FULL STORY: “My blood is rising” – Brisbane describes feeling about high security at PM’s office

Brisbane speaks with eyes closed for most of interview after returning from handing over a petition to the prime minister's secretary Friday morning. A police officer is in the background.

Businessman Jerry Brisbane has said that he was shaken by the level of security which surrounded him during his journey in and out of the prime minister’s office this morning where he presented a petition asking for the removal of Minister for National Security, Immigration and Labour Charles Savarin.

A delegation led by the businessman presented the petition document containing nearly 4,000 signatures to President Nicholas Liverpool in Morne Bruce and then to the prime minister’s secretary at the Financial Centre in Roseau.

Jerry Brisbane's attorney-at-law Singoalla Blomquist-Williams (second from left) speaks with a reporter as other media personnel look on, outside the Financial Centre.

This petition is asking for Savarin’s removal for calling on the public via a radio programme last month to boycott Brisbane’s company, OD Brisbane & Sons after Brisbane sent letters to international organisations expressing issues with Dominica’s use of aid money.

“I was told clearly that I alone will be the one allowed to go up to the prime minister’s office to present the petition to his secretary. I went up to the office and presented the petition to his secretary who received it on his behalf and signed…” he told media after coming out of the Financial Center.

“I then was escorted. Well  I must say, never in my life have I had so much security around me. I felt a lot more insecure than secure I will say that, than being secured… to meet with his secretary and then from there secured again to come back down. I’m not going to give numbers like people did; there were maybe too many to count,” he stated.

Businessman Jerry Brisbane (left) with his lawyer and a member of the Special Services Unit (SSU) in the background, shortly after Brisbane and his delegation presented the petition to the President.

Brisbane added: “But the point is this, when I see a small state like Dominica reach in this stage it really frightens me….seeing the level of security that was employed on a peaceful mission like this it’s very frightening to me, I think at this point in time in this country. And it should be also very frightening for the citizens of this country.”

The businessman said however, he saw no guns on the officers.

“I saw no guns by anybody outside but I would not expect any security person along the way to had not had some form of defence. I am not going to say for sure I saw guns. I did not see guns but obviously I would expect that the security were armed,” he said.

“My blood is rising, it is. I am trying to keep myself calm because when I experience these kinds of things it is going to get any human being like myself, who is a very peaceful person, you know to be aroused and I was quite aroused at the reception that I got,” he added.

Speaking to journalists after delivering the petition to the president earlier this morning, Brisbane described the handing-over as “cordial” and “well received”.

Brisbane said the brief occasion involved the exchange of greetings and pleasantries with the president and his delegation.

The businessman was among seven persons who visited the President’s Office to deliver the petitions. Brisbane said only four persons including himself were allowed to enter the office.

The seven-person delegation included attorney Singoalla Blomquist-Williams, journalist Carlisle Jno-Baptiste, farmer Randy Aaron, Pastor Matthew Auguiste, OD Brisbane’s longest-serving employee Cuthbert Joseph, among others.

Apart from Brisbane’s delegation, a group of about 10 media personnel and several SSU officers, no other persons were present at what Brisbane said was a “peaceful” event.

Brisbane told media that the president did not indicate that there would be any undertaking as a result of his petition.

“Well the president is head of state and obviously the 4,000-plus petitioners is a significant percentage of the adult population in Dominica. And we said to the president, the petition is requesting – and I say requesting because we can’t do anything else – there’s nothing else we can demand I guess from the president, other than I expect that he would consider the request,” he said.

“Well the point about it is this, I would think that the prime minister and the president would wait to receive the petition first before any instructions are given… There was no response from the president as to what they are gonna decide to do. The only response was a cordial exchange of words,” he said.

Before leaving for the prime minister’s office, Brisbane said that his delegation did not receive any official confirmation from the prime minister that he would receive the delegation this morning, but the prime minister ‘s office did not indicate they would not have received them.

Brisbane said that there are no plans for protest or how he will proceed with the matter after the petitions are delivered. “I will take one day at a time,” he stated.

“I saw this as a responsibility and a job. I think I have pulled it to the best of my ability and we’ll see what happens from there,” he told reporters.

