The Opposition United Workers Party (UWP) says it will be attending the first sitting of the ninth parliament on Friday although five questions and two motions submitted to the House of Assembly were denied.

Leader of the Opposition, Lennox Linton said at a press conference at the Prevost Cinemal on Wednesday all its questions and motions were submitted on time, only to be informed that they will not be allowed.

According to Linton, the two motions that the UWP wanted to put forward are a review of the Standing Orders of the House of Assembly and parliament’s reaction to secure free and fair elections through electoral reform.

The questions the UWP wanted to ask parliament had to do with an update on Dominica’s Petro Caribe debt, the alleged racketeering of visas and work permits, the recent development in the Citizenship by Investment Program, a clarification and the government’s position on Bitcoin, and an update on the cost of living grants to senior citizens over 70 which, he said, was provided for in the 2014-2015 budget.

“These are serious questions,” Linton said.

When asked whether he believes that the denial is a move meant to frustrate the Opposition in Parliament, he responded, “I don’t know.”

“We don’t like what we see and so we are raising the issue,” he said, adding that after the UWP goes to parliament it will be better able to formulate an opinion on whether the party is being frustrated or not.

The following is the reason the two motions and questions were denied, according to a letter sent to Linton by the Clerk of the House of Assembly on February 9:

“I am directed to inform you that due to the established custom and practice of the House of Assembly of the Commonwealth of Dominica, your questions and private member motions submitted for the first meeting of the first session of the ninth Parliament shall not be included on the paper. This is because at a first sitting of a new session and a first meeting after a general election these two items are not taken.”

In response Linton wrote to the clerk, “This established custom and practice of the House to which you refer, is no more than a convenience appropriated unto itself by the government side and cannot supersede the Standing Orders of the House especially where the provisions of these orders are specifically required to facilitate the legitimate business of Members of the House.”

He argued, in his response, that the established custom and practice that is being referred to has been to use Standing Order 16 (q) Public Business selectively for the purpose of facilitating government business only when that very same Standing Order clearly provides for private member’s business as well.

He also mentioned that it has been the “established custom and practice” for the government side to “pick and choose” items from Standing Order 16 which suit its agenda for these first meetings, while regularly excluding the few items which allow the Opposition side to present matters for the consideration of the House.

Linton pointed out that the members of government can make statements and present papers, bills and motions at the first sitting of a new parliamentary term, and it is only fair for the Opposition to do the same.

“It is only fair and just that when members of the Opposition have questions and motions, then in accordance with the Standing orders of the House, those questions and motions must be taken in the public interest of proper parliamentary conduct and procedure,” he said.

Linton stated that after giving the reasons for the motions and questions to be included, the Order Paper was received but they were not on the list.

He said he has since written back asking for an amendment to the Order Paper.

    Whatever you supporters state, you must consider that Lennox and yourselves are not (always) correct. You do not comprehend that at a First Sitting there are important issues to address and to take care of.
    If Lennox is a sensible person he should know that. In fact, his members who are familiar with Parliament should have informed him what would be occurring at the First Sitting. His questions could be addressed at another Sitting.
    As I am fully aware, you supporters are as unfair as Lennox. You do not like to read the truth but one day you will have no alternative but to hear and listen to the truth. May it not be too late for you.
    You have your say on this Website; respectfully allow others to do likewise. You are no more intelligent than I.

    This speaker has been forever blocking the opposition, n shielding the government.
    The people need to hear the truth about matters of state.

    The report does not say what it is about the “Standing Order” that the Leader of the Opposition wanted to move such a motion. What is it about the rules of the House that he wants change at the very start of his parliamentary life? The report does not say that those present at the news conference asked anyway. I beleive it is in order to ask the question even now.

Isn’t the role of the opposition to the keep a check and balance on government re their seemingly abuse of power and their propensity to hide issues of economic and social consequences. Shouldn’t these concerns be addressed in parliament? Don’t Dominicans need answers to these concerns from their elected candidates? Well, if these should not be of concern to Dominicans, we are really living in a fool’s paradise, where ignorance and party-affinity have turned many loopy.

      Joe, the point is that it is not mr. Linton, who is occupying the P.M’s seat but mr. Skerrit, so it is for Mr. Linton and his party to pose questions in the House and not the other way round. “Established customs and practices” hardly come into it and are never a substitute for the law (and I include here Standing Orders). In its opening paragraph our Constitution states that our country is founded upon principles of…”faith in fundamental human rights and freedoms” and in case of doubt the Constitution prevails. I hope sincerely that all our representatives, and even more so the Speaker remember and observe this. A Speaker is absolutely entitled to have his- or her personal opinions political or otherwise but this must never be displayed in the House.

