Roseau City Council elections due on Monday

incumbent Mayor Cecil Joseph

Voting polls will be opened for Ward One residents of Roseau on Monday 15, November, 2010 to decide who will be their next mayor as the Roseau City Council will hold its general elections on that date.

Though not competing in Ward One, incumbent Mayor of Roseau Cecil Joseph seeks re-election as council chairman and mayor for his fourth consecutive term.

Contesting candidates for Ward One are: fisherman Albert Darymple, manager Corinthia Blanc Esprit, body worker Lenny B. Jno. Baptiste, bartender Karshama Ijahman Richards and accounts clerk Kendra Stevens.

Votes are to be counted at the respective polling stations at the close of polls at 5p.m on Monday, November 15.

Polling stations are located at the Kings Hill Baptiste Church, Harlem Community Centre, Fatima Church Hall, House of Eusebila Lewis (Elmshall),  and St. Gerard’s Hall.

Returning Officer Arundell Thomas will tabulate results at the Electoral Office after which the successful candidate will be announced.

The final and official count will take place at the Electoral Office commencing at 9:00 a.m on November 16, 2010.

Polls open at 7 a.m.

    @hhhhmmmm: Enough of this say say story. If Lenny was not a registered voter , he could not be a nominated member. We seem to be listenning to say say, rumours untruths and what others say instead of facts and the truth, yes the truth.

    We need a Mayor who knows the meaning of sustainable community, Planning, Regeneration, Environmental sustainability and empowering local businesses and looking around the City of Roseau and its surroundings none of the above are in place. Its not just breaking a record it is doing constructive work while breaking the record. i am all for it, if the work is being done.

    Before we exercise our God-given right to vote for the candidates of our choice in that City Council elections, we would like Cecil, the Mayor, to clarify and inform the public about certain things that took place under his watch. Isn’t it our RIGHT to ask? CERTAINLY Mr. Mayor. The main one has to do with the RUBBISH BIN SCANDAL. It is no longer an allegation, but a FACT.

    Mr. Mayor, were people’s money used from the Treasury to purchase Rubbish Bins for the City Council? Was the cost inflated? How comes the TAX PAYERS of Dominica had to pay all that money for those Bins? Were those Bins really bought for the CITY COUNCIL? How comes Dominicans were not told from the outset about the purchase.

    Why a third party was involved? Couldn’t the City Council or the Solid Waste Division or the Environment Dept. or the Ministry of Finance do that simple purchasing of bins? If the private investigator did not reveal to Dominicans about the controversial purchase and monies being owed to the Treasury, would those involved end up paying back to the Treasury, BIT BY BIT, the amount that was owed? How comes the total number of bins were not received, yet all the monies was paid up front? Why did it take so long to realize that Bins were short?

    Do you admit now that something went terribly wrong? It was another MISTAKE? Where did all the extra dollars go? What was the SECRET about? Why Dominicans were not informed and left in the dark? Wasn’t it their money that was used to do the purchase? Were Dominicans treated with Contempt? Was there any TRANSPARENCY or ACCOUNTABILITY?

    Do you still refuse to admit that an investigation into that matter is warranted? Shouldn’t the TAX Payers and all Dominicans know the TRUTH concerning that RUBBISH BIN SCANDAL? No INVESTIGATION? NO CLARIFICATION? If not how could we TRUST anyone who was involved? What guarantee do we Dominicans have that another such outrageous, controversial secret deal or purchase will not happen again after we VOTE? You all SORRY? IT WAS A MISTAKE?

    How comes when the youth man steal corn beef from the supermarket he is brought to the courts, heavily fined and/or jailed? Should he be given the chance to say is a mistake and asked to bring back the corn beef to the supermarket? Is wrong wrong or in Dominica nowadays wrong is right? We want an investigation. Until that happen, we not wasting our PRECIOUS VOTE. We SMELL A RAT. WE SUSPECT what the OUTCOME of that election will be. We SMART TOO.

    Term limits should be put in place for both local and central government, may i suggest two terms. A person staying in the same position leaves room for complacency among other things. I pray that this election does not end up as shameful as the Canefield Urban Council.

    Let the truth prevail DNO. Facts are stubborn things to accept. When certain acts are committed that are contrary to Good Governance, whether is Tom, Dick, Harry, Cecil, whoever does it or whether the act is done while in Public Office by a Mayor, accountant, politician, PS or other, should those things be swept under the carpet?

    Doesn’t Central Govt. interfere in Local Govt. issues, be it City, Urban or Village Council? After those elections, appointments are made of a partisan political nature which nullifies the desired wishes of the people. Remember recently how CaneField residents were vexed about the final outcome? Then the communities express outrage seeing what they voted for or wanted is totally overturned. People lose faith in that process and holds back their full participation in community development.