He encouraged the prime minister and the president to take petitions seriously.

No other member of the delegation was allowed to accompany Brisbane to the prime minister’s secretary.

Brisbane later made a correction that there were actually 3,938 signatories on the petition after a final tally. He had initially said that there were a few additional signatures which had not been finalized this morning.

All i can say on this matter is that i am a young Dominican looking on and i am just so sorry for this country called Dominica.
God gave all of us a brain in our heads free of charge to think logically and wisely.
i dont need anyone to explain to me that what is happening to my country is just so wrong.
i think Mrl Skeritt and his cabinet should do the honourbale thing and resign from Government. infact, any one accused of what this man has done should not be in office today.
the president, sir all i can say to you is shame on you. As an older man that qualified for presidency, where is your pride and love for your country. What are you holding this high office for? Just for a salary or to take this abused country of ours from the slum that it is under. what do you stand for? do you have any values at all.
One of those days God will reed us of this wicked shameful Government and my people will put sense in thier heads and not operate not on the poverty that this government is ensuring that they stay in but with sense and logic. i will pray for this day.

the Bible says that nothing last forever under this sun and this applies for everthing under this sun. Including the wicked ness that Skerit is doing to us.

SKeritt, i am not a fool and you may think that we are fools cause you have gotten a way to fooling so many poor people by offering them hand outs and keeping them poor so you can control them. God will deliver us from you.

Relating this to the new story on DNO about “Venezuela considers Internet regulations”:

Can you ever see these headlines for countries like Barbados, Saint Lucia, England, Canada or the United States?

We should do all we can to prevent the thought of this censorship – much more the implementation – ever happening in Dominica. Had Government responded to Mr. Brisbane’s inquiries when he raised them over the past few months, there would have been peace in the land and all the negativity of these past few weeks would have been avoided. Various ministers are now coming out in the media (INCLUDING THE INTERNET) and addressing the same issues Mr. Brisbane has been raising. I guess when he asked the questions back then, their stance was “who does he think he is to ask questions?”…and THAT IS A PROBLEM! That is a problem!

The scariest thing is that there are thousands of Dominica who prefer to sell their freedom in exchange for back ‘n neck and rice every week…just so they do not have to work for a living… …just as some will sell their land valued at thousands of dollars for $900.00 to buy a fridge at Courts.

A related problem is that there are too many Dominicans who want to be taken care of instead of finding work to do. These people will vote for any policy or law that allows them not to have to look for a job or to work hard. This mentality will be the demise of the Country as NO COUNTRY can truly succeed if its citizens depend on it for all their needs.

Communism/dictatorships have failed and will continue to fail. Go ask people living in Russia, Iraq, Eastern Europe, Cuba, Haiti, and some African countries after so many people have died senselessly and brutally for speaking out or asking questions…only the leaders, their press people, and close associates had it good – sometimes.

Anyway, any way, any way, you can know when a person speaking d truth!!!

If someone is sincere, they look you straight into the eye and say what is on their mind. D minute they have to transfix their eyes upwards and then look to the left and look to the right or look down and shift their eyes left and right or go to the extreme and close their eyes – take whatever they say with a few grains of salt.

Think of it. You playing bad and never expected some psychological or subtle intimidation? Come on man – that is the time to show all and sundry that you wet your pants as a big man and you would have worn the sympathy of the population.

You did not see guns but you know they would be carrying something. You have security guards , so tell us what they does carry why customers get fraid to steal your items from your helves?

That is just a show – a pappy show at that.

Stop blowing your pipe, Mr. Pied Piper. Stop creating paranoia and propaganda. Why are you so angry, man? Is the government of DA preventing you from bathing in the business tactics that people like you practiced unabated for so many years? Do you feel somehow that new and future business ventures in DA will eat at your profits and make dinosaurs like you obsolete? You are creating a whole lot of rattle/tattles like the boy who cried wolf. There has to be something more troubling you, man. Stop blowing hot air in our faces.

You are doing a whole lot of blowing without disturbing the dust on the ground. You are so transparent in your motives. Sadly, many people in DA are just eating it all up, because they do not stop and think for themselves. Mind you, I did not vote for the PM. However, I detest those who come forward in the name of an entire island just to disguise their ulterior motives.

