petter St Jean involve the laws of Dominica and the alleged violation thereof. You cannot on one hand preach “violation violation” and when someone on your side has demonstrated his/her inability to adhere to the same laws you put forward as the foundation of our society, pretend it doesn’t matter – it matters. What is good for the goose is good for the gander.

    This was my exact concern … the ability of Mr Bruney to be impartial!!!!!!!!!!!!

    As i said earlier, What I’d like to know is whether Mr Bruney can “be an independent statutory authority in the exercise of [his] function” as a member of the Commission and whether he can be INDEPENDENT and not be “subject to the control or direction of any person or authority”

    I’m just wondering how impartial can a party’s Media Coordinator be in acting as a member of the IPO. Wouldn’t that itself constitute a conflict of interest?

    This has just confirmed my belief. The letter revealed to me more of Mr Bruney’s role as a involved, very public UWP supporter, and as such…there is a VERY BLATANT Conflict of Interest here! I commend the Minister for deciding to take this step. I do not care who hates my opinion or not, but i am a firm believer of WRONG is WRONG.

    There is NO WAY that this man can fulfill the requirements as set out in the ACT….impartially and not be subject to control or direction …

    I do hope that the injunction is sought!!!!!!!!!!!!! Justice for one is Justice for all!!!!!!!

    This is nothing about discovering secrets. This a matter of the UWP crying foul and then turn around and slap the same constitution they claim to defend in the face. The UWP knows damn well that Dave Bruney is a political parasite. He calls into every programme possible seeking to attack the government. This is not a matter of Dave supporting the UWP, it is a matter of a politician like Dave sitting on the IPO. Had it been the labour party, you would hear them wanting to have children boycott school.
