Statement by Edison James on the “readiness” of the Melville Hall Airport for night landing

The recent statements by officials of American Eagle and LIAT regarding night landing at the Melville Hall Airport has reveal that the people of Dominica were the victims of massive deception by the Roosevelt Skerrit administration and even more seriously the lives of citizens were put in heightened danger.

The essence of the releases from the two airlines is that Dominica is not equipped or ready to accommodate night landing with the level of safety that is required. It is obvious that Mr. Skerrit and his Ministers knew that there were major safety concerns  on the part of LIAT, yet they lured fifty or more citizens of our country to risk their lives on that show boat ride which took place on September 20th, while shamefully Mr. Skerrit himself remained in the safety of the VIP lounge at the Melville Hall Airport.

We are also very disappointed that LIAT should have allowed itself to be pressured by the Dominica Government into lowering its usually high safety standards by getting involved in  that thirty-four thousand dollar danger flight into Melville Hall Airport in September.

The Roosevelt Skerrit administration must now come clean and make public the nature of the technical matters which have to be addressed before safe commercial night landing can take place at Melville Hall.

Failure to clarify this now very messy situation will do more harm then good to our tourism product. Neither resident Dominicans, nor visitors to our shores will be prepared to be sent to any higher level by Mr. Skeritt and his Government  to endanger their lives while he himself as leader and head of government remains safely at ground level.

    Let me put mu two pence in about this Night Landing Debate. I have worked for LIAT for a number of years and Liat has a very impressive safety record. Few Airlines in the world today can boast such a record. If Blind Bartemus (EJ) can pluck his eyes out his arse and really look at that he would know that LIAT cannot agree an politically influenced decison that will jepordise safety for passengers and crew. There is no way they will sign any agreement with a country unless FAA and ECCAA approves. For those who don’t know the Civil Aviation authorities always send there own representatives to oversee and improvements or deterioration of airports/airlines before giving any green light. So Eddo sorry to dissapiont you but Skerro cannot get the green light if in the opinion of Civial Aviation that Melville Hall is and will be a danger to the safety of passengers and crew members.

    @Chief: it is a fact that the FAA forbids AA from landing from the sea at dominica.st maartens airstrips is over 7000 feet long dominica is 4800 feet until just about a year ago with the extention is now 5800 feet. had it not been that aa couldn’t have landed from the mountain they would have pulled out of dominica just as they did in st vincent.

    @Chief: if they had gone with the recommendations of the ECCAA then night landing would have starterd already altho their might have not been scheduled flights.liat would have had no reason to have to overnight passengers in dominica cuz the flight was getting here after sunset.let mr BLACKMORE tell allu what the ECCAA representatives tell him when test flights were done.

    @The Third Side: without a doubt american presently cannot land from the sea thats why if its overcast and they can’t land from the mountain the flight either goes to guadeloupe or antigua initially and upon trying for secon time if it still cant land from the mountains proceeds back to puerto rico. any pilot who attemps to land an american plance from the sea will loose his job as a pilot with american unless if it was and emmergency landing.

    people the simple fact is dominica is not 100 % nightlanding ready plain and simple.Eddo know what he talking about yet dem labourites so busy so sing skerrits praise and bash anyone who speaks up that they don’t even find out whats happening before running their mouths on DNO.There needs to be obstacle lighting fixtures along the wesley and marigot hillsides that will indicate to the pilots the height of the ridges that they flying by. When liat and winair did their initial test flights those concerns were voiced to the the relavant authourities along with other concerns they had were an open trench that ran along side the runway that needed to be covered.

    for those of you who don’t understand what obstacle lights are,if you ever travelled to antigua ,st lucia etc at nights you’ll notice some red beacon like lights placed on hillside and in the water ways leading to the runways,thats what is missing at melville hall. currently liat is not willing to risk its good saftey records to shcedule night flights to dominica untill those concerns have been dealt with.

    @WE ON STAGE NOW: liat operates under the directive of the EASTERN CARIBBEAN CIVIL AVIATION AUTHORITY (ECCAA) and not the FAA therefore the can’t dictate to liat about night landing in Dominica.ON the other hand if AMERICAN does it they can have their liscences suspended by the FAA.

    we need to understand the basic issue….its rather interesting that after a license if issued by ECCA thats both AA and LI have speaking about safety and other requirements..

    it sends a chill through the travelling public foremost as a fear factor about boarding a aircraft destined for Melville Hall in the evening after sunset even though the have lights and its approved that cry about safety is doesnt smell or goes down well…in my view..

    Also wonder if politics was behind the scences giving ECCA pressure to hustle a certification which from all counts in incomplete by way of measures unaccounted for!…

    rather sad….if it were in the USA, Europe Canada there would be some serious questioning to the officials but thats sums up why we considered third world because of our lack lustre and unproffessional standards we are know for across the Globe.

    Had LIAT disregarded all warnings from the FAA and other relevant safety authorities and proceeded to effectuate night landing into an unsafe airport . LIAT and any other airline which had defied their warnings would loose their certification immediately
    Out of malice and spite Mr James should think before making those statements, Personally, it iis my belief that Edison would have rejoiced had the inaugural flight been aborted,

    @xxx: The reporter should get a statement from LIAT, American Eagle and the other relevant civil aviation authorities. I think some clarification will be provided.

