President of the Commonwealth of Dominica, His Excellency Charles A. Savarin, is heading a high-level Dominican delegation to the United Nations Climate Summit and the General Debate for the 69th Session of the international body. Other members of the Dominican delegation include: Ambassador His Excellency Dr Vince Henderson, Dominica’s Permanent Representative to the UN; Ambassador Hubert Charles, Dominica’s Ambassador to the United States and the OAS, and Baroness Patricia Scotland.
The 69th UN General Assembly (UNGA 69) convened on Sunday, September 14, 2014 at the UN Headquarters in New York. The General Debate opens on Wednesday, September 24, 2014 with addresses from the President of Brazil Dilma Rousseff and President of the United States of America Barack Obama.
President Savarin will deliver Dominica’s statement to the General Assembly on Friday, September 26, 2014. The statement will highlight Dominica’s achievements under the Millennium Development Goals (MDGs), and concerns of Small Island Developing States (SIDS) especially the impact of climate change and the post-2015 agenda of the UN.
Dominica’s delegation also attended the General Assembly’s World Conference on Indigenous Peoples on Monday, September 22, 2014 and the Climate Summit on Tuesday, September 23, 20104. In addition to the General Debate, Dominica’s delegation will attend a number of high level meetings with bilateral and multilateral partners.

As an Executive President Savarin has no place in engaging in multilateral discussions on behalf of Government. He is supposed to be non-partisan and not representing any Government in such meetings. This shows that the Labour Party knows nothing about protocol and this is a wrong precedent which makes nonsense of protocol governing the office of President. It is sadly apparent that this Labour Party government is ignorant of the role of the President or the responsibility which goes with it. . Worse yet, Savarin himself has demonstrated he himself does not understand his role or function.
Would David Cameron send the Queen to engage in multilateral discussions on his behalf? Baroness Scotland herself ought to know better instead of pandering to the Labour Party government just to keep herself in the public eye. What a disgrace and a sham! Protocol has become distorted and Skerrit’s Advisers should correctly inform him on the correct form and practice to be followed in this case.

A point of correction. Saverin is a ceremonial president not an executive president. Barrack Obama is an executive president because he is the head of his cabinet of ministers referred to as Secretaries. Saverin is just the ceremonial head of state appointed by the elected members of parliament to serve.

I see the DLP is making a big issue about plagiarism, yet they are willing to tolerate Vince Henderson assume the mantle of “Doctor”.Why does Henderseon insist on dressing himself in borrowed clothes?
He is engaging in an act of deception and dishonesty when he knows his law degree is equivalent to an LLB, not the PHD in law he is seeking to convey.
Henderson should cease trying to pull the wool over the public’s eye and cease portraying himself as more than he has actually accomplished.
This is worse than plagiarism. A “juris doctor” is just another name for the holder of a bachelor’s degree in law. Just ask another Juris Doctor, Gabriel Christian who has the professional decency not to refer to himself as “Doctor”.

Vince Henderson has become too pompous for his own boots. A great pity because he definitely is intelligent. He got seduced by living high on the hog. I can’t see him ever return to the grind of living in Dominica and certainly not St. Joseph.
You are right. Of course, Vince can call himself “Doctor” in the U.S.A. but Juris Doctor is really only a replacement for the old LL.B (i.e. a Batchelor degree) and he would have to pass a further exam for him to be licenced to practice in the United States.
Personally I would not put it on par with a Ph.D. as understood by most people and in no way is comparable to the degree of Doctor of Law in the U.K., for instance.
How can an Executive President head a high level delegation and be engaged in multilateral talks on behalf of a Government! This is just not done. The President is supposed to be disengaged from such political discussions as he is not or is not supposed to be engaged in partisan politics. The Labour Party has really lost the plot and Protocol is now in a tailspin. By virtue of this action, they have demonstrated that they are totally ignorant of the role of the President and what the Office stands for.,
