Portsmouth Hospital to be expanded; Layou Community/Emergency Centre completed say DLP MPs

Parliamentary representative for the St, Joseph constituency, Kelver Darroux

Parliamentary Representative for the St Joseph Constituency, Kelver Darroux has announced that the first of its kind, a modern Community and Emergency Centre located in Layou, will be completed this month [August].

He made the announcement while addressing Parliament last week.

On June 12th, 2017 contracts were signed during a press conference held at the Financial Centre with the two projects rolling in at a cost of $5.8-million and $1.65-million respectively.

Both projects will be done by Offshore Civil and Marine Inc. which has been given the task of completing them in 110 days.

Construction works began at St. Joseph for the Highway Rehabilitation and River Defense works west of Hillsborough Bridge and the Providence Road Rehabilitation Project in the Roseau Valley to the tune of $7.45-million dollars.

“This project will be completed in August of this year allowing the residents of Layou to have the opportunity to have a facility, not just to host other activities,” he said.

Darroux continued, “I am very pleased that this project is nearing completion and the residents of Layou and the surrounding communities will seek to benefit for the first Community and Emergency Centre.”

He mentioned also that in excess of $3 million have been spent on the Carholm road.

“As I speak we have already cleared off certain sections of the lower end of that road to do some works,” Darroux stated.

Parliamentary Representative for the Portsmouth Constituency, Ian Douglas also spoke of plans for some construction work in his constituency.

He said plans are in place to expand the Reginald Fitzgerald Armour Hospital in Portsmouth.

“We are going to expand and upgrade the Reginald Fitzgerald Armour Hospital which is the Portsmouth Hospital,” he said during the recently-concluded national debate in parliament. “We are going to upgrade and we are going to expand it because we have the hotels coming, Madam Speaker.”

Douglas accused the opposition of celebrating after every challenge the country faces.

“Erika they celebrated, after Maria they celebrated…,” he remarked. “The University left; they went down to Portsmouth to celebrate.”

He continued, “But God is on our side. Once God is for you nobody can be against you.”

Douglas added, “That is why Dominica will continue to grow from strength-to-strength under this Dominica Labour Party administration.”

I believe that St.Joe people are not stupid and can see that their Parliamentary Representative is double talking. Why always talk of things to come when elections are approaching and the they go to sleep as soon as elections are over. Mr.Darroux I know Ian Douglas have but I thought you had some dignity.

These guys in Cabinet truly think that Dominicans are just fools. One question, why is every public construction happening at the eleventh hour of a pending elections? There are so many more pothole diseased roads to fix; so many more people without a proper place to sleep; so many more health centres to repair and build that could have been done during the last four years. These people CANNOT be sincere. The international airport , geothermal energy, sustainable jobs, agriculture revival, proper sporting and recreational facilities are mainly dead talking points for this corrupt incumbent administration. The leader cannot lead. His words are unreliable and weightless. The double, ornamental doctorial PM is expertly good at preying on the minds of the ignorant, unsuspecting, unlettered, poverty-stricken and the indolent. Don’t become a victim of his lies and deceptions anymore. It’s time for a change.

Kelver I did not digest what you said, because i thought that you were telling us about the 80% of our passport sales we know nothing about .
The genius and brilliance of patriot Linton had the house so quiet that if a fofo feather had fallen it would have been heard as far as Capauchin!

What Ian said is they’re fixing the hospital for hotel guests, not for us.

These jokers pee-peeing on us and telling us is rain. Worse yet, we believe them.

Kelver if I were you I would remain quiet about anything your party ask you to do…well then again you were paid to step down and who knows what the terms for your “sweetheart deal” was  The only legitimate reason I see why you could have a mouthpiece in the public domain is because, technically you are still representing the ppl of St Joe and they still deserve representation But sadly not you. As I know the ppl of St Joe is fed up of you guys, anyway. Needless to say, I think your representation in this juncture is meaningless and quite frankly is doing you a de-service. You sporadic emergence on public forum will not absolve you from the fate that awaits you being accomplice to the crimes of this most corrupt rogue dlp thieves. Remember the last line of our national anthem? “All for Each and Each for All” take a moment to pounder on that, Kelver! Greed and dishonesty are cousins

We have suffered from not having well equipped and not having structurally intact hospitals and healthcentres all these many years and you want to come now and rush, rush, build something fast, fast to fool people? Nurses are fed up. People have died when they didn’t have to! Not everyone can afford to be rushed overseas to save their lives. OMG. I wonder if you all have a conscience watching us suffer like this.

