Prime Minister, Roosevelt Skerrit, is projecting positive growth in Dominica’s economy in the new financial year.

This despite negative growth reported in 2012.

During the presentation of the national budget on Wednesday Skerrit said preliminary GDP estimates indicate Dominica’s economy recorded -0.1 percent growth last year.

He said while this outlook is not in line with government’s projections “it is slightly above the average of the ECCU region.”

However, he told parliament that the economy is projected to grow by 1.6 percent in 2013 with a further growth of 1.7 percent in 2014.

He said this will be supported by improvements in the agriculture, tourism and construction sectors.

“In 2012 agricultural production accounted for 12.7 percent of total GDP with an overal increase of 7.5 percent,” he said. “Positive growth was recorded in all sub-sectors with the exception of bananas which saw 23.5 percent reduction in production…”

He is projecting a 1.3 percent in increase in the agricultural section in 2013 which he says is supported “by a turnaround in the banana sub-sector” which is expected to increase by 3.1 percent.

“Positive growth rates in all other sub-sectors will keep the sector on a whole on a positive growth trend,” Skerrit noted.

The prime minister said the hotel and restaurant sector contracted 1.6 percent in 2012 in contrast to to a growth of 8.3 percent in 2011. He noted that the number of cruise calls and passengers have decreased “significantly” due mainly to an inactive off season where there were no cruise ship calls.

He pointed out that although the number of stay over visitors increased by 3.5 percent over the previous year the length of time spent and the amount of money spent by visitors has dropped, resulting in overall contraction of value added to the sector.

However Skerrit is projecting a growth of 1.5 percent in 2013, taking into account an increase in tourism arrivals, the introduction of new cruise ship calls “as well as new business that is expected in the tourism sector.” He said the reliability of air transportation is expected to be “an added advantage to travelers” as LIAT continues its re-fleeting exercise.

“It is also anticipated that tourism spending will increase given the improvement in the economies of the  source markets,” he said.

Skerrit said economic activities in the construction sector declined by 6.9 percent in 2012 following growth of 4.5 percent in 2011. However he is projecting a ‘turnaround’ as “private sector activity and new public sector infrastructure project come on stream.”

“This is expected to result in a growth of 7.1 percent,” he said.

The prime minister also pointed out that the education sector accounted for 13.7 percent of GDP in 2012, “a slight increase from 12.7 percent in 2011.”

He said there is growth of 7.1 percent in that sector which he said in due to an increase in enrollment in the private education sub-sector. He projects a further 1 percent increase in 2013.

Growth is also expected in the banks, credit unions and insurance sectors by 1.7 percent, according to the prime minister.

    The galvanize the Labor Party gives out are not bought with their own money from their pockets. Thus, this giving of the tax payers property to their supporters is open corruption. It is the same as taking a desk from the police station, or a chair from the Ministry and giving it to your friend. It’s robbery, bribery and it’s a corrupt practice that needs to be stopped. Give the people jobs/work so they could buy their own Galvanize – that will enable the stores to do business. When the government is handing out stuff to the people like Santa Claus, businesses are stifled.

    A real dynamic and genuine group of Dominicans need to form a party to go against Labour in the next elections. So much of our hard earned tax money is being wasted and ministers tired come on radio and try to fool us. Workers aself all they can talk about is dual citizenship. Dominica need a savior.

      Skerrit is a leader in slash and burn, bad talking his colleagues divisive techniques.The agricualture industry in bad state , sporting facilities centralize and in bad state, high unemployment among the youths leaving high school, and Da is infested with drugs , it is now one of the major trans-shipment points in the caribbean,Police frustrated.
      So tell me what he has championed in the 15 yrs in office.
      You must be judging Him by the hand-outs and building materials he giving every weekend.

In my opinion , Dominica isn’t getting anywhere competitively regarding investment , hotel industries , innovative agricultural programmes and youth empowerment and development .       I believe a great the mistake Skerrit made as Prime Minister was to make Mr. Timothy the Minister of Health. Instead of having so many advisors in his office who it appears, does not kwow the difference between a credit and debit,should have had Mr. Julius Timothy as his Financial Advisor.

      Unfortunately, elections are not won by opinions on DNO or radio stations and most of the people posting on DNO do not live in Dominica. Take it to the streets of Dominica and find out how people feel. I think you will find that the vast majority like the job that the labour party is doing.

With the little salary teachers make here especially primary school teacher and buy the time you pay rent and bill there isn’t anything much you can do.       I completely agree with you… No provision for teachers and young people. I’m sure there are teachers who would like to build there own homes. Can’t go to the bank or cu cuz they looking for something to take if u can’t pay the loan. Wat if u don’t have? Skewo help ur young teachers to help you. Give them materials to build there homes especially those with the land or piece next to their family land.
      All it have here for teachers is bringing them down when we don’t get the desired results from some students.

    I wish mr. Skerrit all the best with his cautious growth projections. We must bear in mind that in a case where inflation is 3.29%, as it was in Dominica for 2012 any growth below that factor is negative in real terms. Of course, I do assume that Govt.economic growth predictions are presented in % points, before inflation but if not I would like to see a statement to the contrary, at the same time giving us inflation projections for the next three years or so. It still looks like we all will have to tighten our belts a little bit longer.

    This was a very sensible budget. It touched every sector of the economy and the majority of the projects which are expected to bring about the projected growth are already in motion. I see every reason to be optimistic.

