UPDATE: Danny Lugay suspended from parliament; not unexpected, he says

United Workers Party (UWP) Senator Danny Lugay has been kicked out and officially suspended from the House of Assembly.

On Thursday members of the government side overwhelmingly supported a motion for his suspension, arising from statements he made at a UWP meeting in Soufriere recently.

At the meeting, held on July 3, Lugay said that there are some people who “deserve to die” for keeping Dominica back.

The motion was tabled by legal affairs minister and seconded by agriculture minister, Matthew Walters.

“This is a prime example, madam speaker, where a member of the house must be sanctioned for his utterances,” Douglas said.

He said the people of Dominica would not forgive members of parliament if they “allowed this behavior to go unchecked…”

Prime minister, Roosevelt Skerrit, told the house the same actions would have applied, even to members of the government side.

He stated that if a member of parliament of a candidate of the Dominica Labour Party had made such a statement, a meeting would be convened to let that person know he or she has to resign.

“Because that is beyond what is acceptable in the political arena,” he stated. “And I hear people saying about it is politics, it is a political platform. So you can kill somebody on a political platform and say okay, it is politics?”

Speaking to DNO after the motion was officially passed, Lugay say the result was not unexpected.

“Whenever you have the majority in the house and a speaker who would go with anything, you can expect anything,” he said. “Once you have a speaker in the house that is not fair, you will have instances where there is no justice in the house.”

He noted that it is left to be seen what parliamentary rule was used to have him suspended.

The senator said it was a bit unfair since he had apologized to everyone concerned and to the house.

He said the matter will now be taken to the court of public opinion.

“My next move is to take it to the people in the sense that there is an election pending and the people will decide if they accept my apology or not,” he stated.

For days Lugay has been under fire for statements he made.

He subsequently apologized but many in the government say they believe it was a sham and have called for his resignation.

Lugay was arrested and charged with inciting the murder of attorney Alick Lawrence arising from the statements.

He was granted bail in the sum of $8,000 with one surety. Preliminary investigation is set for November 17, 2014.

The motion, tabled in parliament on Thursday, noted that his conduct was “unbecoming of a member of the house, untenable and has brought this Honorable House into grave disrepute.”

The motion called for Lugay to be suspended forthwith “from the service of this Honorable House until the final disposal of the criminal charge which he currently faces.”

When the motion was being made, members of the UWP walked out.

    What is wrong with some of these two bit politicians that now infect Caribbean politics, with their drunkenness on power?
    How is it possible, that so many years after emancipation from slavery, under Anglo Saxon rule, that we as a people continue to tolerate a breed of political parasites that offer themselves to serve the people, but end up making themselves our masters?
    Did we not learn anything from Marcus Garvey, CLR James, Walter Rodney, Eric Williams, Alexander Bustamante, EO LeBlanc, our young people in the 60s and 70s, and even Bob Marley, who pleaded with us to free our minds from mental slavery? Have we as a people become complacent, and so comfortable, that some of these excuse for leaders are permitted to take advantage of us? Or is it that our institutions of learning have become so liberal, and infected by socialist thinking that what passes for education, is greater miss-education than was provided by our colonial masters? What a shame, given the depth and level of our intellectuals, who have excelled in every discipline globally. It is the likes of Roosevelt Skerritt and the rest of that enterprise that passes for governance in Dominica that create confusion in the minds of the weaker ones, and poses a threat to our full and complete emancipation. It was in some ways tragic listening to the members of the government side and their operatives, for the past weeks since Senator Lugay publicly apologized for some unfortunate statements he made during a political meeting, repeating on every program and radio station that his apology was not accepted, and that if his apology was to be accepted it would mean according to Anthony Astaphan, that people could go around killing other people and then apologizing.
    The hypocrisy of the Skerritt cabal to attempt to insult the intelligence of those of us who actually take time to inform ourselves, by saying that had Senator Lugay apologized to the house the motion would not have been needed. Surely! Skerritt most of us know you jest.
    We know the intention of some members of the DLP promoted by the Lebanese lawyer, who has now made his home in Western Florida, is to denigrate and destroy the character, and inflict as much psychological violence as possible on the children of former slaves who by educating themselves, in fact like the maroons, ran away from the Astaphan plantation, where you would rather they remain, bagging sugar, flour, rice, etc., sweeping your floors, driving you around, cutting grass at your home. That once you cannot manipulate them, you then direct your puppet to use his office to avenge your bruised ego. This is the sad state of affairs in Dominica, our government, through this Lebanese lawyer has declared war upon the children of poor black people, and so in their effort at humiliating Senator Lugay they along with the co-conspirators arrived at this travesty of Justice, in the name of protecting Parliament. Skerritt, you and your side kick Anthony Astaphan have it wrong! It is we the people who are in need of protection from your parliament and its speaker. I am however, consoled that there are still a few good people around, especially the youths who are registering in droves, so that whenever you choose to call the election, or the election calls itself, the people will evict you from the office of which you are a squatter.

