The Electoral Commission has confirmed that Ivor Stephenson of the Dominica Labour Party (DLP) is the winner of the Grand Fond/Riviere Cyrique Constituency in the just concluded general election.

A release by the commission shows Stephenson winning by eight votes.

According to the final count Stephenson got 622 votes while his rival, Thomson Fontaine of the United Workers Party (UWP), 614.

The recount took place on December 9.

The matter has generated much controversy after lawyers for Fontaine questioned decisions to reject ballots placed cast for him which was deemed “legitimate” but was being rejected by the returning and assistant returning officer.

From all indications, the matter will end up in court.

The commission said a recount took place in all 21 constituencies on the island on December 9.

It said the Writs that were issued to the respective Returning Officers for each Constituency were delivered to President Charles Savarin on Wednesday December 10, 2014 in accordance with Section 44 (4) the House of Assembly (Elections) Act.

    I haave seen some of those “spoil” ballots. A ballot rejected because the X INSIDE the box was thicker cause they pass their pencil over it twice.
    So you mean to tell me , you have no idea who the person was trying to vote for because they made a second line on their X ? give me a break the only thing stevenson win is a (what i would say dere eh)

    If i was the workers I would not take this case to court, unless it was a sure thing with evidence of wrong-doing e.g was the PM canvassing on the morning of the poll in Grandfond. The spoilt ballots can be tricky because base on Thompson story one of the votes he is claiming was spoilt by the voter, it does not matter that the cross was correct the person wrongfully defaced the ballot, and the presiding officer was right in discarding the ballot. so before you all rush to the courts and waste money know which case you are bringing or you will just have cake all over your face and look stupid. simply appoint Thomson as a Senator this will give him the opportunity to become more part of his community to work with the next generation of voters.

In Castle Bruce Loreen and Newton, I am telling you Newton was again stollen for Loreen this is something i know about. For the past 15 years Dominica have not had free and fair elections.

    I was there and i tell you if they open these boxes, Mr, Fountain wins and that returning officer and her poll clerk are both going to jail. I KNOW WHAT I AM SAYING AND if they get away and let God deal with them it will be worst. So watch it, A PERSON CANNOT BE SO MEAN DUE TO POLITICAL AFFILIATION. But the workers from Grand Fond are wrong, they should have written to electoral office to remove that lady long because when I saw what was going on i asked if she was labour and the answer was ‘she more red than blood’ and I knew the outcome. People heard her said before the election Fountaine could never win under her and they did not report it, We are too slow in Do0minica to do everything else except to criticize others.

    Remember the Prime Minister said publicly that the Labour Party is in no way associated in bring people down to vote. He went as far as saying if anybody could prove or have any evidence of that he would dissasociate himself with thta or he would step aside or words to that effect; well Mr. PM your parliamentary representative for Laplaine openly thank the disapora for their vote even before the December 8th polling day so that is one; Secondly just this morning Mister Hartley Henry admitted to the world and said clearly for the world to hear that charter flights were organized using Barbados based travel agencies and aircraft were chartered to bring in people as part of the Labour party strategy – so Mr. PM are you still sticking to your point that the Labour party was not involved in bringing overseas voters in? talk about catching somebody with their pants down that one is a classic. So I am wondering now if any thing you say going forward can be believed.

    I don’t ever expect labor to come out in power anytime soon and when do it’s going to be to late… It’s obvious that a large majority of Dominicans with ambition and intelligence have left the country leaving behind a very unintellectual population.     OK here is what I see:
    Let’s assume Dominica has a population of 70,000 people and all voters lived in Dominica.
    The stats above would indicate:
    – 60% of our population is of voting age and voted in the election.
    -43% of all who voted choose a member of the opposition
    -57% of all who voted choose a member of the DLP
    -DLP won the popular vote by 14% margin
    -0.092% did not vote major parties
    -spoiled or rejected ballots are not accounted for.
    Now in reality you never get 100% turnout in an election so there could be more than 60%. The importance of statistics.
    Now factor in overseas voters and all the other deviations let me know what you statisticians, pollsters, and analytical minds out there think.

