PM’s relationship with US not a priority – Wikileaks cable

Prime Minister Roosevelt Skerrit’s relationship with the United States does not appear to be a priority, confidential US diplomatic cables released by whistleblower site Wikileaks are alleging.

“Skerrit, despite being educated in the U.S. on a USAID scholarship, has not shown serious interest in maintaining a close relationship with the U.S. While Skerrit rarely publicly disparages the U.S., the relationship is clearly not a priority,” a cable entitled ‘Leadership Profile: Dominica PM Roosevelt’ said.

The cable, which was created on December 12, 2009 and released on August 30, 2011, continued, “In his 2008 National Day address, Skerrit neglected to mention the U.S. as a strategic partner, despite ongoing programs in health, education, security cooperation, and an active Peace Corps program. China and Venezuela, conversely, received repeated praise.  For the 2009 version, the U.S. and the European Union were virtual afterthoughts on a long list of countries providing assistance to Dominica.”

The cable went on to allege that the Prime Minister actually snubbed the U.S. Ambassador. “Perhaps the most telling indicator was Skerrit’s repeated snubbing of the U.S. Ambassador on three occasions when he had committed to meet in connection with major U.S. assistance projects and on her farewell call to Dominica in January, 2008.  On the plus side, Skerrit’s ambivalence has not (yet) graduated to opposition, and the USG (United States Government) maintains a whole host of active programs with ministries and civil society in the country.”

Another cable entitled, ‘Dominica Election Primer: The Bolivarian Candidate’ described the Prime Minister as one of the the United States’ least reliable allies in the region. “From the U.S. perspective, Skerrit has been one of our least reliable allies in the region, on many occasions even foregoing agreed to appearances with our Ambassador and avoiding major events where the U.S. is providing support and assistance to Dominica,” the cable stated.

That cable created in December 4, 2009 and released by Wikileaks on August 30, 2011 said that the Prime Minister has been styling himself after Venezuelan President Hugo Chavez. “He has styled himself self-consciously after Chavez, even donning Chavez characteristic bright red shirts in official appearances and lavishing praise on the Venezuelan president,” it said. “While our ties at the working level remain sound, we have faced difficulty getting high-level backing for Dominican participation in training programs.”

Both cables were written at the US embassy in Bridgetown in Barbados and were labeled as ‘Confidential.’

    i am trying to understand what these cables truly say everyone seems t be interpreting it in their own way. it appears to be an assessment of what are the key issues open for public discussion at the time with nothing being confirmed at the time.on another note when we attack the government for being friends with libya china and venezuala do some research and see who are ranked among the highest holders of us debt.even iran is a holder of us debt. politics is a game whilst we are busy fighting each other and keeping each other down the politicians are well taken care off and never truly care about us

    It is in Dominica’s best interest to have a good relationship with the U.S.A More so than with China or Chavez… With America what you see is what you get… no sugar coating or anything… But the chinese pretend to help when in fact they are hurting our economy. Follow this chain and see what i mean. – – – They import their goods from China with major concessions on the port… They sell these goods to Dominicans… They then turn around and send this money back up to China to pay their loans and to save(Remember the chinese government made millions available to chinese nationals to open business in the caribbean)Where does Dominica benefit in this? They give us $300000000 in projects. They then turn around and send Chinese contractors and chinese companies to run these projects, they will give a few locals jobs to make it look like we are getting something from it. But look closer…. From the total sum less than 1% may stay circulating in our economy. The rest will go back to china because the lump sum of money goes to the contractor. Hugo Chavez continues to play us as fools… We get thrown crumbs from his table all so that he can eat high at ours. A community project here and there… a sum of money here…. but in return he gets no contest to bird island which sits on a rich quantity of oil. Oil my friends is called black gold for a reason…. It makes countries and everyone else with an interest in it filthy rich when managed right. In short… the Chinese are actually taking from us more than they are offering and Chavez is eating our chicken and throwing us the bone. If you have brains to think then its very easy to see. Say what you want about America… they may take 2 years to give you a little bit of aid… but they ask for nothing in return.

    It is hard for this region to move forward if we are being divided and ruled by a USA that cares little about us as a people or nation.