    What questions if any, did any of the media asked the Leader of the Opposition at that press conference? Because someone should have asked him something. I believe the people who are nudging him along those lines want him to look and act silly, because they know this is the First Sitting of the House and he is entering Parliament for the first time. As a Dominican it really pains me to see him act in such a manner.

    I listened to the newly elected Prime Minister of St. Kitts and Nevis, saying that his government comprises of many new people entering parliament for the very first time and what must be done and it will take time for them to familiarize themselves and he Thanks God he has had many years as a parliamentarian and a government minister.

    Listen to that in contrast with Dominica’s Opposition UWP. Whether you support the UWP or not, some must be very happy they did not win the election. This group is not ready yet not even as a main opposition. Clueless.

    We jump and shout at every turn. The opposition has a right to ask questions. There are rules, norms and practice. The questions require answering. After all we live in a democracy. But it has been established practice across SUCCESIVE GOVERNMENTS that the first seating of the parliament is devoted to other business and not the partisan lined questions we see. After all, there will be many more opportunities to ask the same questions. The issues will not go away like today. They are good questions. But to suggest that government is taking action at this very first seating of parliament to deny the opposition their right is stretching. The government has a responsibility to maintain their position and to keep the opposition in check. the opposition also has a role to keep the government on its toes. That is our democracy. People elections are over. the government has 58 or so months to lead. the opposition has the same amount of time to ask all its questions. Let us move on.

    Is this request by the opposition unreasonable? If it is, I live in the wrong country. Since the last election the government has gone into silent mode, mute, they do not respond to the Bitcoin fiasco, no response to the Labor Commissioner scandal, no response to the BAM Money that the EU might be taking back in March, no response to the $200.00 promised to the elderly, no response to the TABLETS that were due in January, the back pay to public servants.
    Yet the elected representatives are denied the opportunity to ask questions in parliament. A government must not provoke its people to anger, because when a frustrated people rise injustice trembles and dictatorships crumble.
    Be warned all those who support that crap. Is Alix Boyd Knight the only one among 22000 laborites who is capable of being Speaker? What a shame!

    1. This is no place for these questions. If you believe that they are legal matters to deal with find a lawyer and debate this in court.. If you can’t then move on

    2. Parliament is not for asking questions primarily, instead it is where issues of the land are dealt with. How persons lives must be improved, socially, financially, etc.

    3. You should be able to bring to the table constructive ideas/ suggestions to improve Dominica, your sole objective is to help the Government to improve the Nation.

    Your constant rampage of seeking to disturb the peace is what is causing you these rmbarresments

    When you become more serious and began to seek betterment for Dominicans, then and only then you will be taken seriously. In the meantime you will be seen as a joker in the house of parliament, in the event you continue…

    Skeritt ask for Linton to come to parliament. His wish was granted. It is clear that the pm and his gang do not want to be questioned on their actions. These are legitimate issue. Lennox you are in the right place to enact change in good governance. No more quitting parliament. Even if you have a minority, one voice for justice, truth, and honesty is sometimes all you need. Skerrit only cares about his own adgenda and not what is best for Dominica.

    Those questions he wanted to ask at the First Sitting of Parliament appear to be abnormal, strange and out of place for the commencement of Parliament. There is a time and place for everything. He should choose another time to ask these questions, if they are accepted; surely not at the First Sitting.
    Linton is not interested in matters that really concern Dominicans especially those who voted for him and elected him. If he were, he would ask other questions which truly concern Dominicans. It appears he has nothing constructive to ask.
    Linton has projected that he wants to put the PM in a corner. He is out to embarrass the PM and nothing else. Why did anyone vote for you in the first place? You are a warmonger. You create lack of peace, divisions and disunity in the land.
    Change your style and do something good for Dominicans, especially those who elected you. Some of them are too blind and deaf to notice your adverse attitude which is full of animosity.

      This is amazing! I was thinking the very same thing.

      This is the man’s fist sitting in Parliament–the first time meeting since after the election; I was saying to myself that it should be a meeting to become acquainted with the procedures of the House–why those questions which would create a pack of contention–no doubt?

      Actually Linton should wait for at least two or three Parliament meetings before he start with his acts –he needs to acknowledge that arrogance will continue to be the cause of his failure–or else he ain’t going to get nowhere–that is for sure!

