Reginald Mann of Bath Estate is now on remand at the State’s prison after he was formerly arrested and charged for the December 26, 2013 murder of Glenroy Lockhart.Mann appeared before a Roseau magistrate today January 6, 2014 where the charge was read to him. He is represented by lawyer Wayne Norde. The preliminary inquiry is set for June 16, 2014.
A release from Police PRO, Inspector John Carbon, the incident occurred during an altercation between the 49 year-old Mann and his brother-in-law, Glenroy Lockhart about 8:30 pm on December 26, 2013.
According to the police report, Lockhart sustained a deep laceration to his neck allegedly with a knife. He was transported to the Accident and Emergency Department of the Princess Margaret Hospital where he was pronounced dead.
Reginald Mann sustained lacerations to his head and was admitted to the Alford Ward of PMH.
He was later released into police custody last week.
On Friday January 3, 2014, as part of the investigation process, the police brought Mann, accompanied by his lawyer, back to the scene of the crime – his home at Bath Estate.

I note by your comments that you are angry with that murderer. Why would he have murdered the man? Christmastime, December 26th is a time for enjoyment among all people, family, in-laws and friends. This is what he chose to do on such a day? He is not a loving and peaceful man.
I agree with you that this murderer be incarcerated and if there is death penalty that he be executed and/or hung by the neck.
Those who say two wrongs do not make a right, keep in mind an innocent man was murdered. He was denied the right to life; his God-given right to live. Life imprisonment or the death penalty should be given to someone as his murderer.
We all must watch our backs. Police is not protected by the law, much less ordinary citizens. I am not hearing the Prime Minister nor the other ministers denouncing what is going on in Dominica as far as crime is concerned. When crime in not dealt with right away, it spreads like wild fire and there is no reversing.

When is capital punishment coming back? When is the death penalty coming back? Killers do not deserve to sit in prison eating and getting fat, then for them to come out of prison to try the same blasted thing or some other crime again. We are seeing this poisonous cylce in our country too many times. Legislative system in Dominica what are you guys doing. When are you going to review this particular law.
There are many killers and attempted killers who deserve to die instead of being alive and threatening the lives of deccent, law abaiding citizens. The only killers who should be left alive are those who acdentally killed someone in self defense.
Additionally, That little prison they have in DA is not hard enough to teach killers a serious lesson.

Human Rights, WHO and those similar types of non-profit organizations, these people are one of the causes of escalating crimes in the world. They promote, endorse and encourage immorality which also leads to crimes among non-law abiding people in the land.
Governments in the democratic world are too slow to respond and take serious action against criminals/murderers. God will hold them accountable for the increase of criminals and their activities, some of whom snuff out the life of people, even their own relatives. They are the government and they have it within their power to decrease crimes and to eradicate it. So what are governments for?
These people are bailed out and also released from prison without as much as rehabilitating them who are a menace to society. Once released, they are liable to re-offend and in a worst manner.
Nationals have a right to be angry with the government and also the criminals/murderers and demand action be immediately taken to correct this.

This was no self defense because witnesses will tell u that glenroy walk up a distance from where Reginald was and told him stop hitting his sister peacefully. Reginald decided to walk up to him and start fighting and stabbing the man even after he tried to get away from him. Someone else hit him to get him off glenroy that’s how desperate he was to kill somebody. Because he had already said he was going to kill hi wife.
Tell me how that is self defense. I have know glenroy all his life and the man whole demeanor was peaceful.