Jerry has just interfaced with the praetorian guard of a govt. office, whose expenditure now equals that of our entire health service. Paranoia?? Perhaps.

According to the “Diagnostic and Statistical Manual of Mental Disorders”, the U.S. manual of mental health professionals, symptoms of paranoid personality disorder are as follows:

    – preoccupation with unsupported doubts about friends and associates.
-suspicious; unfounded suspicions;believes others are plotting against him/her.
-perceives attacks on his/her reputation that are not clear to others, and is quick to counterattack.
-maintains unfounded suspicions regarding the fidelity of a spouse or significant other.
-reads negative meanings in innocuous remarks.
-reluctant to confide in other sue to fear that information may be used against him/her

    December 10, 2010

Let me first commend the Acting Commissioner of Police, Mr. Cyril Carrette for his foresight and being proactive in this situation. You did the right thing Mr. Commissioner. We cannot have anyone come to the Prime Minister’s Office and play a St. Lucia on us. We all remember the killing in the offices of the St. Lucian Prime Minister. Was the St. Lucia Police proactive or just plain silly and only reacted to the situation after the result? Your strong no nonsense stance may have had the desired effect. Thank you.

As I read through the blogs, I’m constantly reminded that, “you all are blind” “you all are stupid” Can’t you all see” “dominica going down the gutters” then I pondered, why are the people who can see and are not blind and are not stupid, just stop a minute and say, “thanks be to God” of all the 69K + people in Dominica God has blessed me with sight, ears and a sense to discern right from wrong. You know what, in your next blog I expect to read from those bloggers that, “God is foolish to make all Dominicans blind and gave me alone sight, ears and the ability to reason.

As I read, I asked myself also, Is Mrs. Blomquist –Williams serious by going to the President with such a petition? But then she must be acting as a lawyer and is only present for her pay, but not for advice as to whether Jerry is right or wrong. Mrs. Blomquist –Williams I’m sure you will agree that to fail to tell your client that such a petition has no merit, of no consequence and will achieve nothing, and by your inability or lack thereof will cast you in poor light with some people who seek a fearless lawyer. Mrs. Blomquist –Williams is aware that the President is a distinguished Lawyer and former Court of Appeal Judge who holds a Doctorate in Juris-prudence (law) to believe that she can advised the President that he should relieve Mr. Saverin of his post is ludicrous.

Mrs. Blomquist –Williams knows just too well that, the President work (acts) to a large extent on the advice of the Prime Minister and that the President can only remove Mr. Saverin from office if the Prime so recommend, and that the same goes for the opposition, the President on his own cannot relieve any Opposition Senator from his post unless the Leader of the Opposition so recommends. So the question is, “Is Mrs. Blomquist –Williams either fooling Jerry or both of them are trying to fool the public?

Jerry’s complaint that he was terrified, my blood was rising, he had goose bumps and had to close his eyes when he saw the number of policemen at the Financial Center is childish to say the least. Jerry is again playing on the emotions of Dominicans, what utter nonsense and rubbish. Are we to believe that this is the first time that Jerry has been in close proximity of so many police officers? Someone is also going to tell me that Jerry is such an infant/child that he is afraid of the police? And finally Jerry was not yet born when the Defense Force was disbanded, and that he Jerry had/has never seen the parade of uniform bands on November 3 or even a State funeral since he was born in 2000?

One must wonder how frightened this Jerry must be on November 3. With almost two hundred police officers with rifles this guy would have been shaking and must have fainted. Considering that the police officers were without guns as he said, this guy jerry must have just dropped from heaven with a rosary and a white robe. Saint Jerry is the only person in the world now who has not seen a gun and has not seen maybe a dozen or two dozen policemen at any one time.

Based on all that I have read from Jerry and his lawyer, this is pure nonsense designed to seek public sympathy and to show his disdain for the Prime Minister. Jerry your flimsy show has no standing, null and void and of no effect and has no effect on me, according to some bloggers, “a blind me”.

