Recipients of government homes to get titles, with conditions says Skerrit

Skerrit addresses DLP supporters at a town hall meeting in New York

Prime Minister Roosevelt Skerrit has said that titles will be given to the Dominicans who are receiving houses from the government but indicated that certain conditions will be placed on them.

Skerrit spoke at a town hall meeting in New York on June 22nd, 2019.

“The majority of the people who are receiving homes will in fact get a title to these homes but there will be certain conditions placed on that and there will be some who will have lifetime access to their homes and if they were to pass on, the homes will revert to government ownership so we can pass it onto somebody else,” he said.

He elaborated, “So, in case we have for example, a couple in their 80’s or 70’s who the government has given a home…that couple will have access to that home up until their death and that home will revert to the government so we could pass it to somebody else.”

However, according to the prime minister, the majority of people will have actual titles.

“Our laws also make provision or it allows for the granting of strata titles, so in a case where we have apartments, you can still have a title so you can use that as security in the bank and own your property and bequeath it to your children etc.,” Skerrit explained.

A strata title allows individual ownership of part of a property such as an apartment or townhouse, combined with shared ownership in the remainder such as driveways, gardens etc.

He stated homes will be given to persons who are the most vulnerable in society such as people who have stayed in the shelters for a long period of time, the elderly and families with children.

Meantime, Skerrit told his audience that a decision on legalizing the ownership of a small portion of marijuana will soon be taken to parliament.

“There are a number of Dominicans who were arrested and charged for possession of Marijuana in very small quantities…less than half an ounce and they have this on their record and cannot move on to another phase in their lives. So, we will be taking the discussion to go to parliament…so that people could have a clear record going forward,” the prime minister stated.

Responding to a question regarding his government’s position on the exploration of the economic potential of marijuana, Skerrit told his audience that his government is moving in the same direction as a number of countries  but they want to ensure that whatever actions are taken are constructive “which will not necessarily harm the society.”

“We’re looking at what has been done in some jurisdictions with regard to legislation and to see how we can model ours to be consistent with our own thinking,” he said. 

Skerrit added, “I will also be looking at the issue of some persons who are in prison now on marijuana charges again for small amounts and they were not able to pay the fine and they were incarcerated, we’ll be looking to have those persons released from prison and also have that particular matter expunge from their records as well.”

He said the government is very strong on the issue of decriminalizing a certain quantity of marijuana so people can have in their possession for medicinal and religious purposes.

Pretty sure he will stop off at his house in Florida on the way back. That’s where he may have been during hurricane Maria on the internet on Facebook safe and saying he was on Dominica suffering in the wind.

    what is an actual title? is there a none actual title? I thought there is just one title? and if they get what the pm call an actual title, does it means the property will be theirs? To me a title is a title, and somebody has the right to do what they wish with that title because it belongs to them. He will give them a document that they can use as security in the event they want to take loans or some other transactions, not a title. why would he give a 70 or 80 year old a certificate of title? when he knows that they cannot pass the property on to a person of their choice after their death?

    I have never heard of any government in any part of the world, not even in rich development countries gifting homes to the disadvantage. This is a first in the whole wide world. Great job PM.
    To fully grasp the significance of this policy, posters to this media should do a search on the net (google it) for “homeless in the USA.”

    ‘Under one ounce. ..’ or jail? How is one going to make some proven beneficial/medicinal tea from a few leaves at a time, go to the shop to buy 3 tea bags at a time to keep from going over an ounce, or go to jail?
    Antigua’s Gaston Brown has allowed 4 plants per household, what more example do you want? Best to leave it as it is so people will continue to take risks, go to jail, and drug squad will continue to be relevant on account of simply marijuana. The real problem is the ever-present cocaine and its derivatives devastating the island. Not good enough, do the right thing simply legalize the herb, it’s not a big deal anymore.

    If I have title to a house whether it is given to me; or I paid for it; having title to it means it is legally mine to keep and do what wish with it.

    Title is a legal term that means ownership while a deed is a legal document that serves to transfer the title of a piece of property from one party to another.

    The terms are used most often in the field of real estate; nevertheless, deeds are also used in other circumstances.

    If I own something; it is my right when I die to Will it or verbally give it to someone of my children, relative or a complete stranger.

    Dominica is in a mess; the way I see it nobody should accept anything from Roosevelt; only in communism this sort of thing happens!

    Let’s dispose of Skerrit’s future marijuana policy. Just a few months ago the PM was adamantly opposed to any kind of legalization or decriminalization of marijuana. It now seems politically expedient so he jumps onboard the marijuana band wagon. These apartment complexes are sure to provide proper shelter for some desperate families. However, they are being milked for their political advantageousness. When are the thousands, who are still living in severely damaged houses, get the well needed assistance to repair their tarpaulin roofs and other parts of their homes? Nothing that this PM does is out of genuine concern for the indigent. Everything is meticulously planned for maximum political gain. Has he pontificated on strategies to seriously reduce the astronomically high unemployment rate? That is most important but it takes astute leadership and creativity, both of which Mr. Skerrit lacks.

    These houses should be rented to the occupants. They have been constructed with passport money and as such they belong to the state and that’s where they should stay. It’s not for Skerrit to give them away to his supporters only and as presents for people that keep voting for him. He can not do with state finances as he pleases. He needs to be held accountable.

