No word from PM on police commissioner – John

Opposition Leader Hector John

Opposition leader Hector John said he has not heard from Prime Minister Roosevelt Skerrit concerning the appointment of a Police Commissioner for Dominica.

Daniel Carbon’s tenure as acting police commissioner ended on September 30 and John said he has not heard anything from the Prime Minister concerning the appointment of Carbon or of any one else to the post.

  1. The Dominica Constitution requires that the Prime Minister must consult with the Leader of the Opposition when appointing a new police commissioner.
  2. Section 92 (2) of the constitution states “The The power to appoint a person to hold or act in the office of Chief of Police or Deputy Chief of Police and, subject to the provisions of section 93 of this Constitution, the power to remove the Chief of Police or Deputy Chief of Police from office shall vest in the President, acting in accordance with the advice of the Prime Minister, given after consultation with the Leader of the Opposition and the Police Service Commission.”
  3. “This is a continuation of the disrespect of the constitution because the acting commissioner was put to act for three months up to 30th September and there was no consultation,” John told DNO.

He continued, ““I have not heard from the prime minister, no law not even the constitution syndrome continues … total disrespect for the constitution of Dominica by Prime Minister Skerrit.”

Carbon was appointed to replace Cyrille Carrette on July 7 for three months until a more permanent candidate was found for the post.

    Is Hector saying that he had no idea that Mr Carbon was going to act as Commissoner for a while?

    When he says Consultation – by Dominican terms, what does that mean? Did he ever had a “discussion” with the pm regarding this issue? A letter asking for an opinion?

    I’m curious about that part – becasue the last failure on consultation showed that Hector was a liar – because he did “consult” with the pm – he just didn’t like the fact that the pm never takes his suggestions with any importance

    For your Information..

    After the Opposition went back to Parliament in February of this year, The Public Accounts Committee under the Chairmanship of Hector John met about 5 times before the end of the Fiscal year(June 30). I stand to be corrected, but no other committee met. Even the Speaker tried to prevent the Committee from holding their meetings in Public. This issue was in the news.

    The Prime Minister continues to disrespect the Constitution and some of you want to blame Hector John for informing the Public. This is beyond ridiculous. Roosevelt Skerrit is the one that continues to violate the Laws of the land on a regular basis and you all taking this for a joke. So of you live in US and know how to respect the US constitution, but finding fault with the Leader of the Opposition standing on the side of OUR Constitution. This is mind-boggling. I hope you all understand what you have created in this country.

    This sick state of mind of unethical compromise will be the root of our deserving consequence.

    In this Independence season, I pray that true patriotism will guide my countrymen to help protect our Country and its constitution. May God richly Bless our Land.

      Tell me something I do not know. Been there done that. You like the others do not understand and will never understand that not only the Constitution is being disrespected { according to you”} but MR John is not being respected. That I will agree 100% but wait! Mr John and his band of stay outside of the people`s house and just blow hot air, will not and does not deserve respect, simply because if the Dominican people agrees as you seems to indicate. We live in a country the last I check where we elect persons to Government to do the people`s business, and if that is not being done or cannot be done “WE” the people have a right to vote them out! not the other way around!” But right now the “PM’ is taking advantage of those J>>>>kers till he sees and knows that they are serious and the people are fed up, till that happens, everything will continue to be inside out and upside Down” And if I did not know better I would not be saying I told you so. I rest my case.

      I care about the police because my family lives in that country/island. The police is there to protect it’s citizen. Some of them are not doing their jobs but we still need them.

    If there is ever time when Dominicans learn about constitution , it is now. Couple of years ago many Dominicans did not even know the word constitution much less what it entailed. All of a sudden, everybody is reading the constitution…. This is very good. Our eyes are open and we are not as ignorant as we used to be. Thanks to our politicians

    Every time i read any material concerning the disrespect the PM have for our Constitution, it leaves an ole taste in my mouth. It seems that PM is untouchable papa….just a damn shame the way the outside world looking at us.

    Well Hector, you said it right. The constitution means nothing to Roosevelt and the hijacking gang so unless ALL the stake holders in the opposition, unions, churches, DAIC and Bar Association come together in a mass demonstration that also includes school children nothing will change.       The truth is though. the people of Dominica are not interested in following Mr. James or Lennox or Spaggs. What is worst is that Mr. James et al does not even recognize such a simple fact.     What a Leader of Opposition. It would seem that the “consultation” among his many fucntions as Leader of the Opposition is all Spaggs is interested in. What about his functions as Chairman of the Public Accounts Committee. When was the last time he convened a meeting. The last time we heard about that committee was afew weeks ago when there was talk about a public hearing. Is Spaggs saying that unless the sessions are held in public then he cannot call for a meeting of the Public Accounts Committee to review the country’s finances.

    Spaggs get serious and be your own man. Stop prostituting, as it were, your young politcal career.You are either Leader of the Opposition with its myriad of functions or you are not. Consultation for important appointments is not your only function. Get real Sir,or leave the man’s party for him.

    Hobbs Jno.Baptiste is the most suited man for the job as Commissioner of Police in Dominica.
    He is not a loud mouth as Carrete was , but he does not say all the folish things that we have heard in the past years.
    Carbon is too young and inexperienced. There is a seniority precedence that most be followed in important positions such as this one.

    This is not just about Hector John and the opposition. This is about the whole of Dominica and the lack of respect Skerrit has for it’s people.
    Why can’t the DLP Pal Reps come out and tell Skerrit, that is either he start doing things as stated by the constitution or else you all will come togehter and oppose him through a signed petition.
    Let him know that he needs you all more than all you need him.
    If these simple appointments can’t be done transparently, well only God knows what else is being done under the table.

Which I must educated some of you out there it`s not by accident that Holly Wood has come to Dominica,cause it places the onus on the person who is made to act in his or her position a mere “PUPPET” OR A YES”MAN/Woman it`s a psychological strong hold on that individual.
