Opposition demands PM “step aside”; PM legal team contemplates legal action

Leader of the Opposition, Lennox Linton, has written to Prime Minister, Roosevelt Skerrit demanding that he resigns within 30 days in light of a still unfolding bribery scandal at the United Nations (UN).

The letter, dated October 30, Linton demanded that the Parliamentary Advisory Group on National Reconstruction, formed after the passage of Tropical Storm Erika, meet by November 6, and among other things, an agreement that Skerrit step aside aside for 30 days while the FBI completes its probe in the UN matter.

The Prime Minister’s legal team is not taking the matter lightly with Senior Counsel, Anthony Astaphan, describing the letter as disrespectful and malicious.

“That is the reason why Mr. Lennox Lawrence, on instructions of the Prime Minister, wrote him indicating that his letter was defamatory and out of place and that the Prime Minister intends to sue him,” Astaphans told privately-owned Kairi FM.

The matter began recently when Chinese billionaire, Ng Lap Seng, was arrested in New York and a federal prosecutor charged him with playing a central role in a $1.3 million bribery scheme to corrupt a former president of the United Nations General Assembly. Former Antiguan diplomat, John Ashe, and Francis Lorenzo, a diplomat from the Dominican Republic, were also ensnared in the matter.

Members of the opposition United Workers Party (UWP) have been asking questions since the Prime Minister was seen in a photograph, taken before the arrests, with the men in Macau.

In his letter to Skerrit, Linton said, after TS Erika, Dominica “has been plunged by your dangerous affiliation with an alleged ‘Macau Crime Lord’ now charged for international racketeering, money laundering and other crimes …”

He wrote since the last time the Parliamentary Advisory Group met on September 21, 2015, “continuing revelation from a probe into corrupt practices at the United Nations by the Federal Bureau of Investigations (FBI) in the US has severely tarnished the integrity on Dominica’s leadership and its capacity for good governance.”

“As members of Parliament elected to serve the public interest ‘without fear or favor of ill-will,’ we are duty bound to demand prompt resolution of this unfortunate state of affairs,” Linton wrote.

Further down in the letter Linton wrote, “In the civilized world, leaders in similar situations, take the honourable course of action and resign to clear themselves as fit and proper for leadership responsibility. Dominica deserves and therefore should demand no less.”

But Astaphan said the letter was the most disrespectful and malicious accusation one could make against a sitting Prime Minister, especially as Linton tries to tie them to investigation and charges that have been filed against those accused by the FBI.

He said the FBI’s investigation has been going on for five years and an affividavit made public by the FBI did not mention Dominica nor the Prime Minister.

“The affidavit has been circulated publicly, 37 pages longs, 53 paragraphs of detailed analysis of emails and evidence and not the slightest mention of Dominica, Roosevelt Skerrit or Prime Minister of the Commonwealth of Dominica,” Astaphan noted.

He stated the matter has to do with politics.

“We think it is absurd and outrageous that a man could put pen to paper like that to try to bring the country into disrepute simply as part of his own political gain …” he said.

He went on to say that is the reason why Linton was written to, indicating the defamatory nature of the letter and the Prime Minister intends to sue him.

Linton also asked Skerrit to disclose all information of any agreement signed in Macau on August 26, 2015.

    DNO has still gotten the headlines wrong, it should read, ” the Opposition demands Roosevelt Skeritt step aside, Roosevelt Skeritt legal team comtemplates legal action.” The letter was sent to the Prime Minister, from the leader of the opposition not Skeritt, therefore, any legal action to be taken should have been by the Attorney General Office. Are Dominicans to believe it was Skeritt who received the Mercedes Benz from NG not the Government. Are Dominicans to believe when Skeritt signed the documents with reference to the South South Corporation it was on his behalf and not on behalf of Dominicans. It is alleged NG has a diplomatic passport, are Dominicans to believe , it was a personal gift from Skeritt and not from the Government of Dominica. Are Dominicans to believe when the allegations were made that Skeritt intended to borrow $20 million from Ng, the money wasn’t for the Government. Are the hiring of the outside attorneys, jobs for the boys.

    Why does Ng Lap Seng have a Dominican passport? Why haven’t we heard of this “Technology Transfer” centre in Dominca? Mr Linton is being bashed but so many questions remain unanswered, ignored or simply played down that I can’t help but go digging myself.

His interest is to try to muzzle Mr. Lennox Linton, that will not work, because the commess Skeritt has found himself in, is now international.