    Chavez, on the other hand is a son of the region’s soil, an indigenous person who is in our plight with us, and although his methods could be more diplomatic and less flamboyant, it is difficult to tell a nation as srong as America to take their hands out of our megre cookie jar without offending someone. Perhaps not so much Americans, I would wager a bet that most of them understand, but our people who are afraid to offend America.

    Once at a cocktail, I made a suggestion to a foreign dilomat that there should be a way for America or Britain to help develop Dominica to their mututual benefit. Without batting an eyelid he asked me “What has Dominica got to offer – rain and mountains? Ha!” If they had not developed the technology for purifying water, then perhaps they would have had USE for Dominica.

    There are lots of books written (eg. We Give to Conquer) by Americans themselves pointing out the way American policies are designed to keep us in our place.

    But there will always be some of our own people who get nervous if we devise another system of survival. You are damned if you do and damned if you dont.

    sadly many dominicans care less about current affair which will impact the island soon….just shows the lack of thinking and understanding basic issues in Dominica..

    CIA and other folks from the US Embassy have always being in and out of Dominica doing their checks…all the talk shows are completely monitored by the US its nothing new..

    If the citizens were to rise up against this highly corrupted Regime the US would know where to throw its weight,but sadly the citizens-majority are shown any signs of making any steps..

    US will continue to monitor closely squeez the island in a dipolmatic form skillyful where nesscary…

    If the citizens in Dominica were visionary thinkers and excellent issue orientated folks they would think of the Ross Medical School-DevRY…and realise..it doesnt take much for the US to move that interest away from Dominica which a carefully planned Business aspect simple as that..

    Dominicans pretty much dont take anything serious at ALL..they a great bunch of talkers and bloated egoistic so called degree minds which worth nothing at all..

      My brotha U mad? You know how serious libya and china are? It would be quite easy for one of those countries to grab tiny dominica for themselves if we screw up. Ask for the US doing that, I really don’t see an obligation for doing that… What would the us do to dominica? You maybe have no idea how hard it is to learn spanish, Chinese or arabic. I bet you couldn’t live in non of those countries for one day, but give you a ticket to orlando and your ass reaching over their faster than bolt.

    Im going to be careful here and say that IN MY OPINION, dominica does not necessarily need a great relationship with the u.s at all. For so many years we have been struggling at the door step of the u.s and they have hardly given us the crumbs falling off their plate. China and venezuala on the other hand are more willing to help, although the Chinese proximity is amfar greater distance away. America only help when something becomes a threat to them or when they have an interest in something they need. On the other hand, the Chavez praise is not something I take lightly. Our PM need to be careful and not get in league with those kinds of people. Or at least, appear to be neutral. Jus my thoughts

    with all what is being said, we must keep in mind the USA is still the worlds largest economy and everything which affect the USA affects the rest of the world, including Dominica. No one is saying anyone should hug up to the US or any other country as a matter of fact, but isn’t that what he is doing with China and Venezuela?…Right now we depend mainly on tourism, let see what happens when all the US based ships and visitors stop cominig to Dominica……Will we be getting cruise ships/visitors from China and Venezuela?…..What happens when all the US students stop coming to ROSS UNIVERSITY….will they be coming from China Venezuela, Lybia or Cuba……I don’t think so. It’s not because we trying to follow the steps of chavez or other countries we cannot or should not have a good relationship with the USA, after all, we depend on them more than we depend on China, Venezuela, Lybia, Moroco, Cuba and all the others we tend to have better relationship with than the USA…..Come on people, lets stop and think for a second, we are actually cutting off the hands that feed us…. China, Venezuela and the others do not need to have good relations with the USA, they have oil an all their other resources……what do we have, the banana is dying, what else do we have?

      China has the US in its pocket, the US depends on china to finance it’s debt. If u all are not paying attention, the US is broke, they are spennding more than they can afford. The recent discussion on the debt ceiling revealed the dire state of the US finances. The US might still be a military super power, but economically it is a paper tiger.

