UPDATE: Dominica not expected to make ALBA bank deposit

Prime Minister Roosevelt Skerrit attended the ABLA summit on the weekend

Prime Minister Roosevelt Skerrit has confirmed that the eight-nation bloc of Latin American and Caribbean ALBA countries agreed on Sunday to deposit one percent of their international reserves into a jointly administered development bank as they seek to deepen economic cooperation.

However he says the decision, announced by officials as Venezuelan President Hugo Chavez hosted leaders of the Bolivarian Alliance bloc, or ALBA, at a meeting in Caracas, takes into account the financial status of the three OECS countries which currently enjoy ALBA membership.

Media reports following the meeting said the countries that have agreed to deposit 1 percent of their international reserves in the ALBA Bank include members Cuba, Ecuador, Bolivia, Nicaragua, Dominica, Antigua and Barbuda and St. Vincent and the Grenadines.

PM Skerrit told a news conference here on Monday however, that Dominica hardly has international reserves, and ALBA is exercising some level of flexibility that will take this into account.

“None of us in the OECS, our members of ALBA, have enough space to have reserves within the ALBA arrangement there is always special and differential consideration for the peculiarities of our economies,” he explained.

PM Skerrit says the one percent international reserves contribution will come from ALBA member states “that have the ability and capacity to so do”.

“There is no expectation that countries like ours that have no money to give, so we won’t be expected to make that one percent available because we do not have it anyway,” he said.

The prime minister also explained further that Dominica was not yet a full fledged member of the ALBA Bank, but that this was under consideration and the island would have to make some kind of contribution if it accepts membership of that financial institution.

“It’s a bank that we support fully, we have not taken loans from the bank yet, this is a bank where you get loans at one and two percent,” Prime Minister Skerrit said, adding that Dominica would soon decide whether or not it becomes an official member of that financial institution.

He indicated that such concessionary loans are disbursed speedily and as far as Dominica is concerned it is a “very attractive proposition”.

Membership however will mean Dominica having to make a contribution, based on the bank’s assessment of the island’s economy and its GDP to determine the size of the contribution that must be made.

    It is a funny thing that when you vote people in to a position to lead your country that they can make decisions that a majority don’t agree with.
    I would like to suggest that big decisions like these where when the contracts are signed, even if the party is voted out the country is still bound to that contract, we the people get to have some say in the direction taken.

    The ALBA relationship seem more lucrative? No more CSME? CARICOM members gravitating towards ALBA, one-by-one, because of the oil money, or because of the Leftist ideology, or because of better organisation? which one?

    How is linking with left organisations and selling Passports to wealthy, business people of reputable character, for plenty, plenty money, be compatible? What about non Dominicans appointed our Ambassadors to foreign countries and given our diplomatic passport in exchange for $$$$$$$$$$$$$$$$$$$ without the people’s knowledge. The Facts are there for all to see.

    What about Public Officials amassing quick wealth while in Public office? What about the evidence and revelations of corrupt practices? Are those in line with leftist thinking?

    The DLP Govt. continues to disrespect the people of Dominica by not informing, consulting or seeking the best advice before such Agreements are signed. Dominicans can’t you all see the danger. One man, because he is leader, just does things without Dominicans knowing? Is Skerritt Papa God who could do no wrong or make no bad decisions? It is wrong, wrong, wrong, and hinging on dictatorial tendencies for Skerritt to cast aside the people’s concerns.

    Irrespective of how many times people express concern of his unilateral moves, he doesn’t care two hoots and continues. Nobody knows what Skerritt has agreed to or signed with ALBA or China, or Morocco OR…….. Is so the country is governed, then? Whose fools are we Dominicans? And if one asks questions, they are deemed terrorist, trouble-makers? Come on in this 21st. century, people are in the dark, not suppose to know what their Govt. is doing on their behalf?

    Skerritt concerned about Falklands and British, but for our Bird Island,says nothing, because of Venezuela’s claim to it. Dominicans, we falling into the Pit of destruction and dictatorship. Time will tell. Get back our Conscience. Our Sovereignty is being lost day by day.

    Mr. Skerrit also mentioned opportunities for the export of our water and I wonder why this has not been achieved till now. Venezuela is a growing market for bottled water, which currently retails at an average of the equivalent of U.S.$.1.80 (E.C.4.85) for a 1.5 ltr. bottle (considerable more than the price of gasolene at the equivalent of 46 U.S. cents per Imp. gallon!)
    On the face of it we should be competitive and I hope that the reason for our inability to enter this market is not due to prohibitive import duties, administrative red tape or oppositon from vested interests such as Polar, Minalba or Coca-Cola owned Femsa. Clearly our pricing is not an obstacle but maybe Venezuela is reluctant to pay outside suppliers in hard currency i.e. U.S.$., especially for consumer goods. Perhaps we could offset our exports against the U.S. Dollars. we owe for fuel supplies? In any case, this market is worth a comprehensive study.