    If someone was charged and found guilty for murdering lick or anyone else having taken Danny’s statement to heart then it can be proven that Danny incited the murder of the dead person. How on earth could Danny be charged with Inciting Murder? this charge will no stand in any court of law unless the court is influenced by the government.

    This charge was brought against Danny orchestrated by Tony so that Danny will stay out of parliament (remember Mr. Bruney of the I P O) that’s the same strategy.

    come on my people please do not react to these bait by the govt. the election must come lets not be provoked, they are looking to aggravate the Opposition into demonstration let us exercise restraint and deal with them at the Election.

    UWP should not waste their time with any court action, since both the suspension from Parliament and the criminal and civil court actions are just meant to distract UWP on focussing on itg goal to win the next General Elections.

    Can DNO give the full statement of Lugay for context and intent ….
    I seem to recall that Lugay,s language as reported then was to the effect “if it was not for being a christian etc similar to what many say here ‘IF IT WAS NOT FOR GOD we would do this and that ..including getting rid of someone ” very typical and collequially emotioanlly charged emphatic domincan language !This obviously was not a threat as this was introduced with but for being a christian !!
    This was obviously a statement of total angry frustration !
    Loose emotional talk of course coming from a very normally sedate gentleman like Lugay was occasioned by an emotional response to an issue .WHAT WAS IT ?..
    This I believe is lost deliberately in the smokescreen of the denunciaition of Lugay .
    What was he incensed about ? Was he seeking to speak out angrily to the extreme , political posture and of Alick Lawrence stance on electoral issues of the Electoral Commssion ? .WHAT ARE THESE ISSUES ?
    Can we get the details on those concerns ?
    This to my mind is equally or more significant if it caused such ire of the very stoic and normally unemotional Senator Lugay.
    ONLY THEN CAN WE UNDERSTAND THE NEED FOR THE SENATOR BEING TOSSED OUT OF PARLIAMENT

    The unfortunate statement by Danny Lugay and the corrupt manipulation of justice by the Labor Party and Tony is further evidence that the entire governance system need to be dramatically altered. A revamped system should be focused on removing too much power in the hands of one man. One man can decide what police does, what the president does, te IPO,the electoral commission, te director of audit , the police, the magistrates, judges.
    It s absolute absurdity tat the same man decides unilaterally what happens to te public purse and chooses to be opaque and non transparent in the affairs of An entire country and people.
    Our mistake Roosevelt SKERRIT has magnified the flaws in our system of government. In addition looming dictators, scammers , disgraceful and selfish characters abound and posture for te loot and catch . We have seen pwer abse prior to Roosevelt SKERRIT however the abuse of power has gone from subtle to bold face and blatant. Our governance system makes leeway for orrupt politicians to change the rules of right and wrong on an ad hoc and self gratifying basis.
    Many may not like what I say only because the truth offends the guilty but if common sense must prevail one man or a party in power is not the government system that I refer to. If one man and his government is deemed the unworkable Westminster system that is failing particularly the small commonwealth countries then to those who feel offended by my opinion I sincerely hope that you will join me when your favorite politicians are or is not the one abusing power and a using power absolutely.