    Dominica must not be a pawn in any East/West or left/Right conflict. We should never pick a fight with the United States of America despite our differences with regards to World affairs. We must uphold the principle of Non-alignment. Small agrarian economies like ours should not pick a fight with the largest economy of the world.

    Dominica is uniquely placed to have relationships with its traditional partners like the US , Canada, EU and at the same time develop and strengthen relations with new partners like China, Cuba, Venezuela and Brazil. Having said this, I think that it’s a mistake to snub the US ambassador. Our economy benefits tremendously from that relationship; not just in direct aid and investments, but also on the daily remittances sent home by our nationals in the diaspora.

    We must work overtime to restore our good standing with the USA. Afterall, Venezuela, Cuba and China want good relations with the US. What will we do when Raul Castro and Hugo Chavez establish cordial relations with the US? We cannot sacrifice a stable and long lasting relationship for a new and unstable one.

    We may not see eye to eye with the USA on every political issue, like the Palestinian/Israeli conflict, China/Taiwan, Cuban embargo, strangulation of Mugabe, etc. But we reserve the right to defer. The US must also understand that we are a sovreign nation and the days when Caribbean countries were ordered to expel Cuba from the Organization of American States, (OAS), are over. We were ordered to support UN resolutions in support of the apartheid regime of South Africa. The World Trade Organization,WTO, is used to destroy our economies in the name of free trade. So we have our issues too. For too long we have been dictated to.

    But shifting from one master to another makes us even more subservient. We do not need a Chinese or Venezuelan master. We must demand mutual respect and noninterference in our internal affairs. If the USA perceives PM Skerrit as a threat, they will do all within their power to remove him. He must study the role of the CIA in the violence in Jamaica and the overthrow of governments in Guyana and the Dominican Republic. The granting of the scholarship to UWP’s deputy political leader may be a step in that direction. So while Skerrit weakens democracy within his party, the opposition is being strengthened. Talk radio is on the rise spreading dissention and civil disobedience. Look out Dominica; we are in for a rough ride!! Houston, we have a problem!

    I read the two cables posted by DNO and am reading other Cables that DNO have not yet posted – oh yes particularly the cables during the reign of Deceased Prime Minister Pierre Charles.

    There the United States thought they had a stooge in how they got Pierre Charles to give them Giraud for money laundering and Pierre was so eager to allow George to go along since he Pierre saw George a threat in his Cabinet for leadership. Ambrose has been castrated period!

    I am reading the intriguing cable on former Attorney General Bruney who resigned when Pierre Charles was pressured again by the US for not following through with a promise to extradite the Isidore gentleman on alleged drug trafficking charges.

    DNO I want you to publish the Cable that shows six months before the death of Pierre Charles the scouting for a replacement for Pierre Charles the US played with and why it was reasoned by the US that Griffin was not their first choice and how the names Peters (oh yes!!!!!) and Fountain began surfacing with conversations with a prominent president of a Diaspora association who frequently went to Washington D.C. to attend meetings and conferences and other exploratory sessions.

    The US must realize by now that Skerrit has been a part of the government and Cabinet of Dominica from February 2000 and he schooled himself very regularly by asking key civil servants sensible questions and these civil servants were very keen in explaining the finer workings of government and these civil servants have tremendous respect for PM Skerrit’s humility and desire to move Dominica to higher levels of progressive development. To ensure his leadership survival Skerrit has rebranded the DLP, surrounds himself with apolitical ,professional ,and experienced persons to assist with his key developmental agendas, and makes himself available and accessible to the 70,000.00 plus citizens on a regular basis.

    An examination of the US department of State website about the Commonwealth of Dominica shows that the US Federal Government which is the highest level of Government of the United States of America has blatantly snub Dominica’s attempt at attracting foreign direct investment from the US!!! Take a read and see the subtle connotations people. This paragraph has not changed since 1999!!!!!

    How the hell does the USA expect any leader with some commonsense to accept such a hostile perspective about the country and its people that he leads?