    One question;
    Since it seems obvious that our financial status is bellow the ratings of other alba countries, can Mr. Skerrit give us some insight into our position please.If he really means that we are absolutely out of funds, is there any possibility that the minister can give some kind of projections in that vein.

    Another query is when was such a consideration made for the countries that lag behind financially; was it during the summit or just a spontaneous sugar coating that is sputtered out and hoping that the rest of alba will find it a good idea to adapt?
    I pray that this confusion is cleared.

    Note well the confusion. Several news outlets, electronic as well as print media in the Caribbean and internationally, initially informed that Dominica agreed to members of ALBA depositing the 1% of their reserve funds. In the DNO update, a totally different picture.

    Skerritt in his damage control stint now tell Dominicans, the country do not have money. But nobody knew about those matters before. So Dominica would not be part of the ‘SUCRE’ (NEW MONEY.) Now Dominica would not be able to put money into the proposed ALBA Bank. Those Latin American countries would call the shots at all times. Dominicans cannot be more confused by the news item which said one thing and quickly had to retract.

    Any leader or Govt. that refusee to consult or inform its people before those decisions are taken, is not acting in the best interest of the country. The secret around the MOU with China is another example of unilateral decisions. That cannot be the way to continue ruling a country. What is the problem to seek advice, to consult, to inform the people on important matters like that? So only Skerritt has all the answers to solving all our problems? The country comes first before Party or leader. People must be respected. A Leader signs an Agreement, takes a decision on my behalf, but I do not know one iota about the decision to be taken? Are we all fools, then? How many of us Dominicans try to see further than the tip of our noses?

    I am having mixed feelings about our strong support for the Chavez plan. What is clear to me is that Chavez is essentially rally support for his anti United States sentiments. I can say without reservations right now that we are blacklisted by the united states as soldiers for Chavez. We are more closely scrutinized by not only the united States but by western democracies- this is despite what Tony Astaphans says that there are no such diplomatic efforts or correspondences to suggest the same. There may not be diplomatic correspondences but I am absolutely sure that the US and other western intelligence agencies are putting in place the subtleties to scrutinize passport holders of countries soldiering the Chavez ideologies.
    While we are looking for little handouts from Chavez we seem to forget that the Ross/Devry Universityis an American institution and the US government and it takes just a simple restriction measure that could jeopardize the Devry operation in Dominica. We need to review our position with serious caution and consideration for what is significantly and currently important to our survival. A few Chavez scholarships and assistance cannot replace the Devry contribution to our economy.

    According to the young Bull “ that rum shop talk” could come back and hunt you. In the interest of political partisanship some people will refuse to acknowledge the possible consequences of our open support for the Chavez anti America rhetoric. The last time I checked Dominicans migrate to the US not Venezuela; Our artists and bands do not seek permission to work in Venezuela during the summer months; Our people seek work not on Venezeulan cruise ships but by American owned ; I could go on and on.

    One of the calypsonians song say “ If you love in you tell him your true feelings” The very same people who would come in here and pay foolish support for policies that are obviously counter productive and progressive these are the very same people who seek visas to the United States. The Alba person in Dominica is supposedly a US citizen and if tomorrow the party that he was once an enemy of is out of power he will simply get on a plane and head back to the united states.

    I beg my people Don’t be fooled by hypocritical characters who care only about themselves. We are way to small and vulnerable to be making ourselves an enemy of the US. While Chavez is running his mouth the US still need his oil he so he can play the game he plays.

    Dominicans must express concerns at that unilateral move by Skerritt and his DLP Govt. Why did Skerritt not find it necessary and appropriate to discuss that issue of depositing 1% of the country’s international reserves into the bank with the people? It is the people’s money, so why no consultation or Public Information about that matter? Shouldn’t the matter be brought to Parliament first and agreed upon, before Skerritt just signing agreements like that? On whose advice was the action taken? On whose behalf was that done?

    If it was done on the people’s behalf, shouldn’t the people be informed before and know of all the dealings, the imnplications, the amount involved, etc., etc.? my fellow Dominicans, those situations are uncalled for.

    Unilateral decisions by any Leader in this day and age is detrimental to any serious development of a country, where the people need to know exactly what there political representatives are doing on their behalf. No one man is an island.

    We are seeing a trend of governance, where seeking the participation of the people, and providing vital information in all areas of their own development, is almost non-existent. Since the decisions taken do impact on the people’s lives, they have a RIGHT to be consulted and informed. Too many times, people just hear of those decisions and remain in the dark as to what really is going on. That is very undemocratic. People must not be treated with so much mistrust and contempt.

Dominicans need to open their eyes, how such decisions are made without the knowledge or approval of the people who pay the bills?, the ALBA issue is a big deal and Skerrit should have no right to make such a major move without first informing the public.

    Setting aside any political ideologies, Venezuela has difficulties managing its own economy. According to its own Central Bank the inflation averaged 27.6% over 2011 (with an effective rate of 29.1% in Dec.), the highest in the Latin America. This despite the fact that its major income earner is oil, priced in U.S.$. I wonder in what currency the Alba Bank will hold its funds?
    More than any other considerations I would want my money to be in a secure, easily convertible currency.

