Prime Minister Roosevelt Skerrit has said a decision by Opposition Leader, Lennox Linton, not to nominate a candidate for the Integrity in Public Office (IPO) Commission, is an effort to undermine the institution.
He said on state-owned DBS Radio that the decision is “the height of irresponsibility.”
“Clearly it is an effort to seek to undermine the institution…,” Skerrit stated. “I am happy he continues to behave in that manner, so those who believe he have leadership potential can continue to see that the country would be in a total disaster had the country elected Lennox Linton as its Prime Minister.”
Linton made it clear that his party, the United Workers Party (UWP), would not nominate a candidate for the IPO Commission after Parliament approved in December 2015 amendments to the IPO Act. The UWP had opposed the amendments but they were approved with the government using its majority in the House.
Among the amendments the size of the Commission was reduced from seven to three members: one from the government, one from the opposition and a chairperson appointed by the President of Dominica upon recommendation from the Prime Minister after consultation with the Leader of the Opposition. Additionally, the new Commission will decide whether it wants to continue with matters that were before the old Commission.
Linton believes that professional bodies, which were part of the old Commission and which were discarded by the amendments, should remain.
Skerrit believes that Linton’s decision was irresponsible.
“It’s the height of irresponsibility on the part of the leader of the opposition…” he stated. “I am sure that every Dominican will tell you that there are several pieces of legislation that they don’t agree with. There are laws I myself may not agree with, but at the end of the day, it is the law of the land.”
Mr. Skerrit stated that until the law is amended, “We all have a duty and a responsibility to respect the laws.”
Furthermore, he noted that the UWP, talk about integrity, “they talk about accountability, they want to talk about everybody submitting their income and liabilities to an independent institution called the IPO, but here it is he has the opportunity to play his role in the amendment to that and he is refusing to nominate somebody.”
Meanwhile, the government has gone ahead and appointed two individual to the Commission: former government minister in the Dame Eugenia Charles cabinet, Dermot Southwell, and attorney-at-law Colleen Felix- Grant.
Southwell, according to the amended IPO Act was appointed by the President of Dominica on the advice of the Prime Minister. He was Minister without Portfolio in the 1990 government of Dame Eugenia Charles. He also served for many years as chairman of the then Carnival Organization Committee (COC), the board of the Dominica Air & Seaport Authority ( DASPA); the National Bank of Dominica (NBD) where he is deputy chairman.
Felix-Grant was called to the Dominica bar in 2008 has an LLB and Legal Education Certificate (LEC) and is a graduate of the Hugh Wooding Law School in Trinidad & Tobago. She is an associate in the law chambers of Gerald Burton.
The IPO Act was enacted in 2003 for the purpose of receiving declarations on the financial affairs of people holding certain positions in public life.
The IPO Commission, which enforces the Act, has several duties which include receiving, examining, and retaining all declarations filed with it, inquiring, as it considers necessary, in order to verify or determine the accuracy of the declarations, inquiring into any allegations of bribery or act of corruption, among others.

The UWP Opposition has shown us over the years that they can do only two things; Oppose and Divide They are not there to help the country develop; they are not there to see our children get a better education; they are not there to help create jobs or help bring in investments; they are not there to see Dominica as a peaceful nation; they are not there to recognize our institutions and those who head them.
What this UWP Opposition has shown us is that, they are there to Oppose any thing even if it is good for the country and her citizens. They oppose the Yes We Care Program, oppose the end of Pit Latrine; oppose everything proposed by the Government when the Nation knows that they are for our benefit. Oppose a National ID Card. They oppose us and themselves.
So PM you should have expected nothing less from the Opposition; we the people are used to it. As long as you propose they will oppose. We do not have an alternative to this Government in the UWP.

The UWP is not the government, the UWP has absolutely no negotiating power to decide which foreign company they accept into the country to do business if and when they show interest in the country. No it is not difficult to understand at all why the Doctor needs to have control of the IPO. The IPO, if it was politically completely neutral, is the only institution in Dominica that could pose a threat to Skerrit and some Ministers, because the Parliament is under his control already with a comfortable majority and even simple questions by the opposition are disallowed by the speaker. Mr. distraction is back again. It has been months since Mr. Linton disclosed on radio and DNO that the UWP will not nominate a candidate for IPO commission. If you don’t believe me, read the related articles on DNO. Only now Skeritt is talking about the IPO commission and undermining. Has the man never heard or read the letter which was sent by his the advisor to the electoral commission. He authorized the same advisor to speak on his behalf 99% of the times. Why has he never disassociated himself with the said letter. It is alleged, a member of the electoral commission was fired because of the letter. Isn’t that more undermining, then the case he is trying to pin on Mr. Linton. The present distraction now being used because the FBI is tightening their nets on Lap Seng, Spencer, Francis Lorenzo, Julia Wang, who he knew, he knew, will not work. The bribery scandal involving diplomatic passports and money laundering should be his concern not Lennox Linton.

Lennox and the UWP should have made a public statement to inform the population why they were not appointing a member to the IPO, this should have been done on radio, television and all news media. They asked the Doctor to attend an interview to clarify certain things. The reaction from the Doctor: he put a legal team together, sought legal review, which will drag on in the legal system for decades and dismantled the then IPO. Thereafter he created a new IPO with 3 member, two of which are loyal to him. Result – no more threat from the IPO and business as usual.
I have already said that Satan cannot forgive sins, let alone point finger at anyone to those who possess better credentials than he, PM holds, when at same tome none fingers are pointing back at him. The new IPO should not be granted such power. One of the matter before the old IPO was the declaration of the PM assets which he failed to do. The PM is basically looking for a way out of this , he knows the new IPO with rule in his favor . The people of Dominica when are you going let the PM know that he can fool you guys some times how ever he won’t be able to fool you guys all the time. He is running away from a basic question . How can you afford a 4 million dollars house on your PM salary.

The fact is is that mr. Skerrit has been snookered by his own game plan. With the opposition refusing to appoint a member to the IPO commission renders it impossible to function in an unbiased way. However, this only emphasizes what mr. Skerrit tried to achieve by furtive means by giving the new, slimmed down commission a semblance o f impartiality in the public eye. It was not mr. Linton, who proposed these changes and had them pass through the House into law but mr. Skerrit himself. Hoisted by his own petard!
