PM Skerrit ups the ante in public servants salary negotiations; challenges Linton

Prime minister, Roosevelt Skerrit, is offering public servants a five percent increase in salaries while at the same time is challenging leader of the United Workers Party (UWP), Lennox Linton to make public the source of funding for salary increase offered by the UWP.

“I call on Lennox Linton tonight to say where his proposed increase in salaries would come from,” Skerrit told supporters at a Dominica Labour Party (DLP) rally in Riviere Cyrique on Wednesday on night.

The government and various trade unions on the island have been at loggerheads for months on the matter of increase in salaries for public servants for the period 2012 to 2015.

The government had initially offered 0, 0, 0 percent for the period but the offer was turned down. The offer was slightly increased to 1, 0, 0 but that was also turned down.

But Skerrit said with assistance from “friendly governments” the offer now stands at 3, 1, 1 percent; a total of 5 percent for the three-year period.

He did not name the “friendly governments.”

“Under Labour, Dominica has friends and Dominica has well wishers,” Skerrit stated. “We have done the maths and for the last four months we have had ongoing discussions with friendly governments on the issue of budget support for Dominica. This country is not yet out of the woods economically and I am not minded to increase the levels of direct taxation on the workers of Dominica. Therefore, I laid my cards out to two friendly governments, in particular, and I am pleased this evening to announce that within the last 48 hours I have had direct pledges from two friendly governments to assist with the issue of budgetary support come next year.”

He said he has already spoken to officials for the different unions “and indicated to them the pledges I have received and the liquidity that should exist as a result of an increase in revenue, I was in a position to change the government’s offer of 0, 0, 0 percent over the next three years.”

“Ladies and gentlemen, I am therefore delighted to be in a position tonight to announce to you and to the country, that effective Thursday the fourth day of December 2014, the government’s offer to public service unions, and therefore by extension to all public servants in Dominica, shall be three percent in the first year, one percent in the second year and one percent in the third year. This amounts ladies and gentlemen to a five percent increase of your present salary as public officers.”

Skerrit called on Linton to make public his source of funds for salary increase to public servants. The UWP had promised to increase salaries by 1.5, 1.5, and 3 percent if voted into office.

“Don’t tell me nonsense about when you get in you will see,” he stated. “This is not a game of chance, this is not a lucky dip. If you are offering public workers an increase in salary, tell us tonight where the money is coming from…”

He said the DLP knows where every cent is coming from for its programs and policies.

“Lennox Linton and the workers party have four days to put up or shut up,” Skerrit said.

Attempts to contact the various trade unions on Thursday morning on the latest offer proved futile.

    maybe it was my imagination but i would like to think that it was tony who said that the notion of a 5% increase was a pie in the sky i would also like to think that tony was on the same stage where the pm stood and say that he is giveing a 5% increase. what i want to know for sure is now that the prime minister has offered the 5% increase in front of you and you did not say a word, has the pie fallen from the sky?

    What national leader would want a foreign government to provide funds to pay civil servants. Sure, funds from foreign loans or grants can bolster a national budget, but stand on a platform and announce that the direct source of the funds to pay government employees are foreign governments is a new low, even for Skerrit. Man where is your national pride.
    This clearly shows what Skerrit thinks of Dominica. The sad thing about this is that he thinks the civil servants will not see this for what it is, desperation. Until this colossal foot in the mouth mistake driven by bravado , I would have said that the REDS have it, even by a small majority, but with this grand showing of disrespect for the civil servants, the police and the governmental process I am sure that the REDS would have loss some support. The results of Monday’s polling have certainly become more difficult to predict.

    correct me if i am wrong once parliament has been dissolved doesn’t the Government suspends any advertising campaigns and refrains from major policy decisions or announcements. so how is Mr Roosevelt skeritt allowed to negotiate with foreign governments again isn’t this unconstitutional and doesn’t the PSU have lawyers who advise then on constitutional matters to know they are breaking the law by negotiating with Mr Roosevelt skeritt i want to believe that Mr skeritt knows that the negotiations are illegal and unconstitutional but he is using that as a ploy to win over civil servants who wont be pay if he wins because of the illegality of the deal

    The legal experts can correct me if I’m wrong but I thought once parliament was dissolved all major decisions to be made on behalf of the government were to cease… In what capacity was Mr Skerrit negotiating then? If he refuses to disclose his source(s) of funding, why is he so adamant on knowing where Mr Linton’s party are obtaining their funds? So many questions left unanswered. If he wants to ask questions why not go ahead with the debate, instead of doing so from the sidelines? I believe he should be held to task if he refuses to debate the opposition. Where’s the transparency in our democratic system? We need to know what we’re getting into should the labour party or the UWP win or lose the general elections.

