Msgr. Lafleur’s alleged sexual misconduct matter heads to Rome

Bishop of Roseau, Gabriel Malzaire, has said that an alleged sexual conduct case involving Grand Bay parish priest, Msgr. Reginald La Fleur, will be referred to the Vatican in Rome for a decision to be made.

A decision on the matter will be made by an office of the Catholic Church called the Congregation of the Doctrine of the Faith, after a local review board concluded it was “beyond our competence,” according to the bishop.

“The situation regarding Monsignor Reginald La Fleur and the allegations of sexual abuse of a minor has caused much pain to everyone, let alone the accused and the alleged victim,” Malzaire said in a statement on DBS Radio on Friday.

He said a local Diocesan Review Board has been looking into the matter for a year now and it has concluded that the case “is beyond our competence and therefore according to the norms of the church, needs to be referred to the Congregation of the Doctrine of Faith, the office in Rome, which deals with those matters, for a decision.”

The bishop called on all the faithful on the island to pray for God’s guidance “in this special time of need.”

“I solicit the prayerful support and cooperation of the parishioners of St. Patrick to help build the parish in a way that God desires. Let us continue to pray for Monsignor La Fleur and the alleged victim and the entire diocese in this special time of need; we pray also for patience and divine guidance towards a just resolution to this issue,” he said.

Malzaire said Msgr. William Jno Lewis will act as parish priest until the matter is brought to a closure.

The matter surfaced in June after a woman, who is referred to as ‘Jane Doe’ in correspondence to Malzaire, alleged that she was the victim of abuse as a teen, by La Fleur, 19 years ago while he served in Portsmouth.

The parish priest was sent on administrative leave while the local review board looked into the matter. However, the decision did not go down well with parishioners who described the bishop’s decision as ‘dictatorial.’ They subsequently demonstrated outside the church in Grand Bay calling for La Fleur’s reinstatement.

The Congregation of the Doctrine of the Faith was founded in 1542 with the aim to “spread sound Catholic doctrine and defend those points of Christian tradition which seem in danger because of new and unacceptable doctrines”.

It investigates crimes which the church describes as ‘serious’ including crimes against the sixth Commandment (“thou shall not commit adultery”) committed by a cleric against a person under the age of eighteen.

        Some of you in Dominica are ignorant of alot. You do not get these matters.     Why are we thinking the Church is the Authority to deal with this? Have we not heard of the Police and the Court?
    Taking this through the Church is an attempt to hide it from the Public eye ,besides have You heard of the Fox guarding the hen house?
    Priests are not above the law !They have gotten away with this from time immemorial this has to change .I am not referring to this case specifically but it should be known by the Citizens of Dominica if a Priest is alleged to have abused someone that report along with the evidence must be taken to the Police and the abused must have their day in court and the alleged abuser will have His right to a defense.

    What I don’t understand is why this matter has to go to Rome for judgement. If an offence was committed why can’t the normal courts handle this. These church courts make me uneasy and make me think of the taliban and their sjarija law. Are churches above the law?

    In the mist of all of this, where is the police investigation. Has the the girl reported this “abuse” to the police to deal with. The police are in a better position to investigate, collect evidence and reach an outcome.

    Dispatching the case to Rome by the bishop will only take years when everyone’s memory is “foggy” or circumstances change.

    Who are the members of the Diocesane Review Board as described by the Bishop. Can the public and catholics in general know the members, or are they hiding behind the Bishop’s cloak. I hope they do what Pope Francis say to do, leave their high horse and come down the rocky road, and don’t make statements detrimental to the innocent. My Bishop, you say one year since this is investigated, and you did not send it to Rome, but sent the alleged victim to Trinidad instead? Why did you insist on sending someone that later put a rope around your neck to pay up? Unless you thought,”OK, I have Lafleur where I wanted him”. Let him think with all his doctorate he will become Bishop, and Rome will send me somewhere else”? Better come good, my Bishop! Another thing, every sunday Monseignor Thomas preaching about what catholics saying about the Bishop, but he aint saying what catholics saying about Lafleur! Wicked, but that politics will and must stop. In the 70’s Thomas was shouting FREEDOM against LABOUR, and in the 2013, he shouting LABOUR against WORKERS. There will be more Auguistes’ and Harris’ to let Thomas have it like in the 70’s when they were standing up to him. What GOES around COMES around.

    “Though your sins are like scarlet, they shall be as white as snow.” (Isaiah 1:18). I know father Reggie you have been to the throne of grace, Do not fear God will see you through this.

    To the young lady i feel you pain and if that really happen to you i know it is not easy to let go of…. i think it is time you also forgive and let go on the load that you have been carry along with you. Seek the Lord and ask him to release you of your pain.