    The UWP won in 6 constituencies, no DLP supporters never argued about the results in these constituencies, let’s leave out Marigot and Salisbury {UWP’s strong hold} the other 4. I’m not hearing people asking for recount of ballots, nor contesting the legality of rejected ballots,no diaspora voters. UWP lost the election, they should learn to accept defeat. Stay in the House to debate the issues of the day and may be in the next up- coming election {2020} u all might be good enough to capture another 3 seats

    Issuing writs against 21 returning officer is a clear sign of desperation (sore losers). If Ivor Stephenson had lost, then I don’t think any of these writs would have been issued.

    I have corrected my mistakes and decided to drop a few more lines on what i think Thompson is suffering from, but firstly I most take this opportunity to Congrats Mr Stephenson.. You deserve to win in this community and more so defeat this so called politician who’s after a slice of the apple…. Thompson I think it’s time for you to head back to the US to find your self a Job and stop acting like a 4 year old baby… If you want to represent us in RC then i suggest you stay in the community and help build and support the youths where possible. Only then you can run another term for office but on till then none of the youth’s including me knows a dam about you. When you were in your good times in the US, no one in my community received a contribution from you so I personally don’t understand why you are thinking that you need to represent us in RC, MJ and Grand fond..

      There are times candidates win by a mere few votes as Stephenson did. Fontaine is a sore loser.
      If Linton did not have the support of James, he would have lost Marigot. He is fortunate that James’ persona assisted him immensely to win that riding.

    As a past Assistant Election Officer, I can tell you that it is VERY difficult to spoil a ballot. People make you believe there will be so many spoilt ballots and that’s just not the case. Counting the ballots was the easiest thing that I have ever done. So all this spoil ballot business is very fishy.

      Let me tell you too. What are you stating? You have your opinion. All they have to do is to make a false cross or check or whatever and the ballot is spoilt.
      You will have to discuss this with the constituents of Grand Fond. When constituents (not necessarily referring to G.F.) do not want a candidate to win, they could very well spoil the ballot. Some may spoil it through ignorance and oversight.
      Hey, I have done it deliberately in Toronto. A few years ago I did not like (not hate) two certain candidates in the riding I reside in. I voted but I deliberately spoiled the ballot. I placed a wrong check mark. This is unethical and so I am not advocating that others should ever do so.
      I have heard a certain person on US Media state, vote but you can spoil the vote. This was stated on grounds of immorality, the candidate was advocating abortion and the likes.
      You see, our names are on the list of voters. If we do not vote, the electoral office knows and the MP who won in that riding knows if constituents voted or not. He/she will not know whom they voted for but the list will indicate that they voted. They each have a copy of the voters’ list in their riding,. The names are crossed off.
      They check the list and in the event you may need their assistant and you have a concern, they know you reside in that riding and you voted. Of course, they cannot deny a constituent help, be it advice.
      A few years ago, as heard on the News, one who was in another riding told a man that he will not help him because he did not vote for him. This was sheer ignorance, prejudice and unethical. I know him but not personally. I once resided in that riding. He is prejudice.
      Well, this made News and this MP got hell from many people. He is no longer an MP. I believe he either did not campaign in the next election or he lost his seat.
      Last year I found it amusing that as soon as I left the polling station, one of the candidates was on the side of the street with volunteers promoting the Party. As I passed by she greeted me and shook my hands. We had a short conversation. I did not wish her success. I did not vote for her.

