PM criticizes Linton on 5 percent salary reinstatement for public officers

Prime Minister, Roosevelt Skerrit has criticized statements made by Leader of the United Workers Party (UWP), Lennox Linton, who said the UWP will reinstate a five percent cut in salaries for public officers taken from them some time ago.

Linton said at a “Victory for Change Rally” held on the Newtown Savannah on Sunday that the matter is a “long standing injustice” that “needs to be addressed.”

But, prime minister Skerrit has blasted the statement describing it as reckless and dangerous.

“First of all Mr. Linton is saying to his supporters that he shall reinstate the fve percent salary cut which was instituted during the austerity period,” Skerrit said on Kairi’s Heng Program on Tuesday. “Now the 5 percent salary cut that was instituted by an act of parliament was reinstated…”

He said the cut was only for a period of time.

According to him, Linton’s advisors are not advising him properly.

“One must understand the danger in what Linton is proposing because first of all we reinstated the fiver percent so clearly whoever is advising him did not advise him properly or whoever is advising him, he Linton could not understand it,” he sad. “We reinstate the five percent cut, everybody’s salary including parliamentarians. What we did not do was to refund people because it was an understanding that we had to play our part and if we go ahead and we start now going to do the same things which caused us to get into problems, we are going to have problems.”

He continued, “Because of the program, because we were so successful with the IMF program, we were graduated by the European Union as one of the first countries in the OECS, and many respect CARICOM, to start receiving budgetary support.”

He went on to say that the European Union is giving Dominica support because of its strong fiscal position.

“And you would have had the ambassador based in Barbados from the European Union say publicly that it is their pleasure to work in Dominica because of the strong and transparent fiscal policies of this government,” he said. “And by virtue of that, by virtue of the confidence which the European Union has in Dominica, we have been graduated to receive budgetary support, monies that are not specifically ear marked to any project that the government can use it for any budgetary shortfall.”

    A Message to all the bloggers here. It is not wise to make statements without having the full facts. I am annoyed as I not being a Civil Servant contributed to the stabilization levy to assist Civil Servants whose contribution was to take a 5% cut. This was done for a reason and we saw that not one Civil Servant was sent home and that was remarkable. Another thing it was the late Prime Minister Pierre Charles who took the decision … Roosevelt Skerrit was not the PM then. In the absence of such facts and the fact that most persons here have a (no reason) hatred towards the PM and who does not look objectively at what the PM has done and who is fabricating and making lies against the PM all in the Name of coming into Government. One thing I know that when one is innocent, the Father knows, sees and hears everything. We need to remember the Great Creator in all that furor and his commandments to us.

I always believe anything that’s is formed with negative intentions will always remain negative. Uwp(the business man party for just those business men) has completely messed up politics in Dominica. Uwp that introduced all that they complaining about now, whether it is being done or not. They that started of all this buying of votes and the flying in of Dominicans to vote. And you can as the many Dominicans that just went by UWP office to get voucher and go by Antilles Cement Hardware (now Krazy Koconuts) to get building materials. Let’s stop the hypocrisy and not make those fools that just want to get into politics for themselves fool us again. They were in before and did absolutely nothing and left the treasury empty. If and when we Dominicans decide to make a change, let us make it a change for the better.

    Troubling, Recurrent, Unapologetic Features of a Seasoned Manipulator!!

    The outgoing Prime Minister of Dominica may not be highly educated (or at least he presents this image), but he is certainly skilled in manipulation and ’emotional tampering’.

    Unfortunately, this complex, yet innate ability does not require Secondary nor tertiary training.

    In my village, the most skilled impersonator did not attend high school. Yet he started his own Insurance Company, University with Correspondence Courses, impersonated Pilots, Preachers etc etc. History is Prologue! Folks who grew up in a Village in the north east with high per capita of Farmers, Fisher-men/-women, Physicians, Educators, Pilots, Businessmen, Bankers know of whom I speak.

    Be extremely careful of Leaders and their followers who cloak themselves in Religion and Holiness. In year 2009, the playbook was different. In 2014, the playbook is Religion:- The Player(s) are unchanged.

    That is responsible leadership, you have to say the things that are not popular, good job. Lets hope the economy can grow and we all can get a 5% quality if life improvement. But we must also remember we all can lose another 5% of living standards. UWP had a crack at running the country and we all remember how that turned out, not good.

    Parry, I would advise the Prime Minister to be very careful of the statements he makes at this stage of the general elections. He is not only speaking to his base, the DLP supporters, but to the youth and undecided voters. For instance, he must have been aware the Public Workers were never paid the deduction of 5% from their salaries. He is Minister of Finance, he should know. Mr. Letang, General Secretary of the Public Workers Union has denied that his members received any back pay. Parry should advise the Prime Minister to spend more time on his programs and the forward movement of Dominica, instead of replying to every statement made by Mr. Linton.