      He bought it like many others, some bought theirs during the DFP administration and some during the UWP administration. You see, Skeritt was not the one who started the sale of Dominican passports, when it comes to the sale of passports all parties have blood on their hands. Ask the UWP about the Australian who was wanted by the Australian authorities and received a Dominican passport without showing up in Dominica and you can also ask them why do Dominicans now need a visa to travel to Canada.

      Why should this surprise you? If Ng has a D/can passport it is because he was a prospective investor just as others who have passports. The man proved he is rich or well off and no doubt showed an interest to invest in Dominica. Therefore he was given a passport. You know this is handled by some office; not in D/ca.
      I am doubtful that the PM was not aware of this man’s secret dealings which is exactly what they are. The PM is not the FBI, Interpol, an investigator or the likes of such.
      Do you not think if Ng was involved in shady dealings he would reveal it to the PM? Some of you depict that you have no sense whatsoever for you do not utilize it.
      Any PM of the world or other dignitary could have been in the presence, close to this man and his associates. Many were present as you saw in the picture.
      If the PM was signing a private document, would it have been in the presence of everyone who was present at that gathering, on camera? Let common sense prevail.

      I will address this in two separate phases!

      There is corruption as you claim everywhere: If that is true, are we supposed to tolerate, and condone corruption in Dominica Government? If Skerrit lived in any modern country, where he would probably be a nobody, who held a positions where he dealt with money, thy guy would live in jail!

    It’s not Erika that has set Dominica back 20 years, it is the country’s incumbent PM. He makes so many international trips; either begging for money, loans or grants; agreeing trade deals such as the Morrocan hotel; or signing agreements with extremely questionable people. And none of it is transparent. Dominicans have absolutely no idea what he is doing when he is overseas and, it seems to me, many prefer to simply wallow in ignorance, hoping he will bring them stuff for free when he returns. And that is the foundation of the new Dominica; a country beset with a culture of begging and expecting hand-outs. The concept of working for a living has long since disappeared, as it seems has any sense of pride or dignity. On the world stage no-one pays any attention to Dominica and the activities of its PM because the country is completely insignificant – in other words, he can simply do as he pleases and even his own people don’t seem bothered about it for they have become no better than…

    Also! Even if I am living in Dominica I would want nothing to do with money from the government, much more that I live in Canada at present time. The man does not read and inform himself, but runs his mouth on anything that hits his mind. You do not ask for the resignation of a P M . What you do is move a motion of no confidence in the House.

    Mr. Linton should seriously contemplate taking legal actions against Tony Astaphan because of the untruths which were levied against him on Marpin news tonight. Those of us who heard Marpin 8pm news tonight ,heard Tony accusing Mr, Linton of sending the famous resignation letter of Skeriit to the news paper. The letter was first published in the Inner Circle Press which is based at the UN in New York, by Mr. Matthew Russel Lee, under the headlines,” In UN Fallout, UNDP Deal and Resignation of Dominica PM Skeritt Demanded. ” Subsequently, DNO published the letter, therefore, Tony lied when he told Dominicans and the world by extension that it was Mr. Linton who sent it to the press. Mr. Linton should look at the matter seriously. This is not the first time Tony has publicly told an untruth about Mr. Linton. Remember the Prime Minister’s financial report.

I read the whole article I did not read anywhere where it states Lennox Linton wrote any letter to the FBI suggesting, or influencing them to investigate Skerrit. You need to be informed that no politician, or anybody in the judicial system in Dominica can influence the FBI to investigate anybody in Dominica.

    A crime was committed in the United Nations, in America, on American soil, anyone connected to that crime will be investigated, if Skerrit is connected in any way, he can count his days numbered, and Dominica, law, or his title of prime minister cannot protect him!

Tony made the claim that the investigation took five years; he need to be informed it might have taken five years to investigate the arrested three.

      Nevertheless, it might take another five years before they confirm wether or not Skerrit is involved if he is; his arrest will take place. Tony perhaps believe he knows the system but he is simply catching smoke. As I said I have a friend who went to Iraq, as an Major in the military he returned a multimillionaire . Some of his colleagues in the same crime, and their wife’s are serving up to forty years in jail.

Or is there any ongoing investigation that involves Skeritt at all. I read the letter in its entirety and this is just another pitch to get Skeritt out of office, it has nothing to do with good governance or love of country it is all about power. The letter states that Skeritt should step aside within 30 days but there is no mention as to who or what will replace him.