      Constituents may not like a candidate but they should be civil to them. After all they are human beings and not perfect as each one of us, be it in a different manner. I wished some Dominicans would learn this, to be respectful also in writing and as Christians.
      In addition, those who voted receive newsletters from their MP and MPP’s and also an annual calendar, Christmas and New Year greetings and invitations to social functions especially in summer, at Christmas and New Years which take place in the riding. I hardly attend those.
      Constituents are kept informed of current issues, what took effect in that riding and the progress of the MP/MPP’s as fulfilling their elected obligations as best as they possibly could and the concerns of constituents. This helps for next election. Therefore, it is wise to vote. Otherwise they may not have all the addresses of those who reside in the riding. The addresses of voters are on the voting lists.
      The situation may be different in Dominica. I really do not agree that it is not difficult to spoil ballots.
      Fontaine will have to accept his loss and move on. He is not the only one who lost. DLP lost three candidates to UWP. UWP should be satisfied that the number of elected candidates doubled.
      Every candidate cannot win. Some will lose. We must concede that they all did their best and this is good enough. All is fair in this matter. It is an act of humanity to wish them all well, the winners and the losers.

      I am ashamed of you. I know you. You repeated that already. Note Spoilt ballots have been going in since your time and you know that. Counting the ballots are easy yes. But the spoilt ballot is what on the paper. (The cross on the line, the cross on the symbol, a numerical symbol like the mathematics x, placing the cross on the name of the candidate and also a tick is wrong, so stop it and clear your conscious and speak the truth – that is why you were moved. By the way you know the penalty as a Returning Officer, Assitant Election Officer, Presiding Officer, Poll Clerk, or Asssitant Poll Clerk, if we make mistakes we could go jail and still be fined. So stop that nonsense spreading wrong information. You all are the ones who are causing the problems now misleading the people on the Grandfond Seat. God do not like people who put problems, cheat or lie.

      He loves UWP and Linton. He wants to remain in D/ca and by their sides or with them. This was his intention and the promise that he qualified to be an excellent candidate and would win, painting his hopes high on winning with no fail. He was falsely advised.
      In politics and being a candidate, one never knows at the polls and which way the table would turn, in their favor or not. Some people may promise to vote for them, the night before or when they wake up in the morning or are at the poll, they change their minds.
      In all fairness, he did well. He got many votes and he almost won. He should not try to pursue this. He should avoid aggravation, anxiety and stress and get on with his life. He could serve Dominica and nationals well in other respects.
      People must not only look out for themselves and seek their own interests. They should help others. Life for them should not be a war and at a war with others. There is more to life than being a politician. I hope the others who lost will also take note.

    Nope we will not accept that! We need video cameras in that counting room and to inspect EVERY supposedly “spoiled” ballot. This is utter nonesense. How many rejected ballots do they still have left over.
    The DLP is begging for a revolt.

    In ANY situation where a win is less than 10 votes, and especially if there are more than 10 rejected ballots, there should be a bi-election.

    Time to stand up Dominica! Bi-election for Morne Jaune and Riviere Cyrique! Anything else is playing into the hands of theft, exploitation, and corruption. This has to stop!

      I would like to see you write an exam and you won with eight more percentage than another. Would you say that both of you should re-write the exams to see who will obtain the highest percentage? A few points, percentages and votes make a vast difference.
      Look here! The ballots were counted and Stephenson won. Fontaine just cannot accept that he lost be it by a small number. His pride will not allow him to concede that he lost in the riding. Some people just cannot accept defeat.

    How is it that after just three days Roosevelt Skerrit has already withdrawn the olive branch he offered to the opposition. He said in his acceptance speech that he wanted to reach out to the opposition and he welcome them to work together for the continued development of Dominica; yet unilaterally he decided to be sworn in long before the election result was officially released. Now, with a disputed contested seat in the constituency of Grand Fond, he is going ahead and declaring Mr. Stevenson the winner. Is that the way an olive branch should be offered? Has he really changed his style of governing?