      A classic comment re the ecomomy of venezeula, If they cant manage what belongs to them how are they going to make ours better than what we have now, venezeula economy is in a state of crisis and it will get worse now that the US is about to use more of its own oil, The PM and the rest of the OECS PM’s must not be left unchallenge to do what he want to do with the economy of the OECS, when they are all gone the burden will be left on us the masses to make the necessary sacrifices.     According to the Post, Bolivian President Evo Morales proposed that the group form a defense council for their militaries to work more closely together, while Ecuadorean President Rafael Correa suggested that the group boycott an upcoming Americas summit in Colombia in April if Cuba is excluded from the meeting.

    ”Chavez and his allies also used the ALBA meeting to make a statement condemning violence in Syria, which they said had been fomented by foreign powers including the U.S.

    The group, Dominica included, also backed Argentina on Saturday in its long-running dispute with Britain over the Falkland Islands, according to the Denver Post.”

    These two paragraphs have set off the alarm bells in my head. Is Dominica now, under the rule of RS, now condemning its long time allies and development partners? Is Dominica now joining with other countries to militarily challenge the U.S? Is Alba now exposing Dominica to sanctions from the mighty USA and Britain?

    Well Dominica does not have any gold reserves,but i doubt the USA and the big five will allow it to hppen, these people like power, they seized power 500hundred years ago, and rule the world, so let us see how long Chavez will leave for that move.

    People, it’s only 1% and that’s called diversifying your investments. Many developing countries are doing similarly and actually many are partnering up with China who they once held in contempt for their humans rights violations which have yet to improve. DA has to try something different since we are not benefiting significantly from the way things are now. In addition, the new policies being developed by our European and North American friends are more so meant to have greater control over our ability to make decisions as an independent nation.

We have diplomatic relations with Venezuela which help us keep the oil and gas rates low so it is in our best interest to give other potential opportunities consideration.       Adult ED, Gas & oil rates low? Explain to us then how come we have the highest electricity costs in the region, stifling economic development? And don’t blame Domlec, they publish the prices they have to pay for every gallon, whereas we don’t know the real price Venezuela (PDVSA) charges us.

    Is a smart move by mr chavez… it is obvious that mr chavez is ensuring that if and when the next depression comes around that venezuela will stand in harsh economic times.. you all kind hide allu heads under a pillow but those who are privy to information knows that something going to burst within the next 5 years…. so knowing the Federal Reserve and Bank of England controlled by the elite will try to suck all of us in this world dry… mr chavez have taken the first step… since this is the case i believe we’ll see a similar fate of ghadaffi on Chavez if he lives long enough… bare in mind ghadaffi had demanded his gold and planned on only accepting payment of oil in GOLD… the day he was captured was the day the gold was supposed to be delivered… so it means his gold is still in the U.S… hhhmmmm interesting… “it seems the conspiracists were right all along” is the new quote among those who are privy to info…

        antedote that is true.. gold as any commodity… you buy but you have to know when to ‘sell’… that is the key thing knowing when to sell… and knowing when to sell will make you richer than Astaphans beyond your wildest dreams… gold/silver now is the best time to buy…. so again check the link i post… gold will rise and keep rising…. for e.g 1 ounce of gold should be about u.s $1500… silver is much more affordable… so choose one… the thing my friend is that when push comes to shove… you placed your self in a position to win… so by then ‘hopefully not cause i hate that reality’ in 5 – 10 years time when tings get real depression kind of bad… that 1 ounce will be going for as much as u.s $50000.00… now imagine you have at least 10 ounces of gold… imagine if you could invest e.c $100,000 and buy multiple ounces of gold, if not then silver (which is still cheap)… do you see why the rich get richer… because they are privy to information… that’s why Mr Chavez and every leader around the world is trying to get control of their gold… so when you come to sell.. you’ll have a much higher value… if chavez is honest with us i can assure dominicans that they should tell skerrit to invest 10% instead of 1%….

    If memory serves me right, I “think” I read sometime ago that Chavez was “questioning” whether or not AMERICA had an agenda to “give leftest” leaders like himself CANCER. In that article he had identified one or two other leaders who had suffered “his fate” and had subsequently passed on. Since reading this I have grown very worried for our leaders in the Region who seem to be gravitating closer to the LEFT WING type of governance and more particular Hugo Chavez, a man who claims that ” that his health may have been attacked by US interests”. That is not to say that I oppose this move by our Caribbean leaders because I know that America clearly does not seem to have our best interest at heart but I just FEAR for our leaders and more particularly our beloved Prime Minister Roosevelt Skerrit. I pray that he’s wise enough to take EVERY PRECAUTION and necessary step to ensure his safety and security if what I read propotedly coming from Hugo Chavez has any iota of truth to it. Continue what you are doing for this country Mr. Skerrit although I have expressed concern over the manner in which you “conduct your/state business”. Look at you mode of operation “twik it” a bit so that it can be more transparent and in sync with the common good of ALL Dominicans instead of the BENEFIT of a selected few “goodmen/women”!