    Truth is American would not land from over the water during the day either,they are not permitted to by the FAA. Do you seriously believe that they would do it at night?

    Furthermore, what LIAT is saying is in line with what the Minister said, so please check the facts.

    No wool is being pulled over anyone’s eyes. The people are just choosing to hear and believe what they want.

    Full night operations was never expected at this stage. There is a definite process that is being followed here. Open your eyes people

    @Chief: No one saying thatthis is not a step in the right direction. This is all about the DECEPTION of Skerritt and his cronies. They have yet to come forward to dispell the myth and say how far we are from actually achieving night landing.

    To reiterate what was stated by American Airlines/Eagle: “According to spokes person for American eagle Minette Verles, while the government of Dominica has made drastic improvements to the airport and has gained approval from the Eastern Caribbean Civil Aviation Authority for night operations, there is still no instrument approach to runway 27 that provides a margin safety acceptable to the Federal Aviation Authority (FAA), to approve of night landing for the airline.” The FAA, like it or not has a greater say in the end result of this issue and the FAA has issued staunch restrictions from landing there due to mountainous terrain at the east end of the runway.

    The fact the the ECAA gave initial approval to TEST a flight, it did NOT certify Melville Hall i.e., Runway #27 is COMPLETELY SAFE for for night landing. Infact the process is still short of a CODE THREE CLASSIFICATION, a MAJOR part and just one of the many steps needed to proceed with night landing.

    Dominicans need to start getting their FACTS straight before just jumping and opening their mouths on everything and making everything abouit politics.

    @Kay Pee: Thanks for doing the dirty work. The Eastern Caribbean Civil Aviation Authority (ECCAA) say the airport is ‘ready’ for night operations while American and LIAT has technical concerns about its ‘readiness.’ Maybe Skerrit went with the evaluation of the ECCAA although I think he should have waited to hear from the airlines also.

    The question remains, is the evaluation of the ECCAA wrong? If this is the case, what is the purpose of the ECCAA?

    In all, the idea of night landing is a step in the right direction.

    @xxx: You are right, Its a gradual process, a long term investment. Development doesn’t happen overnight,.

    However your observation that ‘American would not land from over the water during the day either,they are not permitted to by the FAA’ is flawed. All approach to Princess Juliana International Airport in St.Martin is over water because of mountains at the other end of the runway. In fact, the departure presents more “difficulties” than the approach, with a turn required to avoid mountains in the departure path. The History Channel program ‘Most Extreme Airports,’ ranks it as the 4th most extreme airport in the world. It is among the top ten most dangerous airports in the world. And American has tons of flights landing there.

    Officials of the Dominica Government, the Dominica Air and Sea Ports Authority and the ECCAA were present at the airport for the LIAT’s test flights. ST JOHN’S, Antigua, August 19, 2010 –

    A series of test night flights into Dominica’s Melville Hall Airport ended with LIAT identifying concerns and still not ready to begin flying passengers there after nightfall.

    The flights marked the first time LIAT has flown into that airport at night since the facility was previously unable to accommodate air traffic at night.

    “Several concerns were identified during the test flights and these items will be reviewed with the regulatory authorities,” Director of Flight Operations Captain George Arthurton said in a statement from the airline yesterday, following the Tuesday night tests.

    “Even though we have done the test flights, the company still has to complete the evaluation process and obtain the required approvals from the Eastern Caribbean Civil Aviation Authority (ECCAA) before we can announce that LIAT can commence commercial night operations into Melville Hall.”

    It was only recently that the airport became ready for night landing after extensive work on the airport facility and air navigation facility.

    Officials of the Dominica Government, the Dominica Air and Sea Ports Authority and the ECCAA were present at the airport for the LIAT’s test flights.

SO I DECIDED TO HEAD TO THE AIRPORT IN HOPE OF GETTING A TAXI FARE. I THOUGHT TO MYSELF NIGHT LANDING IS HERE . WELL I WAS MORE THAN DISAPPOINTED WHEN I GOT TO THE PORTAL. I SAW ACOUPLE OF PEOPLE STANDING AND LOOKING AT THE LIGHTS TOO. SO I DECIDE TO JOIN THEM – GUES WHAT THE LIGHTS WERE- TWO SOUKOYAN LOOKING TO PREY ON ONE COW NEAR THE AIRPORT.

    Alas, these comments are so ugly. It sounds as if some people are hurt and angry but is targeting their response in the wrong direction. It was not Edison who held an inauguration for night landing, knowing fully well that DOminica was not prepared. You guys have been fooled and you all are hurt. So I do understand how the people who are directing their anger towards Mr. James are feeling. You guys have been fooled yet again and you are still holding on that something good will come out of this.

    I am sure that you can pull the article where Mr. Blackmore stated that American Eagle will soon be on board. That was a blatant lie.

    Ask the govt when do they anticipate the first night flight and when can you purchase your ticket. You guys have been fooled and you are angry.