    This is the sort of song Skerrit will continue to sing; failing to realize that it is he who is reckless, and just an outrageous character. He has placed obstacles in the way of the working civil servants, by reducing their salary by 5%; while he increases his salary, and that of his twenty, or more ministers, such as Barbadian Hartley; Prime Minister of Dominica without Portfolio by 50%, he finds money from the treasury to bring a China man from St. Kitts into our country to declare cyber war on our people, especially those who (don’t care squat about his politics) instead we exposed his incompetents with the hope that people of our country, will see him for what he really is!

    The man has no conscience, he is vicious, he is wicked, he will victimize the civil servants, by not paying them a reasonable salary, however, he has enough to spare in the amount of five ($500,000.00) hundred thousand dollars to give to the Roman Catholic, which is the richest religious organization in the world. That give away half a million dollars should be given even to some poor Dominican is the streets of our nation. How can this man critique a gesture like that? The civil servants should demand the reinstatement of the money you robbed from them retroactively, to the day you cut their pay by five (5%) percent; and if you fail to comply with their request, the entire civil service should walk off the job, and call for a general strike, shut the bloody island down, until you come to your senses, and learn to have respect for the people who serve our nation; people need to act so as to let you know that you are not the only person who should live in luxury, and the rest of the nation suffers while you run your mouth off boasting about the amount of people you fed as if they are your bloody children!

    Is it not a shame that a teacher got his cranium bashed in by a student while in the class room and needed medical attention, the man went to the hospital, and the few pennies they charge him for an X-Ray, he had no money to pay for that service? Hence, he had to return home without getting his head X-rayed; the man could have sustained damage to his brain, and could be bleeding in his brain which could have caused his death! This man could not pay his medical expense to the tune of a measly $400.00 dollars or there about; what is the point of someone like him working?

    There are too many working poor in the civil service; while you an hired hand of the people live high off the fat of the hog! Boy as I said anybody in Dominica who votes for the labor party next month, perhaps should have their head examined by a psychiatrist they would have to be crazy!

      Francisco why just bash the PM and you being intelligent as you claim know the facts. A 5% decrease was necessary and also all and sundry in the other sectors were asked to pay 4% stabilization levy for a while. The 5% was reinstated later on and now you talking that the Civil Servants be given the 5% decrease which was for their own benefit. What has to be done for those who paid (like myself a non civil servant) an additional 4% stabilization levy????? Are they be to be paid back as well? Also Francisco why distort the truth to make political mileage just because of the election campaign. It was the late Pierre Charles who was the PM when this decision was taken. You know that too well Francisco. Also even if you do not like the man, you know that he has been doing a lot of good for example the YES we care program.. assisting the children to commute to Secondary schools.

      Person like you Francisco .. one can hear the lack of love in the way you comment…… It is full of hatred…. Jealousy etc. When can persons like yourself and others encourage others. You all always need to be in the spotlight since you think that it is only you alone that is knowledgeable and know everything.         The quote above is from someone who’s name is a series of question marks. You know I feel sorry for your kind. In the first place, I jealous no one for what they have. One of there first lessons my grand mother taught me is this:

        “When you see people have their thing, don’t envy it; because you do not know what they did to get what they have.” I did not quite understand what she meant, so I ask her to explain it in a wider term, and so she explained that people do illegal thing to obtained their wealth, which includes murder, stealing, and selling their soul to the devil to get they wish!

        So, don’t you worry about me envying Skerrit or any government minister for what they have because I know they got it by devious means. The fact is I know how to make money honestly, that is by either having a high paying job, or by safe investments, and as for hatred, that is pure nonsense, the trouble with people like you is that you are so shallow, and cannot see beyond red, and blue, that anytime you read something of substance which you cannot understand or and cannot relate to it you go off on a tangent talking crap about jealousy and hatred.

        Who the hell have the time to jealous and hate Skerrit, because I do not kiss his butt, does that mean I hate he, if you believe that then I must conclude that you are fool. My concern is the nation Dominica, and the damage Skerrit has done to the country, I could care less about Skerrit’s materialistic’s, there is nothing Skerrit can buy with money that I cannot buy, there is nothing Skerrit owns that I do not already own, and believe you me I worked for what I have, nothing that I own came via any illegal nor devious means.

        I hate Skerrit’s politics, I hate the damage he has done to the country; but hating Skerrit personally I do not know how to accomplish that!