    Until Skerrit takes the growth from under the hat,it will not grow.Skerrit did not have to come to parliament in order to read the 2013 budget ,all he had to do was to send the recording of last year’s budget to the parliament. A few words and figues have been changed,but every projection we heard last year, we heard it in the 2013 budget.

    I would like us to see it this way. Let’s say dominica is a bank where we save our moneys to make interest an we are the board of directors highering a manager to look after our investvents.     So here we have it Dominica, The Prime minister is anticipating growth in the tourism sector not because of measures we are taking, but based on anticipated growth in countries where the tourists will be coming from. That sounds to me like a man having his plate, knife and fork, waiting on his neighbors food to cook so he can get some.
    He expects growth in construction which dropped 7 percent last year,not because he providing incentive to home builders, or private sector investments you know, he just projecting more people will build I guess because they have less and less money.That reminds me of the Farmer who expects to plant the same amount of seeds even less seeds and expects a higher yield.
    Then he also expecting growth in the education department base on what? where are people getting money? You know, when things gooood with someone they automatically think everybody have it good. That budget is like,” fellers, lets just hope and pray God will help us because we cant help ourself.” God helps those who help themselves, remember? My constituency is dying.

But afterall, Dominicans why pray to God when you can go to your Lord and Saviour Roosevelt Skerrit for a handout around election time? Growth for Government DOES NOT mean growth for YOU!!! Laugh if you want but there will be weeping and wailing to come! So Labour let’s buckle down and vote for this corrupt administration one more time! It is embarrassing to be a Dominican in 2013! I cry for the ignorance and short-sightedness of the Labourites. Those who suffer under this failed regime and still say “we born Labour and we will die Labour”!     I must confess… I didn’t listen to the budget address, nor did I read this article. But I will say this:

    Economic growth will continue to elude this country if certain key elements remain unchanged. One of those elements is the risk appetite of our commercial banks and their security requirements.

    Another key element is our standard of service quality, and by this I’m referring to overall customer service and the tourist’s experience here in Dominica. This is a broad area that includes, cleanliness, Police presence, quality of crafts, integrity of bus drivers/tour operators, etc.

    We also need to address Dominica’s positioning as a tourist destination. We must nurture what is unique to us and exploit that competitive advantage without compromising our natural beauty. Prospect targeting is very important.

    On the agricultural front, seek out markets for our produce in neighboring islands and encourage long term arrangements with market structure, co-operatives and retailers in those countries. At home we need to encourage the consumption of local produce and discourage the consumption of imported goods.

    Re. Skerrit’s projection for growth in the tourism sector. Sir, as i have already indicated, you cannot build or develop a tourism product on 34 seater propeller planes. We will never get it right in this country with such moronic leadership. Change is absolutely needed, not an option at this time. Overall, six month of the year has elapsed and there is no indication that the economy is showing any signs of recovery. Skerrit … and so is the rest of the cabal!!!!!!

    While the PM was trying to tell people a few weeks ago that his government is hiring while in England and the US they laying off people GDP has contracted. I understand in politics you do have to spin statistics and info but honesty is best policy. We are living on loans and grants and i do not understand how you projecting growth in 2013 in agriculture when you have no record of agri imput plus hurricane season just start. A reminder, our tourism industry depend on good economic prosperity in the countries you claim to be doing better than during the recession. 1.7% growth is nothing to be proud about if we want to gain economic independence. Use the grants and loans for greater private sector develope ment

    All the areas of growth identified in the article above are speculations, if not only guesstimates. The budget does not address the capacity of the economy to grow and no economic driver has been identified to undergo restructuring so as to begin to climb. All this talk about agriculture and tourism growth is just speech and posturing. As a tourism destination, nothing is being done to grow the value experience of visitors. The agriculture sector is plagued by pests, market access problems, transportation nightmares, SPS regulations, synthetic products, an aging farmer community, GMO, farm access challenges, etc., etc..
    Mr. PM, until you and your cutleries begin to address core economic drivers, and until you address those areas which have the potential to be growth-multipliers, you are just continuing the same-ole, same ole.

    honestly with this government I really do not see any growth these men has showed there incompetence again and again 13 years and no economic growth,,, yes there is growth in the infrastructure but whats the point when people can even afford to take advantage of it for example the college students cant even get part time job to work and go school and thing so expensive to support sending your child to college … Dominicans we need a change this poverty needs to come to and end ,… no jobs and you mean to tell me every sector has shown a decrese … UWP would be better cludius and dr.fountaine is an economist they will they will know how to develop a country and at least they are more trust worthy who wants to vote back more poverty is them… but honestly we need a change

    With all these positive growth projections, I hope more Dominicans including the many graduates living school and the private institution that according to the PM basically accounted for a 7.1% increase in the educational department would be at work.

    Too many young people are not working in this country..and no Labourites, they are not lazy..many are actively looking for work, and many has sent out several applicants with good grades flashing on them, just to be told, we will keep you on file…

    Plus, it hard for a young person to get a loan from any financial institution to start a new business as they must have security aka a land paper…NDFD cannot help all those who wants to venture into this area….so, while the Red Engine prepares for Miss Red on Saturday, on Sunday, many of those who go to the show, will be looking for a $1 to buy a bread…or I forget, they can run to their parl rep….

    A party that has failed its young people, has failed the country…I hope we will get to know about the projected jobs soon…I’m reading

    Figures can reflect anything you want them to if you ignore the one’s that harm your theory…

    The reality on the ground is that practically everyone is living hand to mouth. Just look at how fast cash easy money etc are booming with business… That is indicative of the lack of money within a country where lending institutions with obscene mark up rates are thriving.