        Liz, what difference would it have made if he asks the same questions five years from now? The issues he concentrated on are issues which has affected Dominica for as long as Skerrit is in power. If you agree with that other waste of time Dominica/Canadian woman, you might simply be saying Lennox has no right to speak in the House.

        If you contend that Lennox should have waited for another secession to ask such questions. Then I submit to you that anything the Skerrit and the rest of his cronies had to say in the first secession of house they could hah waited to present it in another session of the House: would that make sense. Let me say this I like the Speaker of the House, of obvious reasons, (I know my reason but I doh talking), except to say she is somewhat bias, and is protecting Skerrit from being held accountable for the mess that is going on in the country. Three years down the line if Linton submit the same questions my loveable Speaker will simply say denied!

        Lennox himself has no sense whatsoever. Only with you people, his supporters he could get away with that type of attitude. Those who support him are like him. Do not expect those who do not support his adverse attitude and arrogance to agree with him.
        If Lennox was correct, I would support him but he is not. Time and again he projects his true colors which are not worth complimenting.

    One’s character is built on knowledge, research, humility, resilience, obedience, courage among other positive attributes. As long as there s sincerity in one’s motive that individual, or institution should be given the benefit f any doubt that may exist.
    I oftentimes wonder why the government side frustrates the efforts by the opposition to pursue their goals of participatory democratic ideals. These ideals include asking questions, counteracting what may appear to be evil, costly or counter-productive. Neither the oppostion’s nor the government views and opinions should be allowed to monopolize our way of thinking and subsequently our private and collective decision making.

    Civility should be given a chance in Dominica. This will breed fairness, co-operation social justice and a productive enterprise called The Nature Isle of the Caribbean. I think Dominica belongs to all of us, yes all of us. This means no one side should deliberately deny the other from justice.

    The UWP is well within their rights to ask these questions and demand answers. It cannot be that Skerrit chooses the questions he wishes to answer. We live in a democracy and questions the opposition asks need to be answered by the government. Fellow Dominicans, we need to monitor this situation and I tell you, if Skerrit does want to answer these questions, we as the citizens need to make him answer the questions and if needs be demonstrate until the questions are answered. We cannot let that tyrant continue there where he let of in December. It has to be made clear to him that we, the electorate, are the state and he and his ministers are the SERVANTS of this state and not the other way round.

    The Labor party government is so accustomed to do things its way and not like playing by the rules, so, it’s going to be quite interesting to see how they’ll react to the new elected guards in the House who’re bent on good governance and transparency. Every citizen on the island come to the realization that they’ve gotten a rotten deal, as far as the known blatant lies and deception that continues by those who run things. In any other civilized country, these are current and burning issues the public has a right to know. However, Dominicans are all into cover-ups, fix up, screw up and move up. Remember, God doesn’t like ugliness.

    Such questions will never be allowed: Most people with commonsense realize by now what may have happened to the money owed to Petro Carib. All one have to do is ask themselves “where did the labor party get more than thirty-million dollars from to buy the votes in order to secure the election in the Labor Party favor. Close observation may revel the reason Petro Carib cannot get paid is all due to what we saw took place in the last election. As for the passport fiesta that has made many Dominican politicians rich.

    The sale of passport is a gold mine for private citizen who have become multimillionaires from the sale of passports, some of that money might well be in a Swaziland Bank. As for the bitcoin thing, no need to take that up un Parliament, it is what it is, we know what it is, only time will tell some government minister will leave Dominica one day, and will not return!

        He is not a positive person. He has never commented positively. He pretends to know everything but he knows nothing. He is bad news and on the wrong side. If I had a relative or a friend who was consistently negative, I surely would get fed-up of that person.
        He never compliments anyone. He does not appreciate goodness and kindness. I would expect he also never thanks anyone who has done him a favor – never says thank you. All his writings project the type of person he is, consistently critical. I do think he is one bitter and miserable man.

        Tamika while the questions and motions may be legitimate, the timing is totally out of odder because of settled practice, norms and customs of the Dominica House of Assemble. I have followed the House for a very long time well over thirty five years and there has never been any such questions and motions from the opposition during the first sitting or during the opening of parliament.

        Such opening after an election are more pump and ceremony and are very short generally half a day. the Government generally take short matters to the house and that is it. This is when the President address the House and Parliamentarians take the oaf of Office. You need to check the HANSARD and educate yourself my dear.

        These questions and motions could be easily be placed on the order paper at the next sitting of the House.