    Father Reggie you are on administrative leave from the church but not from preaching the Word of God. The Bishop CANNOT stop you from preaching…… Go out and continue to preach. I recommend you start your own church. The word of God has no boundaries…. MAy God Bless you and Keep you and MAy his face continue to shine upon you.

    The very brave woman, who came forward and exposed this priest, is to be commended for her courage and for her determination to help protect children today. She feels very much alone in a country who will not accept that Msgr. Reginald La Fleur could do such a horrible thing to a child.

    Yes, it can be very upsetting for loyal parishioners to hear this about their beloved priest, and they do not want to believe that La Fleur has sexually abused a child. It was a rude awakening for me, when I learned that my brother and several of my relatives were sexually abused by our long time parish priest who baptized me and who married me. That was very hard for me to understand and accept.

    BUT
    Something to keep in mind-
    Child predators are very cunning and manipulative. They know every trick on how
    to groom, threaten, lie, and put the fear of god into their victims and
    sometimes even their family members.

    They also appear to do a lot of goods things, they can be very charismatic and
    you may think they would never harm a child. They have to be this way, in order
    to not get caught and to continue to abuse

    Sexual predators are often powerful and well-loved. It would be comforting if
    those who preyed on the vulnerable were obvious social misfits whose appearance would somehow set off alarm bells and give us the willies or the creeps. They rarely do. Usually, predators are among the last people we would suspect of sexually violating others. While they are grooming the child and even family members, they devote lots of time and energy building trust with them by giving them money and gifts. They tend to make the child feel that they are special and loved.

    Also, we must stop thinking that because a man is old, that somehow he’s
    automatically safe. It’s just irresponsible to endanger kids by assuming an
    adult is harmless simply because he or she may be losing hair, wearing glasses,
    using hearing aids or walking with a cane. These can be signs of advancing age,
    but they are not signs that an individual is safe around kids.

    It is extremely rare that a child predator has only one victim. Some have many.
    Child predators need to be kept far away from kids forever.

    This is why we urge others who may have knowledge or may have been harmed by Msgr. Reginald La Fleur to please speak up and report it to law enforcement, not the church officials. They are not the proper officials to be investigation child sex crimes.

    I just want to know one thing: If the Bishop was told by a woman that a priest sexually molested her when she was a minor, why is this criminal matter being investigated/judged in ROME? Did this not happen in DOMINICA? So when is it going to be reported to the DOMINICA police? Is there not some charge which can be laid against people who have come by information of a criminal matter and do not report this criminal matter to the authorities? Should State Law be superseded by canon Law?

      (1) It is a CRIMINAL matter. Why is it (as far as we know) being investigated only by the church and not by the police :?:

      (2)Why is it being investigated in Rome so far away from any witnesses or evidence :?:

      (3 People – tax paying citizens – are asking “Is there or is there not – a law in Dominica that requires an adult to report to the police if he or she knows of a sexual assault against a child or minor :?:”

      (4) They want to know “If not why not :?:

      (5) They want to know “If not when will such a law be put in place :?:

      (6) I am not a Roman Catholic so I cannot speak for what they call “canon law”. In my church we believe:

      (a) The church has the God given authority to make rules to govern its own members and clergy, etc. but these rules must be according to – and in harmony with – the Bible which is the Word of God. This is why we have no church rule that says a pastor cannot be married! We are to obey these rules if we wish to be in communion with the church. (Hebrews 13:7 and 17).

      (b) God has given human governments delegated Divine authority to make and enforce laws that are according to – and in harmony with – the Bible which is the Word of God. (Romans 13:1-7) We are to support our government and obey the civil laws just as we would obey the laws of God! There are possible exceptions. If a civil law was passed that required us to disobey God – a law that would hinder us from practicing our faith – we would not have to – nor should we – obey that law! To see one example of this you would compare Matthew 28:18-20 with Acts 4:18-20. Otherwise we must obey the laws of the land because in fact they are God’s laws.

      Certainly the civil authorities; government, police, and courts SHOULD and MUST prosecute any person who commits a crime even if it is a bishop, priest, pastor, or evangelist! We are no different, no better, no higher than anybody else when it comes to the laws of the land. We are not above the law.

      If I committed a sexual assault against anybody – but especially, God forbid – against a minor – my bishop (in Canada we call him the superintendent) would support my arrest. No chance of me being transferred to another pulpit.

      This is not what the woman wanted. She is looking for money from the Catholic Church. Why else would she go public with it and to the Media? She appears to be a bitter person who has an axe to grind.
      If she were a discreet person she would not have gone public. The fact that she did such a thing she did not want it or allow it to be settled “quickly, efficiently and privately”. She knew what she was and is up to. Money is involved.
      God will take care of all of them who are involved in tarnishing the priest’s name and also the Catholic Church. Their day is coming and who knows, sooner than they expect. On Judgment Day, there will be wailing and gnashing of teeth to their regret.