    Any individual not siding with the stance of parliament against Mr. Lugay’s action is no doubt ignorant about the seriousness of the statement made by Mr. Lugay. To try to compare such a statement with any other made in the past is ridiculous as the simple fact remands that those statement were not inciting violence and not considered an indictable offence. Mr. Lugay’s statement was callous and needs to be taken very seriously. Mr. Lugay is a victim of his associates as they have created a very toxic political environment that have people thinking along the lines of Mr. Lugays statement!

If he was not a believer he would do it.” If you do not consider these words grave ones, then something is wrong with your brains. This is a case for an arrest, charges and imprisonment.     A man once told me he would burn me in the house if he has to leave. I left the house for the man. He is a believer and is in a reputable position just like Lugay. He did apologized and begged that i stay and that he was just joking. So many woman get killed by staying. We need people to put that passion into ending Domestic Violence cause no matter which party in power there is always going to be Domestic Violence.

    Ok, you still didn’t have the decent courtesy to even send an advance notice to the Speaker of the House informing her that you would like to make a statement even before the PM speaks and do the right thing and sincerely apologize for your actions?     Honestly this one is taking it a bit too far. As a born freedomite whose vote has made the difference in the last 3 elections I am saddened that this is what politics has come to. I honestly support most of the policies of the government but them man stretching a joke now. I’m still undecided as to where I vote or if I vote but these kinds of little-boy moves will linger in my mind when election is called.

    The man do wrong. He said he did wrong and apologized. After that, for embarrassment police arrest the man and he have a court case to face. Then allu still want to run the man out of the house. And as expected his padnas follow him out of the house.

    Honestly I did not see any men or women today in the house (both sides let me down). If I had the means, I would put myself in this political ring but unfortunately I don’t. Just a shame.

    The debate which led to the suspension of Mr. Lugay was very interesting. I heard some statements made by the Prime Minister and other Ministers of Government which Dominicans should ponder on. For instance ,Blackmore stated, the opposition likes to fling mud.” When Gloria’s turn came, it was scary, because Mr. Lugay was in the Parliament all morning, she never said a word about his presence, but when afternoon came, she said, “because of the statement made by him, she was afraid to be in the house.” Charles’s criticism appears to be directed at men not women, when she said, ” what comes from a man’s mouth, comes from the heart.” Petter who some people claimed was a preacher remarked, ” no man is above the law even though Mr. Lugay had apologized.” In my opinion, the best statement came from Roosevelt,” THIS COUNTRY IS RAN BY LAWS, NOT BY MEN OR WOMEN.” Roosevelt did not stop their, he went on to say, ” someone wrote the apology for Mr. Lugay. ” The Speaker did not object to his statement. This fueled him to go on and he made, in my opinion, an untrue statement,” lugay has no regard for institutions set up in this country.” I almost fainted when I heard Roosevelt said, ” I have always asked my supporters to stay away from problems, ” yaa right. When the Attorney General time came, he had to be very careful how he interpreted the law used to suspend Mr. Lugay. He appeared to be sympathetic towards Mr. Lugay at first, when he said, ” two wrongs cannot make a right.” This was all the good he had to say on behalf of Mr. Lugay, because what followed afterwards was like a dagger. He said, “he must support the motion, because Mr. Lugay had sat in Parliament all morning and had not apologized to the house, therefore, his apology made to Dominicans, in his opinion, was not genuine. As far as he is concerned the rules of the house were breached.” I wish to remind the Skeritt led Administration of a saying, ” when your neighbor’s house is on fire wet yours.”

Many of those statement are lacking respect. No needs to delete or edit some of the statements before posting. We live in a democracy but we are playing too much games.     Because Dominica is a small country, he could say whatever he feels like and get away with it? What type of example would he be? It is bad enough of already.
    He is fortunate he is in Dominica. He could not have made such a statement and got away with it in especially a progressive country. He would have been told to resign from politics in general. I do hope it will lead to that. Such a person should not represent anyone.

    Lugay entertained the thoughts of his mind–to kill people–to the point where he speaks those thoughts, not once but twice, for the public to hear–he even goes as far as mentioning a name. Proverb 23: 7 says: “As a man thinks in his heart so is he”

    If Lugay believed in the God in whom I believe in–he would not entertain that thought of his mind to the point of speaking twice–instead Holy Spirit would have commanded him to rebuked the devil who sowed that evil seed on the ground of his mind–which is to take the lives of someone or people–good Lord!.