The next petition will be one to have Brisbane classify as a traitor of the state, because he is acting against the state, not against the labour party. Did anyone check the signatures to see if the are legitimate. Did he expect to deliver his petition without meeting any security? then he would be saying how easy it was to enter the prime ministers office.

First, I would advise that we need to do some damage control especially about this Brisbane-Savarin issue. Sir, remember that Savarin is not an elected member of parliament and moreover this guy is an expert in playing musical chairs such that he goes where the situation benefits him best; don’t forget he is in twilight years as a politician. We need to honor the people request on the petition and let Savarin go because he is dragging you down. This will shift the pressure from you to Savarin from the media while he is licking his wounds. Besides this guy is the perfect collateral damage to diffuse the issue a bit while we pivot to other issues. This will send a message to the other members of your party, the labour base and dissenters that you are taking action. Second, we need to take a closer look at every member of your party and analyze whether they are serving you with distinction, if not you need to let them know that you are unto their dirty games. Finally, on the matter of the Villas and Steven Isidore let us pray 10 hail Mary and hope that Bubbles and Isidore remember the MOU, otherwise we will have to resort to stage two of our plan.

Latitude 810 and Informed: are you no brainers trying to say that 6% of our population is insignificant to our PM? I hope that is not what you are insinuating because this would be very telling on his leadership. Just remember it is the right of every single citizen to be heard by their leader and that he is the PM of Dominica and dominicans not of Rediots alone. Remember that this is 6% of our adult poulation and that this was not an election but a petition, know the difference if you dont. People dont go to polling booths which are at fixed locations in every constituency to sign petitions. There is no campaigning or canvassing for petitions. Oh and there is also no bribery and chartered flights of people to sign petitions. That is how ignorant you people are, can’t separate everyday issues from party politics. This was the effort of one man not a political party and he was able to get such a significant percentage of support. Your percentage analogy is mixing apples with grapes. Petitions are done on minute scale compared to elections.

Nonesense: you should give your advise to BJ and P Augustine that they too should have no part in rubbish politics but seek to live by their mandate to guide the population and not misguide it.

People I implore on you again as I always will, to educate yourselves and stop wearing your ignorance as breastplates to fight against truth because there will be only one result as truth will always be victorius. Start being patriotic and stop being party hacks

Well done Mr. Brisbane you and all those who support truth, justice and integrity will be vindicated and rewarded for your efforts, if not by people who dont see the right but by our creator. I will forever support those who represent these ideals not for party or peice of the forbidden pie of corruption but for country.

    December 10, 2010

(Copied from BBC Online)-Barbados has topped the list in Latin America and the Caribbean as the country perceived to be the least corrupt in the region.
Its enviable ranking is contained in 2010 Corruption Perception report by the international watchdog Transparency International(TI).

Not only does TI place Barbados at the top of the Latin Amercan and Caribbean region, the Caribbean nation is second only to Canada in the entire Americas.

The United States is in 4th place while Chile is 3rd.

Globally, the Transparency International Corruption Perception Index puts Barbados at a very high 17th where it is tied with Japan.

By comparison Britain is at number 20 and the United States 22.

Three countries are tied for first place as being perceived to be the least corrupt in the world – Denmark, New Zealand and Singapore.

The only other Caricom state making the top 50 is Dominica at 44 – and the other Caribbean territory in that bracket is Puerto Rico, ranked at 33.

So far you facts are correct but you are selective and don’t give the full story! Over the period 2008-2010 Dominica’s rating dropped from 6.0 to 5.2, over 13%,more than any other country!
We all love to hear the good news but it is the other side of the ledger that needs our real attention! We could start by asking what Barbados does that we do not and use them as a benchmark to halt the slide and improve our performance.

This is amazing….in a small country like ours, such high drama. BUT, it represents democracy in action.

Dominicans, no matter what your political persuasion, it is your duty as a CITIZEN to uphold the ideals of the nation, for they represent you. No matter whether you’re a Labourite or a UWPite or whatever-ite, you must appreciate the fact that there is healthy dissent in Dominica. Whether this display will get anywhere is another matter, but you must never stifle it, for one day the shoe may be on your foot.