        What Church do you hate? Fr. Lafleur is a member of this Church. You say one thing and then say another. As St. Paul said, “Let your yes be yes and your no be no.”
        If you hate the Catholic Church, you will be in for a lot of trouble and surprises and will condemn yourself to all eternity for this is the Church Our Lord established on earth which is why it is so hated and persecuted and such things are happening to it.
        The Catholic Church will come out strong and triumph when on that inevitable day, its enemies will be wailing and gnashing their teeth forever. Take note!

    There are many girls that can come forward but is to afraid ,because of how some Dominican behave.am a shame of some of you.I know about 2 woman that went through that same thing and when they heard this they wanted to come forward ,but when they saw how people are reacting they change their mind.you all must remember the priest is human and only God is perfect.so before all you make many more priest, pastor, teachers, policeman,politician or just your everyday so call upstanding man in your commuinty get away with such behavior, do the right thing.cause your children will be next or your children ,children ,your sister or even your niece.please remember we are all human ,give the people who are hurting the respect to heal and don’t bash them,cause the next victim will stay quite and allow the bad things to go on to another person.who feels it knows it.God is good.

    I do not see the need to take this to Rome. as the people say, “only god can judge me”. what are they going to do in Rome? are they god? they cannot do anything if Dominicans in itself cant. then, I was a catholic. raised in Portsmouth and loved Fr. La fleur. he was a very good priest and down to earth. I cannot judge. I cannot say that the lady is telling a lie or if she is speaking the truth. only Fr. Regie and the woman knows who is speaking the truth no one else. I do not see the need to bash on the woman. I was a vivtim of rape to. NO NOT BY FATHER REGIE. and when I cam forward no one believed me. up till this day, this man is still in society living his life. deep down in his heart, he knows that he did it. as he was my relative. I hate to see things like that go unpunished. so if father regie actually did it, the woman has a right to speak up and let truth be and punishment be served. I love father regie, but right is right.

      Prior to judging him, they must wait for the verdict. There are two sides to a story.
      Some people, judge and condemn him. This is what many did on this Website when DNO posted the article. They went so far as to speak evil against other priests, some of whom are good priests. They forget that they are human and are by no means perfect as God knows for nothing is hidden from him. Furthermore they who cannot foresee the future have children and who knows how their children will turn out including other relatives and themselves.

      I tend to believe that. A person is presumed innocent until proven guilty.
      Our Lord Jesus Christ said: “Forgive one another.” He also said: “Unless you forgive, neither will My Heavenly Father forgive you.”
      He also spoke about an eye for an eye. That is what some people want, those who call themselves Christians. People are not obeying God and His Commandments. How can they expect him to forgive them?
      Our Lord said: “Hypocrites!” Well did Isaiah say: “These people honor Me with their lips but their hearts are far from Me. In vain do they worship Me.”
      This is what the Lord said and commanded! They who say they know the Bible, who teach and preach the Bible should live by the Bible and up to it for God is taking vindictive and unforgiving people and for something which occurred 18 years ago! My Lord! Oh my! They are spiritually sick people with no heart and compassion. Their hearts are hard and evil.
      Woe to all those people as also this woman and those who encouraged her. Those who haul the priests to Court as they call themselves Christians. I want absolutely nothing to do with such people.
      In fact, God looks with disdain on them. They are the scandalizers of the twenty first century. It will not be good for them later on. She better feel sorry for herself for the worse for her is yet to come including those who encourage her and are her sympathizers.

        DNO, your server or someone at your office changes words that I wrote while I am writing them. This is not the first time. It has occurred many times and I have written your office about it. Do I have an enemy at your work place? Does the Catholic Church have an enemy at your place of business? Does God have an enemy at your work place?
        Please tell me it is not so!

        For instance, this is what I wrote: “They are vindictive and unforgiving people and for something which occurred 18 years ago!”

        Note where the words “vindictive and unforgiving” appeared: “…preach the Bible should live by the Bible and up to it for God is taking vindictive and unforgiving people…”

        How could this be? It is not what I wrote! This is totally wrong! I have never seen or experienced such and not anywhere else but on your Website:

      I agree with you. This is a source of conversation which I always bring up. The priests should speak to the entire congregation about this immodest attire. It is scandalous. They do not even give it a thought that they are going into the Consecrated House of the Lord, His Palace. This is why some of them remain as they are or go from bad to worst. They do not appear to have the blessing and grace of God. They only go to Church for the sake of going. I could state more.
      A US Priest on Eternal Word Television Network (EWTN) spoke about it. I taped this Homily. One thing he said: “If you (they) go to Church dressed in such a manner, how could they progress spiritually?