    Jesus tells us that once we continue to entertain any evil, wicked. or sinful thoughts in our mind–we have committed that evil, wicked or shameful thing; much more that we speak those words to a whole heap of people –O God please look upon your chosen people in Dominica

    Dear Dominicans, can anyone tell me, what is going on in Dominica? Is Dominica a Democratic nation or a communist nation? The sitting Prime Minister said for the entire world to hear, that no law nor constitution cannot stop him from doing what he has to do, yet they turn to the same constitution to suspend Senator Lugay. What is going on? In the speech the President made at the opening of the budget session, he mentioned that the people of Dominica should not let past incidents stop the nation from moving forward. He knows what he did now he is sitting in the palace as president. The opposition themselves have no backbone, why are they allowing this government to continue to behave as if Dominica is a communist nation. Why are you as Dominicans accepting this sort of treatment. On more than one occasion I have heard people say that people don’t know who Skerritt mother is. I am asking this question, is his mother God? I think not. They will do all the evil they can to stay in power but there is a God, who sits up high and look down low. Soon and very soon, the good Lord will take this government to task by removing them from power. I can no longer support someone who is bias, what is good for the goose should be good for the gander. Mr. PM, release the people of Dominica for the spell you have them under, if you don’t the wrath of God will smite you a powerful blow that will resound through out the entire world.

    Parry, I would tell the Prime Minister there is no need to ask the Parliament to suspend Mr. Lugay. If Mr. Lugay wins the case, the Government will have to pay him for all the months or years he has been awaiting the judgment. Mr. Lugay might even sue the police for false imprisonment. Another problem is if the case is called after the general elections and his party wins, it will be interesting to see how the UWP deals with this situation.

        If he was not charged by the police he would never be suspended from the House. That is why the question is why wasn’t Lennox Lawrence arrested and charged for making a statement ten times worst than what Danny made. When Lennox Lawrence made his threat to kill Edison James and Spags John and others on March 12 2013 at Lagoon in Roseau he was not arrested although two separate official complaints were made to the police by Ron Green and Lennox Linton. I guess you have no problems with that kind of boldface double standard.

        What is the demeaning statement? Danny should have exercised more constraint but his statement was/is not demeaning and in no way was meant to incite death or violence against Lawrence. When it was said that ” sombody should slap Thompson Fontaine” wasn’t that a direct threat against Thompson and an incite to violence against him? I will repeat! We have all and I don’t care who you are, uttered similar words to Danny at some point in our lives. The current members of skerritt’s party have all made similar statements and have disgraced themselves and parliament in public on numerous occasions so this right here is another reason why the people of Dominica will suffer if they do not remove this menace from the governance of Dominica. If not for yourself do it for your children because they will be the one who will have to deal with the fallout of the maladministration.

      There are some who do not live by the Golden Rule as taught to us by Our Lord Jesus Christ. It boils down to, “What we do not want for ourselves, we should never do to others.” Treat them as we expect of them.
      If we call ourselves practicing Christians we should know better and how to treat others in words and deeds.
      Our Lord said, “Those who know (it is wrong) and do not do it, it is a sin. They will be more severely punished.”
      So, we cannot say if we were not Christians we would harm people. It is insane. The Lord took note of his words.
      He is not a child. He is an adult who was also on the campaign trail and should have conducted himself better than he did, in words. We must be fair about this and call a spade a spade. He was wrong to make such a statement and must admit his error. Even though he apologized, the dangerous words were already spoken and cannot be retracted. They were like weapons.
      Therefore, there is a penalty for this which he must answer for and pay for. He has reasons to be regretful and to say, “If only I knew.” Based on his words, I do not think he is all that remorseful.