    Marigot people? ah wont go there; they seem to be the eye opener for Dominica. Thank God for them because many seem to be afraid. No need to get personal, at the end of the Day we are all Dominicans, just that some are more foolish than others and more gullible.

    Do you know why most leaders win your support? Because YOU give them that support!! You live in a village or a district and here comes a politician using big fancy words. Those words captured you, and you think HE/SHE is smart; that person has my VOTE. Forget that you do not take the time to look up the words or whether they are being used properly.

    NO politician has my support. But allow me to tell you this:

    How much of your best interest does Mr. Edison James- Parliamentary Representative for Marigot has. I doubt he has any. If he did, he would have attended ALL Parliamentary meetings and let his voice be heard on YOUR behalf, starting with this issue of night landing. His job is not only a Representative of Marigot, but he is also the President of the Untied Workers Party!

    Allow me to understand, that almost 1 month later, you are bringing this to the people’s attention. What you should have done was attend all meetings in Parliament so that you would have know that night landing was being scheduled and thus allowing you ample time to do your homework on this matter.

    I did not vote for Roosevelt Skerrit, so don’t think that I am on his side. My point is, what would he, Roosevelt Skerrit gain at this juncture by introducing night landing. Think about it, he already won the majority vote. He is in power.

    Do not let the words of ONE person cloud your judgment. The same way you are writing on this page, write letters to your officials. Call into radio stations. Stand for something and stop belittling each other.

    How long ago was the night landing? Why is the statement so delayed? Did the report come out yesterday?

    My philosopy: Nothing ventured, nothing gained.

    Will it ever be safe to land in Dominica at night? WIll we ever get an international airport? Can Dominica afford an internationa airport?

    If Skeritt were to build one now – Opposition would say Dominica can’t afford it!!!!

    It seems that Skeritt can do no RIGHT in Dominica and for Dominica!!! YET, he has been in power for 2 consecutive terms.

    Doesn’t that itself speak for something? If the people wanted the OPPOSITION, then they would have voted them in.

    This issue is passe – the first flight was successful. We know it can be done, now it’s time to work together to fix what needs to be fixed. Skeritt has shown Dominica that night landing is possible. Take this positive and build on it. Lobby for changes to improve the airport. Ask other countries for ideas on ways to improve the night landing. Ask for money to fix the airport.

    Mr Edison – why complain when you offer no solutions???????? What are your complaints contributing to Dominica?

    Instead of just complaining, why don’t you offer solutions to fix your issues. Why don’t you try to help the situation.
    Bitching can’t and won’t fix anything. Actions speak louder than words, so put your words into action – DO SOMETHING POSITIVE INSTEAD OF PROMOTING NEGATIVE.

    1 step at a time – we now know that it can be done, not we just need to figure out how to improve what we have…. use the success of the fisrt flight as a lobbying tool – beg for money…come on – you must have contacts in CHINA, VENEZUELA, CUBA…RUSSIA

    people we do not have night ladning in dominica plain and simple.last week liat cancelled 2 of its evening flights cuz the would arrive donminca after sunset time.currently what we have in dominica is night take off.they must arrive before sunset but can leave in the dark

    The airport remains open at nights but actual flights after six is a different story…for now night landing just mean that in case of delay, you wont be overnighting anywhere, the plane will not have to “turn back” because it too dark or a plane can still land in case of an emergency. There are no DESIGNATED flights for after 6 because the airlines need to change the schedule around to fit into this new scenario. This will take time because the airlines need to study whether this new schedule is actually profitable.

    However night landing remains possible and feasible.

    Getting designated flights is going to take some time. Its like opening a new airport. Don’t expect to see designated BA or AA flights at an airport today if you open a new airport last week.

I highly doubt that the airline would risk sending its pilots directly into danger cause if the plane had crashed, the airline would lose millions of dollars. There is no way a huge company like an airline is going to take such a gamble.

    Some good questions were raised in this piece, despite the poltiical aspect of it. I have landed at the following regional airports: St Lucia, Grenada, Antigua, St Vincent, Barbados, St Kitts and Nevis. By far, Dominica has the worst approach of all the Eastern Caribbean Islands.

    Most citizens who do not travel regularly, will never understand basic airline safety. The runway’s length is not so much in question. However, the ability of an airplane to quickly and safely abort take off and power back up to a safe altitude is.

    While landing from the sea is a novel idea, powering back up will be difficult with mountains straight ahead. Someone had spoken about realigning the airport to avoid the mountains. That never happened.

    I know that recommendations were made to solidify the earth surrounding the airport because vibrations from higher powered jet engines, could dislodge the earth. This is basic commonsense. Look at the airports that I mentioned and you will not see that much exposed dirt around them, as we have in Melville Hall.

    While it was a nice upgrade, it was a waste of money as far as I am concerned. Why spend some hundred and ten million dollars on Melville Hall, if it fails to meet safety standards from its regional carriers.

First you say LIAT and American Eagel release statements that “Dominica is not equipped or ready to accommodate night landing with the level of safety that is required.” In the same breath you state your disappointment in LIAT for allowing itself to be pressured by the Dominica Government.