      This is a world-side situation. They are disrespectful to the Lord, to the priests and to the congregation.
      Pope Francis I may change all that. I would also like to write to him about that for it is a disgrace and a soresight. This is something I would like to address in a book as well.
      In Toronto, I spoke to the parish priest about it. I gave him relevant information about modesty in Church. He placed it in the church bulletin. I told him not everyone reads the church bulletin and that he should mention it on the pulpit. It is as if they are afraid to mention it. Is it any wonder the Church is in this dilemma, this mess? Those who dress immodestly to Church contribute to it. I have seen it and realized it.
      You keep dressing modestly. The Lord expects this of us. He will bless you for that. The others who dress immodestly to go to Church, men or women will not receive God’s blessing.
      The late US Archbishop Fulton J. Sheen said: “Before God cleanses the world, He will cleanse His Church first.”
      Well, this is what is occurring in our Church. God is cleansing His Church and some of them are not aware of that. Reason too, why some renounced their Catholic Faith and joined other religions. God has cleansed them from His Church who are not building It up and defending It of all. They should know that.

We all know the amount of scandal that have taken place in the catholic church all over the world where the church has been established, Dominica is no exception,these crimes make have been commmitted here to, but the norm of day was the victims was scared to tell no one.Who was there to accused a priest in Dominica in those days.

    I remember my grandmother saying in her days certain prist(s) would try touching girls inapporately…..

    I am not Dominican but as a fellow Catholic in the region I have been closely following this case. I have noticed that most of the comments here are rarely backed up by facts. I have also noticed the Bishop has never made public these “official” procedures he seems to be following, so I did my own research and I would advise everyone else to read the documents below to get a better understanding of what is happening.     These are the rules that bishop is suppose to be following:http://www.aecrc.org/documents/commonnorms_aecdiocesanpolicies_sexabuseallegations.pdf

    This quote from Article 12 of the Norms is very interesting. Basically it is saying the allegation doesn’t have to be proven, as long as it “seems” to be true the bishop has to refer the matter directly to Rome and Rome only advises about what to do next, they may not necessarily make a judgment. They may require the bishop to have a trial. So my question is why did it take a whole year to determine if it could possibly be true. The fact that they put the priest on leaves proves that they felt there was some truth to it.

    Here is the quote: “…if the results of the preliminary investigation lead to the conclusion that the information obtained at least seems to be true of commission of an offense, the diocesan bishop is no longer competent to proceed with the case in conformity with canon 1718. He must refer the case, including his votum, to the Congregation for the Doctrine of the Faith. The Congregation which will determine the course of action to be taken on the basis of information it has received from the diocese and will inform the diocesan bishop of its decision and the future course of action.”

        We have no civil law that requires this! The police can and will do nothing. Please show me where in the law books of Dominica it states that these crimes committed 20 years ago must be reported to the authorities. if this is the case then half of the Dominican men should be in jail.

    First I read 8-O the update in DNO, along with the comments. Then I posted my own comments.

    I have just read the update and the comments again
    for a second time.

    Here is something that troubles me. In all that is said pro and con there seems to be very little objectivity. :idea:

    Those who think they must be good and loyal Catholics and defend every priest who is accused of wrong doing have no interest in even knowing the facts. :-?

    Those who are angry over all the priests who have assaulted children assume the man is guilty and nothing could convince them otherwise. :twisted:

    You are both wrong. All that matters is the evidence. And this is difficult to get with only one witness after nearly twenty years. :oops:

    If other people know anything it could only be people this woman told about the alledged incident and that would be people in the Caribbean. Any additional evidence would also have to be gathered from near where the assault is alledged to have taken place. This is why it is raising eyebrows to have the Congregation of the Doctrine of the Faith in Rome take over the investigation. Here is another thing. Is the lady going to Rome to give testimony and be cross examined? It sounds too much like the church has already decided what their verdict will be but they feel it is safer for it to come from far away – namely from the Vatican. That way nobody in the Caribbean gets blamed. Catholics will be able to forgive the bishop and it will soon be business as usual!

    The issue is not do you LIKE the priest or do you NOT like him.

    For those who like him it seems he could do no wrong. For those who don’t like him he is already guilty.

    It does not matter if you like or dislike the man. What matters is whether or not he is guilty. And this must be based either on a guilty plea from the priest, or evidence.

      There are numerous people who have been sexually abused by priests in Dominica but the religious system here actually punishes any victim for making such an accusation.

      The unavailability of evidence or a guilty plea does not necessarily prove innocence.

      We the Authorities will be requesting if Mr. Lafleur would agree to a polygraph test.

        A guily plea from the priest or evidence is the only thing that PROVES guilt.