    The USA must correct such injustice towards the Commonwealth of Dominica and then PM Skerrit will demonstrate proper respect to its US Ambassador. The USA has to end that diplomatic cold war with Dominica by showing respect towards Dominica’s attempt at attracting Foreign Direct US investment to Dominica. The very first place any US investor turns to for information about another country is this website!! So Dominica can have a delegation of 1 or 1,000 going to the US to promote Dominica as an attractive place to invest will go nowhere fast.
    The USA wants its hands on Dominica’s water and geothermal resources and has forged relationships with activist elements that were once upon a time left-wing ; one got a license for water exports but the other failed in his attempt to secure a geothermal license . Can you imagine people !!!

      I see Thompson have that on his site. From long ago history Dominicans should learn never to trust a Bajan.

      Check Lennox H.Church recount of a Carnival incident that took place in the 1950s. A Dominican caused trouble in carnival and escaped to Barbados and was there for some time. One day d man decide to take a haircut and as usual man does reflect upon their past life and so this Dominican start recount what happen in Carnival that year in d Bajan man barber shop and lo and behold d Bajan man inform d police in Barbados about d Dominican man and he was arrested and sent back to Dominica.

      It had been rumored by friends who visited the Barbados underground that prominent Caribbean professionals have been volunteering information to the US embassy about leaders in the Caribbean. Problem is that most of these acts were first initiated by these professionals providing less than wholesome advice to these very Caribbean leaders.

      For example when the other Lennox broke the story about e-mails of the Dominica PM, many persons in Barbados had already knew about these e-mails before we in Dominica knew anything about it. When it was suggested to very close friends of Peter that there must be a US connection in this hacking they categorically denied only to discover a “girlfriend” of Henry has been in touch with “low rank” embassy officials at clubs in Bridgetown!! And d cover did be that she is a lady of d night!!!

      Well boy d US know that d favorite food of Caribbean politicians is CAT; d favorite past time of d politician is more CAT; d favorite sport is u guess it CAT again!!!!D weakness of Caribbean politician is also CAT.

    Listen Dominicans. Pride and self esteem in dominica should be valued by every Dominican.
    But before we can acheive this at a national level we have to first achieve something great for ourselves. We cannot contine to go to the bargining table with our hands stretched out and empty. We have to beging showing something for OURSELVES. So that other nations can have the RESPECT for our sovereignty and GENUINE INTEREST in not just what the island of dominica has to offer, BUT WHAT THE PEOPLE AS A NATION HAS TO OFFER. Any other way and the world will take what we’ve got to get what they want. The government needs to fully endorse and stand behind its creative people and innovators they are one of the most valuable resources dominica has. their ideas can create jobs and bring people together to achive at a NATIONAL LEVEL.

    The Prime Minister of any country have to forge links with countries that will benefit his or her country. I am pro U.S and support a Bilateral Agreement with DA and U.S. Every Prime Minister have to make their own friends and forge partnerships. Not because Dame Eugenia had a good relationship with the U.S means that Skerrit has to cosy up to them. I agree to maintain some form of relationship but will that get the potholes filled, or the lighting of the airport done I don’t think so..I have mentioned before that Dominica can survive off its natural resources if and a big IF the Politrickians… oops I mean Politicians can tap into and market it properly..This must be done that all of Dominica benefits and not just Laborites..Freedomites or Workers.. The Government of the Day must be the Government for all of Dominica supporters and non-supporters…..Let the PM put his own stamp on his government and partners in the world…I tell you if you get another PM tommorrow…am sure they will drop China and pick India…Its called strategic partnerships and the vision each PM brings to the Country…

    The issue that has the Caribbean in perpetual beggar state is that the children of the exslaves are owed a debt of free labour for over 500hundred years.It is the great debt that has them standing on us and pretending benevolence when they send their spy agents with some silly programes that can never match up to the great debt.And according to their economic laws of accumulated interest, when all the numbers are calculated we will find that the interest is now reaching the sky; we are looking at a principal based on every black person who left the African shores solely for the purpose of production on the slave plantations

    It is rather sad that Mr. Skerrit repeatedly snubbed the US and its Ambassador, despite being educated on a USAID scholarship. Clearly, the Prime Minister has not shown to the nation that he has the qualities to lead. His own ministers have complained on the back-stabbing trait that’s a part of his character. Go ask Ian Doglas eh! Skerrit can easily identify with the world leaders of his type; ie, Chavez, Gadhafi and Castro etc, etc. It is left to our people to decide if this is what we want for our country. The sad news about the whole saga, is that the US continues to monitor what’s taking place on this tiny island, which is slowing moving towards a dictatorship type government. The one fact I’ll remind our people is, after Skerrit, the US will still be there as the mother nation of thousands of Dominicans and their children residing in the USA and its territories. They will continue to give AID to their families and relatives left on the island. So, regardless of how he thinks of the US, we as a people must always remember that the US will always be a part of Dominica and the region.