    According to another news media, Skeritt said the Public Servants were paid the 5% which was taken away from their salaries. Why does Skeritt believe he is the only one that can handle Dominica’s economical problems. UWP Team Dominica said they are going to build an international airport, UWP cannot do it, but he can. UWP said they can produce 5000 jobs in three years, they cannot, but he can produce 1000 jobs through the NEP. UWP said they can grow the economy by 5%, Skeritt said they cannot do it. He has several projects lined up next year, therefore, he will produce many jobs. According to Aaron, jobs will be searching for people. The UWP said they will increase the Public Servants salaries by 1.5%, Skeritt said it cannot be done. Now the UWP said they will give the Public Servants their 5% which was taken from them, Skeritt is having a serious problem with the promise. As far as he is concerned, Public Servants have already been paid. Sometimes I wonder, God forbids, if Skeritt was to become disabled, is Dominica going to be worst then it is presently.

    While we are at it, are we also going to refund all Dominicans the 7% levy which public and private sector paid to get us out of the morass that Dominica was in? Does anyone seriously think that any Government would have taken such a decision lightly? Are we factoring into our comments and statements the circumstances which gave rise to that situation? That action would have been like political suicide except that Dominicans, at least most of them, looked at the bigger picture.

    We really need to see beyond our hatred of the present government and think logically. The 5% salary cut was in fact re-instated. Stop excusing the erroneous statement made! This can be checked and verified. What did not happen was a refund of the cut salaries for the period that it was cut. Can any of the commentators here say whether a refund was promised in the middle of an austerity programme or was a condition of the cut?

    Please remember though that the refund if that is what the statement intended, would not be due only to public officers presently in office. Legally, it will and should apply to all those who were employed at the time the cut was effected. That means, the dead ones (it will go to their survivor beneficiaries), the retired ones, the ones who resigned, every single one of them. let’s wrap that round our brain for a while and sober down!

    I thought that what we want as a country is a sensible alternative and logically anything that is being proposed by the alternative must make sense and be able to stand up to scrutiny, so when I do some intelligent analysis of some of the proposals being made, I cannot help but think, Goodness Gracious, should I be sitting on my brain?

    Linton is boasting that he is going to reinstate the 5% which had already been reinstated but he is not telling us what he is going to cut off, such as: The Yes WE Care program, privatizing the hospital, cutting off the $200.00 which our senior citizens are receiving as pension among others.

      Let us face it. Be wise and broadminded. Know what is occurring in the world. All governments of the world and businesses which serve the public are cutting back services in order to save money which also include staff. It is the era and technological one in which we reside in.
      A few days ago I heard on the Toronto News that Scotia Bank will be cutting 1,500 jobs and most of them will be in D/ca and how will this job-cutting affect its staff in Dominica, if it has not yet affected them.
      If you want certain services, others may have to be cut back. If you do not know that you are asleep. Keep your eyes and brains wide opened.
      Some of you expect too much from this government. You read DNO News. You should know where the money is coming from.
      Do you think that Linton would also not cut back? Do not allow this man to deceive you and with all his election promises.

    But, Skerrit, if Dominica’s fiscal position is as strong as you claim, why would the EU, a donor, be giving Dominica money to finance the government budget? EU’s support to Dominica and the rest of the ACP is for poverty reduction and integrating these countries more into the global economy. Mr. Skerrit and others, read the Cotonou Agreement that governs EU’s aid to the ACP countries.

    Moreover, the decline in VAT revenues, the government’s cash cow, is on the decline. And the DLP Government has had to resort to increased borrowing because of falling revenues and falling grants from Venezuela. In fact, aid as a ratio to GDP has been declining in the last 4 years and the debt to GDP ratio is growing again after the debt restructure a few years ago.

    This refund represents a “Back-Pay” owed to public servants. 5% was reinstated but the monies owed, for loss of income during that time of austerity, up till this present time is apparently not up for negotiation. So what about no “back-pay” no vote!!!

    So if we graduated and getting budgetary support monies that are not specifically air marked to any project that the government can use it for any budgetary shortfall. Why wasn’t it included in small amounts on public officers salary as a “thank you for you patience and cooperation during this financial restructuring time for the country?’. No it went to specific areas alright….all of a sudden flights that have no specific items on the Dominica Development Agenda and those suddenly all new SUV’s and maybe a cash injection into the ever popular red clinic. Come on the nurses, doctors, policemen, firemen are struggling to keep the country ticking over doing dutiful service and you keep the money for what exactly? Why wasn’t that cash redirected to the pockets of the newly qualified nurses, police, firemen and women and teachers?
    Answer me this as a civil servant here.

        People are free to migrate anywhere. Some people want a change. It has no bearing that D/ca’s economy is not doing well. If it was doing badly, every D/can would vacate this country. Dominica will always have people. Ask yourself. Why do some migrate and others do not?
        There are some in other progressive countries who migrated there and who were able to obtain jobs while some citizens who are unemployed and on welfare cannot obtain jobs. How do you figure that out?