    Skerrit and his government have made wild promises and statements before.
    Remember the demonstration by the people of Layou. They were promised in writing that the asphalt plant would not be installed and after ending their action the Skerrit government told them that the agreement was null and void.
    Many promises have been made of a boat to ship agricultural products- still no boat.
    They told us the Abbatoir is almost complete – it sits their incomplete like a white elephant
    The coffee plant – it sits there as a white elephant
    The Morroco hotel – incomplete white elephant
    Private sector growth – businesses are closing down
    The list goes on and on
    When will it end? Time to try a new group with a new approach to governance.

    Why does the PM make it sound like the friendly governments belong to him and their assistance is a personal gift? If friendly governments are making a contribution, then this is to the government of behalf of the Dominican people. Why is the PM making deals with these friendly governments on the eve of an election? This is clearly an act of desperation, or just a big joke! Well, let’s hope that the public servants will really get this salary increase.

    1. Where were these two friendly governments all along?
    2. Were they just formed?
    3.Why are the friendly governments anonymous?
    4. Is there something they trying to hide?
    5. Are they giving the monies to : ( a). Dominica? (b) the DLP? (c) Skerrit?
    6. Is it going to be a donation or a loan?
    7. If loan, what is the interest rate?
    8. If donation, what do they get in return?
    9. If a loan, who is expected to pay back? I mean is it Dominica, The DLP or Skerrit?
    10. If the money is loaned or donated to “Dominica”, what sense it makes to ask Mr. Linton where his proposed increase in salaries would come from?
    11. Would this money ONLY be available to Skerrit and the DLP?
    12.But Skerrit said with assistance from “friendly governments”. Whose friends are these friendly government? Are they your friends or friends of Dominica?

    Yet another promise to try to sway (fool)voters. Does PM Skerrit think that the money is going to come from Lennox’s pocket? It does not come from his so the same source he is getting the money from it will be available to Lennox unless they(DLP) decide to empty the treasury if they lose.

    The PM should also tell the people where he is getting the 5% from all of a sudden, when all along he was offering civil servants 0%. But even if he were to offer and give 5%, this pales in comparison to the huge increase they gave themselves plus the many different allowances his cabinet (unarguable the largest in the Caribbean) receive.

    I saw the saw the deal with DAT..if any teacher is reading this sorry to say this but you guys are UNREASONABLE…Maybe I read it wrong correct me if I am cuz I open for correction any qualified teacher.

    The old strategy payment plan:
    min= $2,100.00+(approximate amount).
    max =$2,975.00+(approximate amount).

    The new payment plan:
    min = $2,600.00+(not exact amount).
    max = $2,925.00 +(not exact).

    The maximum salary cap went down but the minimum went up by nearly $500.00, so teachers if I read it properly. It is not an increase cuz you guys would eventually get your maximum but you were starting at the minimum. If you starting at a bigger salary why can’t the maximum be $44.00 less than before.

    You guys have to be willing to meet somebody half way, why you still want increase. Why can’t you work with this plan for at least the first year and then see how it goes? All you send the man and negotiate with his Allies and then the same people saying he like to beg..this is the thing i don’t understand.

    The man working for all you stop finding problem, he was one of you guys. Stop acting like the PM don’t check people cuz he do..he does..de same people he working to give them increase saying he begging and playing politics..I would let one of all you balance a budget for 72,000+ people and keep them all happy in this economy..Stop pushing our PM and accusing him of all this evil acts, how evil can the guy be we saw him grew up in politics from a boy to a Leader..

    The legal experts can correct me if I’m wrong but when parliament is dissolved, doesn’t that mean that negotiations on behalf of the government of the country should cease? In what capacity then was Mr Skerrit acting to obtain this assistance? Why couldn’t these negotiations have been made all along? He never discloses his source(s) of funding so why is he so adamant on knowing where Linton will obtain his? So many questions left unanswered.

    What is Skerrit saying, there are governments out there who are willing to pay Dominica civil servants salary? Because an increase in salary is something that has to be paid every month, not just a one time thing. He said that he got funds from friendly governments to increase the salary by 5%, so that means every month the friendly governments will have to give him that money needed to pay the civil servants.

    I know Lennox Linton said he will reduce the cabinet, from 16 ministers to 10 and freeze ministers salary so he can use that money to give to Civil Servants, but up till now Skerrit is yet to say if he will be getting a check from those friendly government every month of what.

    Any way Skerrit, just accept your loss and find Dominica money you stole for the past 12 years to build Villas, Lilac building, House in New York and the 4million dollar home, you have living in all now. Just give Dominicans back what you stole and take your french passport, and your family, and migrate. The rest of Dominica assets you stole the state will find it some how. and don’t worry we Dominicans will pray to God to forgive you for what you did to our Country. (Run it Bankrupt).

    I cannot believe Skerrit have the guts to offer Civil Servants the exact same thing that the U.W.P offered them. that man is amazing, sick and twisted. From since the first month after Skerrit became PM of Dominica, he increased he and his cabinet salary by 63% and have never added not even one dollar on the salaries of civil servants. Can you imagine a 63% increase in salary, in an economy that is so weak, with no jobs, but yet still he find that kind of money to give himself and his cronies.