      Our Prime Minister is a very clever and prolific man. He puts Dominica and Dominicans first. He’s very selfless and knows exactly what he’s doing. Why should he waste his time with anyone who’s not interested in investing in Dominica? Let’s be very pleased that we have an educated Prime Minister and pray that he reigns for a very long time.       Dahman, what are you talking about? How much money is the Stadium (though I am proud of it)generating to the ecconomy? The Stadium by itself does not contribute much to the economy; if anything it takes from our economy. During the test match we hosted, I guess we had about 24,000 people attendance at an average of about $25.00 per person. 75% of us live in Dominica which means 75% of money made came from Dominioca and maybe another 25% came from Dominicans living abroad and did not have to pay hotels. What you need to understand is that monies made during the test did not all go into our economy but rather a small percentage. So I don’t see how Widsor Park itself contributes to our economy. Don’t mis-understand me because I like it but your statement is not correct. If we were able to attract some 1000 visiting Indians then that would have contributed to our economy but Windsor Park alone is money living our country.

      Did you read the article about the reason(s) why the UWP lost the last election? Did you agree with it? So why cant you agree with this article about the PM?

      I am not pro or anti UWP/DLP. I have no allegiance to a particular party, but I read both articles with a open mind and agreed that ‘yes’ the UWP focused to much on one man, and I view the fact that the PM snubbed the US ambassador as the height of bad manners (especially when you agreeded to meet and the meeting was about US assistance projects).

      Now I dont see why the PM should be forever grateful for the scholarship , it just reminds me of someone doing/giving you something and expecting you to always thank them, always know your place, because if it was not for them where would you be.

    The US, partly simply because of its proximity to us, is not a nation to snub. Skerrit needs to clarify his position with them; he must at least be on friendly terms. Dominica, despite what extremists say, is not nearly as bad as it could be; it is not a Cuba situation, for instance, wherein a single Caribbean island literally entered a state of opposition to the vast USA. But there is no need for us to have such visible opposition as Castro did for our relationship to the US to result in trouble for us. I am not talking about now, but in the near or distant future, should we need aid for a variety of reasons. The US has a long history of being a “helping” nation, often at its own cost; it would be more likely to assist us in dire circumstances if the PM did not snub officials.

    We can also learn values from the US. By no means do I mean becoming like the US. What I mean, primarily, is that when one lives in one of a large number parts of the US, one does not feel as much pressure being different from those around him or her. It is possible, in such places, to have close friends who believe wildly different things. This is much more difficult in Dominica, where difference is sometimes stifled as soon as it appears, preventing us from truly growing by embracing our own diversity.

    I live in the US. The US needs to put their money where mouth is – the same way they put up their mouth, they should put up the meaningful aid investments.

    Ronald Reagan promised Eugenia Charles after the Grenada incident an international airport. If the US keep their promises – this would not be happening.

    Chavez’s Venezuela and China in most recent times (since Skerrit became PM) has given Dominica more assistance than than the TOTAL US ASSISTANCE GIVEN TO DOMINICA BY THE US since independence in 1978.

    Skerrit (maybe horrible to many in other ways)is a realist, a pragmatic politician, who realized that the time spent appearing with US ambassadorial reps gives nothing in return as compared with being on stage with Chavez.

    The US foreign aid budget is minuscule – and most of it goes to Israel, Egypt, and Pakistan. Need I write more? The reason why most “third world” countries have not abandoned the now deposed leader of Libya – is because he gave them meaningful aid – which the US is now saying was corrupt. BULLSHIT! You guys can see where this is heading. I will stop.
