A new Regional Emergency Shelter was commissioned in Castle Bruce on Wednesday as the government continues to construct resilient buildings in Dominica to fight against the impact of climate change.
Speaking at the opening ceremony, Prime Minster Roosevelt Skerrit said since 2017, the government has reinforced the need for proactive resilience planning and resource allocation, identified the needs of communities in a systematic manner and provided the necessary training and interventions to boost disaster response capacity at the local community level.
He said Wednesday’s function marks another significant milestone in Dominica’s efforts to boost resilience and engage in climate smart planning to mitigate the impact of chronic events.
“The upgrades of climate-smart health centers and construction of new modern health and wellness centers in several villages, the banning of single-use plastics in 2019 by an Act of Parliament and the construction of hundreds of climate-resilient homes across Dominica, all speak to our determination to avoid the severe consequences of another hurricane on lives and livelihoods,” he stated.
In agriculture, he revealed that the sum of over 67 million dollars is being invested to assist farmers to maintain productivity and climate proof their operations in livestock and crop farming and upgrading fisheries facilities to provide fishers with secure spaces for storage of catch and equipment.
Skerrit said further that the improvement of building construction codes is being promoted with adherence to standards and designs which are climate resilient and environmentally friendly.
“The recent approval of the building codes regulations by the cabinet signals our intent to enforce the rules across the board to ensure new and existing structures meet the most stringent standards for safety in keeping with our ‘build back better’ approach,” the Prime Minister remarked.
He highlighted the importance of the occasion for the people of Dominica in terms of the memories it evokes of the night of September 18, 2017 when Dominica suffered the most devastating impact of Hurricane Maria.
“In the midst of the confusion, we resolved to emerge a stronger, more resilient people determined to strengthen our communities and country and improve our responses to the emerging threats associated with climate change,” Sherrit said.
He continued, “In Dominica we have suffered the worst of climate change and know that we must become more resilient to those effects which now seem inevitable and unavoidable. In the immediate aftermath of the of the life-changing disaster, I, as prime minister Dominica, committed our small island nation to compelling vision of becoming the first climate resilient nation in the world by 2030.”
Referring to the doubts which he says have been expressed openly by some Dominicans bout the country’s ability to achieve that vision, Skerrit said he is proud to state that the government, “have backed our statements with concrete action some of which you see manifesting today in Castle Bruce.”
He indicated that the Castle Bruce shelter along with another which was also commissioned on Wednesday at Jimmit, will be able to hold a significant number of people.
The Prime Minister has also said that the government’s intention is to move away from using schools as hurricane shelters.
“As of now, we use a number of schools as hurricane shelters and the intention here is to move away from using schools, in particular, as Hurricane shelters because after a disaster we would like students to get back to the classroom as soon as possible,” Skerrit explained. “There have been delays in seeing that happening because several schools have been used across Dominica for hurricane shelters.”
Improvements are also being made to early warning systems, emergency communications capacity and raising awareness among our various publics to improve disaster response capacity.
Last week, the government of the Dominican officially approved the National Emergency telecommunication plan which will include standard operating procedures for emergency and disaster response related to communication.
Head of delegation of the European Union to Barbados, The Organisation of Eastern Caribbean States (OECS) and Caribbean Community (CARICOM) was present at the event.

What provision is there for personal hygiene?
How many toilets and baths are provided?
What about recreation? What is provided in this area?
What sort of sleeping accomodations are provided?
What about communication provision for those who may occupy this facility during and after a disaster?
Are there provisions for pets?
Absolutely no information is provided in your article about this new resilient Shelter’. I would appreciate some detail when similar articles are written in future.
