PM rubbishes claims of exorbitant travel allowances

Prime Minister Roosevelt Skerrit has dismissed claims that government ministers travel allowances are exorbitant and they receive a monthly health allowance.

Skerrit was responding to an opposition question in Parliament on Wednesday, on  the cost of travel for Government ministers in which it was suggested that government ministers travel exorbitantly and that all expenses by government officials are not accounted for.

According to the prime minister, members of the public can have access to travel entitlements of any public officer including President.

“In my case as prime minister I receive $100 US per day for meals and I believe $125 US for out of pocket expense,” he said. “When I go on state business and I have to meet with people….if I invite business people to my suite to have a meeting and I order room service and that bill comes up to $200 US, I cannot ask the treasury to refund me that. It comes from my out of pocket and meals.”

He said when public officers travel and they use their credit cards, it takes a very long time for the treasury to refund them. “I can say publicly without shred of contradiction that whenever we travel on business Madam Speaker, in most cases you are out of pocket…” he argued.

Skerrit also discredited claims made that government ministers receive a monthly health allowance. “No minister of government, including the prime minister, receives $1,000, $100 or five cents for medical every month, Madam Speaker,” he remarked. “We took a decision in cabinet, which is right I believe, that ministers should do a medical once a year. So no minister gets a monthly allowance for medical.”

    I am a Dominican living in New York, and it is amazing how your so call officers jump from one location to another ,and i have been wondering why do they travel so much, and why do they have to attend so many functions? We are not stupid and some of your officers can’t keep their mouth shut they have to mention how busy a schedule they have jumping from one location to another in America. Why, why, why Mr Prime Minister. I been to so many Dominican functions in New york, New Jersey, and Connecticut,and i wish your officers would plead on the behalf of the needs of people of Dominica instead of trying to support events here in America.How often you invite people to your suite to discuss Dominica other than your friends. These things doesn’t add up. Mr Prime Minister smoke doesn’t come with out fire. We are not that stupid you need to do your home work. Dominicans are all over the word, and you know that is why we have a Parrot in the center of our flag. Dominican talk and you know we good at it.

      Desie, in my experience “room service” is part of your hotel bill (as would be phone calls, laundry/cleaning arranged etc. by the hotel). It would be extremely odd for the P.M. to pay separately for such charges out of his total U.S.$.225 per diem. Unless someone can confirm to us to the contrary I doubt that his office splits out these costs separately from his hotel bill, which would be charged in its totallity to his credit card.

    It is ONLY in Dominica that as much as we profess to be intelligent, reasonable and so called GOD fearing bible toters that we are afraid and defensive of having sobber reasonable discussions of national interest. I respect that the PM has to travel to conduct the affairs of the state and his expenses have to be met by the tax payers. However accountability is important and when you are spending other peoples’funds you can’t RUBBISH the questions.

    A few short months ago the General SVCS Administration of the USA was placed under scrutiny for lavish and exhorbitant spending. This dept is supposed to be the fiscal guards of all other government depts to avoid misuse of taxpayers dollars and they allowed themselves to be embroiled in the same chaos. Did anyone RUBBISH the journalists, the Treasury Dept and other agencies that got involved to demand accountability? This is nothing about Skerrit and we need to employ the values we shout down our neighbours ears with on Saturdays and Sundays. Wrong can’t be right based on political affiliation or who is under scrutiny.
    When the PM and other government officials travel on State business they must have receipts for the state Period. Per-Diem is not a way to increase your monthly benefits, neither to be kept by the officer. This has gone on way too long, even before Skerrit and it must be stopped.

    I can clearly state on record without any fear or bias that during Islands in the Park NY Dominicas’ travelling Tourism officers left the poorly stocked booth, which 2 white women took over to show off soaps from the netherlands,while the woman and her co-pilot were at MACYS! that is a fact. Dominicas’s flag and a few flyers were strewn about the place, while every other island had it’s people doing what they were paid to do that day-Tourism Promotion.

    People are sent on seminars all expense paid, they attend half the sessions and leave to roam or go visit their friends and acquaintances while tax payers are footing the bill this can’t be rubbish! MR PM lead by example

    it makes me sad as a dominican, we focuss so much on critizing the PM or thinking that eddison should not speak atall,there are real issues destroying our country and all we do is fight each other shame on us. Crimes are happening every day, why aren’t the polititians working together to ammend the laws that continue to put criminals back on the street, and are allowing visitors to ridicle our justice system. thus continuing to frustrate the good police officers who are desperately tring to do the job that they are paid to do

      That comes to U.S.225/day (say E.C.600) without having to submit receipts for this money and regardless whether someone else picks up the tab for dinner, entertainment & out of pocket expenses. If the P.M. is out of state for 10 days every month that amounts to a very nice E.C.6,000 (tax free I presume). This may not ssem a lot in the context of international travel but it sure is for many of our locals struggling on $2,000/month, before tax. I’d rather see a system where we do away with this “per diem” arrangement and reimburse our officials for actual expenses incurred, within well defined guidelines of course.

    Well its not so much how much money is being spent but what are the returns. Ok so someone said Skerrit travels 20 days a month ok what does he bring back for the country? Does he inform opposition of what he has been up to when travelling who he has met what was discussed, what was negotiated and what will be the financial and social impact of these negotiations on Dominica.

    To me these are the issues not just how much is being spent and how often he travels.

    Travel and subsistence allowance are governed by SRO 37 of 1995. The PM and President receive US$125 for meals and US$100 out of pocket. Ministers, the Speaker, leader of Opposition US$100 for meals and US$80 out of pocket. PS, DoA, Sol gen, CoP receive US$75 for meals and US$60 out of pocket. All other ranks receive US$60 and US $40.

    I am not necessarily one of those who indiscriminately criticize the PM on his travels.