    Today because the PM seeing that the election will be won by the U.W.P Team Dominica, he is offering every thing he can think off to get votes. 12 and a half years as PM and only 5 days before election he sees that civil servants need an increase. He offered 0,0,0 for the past five years, but now he krazy to give percent on salary.

    Now I truly believe something is wrong with Skerrit, he have a power disease. I do hope that civil servants clearly sees now, what kind of a person Skerrit is, and I know after this empty offer, they will arise by the hundreds and vote him out.

Skerrit’s offer is made under pressure and is not genuine, if at all he will deliver like the promises in a 100 days he made in 2009 elections . Under a UWP Government, public servants will play a greater role because their will be more growth in the economy from where their increase will come. Remember in addition, they will also receive the 5% that was taken off their salaries years ago. Skerro, you can match that too before the election nuh? Call your friendly Governments now………

      It would appear Roosevelt Skeritt is slowly losing his mind, and is slowly but surely self- destructing. In the past weeks each time Skeritt opens his mouth, his mouth isn’t large enough to hold his feet. If I were an advisor to Skeritt I would advise him to lose his tongue and voice until December 9, 2014.
      Skeritt should understand that many, many public servants are much more intelligent and educated that him. Anyone first grader would realize that Skeritt doesn’t believe what he saying. Does Skeritt really expect public servants to believe that within 48 hours he could pick up a phone and negotiate with two governments to receive monies to pay an increase in salary of 3%, 1%, and1%, however, he had an entire team negotiating for months and their final offer was 1%, 0%, 0%. Unless Skeritt friends are dictators suffering from the “I” syndrome it is impossible for any government to make such a promise without convening their parliament, since such a deal would need the approval of parliament.
      In which country where the parliament has been dissolved the former PM can unilaterally make decisions with foreign governments and thump his chest saying “I did”.
      The other members of Skeritt’s team should be ashamed of themselves since this man continuously demonstrates it’s all about him. Skeritt must remember that he is the one who has been boasting there needs to be a university grad in everyone home. Thanks Skeritt those university grads will be able to explain your bluff to their parents.

    But that is not sustainable. How can the government look to other governments to provide financing for recurring expenditure?

    They have to take a look at the size of the public service and trim it where necessary. When that is done, they can then use the extra funds to pay those that they need a decent wage. You have a bloated civil service that are being paid peanuts and then you go begging other governments to provide you with the funds to pay modest increases?

    Views on the matter:

    1. Shame, shame, shame…It saddens me that the PM is rejoicing over the fact that he allegedly had to go to countries with which Dominica has relations to seek funds to provide public servants with an increase in salary. Just a big old shame! And anyone rejoicing about the offered 5% is due for a mental check. At this point, while we all know the global economy is not what it once was, I think this is a matter which should have been handled internally, rather than running to another country to bail the government out on salary negotiations.

    2. It’s a little all too convenient that the 0% and 1% increase which were once offered went up to 5%. If the PM had the prowess to seek such assistance, why couldn’t he have bypassed all of the negotiations and go straight to this resolution? Or did he possibly think the unions would accept the initial offers, as if public servants don’t deserve more than 0% and 1%. This is way too convenient. I’ll call a spade a spade, I see the PM have too many tricks for his own good.

    3. I’m greatly annoyed that nearly everyday I read comments from the PM he is challenging Linton. Challenging the man to what? Oh geeze, the PM had the opportunity to challenge the man in a formal debate…he said he has no interest in debating a political novice, but now he seems to have interest in CHALLENGING the very same political novice. I don’t get the logic of staying clear of a debate, but throwing words from the political platform. This comes across as fear…a very questionable quality of a leader.

    Who don’t like it can lump it because regardless of which party you support, every single point raised is true! Sorry, it’s time we, the electorate, start seeing things for what they are.

      I don’t think the PM is offering to increase salaries all of a sudden. Read the text carefully. I think it is a fear challenge to Linton, where is the funds going to come from? Dominica, a country of 69k people, with a small fraction of those represents the public sector (tax payers), a large source of funds for the Gov’t, although I am not taking any sides, but the PM has a valid point. It is always easy pointing fingers at a distance. Given the opportunity, I really don’t think they can do better, or I should say able to do better…To many constraints.

    We should be extremely cautious with these last minute proposals and not be fooled. Dominicans it is paramount and of the uttermost importance, that we think wisely because there are going to be all kinds of fly-by-night promises. These promises are going too emerged in the next few days leading up to Monday, December 8th so be aware.

    Dominica need better and a stronger opposition – we do not want any landslide as that would not be in Dominica’s best interest.

    Public officers suffering so long because salaries cannot make ends meet. Skerrit realize he loosing elections and all of a sudden he can give them 3,1,1% . The same 5% he said that UWP was offering as pie in the sky. He cannot say which friendly governments helping him but he even have the gall to ask UWP to declare their source of funding when they have already done so.

    Whoever heard of governments, friendly or not, giving money for increase in salaries? where is the sustainability in that? According to Tony that is madness.