      Plain and simple English: the recipients of the houses with title, when they die, Roosevelt will take the house away, from surviving progeny’s or other relatives, and give it to someone else!
      Mind you as someone lives in a house, it have to be maintained, repairs have to be conducted when necessary.

      People must die; however, depending on how long the recipient lives, they may have spent a considerable amount of money on that same house only; for a communist dictator to take and give it to a comrade.

      To revert means to the proprietor (Roosevelt Skerrit), or his heirs at the end of some sort of reversion.

      It is important to note a reversion of something or any situation can take place at anytime the proprietor demands; this is serious people!

      I don’t know why people go out to listen to Roosevelt Skerrit talk fart; then again if they don’t show, we will not know what is in his wicked stupid mind; another reason to vote the bastard out!

Have you ever seen or heard about this in any other well administered country? There are still too many dwelling places in a state of disrepair. Where is the assistance for these desperate people? There still exists a housing crisis in Dominica at present. The country is plagued with too many crises at present: economic, infrastructural, salaries and wages, health, national security, agriculture, bad governance, manufacturing, sporting facilities, etcetera.         I make contributions of critical importance all the time but you have stubbornly refused to acknowledge this. For example, I have advocated that the government should incentivize local entrepreneurship by creating easy access of no interest loans to bona fide business people with viable plans for startups and expansion. This should be apolitical of course. Another idea is to assemble the best and brightest Dominicans and have them devise the best economic, social and infrastructural ideas to advance the country. These are only two from a wide hosts of ideas. The exclusionary policies of this regime , the ‘I Run Things’ proclamation, the Me, Myself and I government are seriously stifling creativity and obviously detrimental to the advancement of Dominica and the Dominican people.

    I agree on some conditions. If it’s not the person land, After they pass on.the house should go back to the government to those indeed. The parents kids or family should find jobs and build their own house. I give the Double doctor PM blows when he talk nonsense but this time i fully agree with you my double doctor. Dominican wants everything for free. In America when people get free apartment or homes from the government they can’t hand it to anyone. It goes back to the government.

      PENNY I love your comment. Yes they are the ones who do not turn back to look or help their parents. Now the PM created the YES We Care and in some instances build a home for those persons. They waiting in the shadows as soon as those persons die, to come claim what they did not even provide for in the first instance.       @PENNY, may I add that in countries like Canada, where I now live, there are many houses and apartment buildings for low-income people or those who are unable to work at all.

      The Government rent those houses and apartments to the people at a price they can afford, but that is their only responsibility–to pay the rent–the government is responsible for all maintenance–the house or the apartment always belong to the Government–there are no other conditions.

        Elizabeth, can’t you see  the situation in Canada is a totally different situation to Roosevelt racket in Dominica?

        You are talking about the Canadian government ” pay’s ” the rent; that is different to someone giving you a house for free and when you die they take it back!

        Elizabeth the scenario  you presented, I know how that works; that is my business, I rent apartments and houses to people in Los Angeles, through the Section 8 program which is the same as what you personally enjoy in Canada.

        The State in some cases pay’s me more than 95% of the tenants rent: i.e.; where tenants rent are over $1,900.00 per month, of that amount the government pay to me $1,851.00 the tenants pay only $49.00 from their  pocket, that will continue for as long as they need to be in that government assisted programme.

        And I’ll tell you what; some of the recipients at some point are assisted by the State to buy their own home!

I have not seen it, but have heard of people living in culverts and underground sewage in France and homeless on the streets of London. I have see homeless on tv in Houston Tx living in tents under freeways. I always wonder what happens during severe winter temperature.
        I know the recipient of those houses will be saying thanks to the PM for the comfort of their home.

Not sure what your profession is, or work, but you need to know what we refer to as “Comparison Studies”.       Worse, I know the Banks are far more prudent, those apartments will be worthless as collateral to any lending institution with the tiniest bit of financial prudence.

Tell me one thing that this government or any government has managed properly in the last 50 years. What about repairs and maintenance and utilities and sewer and garbage disposal and termites and pest control. Anyone who sees this as a way forward for any country has some real problems. The only condition thes bloke has on there is you keep him in power. This plan is nothing but perpetual poverty. We already have a problem of land fragmentation because it has become increasingly difficult for young people to buy property. This needs to be termed; “The making of slums and ghettos in Dominica” history will probe me right. This finance minister must have met alice in wonderland. Absolutely delusional. Hard working people get thier butts whipped while people who do nothing or did nothing with thier lives get homes. Some of the old folks wasted thier productive life…

    The issue of houses being built by government and handed over to people is a matter I questioned on this site before .It is ok to build houses for people in need but conditions must be made known to tax payers before and this should include what contributions they must make as there is water bills, light bills and general repairs not to mention some recipients have jobs and could pay a monthly mortgage secured with the help of government may be at reduced rates .Skeritt says they will be given titles will they be able to sell the house ? The question of legalizing weed is a bad idea which will contribute to the wasting of lives as we see around the country and should not happen as one commercial says I know a thing or two because I see a thing or rwo

He is immature, blind to politics, abuses the theory and practice and implementation of and distracts us with his corrupted Red Clinic and handouts of money to desperate families rather than create jobs for our suffering people. He travels all over and comes back with nothing meaningful for our Dominica. Skerrit go away please, go to Venezuela and stay there as long as you can until your level of stupidity has disappeared and you return to Dominica with some level of decorum and decency for politics and our Dominica.