    Even thou Cecil was not elected as Mayor, our Local Election politics needs to change. Government should NEVER have say in this local government nitty-gritty. The should be able to support and work with whomever is Mayor. Government involvement defeats the purpose of a local community election. Hte persons directly involved knows whats best for them and whom they see fit ad indeal candidate and Mayor.

    Anywayb good luck to Corinthia Blanc-Esprit, Kendra Stephen, Lenny Jno-Baptiste, Karshma RIchards and Albert Dalrymple on Monday. Person should come out in large numbers to vote from Citrronier, Fortune, Kingshill, Newtown, Elmshall and the small areasb of Castle Comfort and Roseau.

    The youth are the future, Skerritt was given a chance as a young man, give the youth a chance. Cecil out you go, no work was done, especially by Albert and Clemencia. New blood means new ideas and initiatives. Give the youth a chance.

    YOUTH EMPOWERMENT means new ideas, changes in the way of life, our attitudes, true values, morality, decision making. CHANGE WE CAN BELIEVE IN!!!

    The truth is Mr. Mayor Cecil Joseph is work for the betterment of Dominica and of the city of Roseau, don’t know if you have connection in the State but i heard a flag raising that he was the master mind of this event.we can may stay there and talk all kind of stuff,but the mayor is work on behalf of Dominica when he goes on those trip.when ever he’s over sea he is doing some thing help to better our relations with the out side world.we need to stop the Politic and think of ways we can help better our city.let’s vote on these bases let’s do the right thing, let’s vote for mayor Cecil Joseph.

    There are four wards in the city of Roseau. Ward 1 includes Citronier, Newtown, Kings Hill, The Morne, Elmshall, High Street/Turkey Lane area and Fortune; Ward 2 includes Roseau Central and Bath Estate, Ward 3 includes Lower and Upper Goodwill and St. Aroment; and, Ward 4 includes Pottersville, Gutter Area, Fond Cole, Stock Farm area below Princess Margaret Hospital and Glasgow Ridge.

    Each ward is represented by two Councilors. It appears that on nomination day there were only two candidates nominated in wards 2, 3, and 4 and therefore they were all duly elected. In the case of ward 1 since you have more than two candidates being nominated an election is being held in that ward only. Once the election is concluded and the two winners announced, you then have the appointment of five nominated Councilors. This brings to total 13 Councilors; 8 elected (6 duly elected, 2 elected by ballot) and 5 nominated by the Minister for Community Development.

    All thirteen councilors then meet to elect a Mayor for the City of Roseau. This is then followed by the inauguration of the new Council.

    Please, please, please Cecil Joseph has to go. The man has no knowlede of an attractive city. Roseau needs fixing by someone who has traveled and observed other world cities and is competent in elevating Roseau into a more modern city. NOT by someone who is always out there drinking and playing dominos and is only looking forward for a paycheck.
    Guaranteed – Cecil OUT, Cruise ships IN.

    Cecil loves the sportlight. In addition the perks are inviting and significant to this ego seeking mayor.Cecil loves to go on trips(who doesn’t?) and return and talk about his experience meeting the mayors of NY, DC, Jerusalem, Toronto or where ever. He can go visit his siblings while in the US etc.He might win again who knows??? Look at what happened in the canefield Counsel election.$$$$ flowed .It’s certainSkerro and the chinese have already discussed funding for cecil’s re-elction bid. In addition Chavo will fling a few $$ too so cecil can buy a even it’s 2500 votes ensuring victory.Roseau is the capital and enough hungry citizens comprise the population so that’s like a done deal. 96hrs to go we will find out Monday evening.When money talks ………………

    I am not sure if i understand this article.It first says that the people of Ward 1 will choose their next Mayor .Then it goes on to say that the incumbent Mayor Cecil Joseph though not standing in that ward will seek his fourth term as Council Chairman.This is definetly confusing to me as I am not aware any ward votes for a Mayor.Please I stand to correction.
    On the Mayors term in Office, I think he has done extremly well for the City and we must not let our Political bias blind our objectiveness.I am not in anyway Politically aligned but Cecil has done well for the City.I personally would like to see the City return to the days where Garbage bins are utilized on the streets and regularly collected as it is very inconvenient to ask persons to walk about the City holding their garbage in their hands.
    Roseau must reflect that it is the main City in DA

    Well done Lenny. You are in a good position to assist in dealing with the youth problem that exists in Montego Bay. Too many of our young people have destroyed their lives with drugs that other young people like themselves have provide for them. Lenny go for it and do what is necessary to rid the area of the young “papas” (drug dealers) that exist in the Montego bay area. You can be a “shining example”.

    That said. Lenny and the other folks should be complimented for coming forward and offering to serve their community. That is an honourable thing to do. When you understand, that Newtown has such a rich pool of talents. The more capable prefer to stand aside and do nothing. I wish the three young people well. Kashma you come across as a very serious, hardworking young man – seriously. Only two from the list will go forward anyway
