UWP says World Bank farmers’ grant politicized; calls for forensic investigation

The United Workers Party is calling for an immediate discontinuation of the Skerrit Administration’s politicization of the World Bank’s Agricultural Emergency Response Grant (AERG) that has subjected hundreds of bona fide farmers and fishers to blatant injustice.

Given the number of recipients of the funds who are not involved in farming or fishing and the number of farmers and fishers still on the merry-go-round of disrespect waiting to receive their entitlement, it is now clear that the Skerrit administration has abused the 18-million-dollar grant for partisan political purposes.

The UWP believes that in the public interest of fairness, equity, transparency and accountability in the utilization of post Maria financial assistance from the world community, the World Bank is duty bound to order a full forensic investigation of the issues that have made the program a hotbed of controversy.

The controversial issues include but are not limited to:

1) The confusion over whether the assistance programme was for farm rehabilitation to revitalize the Agricultural sector or for social protection/poverty alleviation

2) The impossibility of achieving the agriculture revival benefits intended by the donors and widely expected by the people of Dominica because substantial amounts of the grant were distributed as political hand-outs from the ruling Dominica Labour Party

3) The use of the Extension Officers in the Ministry of Agriculture to prepare a list of bona fide farmers and place them into two categories based on the size of their commercial output; and the authorization of operatives in the Office of Prime Minister to adjust that list based on political considerations

4) The high percentage of persons benefitting as large commercial farmers in the constituency of the Prime Minister compared to other far more productive farming communities in the country

5) The hundreds of farmers across all agricultural districts whose written complaints about inadequate payments or no payments at all remain unresolved

6) The blame and threats directed at Agricultural Extension Officers for a program executed by operatives in the Office of the Prime Minister who are constantly praised by the Prime Minister for the very work that has placed significant resources allocated to farmers at the disposal of non-farmers

We call on the Skerrit administration to publish the criteria approved by the World Bank for the distribution of the grant and end immediately this reckless, partisan, political and anti-resilience behavior in the management of post Maria rebuilding initiatives.

    When will we grow up and become a nation of rules, laws and processes? There are ways to conduct the business of government that is transparent and above board. This culture of bobol has to stop. We are behaving like England left yesterday and put their chosen people in charge. It’s time to show that we are not being ruled by some corrupt governor but by a government for the people. 40 years of independence should find us in a better place. I have said it before and I will say it again, despite the ravages inflicted by Maria, Dominica has the potential to be one of the most progressive states in the Caribbean.

    Lennox, I’m a 100% behind but having said that it’s high time now to step up the pressure and dethrone the man. He and his friends are laughing at us. If we want to chance things then stop the talking and do something about this corrupt dictatorship. Talking about and arguing about it for years does not help, does not change anything. In my opinion Dominicans have only 2 viable options, either if you want to live in a democracy, move away or if you really love your home country, get together, go on the streets and force the dictator out. There was a third option but that is not an option anymore, since the dictator is already controlling the elections. Some might argue why don’t you help us. I moved away years ago because I was disgusted to see what was going on during elections. Many, many Dominicans sold their vote for a few dollars or sewo and so paved the way for the situation the country is in now. Let’s stop talking and let’s go to work to change things for good!

      Well spoken from your perch safely outside of Dominica. I don’t like the way it was disbursed either, it’s done the way many African countries/politicians operate when they receive aid, and the World Bank knows it from experience. But to stay safely overseas and insight this like many others do, I think you-all aught to put you boots on the ground on not be a coward hidden behind the Internet. If he was PM the very same African way of doing such things would engulf him. It’s a valueable injection of cash into the economy from donors that ALL politicians use to their advantage, Linton would too, no need to take to the streets on that one. In our current dire predicament,… it will pay off in the end.

    The typical unlettered person launches personal attacks at the messenger while totally ignoring the veracity of the message. These people intentionally distort the debate by viciously assassinating people’s character with unsubstantiated accusations that is remotely believable. Everything in Dominica is tainted with political bias, and that’s an incontrovertible assertion. Any government assistance one receives, no matter how miniscule or large, has to be at the behest of a government official (usually a gov’t minister). I knew that the disbursement of this fund would have stirred controversy as government has a great discomfort with fairness and honesty. They (government) see people as voters and not as human beings thus the depraved indifference to people’s plight.