      Mr. Telemaque, I never said that Mr.Linton wrote to the FBI requesting that Mr. Skeritt be investigated. What I wrote was that the utterances of Mr. Linton was like an invitation to the FBI to criminal investigate Mr. Skeritt. After having read the letter in its entirety I am left to wonder who informed Mr. Linton that the FBI had an ongoing investigation at the UN with Mr. Skeritt as a possible target. Or is this just wild and reckless speculation? Is Mr. Linton a US under cover operative? He seems to know more than the premier investigative agency about its investigative schedule at the UN. This letter by Mr. Linton is nothing more than the continuing actions of the UWP to get rid of Skeritt by any means necessary, it is the game of political power and has nothing to do with good governance or love of country.     The way Skerrit and his lawyers treated the letter of Mr. Linton is enough to tell me that those boys are very, very, very disturbed about something.

    I have a feeling deep inside that Skerrit may have met with the FBI during his recent baby trip to NY, and they must have told him that if Dominicans show they are outraged about the Macau signing of August 26, 2015, that would prompt the FBI to speed up their investigation.

    You could tell those boys are not concerned about Lennox’ letter even if as long as it remains local. However, the fact that it has hit the airwaves of the USA through the wall street journal and Inner City press, really has them poopooing on their pants, and therefore they have to try to do some damage control.

    It reminds me of the incident in Acts 4:13-18, where the apostles were forbidden to teach in the name of Jesus. So to stop the spread of the message they were threatened, jailed and beaten; but none of that stopped them. That old trick started…

    Tony Astaphan and Lennox Lawrence, you guys are trying to make a problem out a very simple matter. Instead of all these threat of law suit, as though you all own the justice system in Dominica; Why not just encourage Mr. Skerrit to make available to the public the document we all saw him signing in the presence of NG Lap Seng, John Ashe and others, on August 26 2015, who were all arrested and charged two weeks later.

    We know Skerrit told us that it was a communique he signed. But if that’s the case why play that hide and seek? Why not just showed the communique in the interest of transparency? After all, Dominica belongs to all of us and we cannot have any PM sign anything on our behalf without telling us anything.

      Joe, you obviously did not read the entire DNO article because a copy of the letter is attached to it. And by the way, it does not matter what you or I think. If mr. Skerrit believes he has a case let him take it to court. We have little enough entertainment in Dominica as it is.
      I’ll let the court decide but one thing is clear. By asking his lawyers to act the way he did mr. Skerrit has managed to draw far more attention to the underlying Ng Lap Seng saga than he ever intended, I’m sure of that.

    In 2013 at the Labor Party Convention in Point Michelle, in the presence of Mr. Gaston Brown now Prime Minister of Antigua, Mr. Donville Inniss of the Barbados Democratic Party and other foreign dignitaries, Skeriit was unpleasantly severe on Mr. Linton, accusing him of being an errand boy and had received US $3 million from European Colonizers for the funding of the UWP political campaign. In 2014 at Lagon in Roseau, he accused Mr. Linton of receiving unaccounted hundreds of thousands of dollars in St. Kitts from, as he put it, white eyed influential Europeans. He has never produced any evidence. I am asking, which was more disrespectful, malicious and defamatory, the letter from Mr. Linton, requesting his stepping aside as Prime Minister or the pit bull attack of Skeritt on Mr. Linton, in the presence of those dignitaries.

    Less than a week ago we celebrated our 37th independence anniversary, and we all sang the “Isle of beauty” song especially the part that says “Come ye forward sons and daughters.” If there is a time to respond to this call is now.

    Folks, Dominica is in serious trouble. We were all but flattened by TS Erica less than three months ago, and according to PM Skerrit, who is also the finance minister, we need $1.3 billion dollars to rebuild our country. On independence day, the same PM told us that as of date, the country had only received $16 million. Folks. If in the midst of crisis we did not receive help, do not expect us to get any help under Skerrit and his DLP, because it is clear that no democratic country will help.

    As we speak Tony resides in the USA, Skerrit’s wife is US citizen and both of their children are Americans. In other words, they don’t see a future in Dominica.