    Honestly, I am disturbed by the initial telling of his conduct, but not at all surprised. He has no respect for anyone and as he has demonstrated in the past, he is a narcissist. He is too self-absorbed to think or act differently. Dominica has become his proverbial estate and he has no regard for the subservient peasants over whom he over sees on the plantation. I am no attorney but I think his legal counsel should advise him that it would be better to wait until the issue is resolved before declaring Mr. Stevenson the winner of that seat.

    However, whatever he does, Dr. Fontaine should take the matter to the courts. Although courts in Dominica are themselves tainted, it is still necessary for the courts to hear of the conduct of the presiding officers at the polling stations and maybe, just maybe, the ballots will be reviewed or a by-election can be called. I pray that they do because Dr. Fontaine is the winner of that seat and is deserving of it.

    This nonsense has to come to an end in Dominica. We are too intelligent a people to allow one man and a bunch of goons to hold the country hostage with their dictatorial form of governance. The UWP campaigned on a platform of transparency and good governance and we should, as DOMINICANS, help the opposition implement the changes in parliament so we can become free indeed in the NATURE ISLAND because true freedom comes naturally.

      What does the Hon Roosevelt Skerit to do with election/ballot/ voting counting.? The ballots were counted at the polling stations by competent officers, and the decision is final, now get on with it and move on. Go do some community work and help the elderly. Go prepare food and hot drinks to give to the homeless during the festive season and beyond.. Go decorate a Xmas tree and go help the kids in celebrating Xmas..       NEGfuSENJO I feel sorry for you PM Skerrit is not the one declaring the seat and issuing Writ is the Election People.

      So stop blaming PM for everything. He offered the Olive Branch, since he did the Leader of the Party has never accepted instead he there causing confusion.

      See different people. Mr, Francis was man enough to thank everybody including the winning party, thats a gentleman. Maybe he should be made Political Leader. He is a man. Check Mr. Francis comments on Facebook he looks like he is ready to lead Team UWP. He is ready to work for the good of the country.

      You wording sounds like you are bitter, God not happy watch it. Clear your conscious and preach togetherness – lets do it for our children and the youth of our country who is coming up.

    Congrats Mr Stephenson, you deserve that win…. Thompson I think it’s time yo ohead back to the US to find you self a Job and stop acting like a 4 year old baby.. If you want to represent us in RC then i suggest you stay in the community and help build and support the youths where posible. Only then you can run anouther term for office but on till then none of the your’s including myself knows a dam about you. When you were in your good times in the US, no one in my community recieved a contribution from you so I personnaly don’t understand why you are thinking that you need to represent us in RC, MJ and Grand fond..

      So why did the DLP demand a recount last election for La Plaine, and the election before that for Castlebruce? Why didn’t they accept defeat? Is it only one set that should accept?

    Based on these results,
    come Election 2020, I predict a UWP victory once those fools play
    their cards right.

    They will further obtain, Castle Bruce, St. Joseph, Mahaut,
    Grand Fond, Laplaine and Roseau Valley.

      I cannot speak for the others but I can guarantee you Mahaut will not be part of that list. Hundreds of voters from Mahaut and massacre went about there business well complacent and did not vote, thinking that this was an automatic landslide victory for blackmoore. Well, lesson learned…we shall not be making that mistake twice!

    Its Ivor Win them thieves say! Electoral commission did nothing for voters id and so forth. Hardly did they speak during elections now they coming and talk… Keep quiet!
    It is alleged that in poor states like Dominica that bribes and under the table deals can pass left right and center……
    Labour bought votes like beef for christmas. Hope they giving out turkeys and hams this year………..
    Wont recognise these guys as leaders full stop! A win for ivor is a win for skerrit and their friends and all those who are having a nice time with friendly governments money…
    Some of them are working for the state and they have no qualifications : not even common entrance they passed.. But they have big jobssssssssssssssssssssssssssssssssssssssssss
    Grand Fond people take the cake for voting for ivor and labour just because of gifts and hand outs , but no development … Look at the Grand fond to rosalie road……… sooon they will have to walk up and down cause bus drivers wont want to go up this horse track….