        However, a person CAN be guilty and yet there be NO guilty plea or apparent evidence. So you are right. An absence of a guilty plea or of evidence does not PROVE innocence. But it does make a legal conviction impossible. :roll:

        You have said “…the religious system here actually punishes any victim for making such an accusation.” I am not familar with the Roman Catholic system in Dominica so I am not qualified to agree or disagree with this statement. But I have followed the cases of priestly sexual abuse for years in Canada and the U.S.A. and this sadly :cry: causes me to say you are probably right.

        The church should investigate for the purpose of determining if the priest should be allowed to continue in his priestly duties or if he should be defrocked. If the priest IS guilty the church should FIRST take definate steps to provide practical comfort and counseling for the victim and THEN do whatever can be done to help the priest overcome his problem.

        The Congregation for the Docrine of the Faith in Rome is too far away to access either the witnesses or the evidence if such does exist. Is the woman going to go to Rome to give testimony and be cross examined? Not likely! Of course what the Congregation for the Doctrine of the Faith could do is either hand down their own pre-decided verdict, OR rubber stamp whatever Bishop Malzaire sends to them! This way nobody in Dominica can blame the bishop and life will go on. 8)

        However, if the alledged offence broke a law in Dominica – it is more than a CHURCH matter. It is a CRIMINAL matter. It should be investigated by the POLICE. In fact it would have been wise for the church to wait for a POLICE investigation and base their own actions upon the verdict of the court.

        In my country anybody who knows of a sexual assault against a minor is required by law to immediately report it to the police. When I worked as a pastor in an inner city church and then as a paid pastoral counselor in a large health center I was very aware of this. Not to report an alledged sexual offence against a minor was (and is) in itself a serious criminal offence in Canada. Many people feel the bishop had a moral (if not a legal) obligation to immediately place this allegation in the hands of the police.

        This would protect priests against false accusations. The woman would be less apt to make a false accusation against a priest if she knew it would be investigated by the police and would have to stand up in court.

        On the other hand if the story is true she would be less afraid to come forward if she knew she would be talking to the police who tend to be victim friendly, and would not have to face the scorn of the bishop who (it seems) has an obligation to protect the priests and the reputation of the church.

        Nobody is above the law or the civil courts. Christians believe God has delegated to governments the authority and responsibility to make and enforce laws that are in harmony with His own Divine laws in the Bible. We must obey these laws and be subject to those who enforce them according to Romans 13:1-7. No true Christian church or ministry has a problem with this.

        Those who are sexually assulted or know of a sexual assault against a child or minor should report it to the police IMMEDIATELY. If it involves a priest or pastor (yes, even an evangelist!) go DIRECTLY to the police. Do not confront the offender. Do not talk to the bishop. The offender will deny the action and the bishop may scorn you, belittle you, and may even threaten you! You do not need anybody to talk you out of reporting the incident.

        The nastiness :twisted: will continue until good people stand up and fight back.

      In the meantime those who are abused must be urged to report this crime to the Police and present evidence in a timely fashion without fear of reprisal from anyone. This should become common knowledge and acceptable to all and should be encouraged by those who wear the Cloth with Dignity.

      The good and loyal Catholics are not defending the Priest. They have weighed the situation. They are not gullible to believe what the woman said. For one, none of you should be. You have yet to hear her side of the story and you are condemning the priest. You do not even know her and have not yet seen her picture. Until all these are released and revealed, only then can each one of you decide for yourselves, what truly occurred and who is right and wrong and is she telling the truth. We want to hear it!
      Until then, we have no alternative but to stand up as good Catholic Christians for Fr. Lafleur. It is not wrong to do so.
      All of you are wrong and projecting your ungodly ignorance of this matter.
      A case cannot be heard without hearing both sides. She has accused him and her side should be told first. Why is it hidden? She went to the Media. She should have told DNO her side of the story.

    people must understand that the human body needs sex and alot of it. the body cannot function without sex, and there is only one sex,the only sex involves penis and vagina anything after that is not sex. so in that regard, all priest should be married and have a wife and children and function as a normal man in society.

    you cannot have a person listening to confessions and when they get turned on cannot go home to execute it.

    i think that the priest hood has gone through enough, too many different allegations of sexual abuse or involvements by the priests.

      The Catholic Church will thank you for staying out of its affairs which is none of your business. If you are a Catholic you should know that you are to believe and obey all what the One Holy Catholic and Apostolic Church believes and teaches. You should not question their beliefs and teachings but obey them. Guided by the Holy Spirit, The Catholic Church has Its religious teaching and has spoken and determined it. Pray to the Lord for this discernment.
      Many do not want to make sacrifices for the Lord. Genuine worship, prayer, penance, sacrifice, restitution and holiness. These only will enable you to obtain eternal salvation and Heaven.
      None will go to Heaven with the “Me” mentality and “leaning on their own understanding.”
      As it is said: “We will go to Heaven on Jesus terms; not ours.” Also based on all what the Catholic Church teaches.
      If you think God is in control, He is very well in control of His Catholic Church which He established on earth 2000 years ago. His eyes are keeping watch on It.