    I can’t speak for other communities but what I saw going on in mine.
    The parl-rep leave the choosing of farmers for ppl that no Notten bout farming to choose, just because those ppl kissing their a#* the parl-rep believe they are the best ppl to choose who should benefit.
    I don’t expect them to choose a UWP supporter to deside who should benefit but I know of a lot truthful laborites that would do a better job.
    So I can’t blame the PM for the whole fiasco cause I know he was not the one to say who get and who don’t in my community

      IF repeat IF the claims by Mr. Linton are true then those actions by government are not acceptable.

      I would hope that the World Bank had set criteria for the disbursement of funds and in their usual method of operation there will be some oversight of the implementation of the programme.

      There have been so many spurious allegations made from time to time that I usually like to see or hear the proof of what is being said or done before jumping on the band wagon.

      There were funds available for the small business sector and so many rules were put in place and documentation was required. I did not hear these accusations made about that programme and much less money was being handed out. I therefore hesitate to join in the accusations until a few farmers who were affected come out in the public and show the evidence of the claims being made.

Can we assume that Linton has done his own preliminary investigation and that he has compiled a list of “non-farmers” who have received World Bank funds earmarked for farmers indicating the quantum of the grants disbursed? Based on our experience with Linton he may very well be on another “fishing expedition”.

Every Dominican knows that Roosevelt would have used that money to bribe people to buy votes.

    We, knew his supporters would be the recipients, while everyone who does not support him politically would stand on the outside looking!

    Because of such corruption, more than eighty (80%) percent of the pledges made to give money to help rebuild has not yet come to fruition; and will never come to fruition, for no other reason than the way this money is used. If I had my way I would write in the middle of the sky where all dona country’s could see:

    ‘Beware of sending money to Dominica for the purpose of aiding in the rebuilding of the country; because it is misappropriated by Roosevelt Skerrit.’

I am from Vieille Case and a supporter of the Labor party but I am embarrassed. I cannot believe someone has 2 plantain trees her yard and you give them 10,000.00 thousand dollars. Another one is a road cleaner don’t even have a fig tree in his concrete yard and he gets $3000.00. I understand you want to help people but that’s not right. Between Vieille Case, Penville and Thibaud you took $870,00.00 to share among farmers that’s eligible for $10k? Come on you don’t see that’s wicked. And the two biggest farmers in Amba and penville you give them $3000.00 each. This is wrong under UWP or DLP. I don’t care what party is in power this is wrong. I can speak for Vieille Case and tell you about 6 farmers deserve $10k not the 39 they gave. I hope and I pray when Dominica agriculture recovers my village is the biggest…

      HE can not do much but HE is no government minister and as such has not got access to any funds. Do you understand that or do I have to spell it out.
      But since we are at it what did your PM do with the funds that were entrusted to him by the World Bank? In true DLP style he largely misappropriated the funds again resulting in labour supporters that are no farmers nor fishermen receiving money but other real farmers who are supporters of the opposition receiving not a penny. Don’t take my word for it though, ask farmers from Marigot, Wesley or Salisbury how much they received.

      This man didn’t have anything to do after Maria because; he was prevented from entering a government building by armed police officers who received this order from the leader of the ruling party, he was insulted by the leader of the ruling party after he demanded transparency concerning monies that should be used for the good of the country,he was accused of planning a coup d’etat with a simple truck, (that’s the easiest coup that I have ever heard of) , the leader asked his following to provoke the members of the opposition ,he has been prevented from completing and worse again addressing the members of the house by the speaker who thinks that she owns the house. He has to hold his position, he has his supporters all over the world also.We need transparency in politics in Dominica as we have seen that our little island has turned out to be a sweet haven for high ranking fraudsters who are wanted by Interpol, who received Dominican passports in exchange of large sums of cash.

      The govt’s actions could have been less questionable or scrutinized if and only if it was doing things transparently; which is all the opposition and many Dominicans are asking of it…but I seems like for reasons unknown the govt fails to listen to the people; does things as it pleases…that’s what being in office for a number of terms do to political leaders- it makes them become complacent…and if questions are asked..its inept supporters are quick to jump to its defense.