It’s not fair to the people to hold back on what the country needs for development and promis it to them during election time like so you could cause them to believe that they need u back in power to start and complete the projects.. Stop playing with the people’s well being. Politicans you should be about love for country and country development..

  14. WHERE DE Money?
    August 6, 2019

At this time the question that I hear most Dominicans asking is “Skerrit, where the money gone?” As for me I am really not interested in none of the fancy cookies Ian and Darroux talking about. All I want to do is ask each of them to answer this little question:

To Hon. Kelver Darroux: Sir, I have known you and respected you as a devoted Seventh Day Adventist and I know you are very familiar with the incident found in Acts 5, where “Ananias, with Sapphira his wife, sold a possession. 2 And he kept back part of the proceeds, …and brought a certain part and laid it at the apostles’ feet. 3 But Peter said, “Ananias, why has Satan filled your heart to lie to the Holy Spirit and keep back part of the price of the land for yourself? Sir, please, like Peter, ask PM for us “Where the money gone?”
To Hon. Ian Douglas: Sir I have known you to be a lawyer who knows how to ask questions and get answers. Can you please in your own legal way ask your friend Skerrit, where the money…

How may years has it been since the Carholm road has been inoperable? Suddenly they are in a hurry to fix it before the election. I have been to the airport many times and the usual route was through the Layou valley. I don’t remember the last time I went up that road. One has to drive up the Warner or Springfield roads which are terrible states of disrepair.

Why all of a sudden these guys are coming up with all sorts of projects. Is it becasue election is nearing? Your inept government had 20 years to do all the trickery projects you now announcing. The RED CLINIC recipients will overlook your ploy, but not intellectual Dominicans.

  17. Skerrit and DLP must go!
    August 6, 2019

Labourites favourite phrase is “don’t be ungrateful… “😠
I should ‘not be ungrateful’ for what exactly? A building project that is being paid for with our passport money. They’re not even putting enough money into the building, they’re cutting corners and giving us shoddy, sub-standard work. Keeping as much of the money as they possibly can as profits.
Or should I ‘not be ungrateful’ for hospitals and healthcentres, the basics, that we should have gotten ten years ago? The DLP is now rushing to build something in 2019 to get votes.
DLP you’re done. Get out. Skerrit, get out. Leave the 1 billion 💰 by the door.

Skerrit where is the money? Where did the money go? Where do we find the 1.2 billion dollars that is yet to be accounted for? Where do we find 80% of our passport money that Skerrit, Ian Douglas, Kelver Darroux and the DLP administration is yet to account for? Where the money GONE?

Plans are in place… Douglas says. That means an election promise and that ultimately means another big fat lie. We heard it at least 100 times before. As far as this facility in Layou is concerned, I believe it when I see it! Just consider the abattoir, the coffee factory and the geothermal plant. All ready to open but for one reason or an other they are rotting away now. What’s wrong with this rogue government???

Passed there last night. they will need to import workers to complete it this month. I dont see it happening in all honesty. Douglas himself is a fool. Noone celebrated. If anything people give the DLP an “i told you so”. Because people have been telling them. that is like everyday you telling your neighbor to hold their child hand when walking in the road. Everyday. One day the child run ahead and a ride send her flying. The natural disasters and Ross leaving affects US ALLL. Why would they celebrate? Why would any of us celebrate? However, i do admit that after the natural disaster, much of our flaws as an operating country were exposed. Thank god for that. After Ross left, our economy was crippled, but if Ross wasnt satisfied and disrespected, then by all means they should go to greener pastures. Word is they had been begging to meet the PM who always sidelined their directors. So they left. Good for them, but not for us. I agree with their decision, but that doesnt mean i…