    I am a Catholice and know and love father Lafleur. However this is the right procedure if the Bishop does no follow the rules some people will say the church is covering up and the others will see the priest is nto guilty. Dominicans it is time that we accept and follow rules. All priests are humans and they are sinners like all of us.Jesus was the only one without sin.Remember” Paul why do you persecute my people” he was pardoned by God.we all can be when we ask forforgiveness no sin no sin is too big for forgiveness.If the girl lied she will be dealt with.If the priest is guilty he will be forgiven cause I know this Man can pray. so my people do not be mad with your church.I wish the members of the political following in D.A. would use their mind when something is wrong it is wrong no matter who does it and no matter how much we love the person.         Some state that it should go to the DA Court. Well, in front of a lawyer consider she will have much to answer and may feel very embarrassed when certain questions are posed to her. She may decide to call it quits. Let us wait and see.

    God knows what has occurred. He wants our prayers. We faithful Catholics of all must pray for Fr. Lafleur. Give Holy Masses, pray the Holy Rosary, make some Novenas to the Blessed Trinity and the Mother of the Church, Our Dear Blessed Lady, in his honor. Get all your Catholic relatives and friends to do likewise.
    Satan is rampant and out to destroy. He adversely influences people to do harm to others. He uses them against the Catholic Church. He knows what he lost forever. I need not elaborate further on this for you are aware of it and of the cunning one’s tactics and evil influence.
    Those who know something about this case, if they have not yet approached Bishop Malzaire, please do so.
    I recall previously reading two or three comments about this woman which indicated that she had planned to sue the Catholic Church and her mind may not be all there. These should be brought to his attention and Pope Francis I for that matter so that it could be determined if this woman told the truth or not.
    The VIII – Eighth Commandment of God – Thou Shalt Not Bear False Witness Against Thy Neighbor –
    Commands: untruthfulness, respect for the good name of others, the observance of secrecy when required.
    Forbids: lying, injury to the good name of others, slander, talebearing, rash judgment, contemptuous speech and the violation of secrecy.
    Pertaining to this story, I am not referring to secrecy. I am referring to the other information.
    If that woman told a lie and should she win this case, will she ever have to answer to God. Whichever way, she will have to answer to God for what she has done to the good name of Fr. Lafleur. The Lord did not command us to divulge personal information and use it against others. We do know what is contained in Holy Scripture especially the New Testament. God knows the entire story and the truth which was and is not hidden from him.

        Tony, I should not be responding to you. Are you a Christian? A genuine one at that? Go to Holy Scriptures and read what Our Lord Jesus Christ taught us. Therein lies the answers.
        Some people have forgiving hearts and others do not. It is not yet ascertained if the priest committed the crime that he is accused of.
        This woman could also have followed the priest as some women have done. This is what they do. They go behind men and when they get what they want and were looking for, they cry foul and abuse in this era.
        How do you know that as a young woman, she did not go after the priest and now she is accusing him of molesting her? Some of them have married priests.
        I have my personal enlightenment. There are times people are accused of what they did not do. How many are in prison and were executed who were not guilty of the crime they committed? Too late, they cannot bring back the dead when they find out that they were not guilty.
        Some of you on DNO have already judged him and convicted him. Think of yourself and your lifestyle.
        Some of you think you are God and want to act as He. Some of you lack godly enlightenment, His blessing and graces.
        Just think of your ancestors and the present ones. Think of yourself, other relatives, contemporaries, coworkers and neighbors and see how they live.
        If you are without sin caste the first stone.
        I am informing all of you, when you die you will see the truth as it will be revealed to you. Some of you are big-time hypocrites. Sinners that you are. God knows you and your heart.
        Let us face the truth. I am speaking the truth and telling it like it is. Who do not like it, too bad for them!!! The truth offends.
        If I were to write a book I will also place this information in it. The world must know how hypocritical some of them are and how unforgiving.
        Those who are not forgiving, will surely go to Hell. Only forgiving and holy people will go to Heaven.
        It is not I but the Lord and the writings of St. Paul.
        Live according to God’s Words, based on Holy Scripture and as the Church teaches. When you are that Holy, then you can accuse, judge and condemn. Until such time, keep quiet everyone of you. God knows your name, has your number and how you live. You ae already judged by God just as you are; each one.