    Let me re-post a famous quote I placed on another news story here on DNO; this is so appropriate to our situation;

“First they came for the Jews and I did not speak out – because I was not a Jew. Then they came for the communists and I did not speak out – because I was not a communist. Then they came for the trade unionists and I did not speak out – because I was not a trade unionist. Then they came for me – and by then there was no one left to speak out for me.”

      To Zuma

Maybe that too, but as you said in your comment below, that Jerry was frightened because of intense security, I wanted to point out to you that he used the word “aroused’ two times.

Aroused is an expression that says a person is ready to perform any kind of “forceful” conduct or behaviour. A “frightened’ mentality would send a person crawling into their shell.

I do not know what Jerry meant to say about his emotions because of security in his presence, but he certainly did not describe a “frightening mentallity or emotion”, when he said he was “aroused”. But if I was in his place, I would not use that word to describe my emotions to the public.

  52. zuma

jerry Brisbane said he was frightened due tro the high level of security, whilst going to the PM office

my friends do you believe it is fair that all tom, dick and harry appear at the PM office just like this. with so much crime happening in dominica it is not safe any more to walk around far less to go to an office of such high importance

Do you think a prime minister should be exposed in this day and age to any malice or bad intent
just see the amount of hate mail towards the pm which is being posted.

During the 1979 riot there was not an SSU within the police force. It was the DDF (Dominica Defence Force) that was involved in firing on the people on behalf of the then Labor Party of PJ. This time around it will no doubt be the SSU when Sheet hit the fan.

I know well because as a young student protester I carried stones from the Roseau River for the protesters. And yes, Philip Timothy was felled by a DDF member bullet as far as I know so the Labor Party already has blood on its hands. Will history repeat itself? Only time will tell. People need to understand that just because you support a party doesn’t mean that you can’t cry fowl when things are going wrong. It is infact our duty to stand up against injustice . I have already foreseen Dominica going down the wrong road. Mr. Skerrit I have lost all respect for you because of actions in recent times. How many of us did History in High School? December 10, 2010

What did Jerry expect? To be able to walk at will into the Prime Minister’s office with an entourage of people including himself who have publicly spewed their hatred of the Prime Minister? These are the people (perhaps not Jerry and Singoulla) who would not spare a thought about bringing harm to Roosevelt Skerrit. Listen to them on the radio. See how many times they have made reference for a repeat of may 29th 1979.

Prime Minister Skerrit and the Minister of National Security would be fools not to raise the security level even if it were to make a statement. We all have at one time or another criticized the events of May 29th 1979. Even some of those who served as wiling servants of the efforts then have today swicthed sides and are ashamed of identifying with that sorry event in our political and social history. Interestingly, whilst they wished they were not part of the struggle in 1979, they are today the very ones agitating for a repeat. Can we really have our cake and eat it?

Mr. Brisbane you do what you think you must do. It is your right. But you must always remember that If you take on the state, you cannot expect the state apparatus not to respond. It is part of the territory upon which you have chosen to tread.

I wish you wellin your efforts

this is the kind of “CRACY” you people seem to be developing in our poor little state.

Brisbane can take his precious time and say that any human would feel aroused at the number of security officers that stood around him. DON”T HE KNOW THAT WHEN A PERSON IS IN OFFICE TRYING THEIR BEST AND WORKING HARD TO GET THE COUNTRY SOMETHING AND TAKING IN ALLLLLLL THE STRESS THAT IS BEING GIVEN BY THE PEOPLE AND PEOPLE LIKE BRISBANE HIMSELF, when you write such a statement about the country and its government WASN”T HE EXPECTING RETALIATION??? IDIOT I SAY IDIOT!… that is just foul and stupid and he still want’s to take it further because the man make a statement. i would even do worse than Savarine and find a way to make brisbane pay… Brisbane seem to forget the push and push and push that the opposition did to get the Prime Minister and his administration to the CARICOM heads.. lol the kind of hearing they wanted.. i mean regardless if you did that peacefully Brisbane, CHARLES SAVARINE has done a lot of his country and those he could have assisted. HE IS NO GOD AND SO YOU ARE NOT EITHER, he cannot help everyone and no body can unless u have some superpowers in hiding, not even superman could in them fictional movies. so keep yourself calm and behave your little self cause all you people doing and even wanting to write to the UN, is making the country look bad and giving us A BAD NAME… stop with all you bullshit and try to live peacefully like country men and good citizens to make a change.. EVERYWHERE NEEDS A CHANGE and if we start as a little country and promote our warmth and welcoming like we say we are in DoMINICA then the world will take example cause we are not toooo small to spark a fire of change and peace!!!!!!!!!!