    This is not a Linton problem but Dominica problem. We all need to come forward to save our…

    I am not sure if Mr Linton has libeled Mr skerrit in his letter. A matter for the legal minds to battle. However, it would be naive of us to just shout ‘I love my Pm’ and not want to know what he is signing on our behalf, whether the treasury pays for all his trips, and why a number of international persons he has connections with seem to be in trouble with the law. I may agree with Mr Linton that the PM’s reputation of dealing with this shady characters may obstruct the amount of money we need to receive for rebuilding.
    I think the stage where we are at now can be totally blamed on the people of Dominica since we never asked questions of this PM and government we never required transparency from them. We were bamboozled with hand outs, gifts , propaganda about the might of this PM and now according to blessings he seem to be a monster full of momentum.

    Interesting that no one seems to recall we need to raise $1.3 billion in order to rebuild the country. The PM said he is concerned that whining men would deter foreign donors. But we shouldn’t be concerned that Lap Seng was given a diplomatic passport from Dominica when there is no known investment made in the country? You don’t think the very same donors will be concerned that Dominica has been doling out diplomatic passports to quite a few shady, criminal actors?

      Mr. Telemaque, if you read the blogs or listen to political commentary in Dominica you will hear and read calls for the PM and his cabinet to resign for what is perceived by those who oppose the government to be mismanagement and corruption, that in my opinion is fair political comment, no one can be sanctioned for referring to a government as corrupt even if it is not true. However Mr. Linton may have branded Mr. Skeritt a criminal and by his utterances invited the FBI to investigate Mr. Skeritt for criminal activities because of his association with with Ng Lap Sent, based on that Mr. Skeritt has the right protect his reputation by taking Mr. Linton to court where Linton will have to present evidence of the criminal activities of Skeritt. If Linton is unable to produce the evidence of criminality he might be liable for heavy fines. Linton was just schooled by the Law Lords of the Privy Council yet he hasn’t learned and with supporters like you his learning period will long and hard.

        Let me tell you again; my grandmother lived to be 103 years old, when she was about 96 years old she called me; said she want to talk with me. I went home and for five days we reminisced on the way she taught, and raise me; and advised me not to deviate from what she taught me. The last thing she said to me was “you have been a good child to me, you respected me, and did did your best for me: then she said God will always bless you God bless you and if we never see each other again in this life don’t worry about it.”

        I took care of her long after she died, I kept sending money home to support her she died and was buried six month before I found out, it did not matter, because she knew they were not going to tell me she died! On the other hand the day my mother died, one of my brothers decided to bury her the very next day, nevertheless the expense of burying her fell on my shoulders.

      Have you read the said letter? I have a copy and you can read it “online”. Just “check it out” and with your very good reading skills , you should understand what the letter is implying. You do not even need to use high level reading skills such as comprehension, analysis or evaluation; all you need is the very basic skill called “knowledge” meaning, the information you need to draw a conclusion is “right in your face”

    Politically, the letter is fair game except, in my opinion,the call for the Dear Leader’s resignation within thirty days which I think goes too far. The reaction from the Attorneys however smacks of desperation and shows that they are extremely worried about something. By going for the overkill they may be exposing Dear Leader to even greater scrutiny.     THE PROBLEM: Political infighting is clearly hampering the Government’s effectiveness in the managing and orchestrating the reconstruction of our country. Mr. Linton’s call for the PM’s resignation is not supported by the evidence before us – the FBI affidavit does not mention the PM; we have not heard of a FBI “target letter” directed to the PM; none of the current suspects have implicated the PM. That said the letter is clearly not libelous.
    THE SOLUTION: A “Reconstruction Czar” should be appointed to oversee and coordinate all reconstruction projects. This person would come from outside of the government and have broad authority to allocate and track donated funds; contract with vendors and prioritize projects based on a recovery plan not political affiliation. The person should be a skilled administrator with a background in public works/construction/ engineering. Any nominees?

    Tony how are they disrespecting the PM? Tony, you now reside in the USA and I am quite sure you know how the president of the USA is bound by law to answer the questions of the people. Not only that Tony, but every player of any major sports in the USA, whether is NBA, MLB, NFL,NHL are bound by law to be interviewed by the media after any game.

    Skerrit does not address our concerns here and he does not speak to the media, though when abroad he speaks to the media. Do we not have a right to know what is happening to our country?

    I am by no means a supporter of Skerrit, but I have not seen any evidence that suggests a connection between him and there people.

