PricewaterhouseCoopers (PwC), one of the world’s largest multinational professional services firms, has praised Dominica for the good use of the funds generated from the Citizenship by Investment (CBI) programme.
The report, prepared with the cooperation of the government of Dominica, aims to provide an overview of the contribution of the CBI to short-term recovery from natural disasters and Dominica’s long-term transition to a climate resilient, service-based economy. It contains analysis of the expenditure supported by funds raised by the CBI and an assessment of the economic and fiscal effects generated.
“…PwC concludes that Dominica’s Citizenship by Investment Programme (CBIP) has had a major impact on the island’s resilience, and is likely to remain a significant driver of sustainability,” the report stated.
The analysis stated that since the passage of Hurricane Maria, in September 2017, EC$582.6-million has been spent from CBI funds to support recovery efforts, such as the rehabilitation of damaged roads and bridges, the construction of three hospitals and six health centres, and the repair of damaged schools. The program also facilitated the construction of hurricane-resilient homes, five hotels and ecolodges, “creating over 1,000 jobs during construction phases, providing direct employment for approximately 900 hospitality workers, and supporting the livelihoods of those connected with tourism across the island, such as farmers, fishermen, taxi drivers, and tour operators.”
PwC estimates that expenditure under the CBI programme could increase GDP by about EC$150 million and tax receipts by nearly EC$30 million. The firm also predicts that the CBI funds will significantly impact Dominica’s long-term economic potential.
“The investment in hotels and tourism should generate future revenue streams for the island, which could be between EC$90 million and EC$140 million each year,” the report detailed. “The fiscal benefits of this could be between EC$20 million and EC$40 million each year.”
The PwC analysis is based on quantitative data collected from the Government of the Commonwealth of Dominica and qualitative data gathered during interviews with stakeholders, conducted in Dominica, in July 2019.
The report was commissioned by CS Global Partners Ltd, an international legal consultancy firm, which is supporting the governments of Dominica, Saint Lucia and St Kitts and Nevis to promote their CBI programmes.
This report, which by the way is not based on any research by PWC but rather info that was fed to them by the government of DA, was commissioned by CS Global, a London based company selling Dominica’s passports. The owner of this company definitely lives the live style of a billionaire courtesy of our passports. It’s in their vested interest to come to Skerrits aid in one way or another. Everybody profits in a big way from the sale of Dominica’s passports, CS Global, MMCE, Skerrit, Nathan, Tony, Allick, Colin, Sam Raphael, Gregor Nassief… Everybody gets fat and the majority of Dominicans struggle to feed themselves and some even still live under tarpaulin. Our resources are being sold by this man and only very few Dominicans get the benefit. We have to fight for what is legally OURS!!!

We are asking about he $1.2 billion that Skerritt says is missing from the budget and which was in the new housing component of the CBI program. PcW did not do an audit of the CBI program but gave a report based on the spin that Skerritt gave them.
A preschooler could have done what pricewaterhousecoopers got paid almost a hundred thousand dollars to do. Go get information from the government and report what they told you. What we need is an independent investigation of this CBI scandal. tell us how much money was collected from 2005 to 2019, a breakdown of money spent from 2005 to 2019, and where is the balance of the money.
I think GS global gave them info and ask them to give assessment of impact based on that info. There is data fro 2014 and it says increase GDP. Well anyone with quarter a brain would know by now that 2014 fund should already impact GDP. So what is or was GDP IN 2015, 16, and 17? CBS Global are the authorised promotion agents for the entire Dominica CBI programme and therefore have a vested interest in creating a positive image of our CBI and the Price-Waterhouse-Coopers report should be seen in that light. Nothing wrong in promoting your wares but it does not address the question of our missing money, the discrepancy between the monies received from the sales of our passports and that deposited in our treasury. My guess is that part of that answer may well lay in Zurich, Switzerland.

They may even have given you data from a different island because as far I know, and I live in Dominica, we do not have three hospitals here. 1. I would state how many passports sold, state under which category and give cost of each 2. I would account for every penny i.e how much was spent on each hotels, every house built with CBI funds. 3. I would sign the report and give my companies address, phone number, and email address 4. I would not state that I am employed by the government of Dominica because right there I am saying it’s an independent report

What I get from this report is Dominican making a lot of money from CBI and if it was well managed, not only Skerrit and his friends would become millionaires but many more of us would not have to climb the steps of politicians to get help for basic things.