        To: hmm2

I questioned that word “aroused” as well. As Jerry used it twice to describe his emotions. Other terms that describe that word is “fired-up and fuel’. The best one is “intigate” meaning “activate”. Seemed as if Jerry is saying his mind prompted some kind of vengence in him. But on the other hand he said that the situation went peaceful.

Can a person experience arousal, according to Jerry’s terms, and peace at the same time? Or is Jerry continuing to present the person he is not, in another attempt to insult security control in Dominica, as a number of us refuse to discern his intentions for ourselves? I would not be surprised if you are the only one who noticed that term: “aroused” and peace being used at the same time.

    I did a little math…
Supposing there was 4000 signatures on this petition
That would amount to less than 6% of the population in Dominica….i put at 69000

even at 5000 signatures which is just above 7%

Is that a good number….I mean it can be seen as only people that oppose the government signed the petition

a good number of signatures that should force a resignation is at least 10%

      @ Mahaut
no sense! You should ask instead, “How many of these 69000 ppl are adults or are even eligible voters or have voted in the last election?” btw, Dominica’s population is much less than 69000. Less than 60000 for sure. Please get the stats of the percentage of persons who voted in the last general election and the percentage of that number who voted DLP. then you can add more value to ur feedback. It will turn out that the near 4000 signatures speak of volume.

      • Parish of St. Paul
        December 12, 2010

I guess we need to reduce the population of DA to 8,000 to acommodate Jerry. In that case his 4000 signatures would mean that he has the support of 50% of the population.

While I have blamed many of our local pastors for their part in covering up curruption just for their personal gain, Pastor Auguiste has done the opposite. He stands for the cause of justice and righteous governance of our country and has nothing to gain personally. Pastor Auguiste is a Dominican with three young boys and a daughter. He needs to stand up for Dominica and preserve the future of his children. Contrary to what I read from another blog, Auguiste is not playing politics; he is simply standing against a statement made by the Hon Savarin to bouycott Breezeemart and I am delighted that finally, a man of God stood with the people though against the opinion of his religious affiliation. Well Done!

If you used a blank paper then your business not involved, but you so damn cheap you use it and involve them.

He should tell the people that he asked the Government to prevent SAVE-A-LOT from opening their supermarket.

Had the government done that, would that not have been illegal.

Mr. Brisbane is suffering from dementia, sadly it is something that afflicts his family and he has an early case of it. I hope he gets better, I really do all politics and disagreements aside I hope he does get better. He is spending more time at home and not at the business. It would be nice if he gets healed and can get back to work.

No matter what the outcome is, since Skeritt said on his cvlown show that he was not interested in the pitition, it will prove that Dominicans will not stand by and allow our country to descend into decadance.. It will also prove that :?: our prime Minister is an arrognat, rude and disrespectful man, who has no idea what democracy means.. But there is hope!! Thank you! Thank you! Thank you on behalf of our beloved Dominica…

First I’d like to say a hearty THANK YOU to Mr. Jerry Brisbane for proving that he is indeed a true Dominican. His business motto (Where Action Speaks Louder than words) proves that he is a man of action! Dominican you should be ashamed of yourselves sitting around not doing anything but talk nonsense!
You put the government in power and do not know that you have a say in what goes on in your country? Too often you allow politicians to whatever they want with Dominica while you sit there and do nothing! Help make a change! Mr. Brisbane has paved the way step up and do your part do not sit there and do nothing. This man and his family have helped developed Dominica for so many years show some respect and if you do not have something substantial to say shut the hell up!
I’ll be praying for you Mr. Brisbane and also the entire island of Dominica God knows you need it.