    The Lord inspires. If there is one thing I detest is hypocrisy. Consider how the Lord feels about hypocrisy. As God, worst than I a mortal do.
    Do not lose sight of this. Throughout the ages, sexual harassment and abuse were committed by numerous adult and young men, married and single ones. Some forcing the women to have sex with them. As God knows, if they were known, certainly they would be too many names to mention. Some of these acts resulted in women and teenagers being impregnated.
    How many women came out and accused them of carrying out this act on them? How many of them brought them to Court, publicly exposed them and tarnished their names?
    Some of them who are products/children, now adults of such men who may be aware how they were conceived are some of the very ones who speak against the Catholic Church and Clergy. It also includes those who willfully committed this act on women, some also of today. Know that the sins of the fathers follow their children.
    Those who have children and who will have children, ensure that you live a godly life and nurture and discipline your children appropriately that they may not go astray and live an immoral lifestyle. Know that you are accountable to the Lord for your lifestyle and how you nurtured your children.
    Many derogatory comments have been stated against this Church and the Clergy specifically on this Website. This is why people must be careful what they say. While they ignore their lifestyle and the goings-on in their household, they lambaste the Catholic Church and the Clergy, putting their mouths/minds in what does not concern them and should not.
    Be careful that your words do not place a curse on yourselves (they may already have) which may have an impact on you, your children, your household in general and undertakings, throughout your life. God who knows the future, knows in what manner.
    Likewise that woman who brought this case against Fr. Lafleur, causing him and the Church much anxiety.
    There are only “three” who know if she is telling the truth or not. God, Fr. Lafleur and herself. No one else. If she told a lie, as she lives, only God knows what will happen to her and what her end will be like.
    As the Lord said, “Let he (she) who is without sin caste the first stone.” Be careful of stones that you throw.
    At all times, the Lord’s eyes are on each and everyone. He slumbers not. He never sleeps.

      Did you notice the unforgiving ones? They are those who give thumbs down. This is why it is said, not all will go to Heaven. Only those who do the Will of The Father and one of it is, forgiving. If they cannot forgive they do not love God of all. They are not smart people.
      No forgiveness, no love, no Heaven. The next level – step is Hell for the unforgiving ones who lack love. They are already judged and have condemned themselves.
      Heaven is comprised of only love – those who love and those who forgive. May they not deceive themselves otherwise for they will be in for a great eternal shock of tears and suffering.

      She must have cried to him. He felt compassion for her. I do not know if he evaluated her lifestyle from 18 years ago to today when she approached him. I do not think he wanted it to go public but since she went to the Media, it had to be public. She probably wanted money, a certain amount and right away and did not get it which is why she went to the Media. Woe to her for what she did!

    I am happy that this is being handles the way it is………….and it is rather suprising that those who are his biggest supporters are women, who some are mothers themselves. It almost appear that they are blaming the victim for coming forward. Only in Dominica such actions would happen.

    When a pastor is accused of committing a sexual sin (or any serious offence) it should be borne in mind that he is innocent until proven guilty.

    It is the responsibility of the bishop to initiate an investigation.

    If the accusation involves an alledged sin but not a crime (an act that breaks the law of the land) it can be contained and dealt with within the church family. There is no need for those outside the church to know anything. The bishop may share that which he is comfortable sharing. But beyond that we should respect his professionalism.

    But if it was a crime – if the law has been allegedly broken – it should be reported to the police and investigated by them. No clergy is above the law. The public supports the justice system and has a right to know it is working to keep them safe. Any citizen has a right to know the present status of any ongoing police investigation.

    Some must be wondering how the Congregation of the Doctrine of the Faith in Rome could possibly investigate the case when it was too difficult for the church authorities near home to investigate. This looks like they are passing the buck! The folks in the Caribbean who disagree with the verdict will have to blame the Congregation of the Doctrine of the Faith in Rome!

    In my church strict discipline is exercised when it comes to clergy moral failures. If the offence was considered “minor” the pastor would be placed in a rehabilation program and he could eventually be restored to the ministry. However, if the offence was more serious he could be expelled for life. A sexual transgession against a minor would be considered grounds for his minister’s licence to be permanently cancelled. We do not transfer an offender to another pulpit and continue to place the public in danger. History shows that priests who are transferred continue to offend. This does not help the priest and it hurts even more innocent people.

    Needless to say, it is a difficult time for all ionvolved. Our prayers are with each one.

    This is a litmus test for the local Church, who seem unable to handle it. Before going to Rome, what about getting help from another Caribbean Island who the local church reports to? the Ecclesiastical Province of Castries or the Antilles Episcopal Conference?

    Is this the first such case in the region? Guess it’s like sending a case to the Privy council. Let us pray for both the accused and the alleged victim. One year so far. At least it’s taking around the same time as a case in the legal system.

      You should think that Bishop Malzaire must have consulted others in authority. Why do you not think?
      Even though it is a year, these matters do not get settled overnight or within a few months. Some priests have been acquitted of such crimes.
      It is an era that people want money and they will say and do anything to get some money and to be rich. This is one means of her getting money so that she does not have to work. Did that woman ever work in her life?