    If Linton has such evidence, he ought to bring it forward. From what I see, he is trying to create an impression of impropriety simply on the basis of a photo. If that is all he is basing his suppositions on, I think he should stop doing that. It does not serve anybody’s interest and further it brings his (Linton’s) reputation and judgement into question.

    This behavior is so childish for a serving PM and an opposition leader. If someone say something negative about you just shrug it off and move on. I know it’s easier said than done but this kind of politics in Dominica have to stop. Linton and the UWP needs to grow up, use that energy towards contribution to state instead of self.

    Tony, Skeritt and Lennox can try their best to muzzle Mr. Linton, the matter is not a national issue, it is an international issue. It would appear Tony and the rest are afraid of Mr. Mathew Lee of the Inner Circle Press, based in Washington. Most of the questions Mr. Linton are requesting answers were asked to the Secretary General of the United Nation by the international press. In fact, apart from the involvement of the FBI, the Secretary General has appointed a staff member of the United Nation to investigate many of the questions asked by the press in Washington. Therefore , Skeritt and the rest should direct their legal papers to the Inner City Press. Apart from asking Skeritt to resign, Mr, Linton has nothing to do with this international scandal.

      @doc love inner city press has not accused the PM it has simply stated information that has not been disputed. Furthermore nothing that inner city press has printed accuses Skeritt of any wrong doings it also does not absolve him of any wrong doings, that’s just smart reporting in the absence of conclusive evidence. Mr.Linton on the other hand is directly accusing the PM of criminal involvement and recommends that he steps aside for 30 days to allow the the FBI to investigate him. What utter rubish, as the investigations have been completed, indictments have been handed down and arrest made. So is Mr. Linton going demand of the FBI to reopen the investigation with special focus on Roosevelt Skeritt and his appointments Permanent representatives to the UN, is he going to further demand that their investigation be within 30 days. No one wants to muzzle Lennox as his verbal diarea is a financial comfort for people like KPB. I hope you help to pay his legal bills.

      the sue is a tactic, to keep linton shut. this will never go to court. Once the judge approves and the case is set in motion. Linton can’t go in the public and talk about it. But the date for court will never come, when it does, it will be forwarded to later date.

    To be very honest, we as the citizens need to know what documents our leader is signing on our behalf, no matter how small the matter be, we have the RIGHT to know. This is one of the major problems in not only Dominica, but in most small third world countries as the populous does not think that it is their right to know what the PM is doing with the country’s money as it “belongs” to the Government. This is a serious issue as it pushes the government into acting as a opaque dictatorship, rather than the transparent diplomacy that we should be.

    Mr. Linton is however clearly playing politics, as we all know Prime Minister the Hon. Skerrit has been having dealings with this Ng Lap Seng gentleman, however there is no mention of any criminal dealings between Dominica and as such, the point on this letter’s accusations are baseless (in the court of law).

    I am hoping for Mr. Linton to be made a lesson of for playing politics, but still allowing for transparency in the Parliament.

      For what it’s worth, this isn’t just a problem in economically developing countries. The whole Trans-Pacific Partnership, a major trade agreement pushed by the U.S. on mostly Asian countries, was negotiated entirely in secret, then presented as a completed agreement to the people of those countries, including Americans. It was a stunningly anti-democratic process.

        Steve you are making comparison with apples to oranges. Whatever trade agreement is conceived by the president of the United States, can’t take effect unless both the congress of the United States, which includes the upper, and lower house debate the bill and unanimously approve of the agreement.

        I Dominica, Skerrit is a one man band, he whatever he does, goes into effect as long as he said it is good for Dominica. A good example is what you called the treaty, which I know to be recognized as an agreement in which he signed allowing criminals from Jamaica to usurp his authority!

        The man is so dumb, I doubt he reads before signing, I guess he looks around, and say to himself: Well, since everybody signing, it must be good, so, before they laugh at me, I signing too!

        It seemed like Interpreter Found was suggesting that political secrecy primarily occurs in small, economically developing countries, but sometimes it’s helpful to remember that some of the political challenges Dominicans face are also found in large, wealthy countries — the better a problem is understood, the better one can consider solutions for it.         I meant that Mr. Linton should be a smarter man than trying to sue the standing leader of a state for something that he is not implicated in at all. I fully agree that we should know what we are in business with this NG Lap Seng gentleman, but that is IF we are, we have no proof that there is any transaction being done between Dominica and NG.

        Honestly, this if proved incorrect is a gross defamation of character, and any professional person who cares about their reputation would likely sue also.