    I understand that government officials, especially the PM must be provided adequate advances and /or allowances to defray the costs associated with reasonable and necessary official travels.

    However, we have heard from Sean Douglas and Pappy Joe that the PM makes a lot of extra money from his travelling related allowances. As per the unofficial quotes on the various radio talk shows, the PM gets up to USD 400.00 per day when he travels ut this has now been “rubbished”.

    Accordingly, the per diem paid is approximately USD 225 per day for meals and out of pocket expenses.

    Of course, we would recall that Rossie Douglas was known to be travelling widely as PM and we also recall the gripes of Labourites (Cecil), who wanted to tie the PM to his chair in Dominica.

    But let’s be honest, when any PM travels on official business on behalf of the country, he/she needs to be in a position to meet and discuss with people within certain accepted standards and we know that it is not cheap out there.

    Hence, unlike many of the commentators below, the only legitimate concern that I see, if indeed the rate quoted by the PM is correct- which is certainly not excessive, is the necessity, frequency, effectiveness and productivity of the travels undertaken by the PM, his ministers and his advisors.

    Guided by the pronouncement of the PM himself and the IMF, one may have reason to caution the PM and his ministers against unnecessary foreign travels as excessive travel related costs falls under discretionary spending that can be better managed.

    The PM may wish to send a clear signal to the Public Service Union that it means business about controlling public spending and tightening the public economic belt by reducing his official travel, reducing expenditure on per diem, be more prudent with the use of official government vehicles and possibly reducing the size of his Cabinet.

    As long as the travels of the PM are for the good and benefit of the country and its people, we ought not have any issue with that. However, in this contemporary world of advance technology, and the focus on austerity and sustainability, the questions will always be asked whether all that travelling is necessary and whether there are other ways in which we can achieve the same results without actually engaging in excessive travelling. In that regard, I suggest making more and better use of our overseas based ambassadors and more video and tele-conferencing.

      You do not have to believe the PM if you wish. Please go to the Government Printery and request SR&O #37 of 1995. This is the Law which govern travel and subsistence allowances in the public service. This had not changed since 1995.

      The PM and President receive US$125 for meals and US$100 out of pocket. Ministers, the Speaker, leader of Opposition US$100 for meals and US$80 out of pocket. PS, DoA, Sol gen, CoP receive US$75 for meals and US$60 out of pocket. All other ranks receive US$60 and US $40.

      What is significant all amounts are prorated on a 24 hour basis. Therefore if the PM or another public official goes out for three days which is 72 hours but actually stayed out for 60 hours he is only entitled for allowances for up to 60 hours and would have to refund the balance.

      You also check with internal audit at the Treasury or the Director of Audit himself.

    I wish to rubbish Skerrit’s exucuses as regards the amount of travellng allowances of Ministers of Government in particular to Skerrit receive.Yes Skerrit could be receiving US$100 a day as travelling allowance,it is alledged that he travels approximately fifteen to twenty days a month. He could dispel any notion that he makes an additional US $2000 a month by simply disclosing the total amount of cash he has received from travelling in 2012.A senseless statement he made as regards the returnings of funds from travelling in that through him securing grants,projects, he should not be criticisedfor not returning unused funds. It is the Prime MInister’s reponsibility to do the work that he is employed to do.

    These are some real misleading comments by the Prime Minister. Everyone knows this is where the buck is, in the Travelling, been there, done that PM. You need to sit down for a minute and try to figure a way to bring relief to the tens of thousands that rallied behind you in 2009. You need to sit and do your work and get rid of all these ceremonious advisors, Dominica cannot afford. Your ministers need to sit their butts down and do the job thry’re bring paid to do. Give the plane a break man. You also need to also start scrutinizing travel request from these traveling officers in the service. You need to stop just approving and really send officers out when there are real benefits to they going out there, especially when is our tax payers footing the bill.

    It’s too much irresponsible management of already scarce resources. Civil servants needs to demand their increase of pay from you because come election you will be throwing away millions for vote.

    All you too wicked and give you politicians a break, you all take advantage.

        Are you really serious? To ask the PM to sit his butt down and do the work he is being paid to do is senseless? And what exactly is he coming to my house to do? That would be infact senseless, because there is nothing there for him and my home has nothing to do with the people’s vote and trust that they’ve invested from which they have been realizing zero return.

        Dominica is a small and very poor country and we need to find ways to conserve our scarce resources. Why is the government asking public officers to make a sacrifice and endure the one percent being offered and those in authority is doing nothing to help conserve spending?

        Skerrit is going up and down the place too much, he and his ministers and some of the useless traveling officers. There is work to be done, serious brain storming needs to be done to come up with creative ways to grow the economy. Dominica has great intellect and creativity, let’s harness that to do something meaningful with our country and stop fooling the people with all those abstract superficial things that only sounds good to the ears.

    Now tell us how many times you invited a dignitary to your suite.

    The way public officers travel create incentives for them to do a lot of travelling. It is an open secret that part of their compensation is suplimented by their travel allowance.

    I have a close relative who relocated to take up a position in Dominica. But for the fact that his income would be topped up by his travel allowance, he would not have taken the job. His base salary was much more where he was previously employed. Not even the PM believes what he said.

    These officers should be compensated for actual expenses and their supervisors should review the expenses before signing off on them. I travel extensively and that is how it is done. I submit my expense report monthly, accompanied by receipts for hotels, airfare, car rentals, meals, entertaining clients, mileage etc. I do not get a penny for money I don’t spend. I travel if I have to; not to top up my salary.

    Who pays for the yearly checkup. The last time I did a checkup it cost me a few thousand dollars. So in addition to the 50% raise the government ministers have a paid yearly medical checkup. Civil servants ave zip.