    Its very difficult to understand the logic behind walking out of parliament. To begin with its total DISRESPECT to the very house and for the people who claim they want to lead a country is this the way in which you would like the younger ones to follow in your footsteps? I see the government as people who should be exemplary that’s why we see government officials being with their families (whether its a façade or not) and for example the UWP going to church in different communities and taking pictures and posting it on Facebook. But my point is they are people whom others should be able to look up to. Walking out of the house is an indication that you could show utter disrespect and think its okay. Its not! Don’t be misguided… I’m not a supporter of any party but I most definitely don’t support stupidity. If that’s the way that the UWP is going to solve issues or address issues with the opposite party, They are not ready for government..its very sad to say. The leader of the opposition should put his feet down because the reputation of him and his party is at stake.     So the UWP Members of Parliament once again removed themselves from another crucial debate in the House.

    Why did they not come to his defence and stayed and make their contribution on the matter or is this their way of telling us the decision to suspend the Senator have their full support.

    Or are we to believe that they are in full support of his statements and feel the same way he does.

    Once a citizen, because he is an advisor to the Skerritt DLP Gov’t, could influence a Police Force so much, as to get them to search and arrest other citizens and the police willingly obey, WATCH OUT.

    The Chronicle staff, the editor, was questioned, harassed by police, after statements by a certain Lawyer, instructing the police so to do.

    Lennox Linton’s home searched by Police. But, as revealed to all, the real culprit who leaked PM’s info from the IPO, a criminal offence, will not be searched, arrested or charged for that criminal offence.

    It seems that Skerritt has done no wrong at all. Skerritt was allowed by the same speaker, Parliament and the system to be in Parliament, all through his dual-citizen case.

    Danny Lugay has not and will never come close to committing the kind of illegal, unconstitutional acts committed by the cabal. Bin and Fertilizer BOBOLS, Passport sales, diplomatic passport secret deals, kick-backs, $64,000,000.00 debt from Petro Caribe to Venezuela, plus numerous other acts of corruption that cannot be refuted No arrest, no case, no charges. The heinous firebombing crime against two innocent citizens, No case, no charges, no arrests.
    Court sent arrest warrant for the arrest of the Lawyer. No arrest, no charges. The elder Lawyer Mano had filed 42 charges of fraud against that same Lawyer, who was also involved in a secret land transfer deal. Instead, that Lawyer got protection on the day of his court appearance. Police in uniform secured the area.

    Police State. Dictatorship mode. That’s what our Nature Isle has become. Thanks to the Corruption and those engaged in those. How Long? Not Long!!!!!

    Mr. Lugay in his frustration made a statement that was not statesmanly. It was wrong to make such a statement.
    However, I am listening to the deliberations in the house conducted to suspend him and I am disgusted at the double standards.
    Utterances and behaviours of our ALL parliamentarians should be ALWAYS exemplary. I hope from this day forth we in Dominica will not be subjected to any form derogatory utterances and behaviours from ANY of our Parliamentarians.

      This reminds me of one of Paul Keens Douglas comedy shows. One of the singers was singing the song, “I Want To Go Home.” The audience said to him, “Go home boy, go home.” :lol:
      Everyone could make a difference to the environment they reside in. It is your home. Do not forget, keep praying to God to help you and make your stay enjoyable.
      When we read of these matters, it appears to look bad. Consider we have relatives and friends in D/ca and they are not complaining. At least, not those I know. They seem to be OK. They ask me when am I coming home. I simply say, “If the Good Lord wills”, sometime soon :)

    If the Laws of the House makes provision to deal with Senator Lugay’s behaviour so be it. However,it would be fitting for ALL Parliamentarians to do some introspection because none of them have displayed behaviour of a higher level than Lugay. What has saved them is the fact that they are in Government. It was particularly distressing to listen to the Minister of Education.

        Wasnt one of the great apostles and leaders of early christianity a persecuter and killer of christians? He was then temporarily blinded and converted by the holy spirit and eventually became a leader of christianity himself.     really? wasn’t the ayes for whether the motion should be debated or not? the ayes had it and thus they are debating the motion.

    it stands to reason that having debated the motion, the house would then vote as to whether Lugay should be suspended or not.

    maybe I misunderstood the activities but I would like someone to explain it to me.

      Here was a very public moment to stand up for one of their own instead they walked out.

      This walking out was not necessary!!