    My Mother told me a Priest touched her on Her breast when She was 16 and the only reason why She was believed when She complained is because Her Aunt was a Protestant and Chastised the Priest and forbade Him to visit the Family home.
    As a male growing up in Dominica having attended Catholic school from Kindergarten to High School I have witnessed a few situations that just was not only not in line with the teachings but downright abusive and in the case between Priests and consenting adults debauchery is the appropriate word that comes to mind!

      Hello I remembered when a priest abused my classmate in 1967 then the priest disappeared. Then in the early eighties the same priest name surfaced in Haiti therefore they move him from Dominica and they send him to Haiti where he continued his same behavior. My people please open your mind and eyes. It’s painful seeing photos of my family demonstrating in support of this priest in Grand Bay.

        Hello since I can’t attach my post to yours I will respond by attaching it here. I don’t follow any religion rather I treat people with respect just as I would like them to treat me. I see you are answering many post but just remember not to put your head on a block for anyone. Now suppose the priest come forward and admit that he sexually abused the girl and he asked for forgiveness then what would you say. Look around the world in America, Europe and Africa where the Catholic Church is paying damages for such conduct. So why are they paying to settle such cases if the allegations are not true. One can’t be blind because of the status this man hold and think he can’t engaged in such conduct. This isn’t the first time that such allegations have surfaced in Dominica and they were swept under the rug.

    Well, let them send the matter to the Vatican and if they dismiss Ft LaFleur from the church, then he should open up his own church like every other religious sect. He for sure will get a lot of followers. People too damn hypocrite…(those without sin, let them cast the first stone). The bishop should also tell the Vatican to try stop all those soukouyants that use the church to make voodoo. At least he did not have sex with a boy. He is human and a man. He was attracted to the opposite sex, so what? According to what I heard, he did not lay a hand on the girl…all he did was cast a ‘sweeteye’ and this is sexual abuse? Well, I should come forward and file claim against every man who cast a ‘sweeteye’ at me when I was younger and see how many will be put on leave. Oh well, to each his own.       This is such ignorance. For many years women have suffered in silence because they are afraid of the response they will get from people like. More power to the young woman who eventually decided to speak up. This priest was a person in authority and he took advantage of a teenager and you’re upset that this is addressed by his superior or person in-charge. How long are we going to site idle by and let people take advantage of our youth innocence. We should be supporting this person because it takes allot of courage and to take to task an institution which is so strong. If the Priest in question committed to act of sexual abuse he should be sent to jail. He can ask God for forgiveness but the church and the entire nation should say this is not acceptable and reprimand him for those indecent acts of violating a youth.

        Many women suffered in silence through the abuse of their husbands who married them for better or for worse, in sickness and in health, ’til death do we part. They were disrespected and treated as servants/maids.
        Some of them did not get a cent from those men. Shame on those men! These women should take those men to court. They would win their cases and receive a big settlement.

      The Catholic Church has many enemies especially in these times of the Great Apostasy, loss of faith and fallen away Catholics who also renounced their Catholic Faith and joined other churches. Sadly and disappointingly, Dominica has many of them who were once fervent practicing Catholics. This shows in the negative comments and thumbs down.
      Then, there are also those who do not think, who do not know if that woman’s story is true, if she only wants publicity and to get an exorbitant sum of money from the Church. She has heard that some people overseas got a lot of money. I wonder if she is trying to see if she, too, will get some from the Dominica Catholic Church.
      Whoever thought that after 18 years she would come out with such a story? Personally, I do think that woman has condemned herself. Her end may not be a good and happy one.

    As expected! Sexual harrassment of people/boys/girls in the catholic church is nothing new. It has caused even the closure of some churches, and compensation to victims of astronomical proportions.
    While the decision is pending, the parishioners of St Patrick, has to realize that they are not serving a man, but they are serving God. The church grounds should not be desecrated with obscene languages, insults,carnival like atmosphere,drums,etc, etc, etc,.
    The organisers of these protests,some of whom claim to be leaders, who are hiding in the bushes, should know better, and should encourage the people to go to church to serve their God.
    IN THE MEANTIME I AM FULLY AWARE THAT THE PRIEST IS INNOCENT UNTIL PROVEN GUILTY.
    AMEN!

      This woman had friends I hope. Friends confide in each other. I am wondering if she confided in one of them or all of them about this issue. If she did and they are still alive and can remember (some people have a good memory), it would be interesting to know what they have to say about it and about her.

        and if one or more of her friends from that time, was also abused, PLIZZ DONT FRAID TO BRING IT OUT, a lot of children who get abused are afraid to talk about it, because of people negatif judgement. THOS VICTIMS NEED HELP !!!!!
