Retirement age increase from 60 to 65?

Jean-Jacques Thomas
Jean-Jacques Thomas

There are recommendations for the retirement age in Dominica to increase from age 60 to 65.

Director of the Dominica Social Security Janice Jean-Jacques Thomas made the recommendation while  making reference to a report of the social security scheme.

It suggests that the change in retirement age for receipt of social security benefits should increase every three years over a fifteen year period.

Those who want to retire at age 60 will still be able to do so if the recommendation is finalized, but with a price.

“There will be a provision that persons who wish, can opt to receive their pensions at age 60, but there will be a reduction factor applied,” she stated. “That reduction factor would make the early pension equivalent to what the person would have received if they had waited for the increased retirement age, to draw down their pension.”

paying social security is like giving away money. they want to raise the age of retirement just do that. don’t say when you raise it i can retire at age 60 but must face a penalty. and i am not set to retire for the next forty years so that could mean i would have to retire at age 90. u all jus trun my 6 to 9 like i am some fool. slavery neva done.

If this retirement age increase every three years over a fifteen year period is truly applicable then the coming generations are surely doomed and death will supersede retirement. Shouldn’t it be the sole objective that the elderly Dominicans be given adequate time to enjoy the fruits of their labor. Retirement contribution is prefunding, a contributed asset to be return to the contribute in the future. These individual should not have to die or arrive at near death before repayments are made to them. Can someone please tell me when will the people be made superior to systems and politics. So much for a government of the people, for the people and by the people. The ship is sinking and there is not rescue in sight. God’s speed to all Dominicans. I am one of you living abroad but I feel your pain.

We should have an option to pay social security, it should not be forced. That way when they run out of money, those who chose not to make contributions will have nothing to lose.

    February 9, 2011

And in the long run the government will lose too. Get this, they will be paying high wages to people who deliver poor work because of their age. Rather than employing new people with new ideas and better work done at a faster rate, on a lower wage for the first five years. Have they actually thought this through? Hmmm this has no justification whatsoever

This cannot be right in Dominica. In some countries it is possible but in Dominica people don’t live long enough to work till 65. If the health care in Dominica was better and the life expectancy age was higher, then it could be argued. But to just raise it like that with no statistics. Thy never said thy done research or that the life expectancy age increased or nothing. Just that they going to raise it. On what grounds? Isn’t that illegal in some way, I mean some form of justification is needed. People die at seventy in Dominica. Most of them. So they giving people five ears to enjoy their ore they work hard for? I mean, it is possible that people will resort to doing some shady stuff to have enough money to retire early. Honestly in Dominica these people just do what they want

    • The truth

That lady is just plain impossible.

People need to have options – period.

You cannot tell somebody they have to work five more years again when they want to retire. and if they choose to go earlier – they will pay a penalty –

That’s not right! What about the young people who need to be employed. A recipe for disaster.

Tell the 60+ year olds who want to stay around – it is time to rest

Apparently you were not in Dominica between 2005 and 2007 when the Social Security went to every little hole presenting the relevant STATISTICS AND FACTS to support the need for the increase in the retirement age.

For your information throughout the Caribbean and I add the world, Dominica is one of the few countries still retiring people at age 60.

The unfortunate thing about Dominicans is they rarely inform themselves on issues that could potentially determine their quality of life in the future.

        Just a thought.

        • The truth
          February 9, 2011

Actually I am not in Dominica at all. But I do stay up to date and do come home all the time although you have a point. And I understand that Dominica has one of the lowest ages for retirement. That is not my issue. My issue is the proof, show the statistic, be transparent and make the health system better so people live longer to enjoy their hard earned money. It makes no sense increasing the age for retirement when the age you die remains the same low age. Get my drift? Simple common sense will approve. You don’t need a degree. And the other thing is, Dominica is not on the level of the rest of the world in any way shape or form. So we really don’t need to follow them on their policies but we can learn from them. So let’s up the life expectancy first before we increase the age for retirement. Peace

:-? DOMINICA SOCIAL SECURITY IS A CASH COW FOR THE GOVERNMENT – STOP THEM MILKING YOUR TAYTAY AND LET THEM PAY BACK THE BILLIONS YOU HAVE “GIVEN” THEM TO PAY SALARIES TRAVEL etc. WE ALL KNOW YOU ARE THEIR CURRENT ACCOUNT

WHAT ABOUT INVESTMENTS INCLUDING THE “HALF OF MARPIN” YOU OWN?

WHY IS IT BEING ADVERTISED AS GOVERNMENT OWNING HALF THROUGH SOCIAL SECURITY AND NOT JUST PLAIN SOCIAL SECURITY OWNING HALF “WHAT’S THE DEAL?”

    OPEN A MEGA-SUPERSTORE ; BUY A FERRY; INVEST IN A CRUISE LINER;

AND ……………….. IF YOU DARE TELL US HOW MUCH GOV’T OWES YOU

AND IF YOU DARE TELL US WHAT INVESTMENTS YOU HAVE MADE OVER YOUR HOW MANY YEARS OF EXISTENCE LOCALLY REGIONALLY AND INTERNATIONALLY

With the average life expectancy of 76.6, we will have about eleven years to enjoy our ti kapa. Bondieu!!! If that is the case, we should not wait until we are old to start living. Let’s go, my people…let’s get busy living…instead of getting busy looking towards our retirement age. Let us go out and trampe ourselves in the ocean, and drink some gleau coco…

Dominica is copying the blueprint of developed countries such as France and the U.S. France has been tampering with their retirement age – from 60 – 62. People are living longer, and the governments just don’t have the economic reserves to sustain the bulk of people retiring.

To the person who said that people in the U.S. love to work into their old age, there is one answer to that: Many people are working longer because they can’t afford to have a comfortable retirement. The recent economic meltdown ate their retirement funds; and what they would be getting from Social Security is not enough to sustain their economic standards. Why do you think many Americans are retiring to Belize, Panama, and Costa Rica?

Teachers cannot make the grade beyond 55 check all those people that should have retired at 55 at the schools still, they are the ones that have the youth the way they are beside Dominicans are more prone to Hypertension and Diabetes more than any other country almost all the adult population in Dominica on some kind of daily medication although we are a nature isle so please give people the choice and pay up when the time comes. Create more employment instead of keeping people longer in jobs.

i agree – the retirement age should be going up not down – have people retire at 50 if they so desire – miserable people in top positions – who want to stay there forever. (retire at 100 if you can)

; their money running out they looking into de future and seeing that they will not have monney to pay people so they decide to come up with a plan to keep people money from them. They so brazen they does tell people that when they claim sick leave benefits it will affect their gratuity. Well pay me now I not sure if I will live to be 65 years so anything I can get from them now I taking it. Them people who live to be over 65 in Dominica are people like de farmers and so on, not Government workers who are the main contributers to S.S. I done seeing i will not enjoy my hard days working if is pension I waiting for. That is why I trying to save as much as I can.

Eh Beh Weh! It’s now people wouldn’t get jobs in this country!

Many people that are in the good positions in DA are between 30-50 yrs of age. they have to iether resign or retire for someone else to get the position. Seing Dominica don’t have alot of employment opportunities, individuals hardly resign. So we have to wait when they retire to try to get the position.

When they increase that retirement age,Now that is something else for we the young Degree people that are looking for positions !!!!!!!!!

You made a good point there, Wise Girl. It used to be 55 for women and 60 for men when people were at the forefront of these decisions. When money became the issue, the age started cllimbing and it still clmbing. Soon it will be work till you drop, but pay SS for health issues and this will start the health division as an industry. Of course, the whole world is going that way because every institution has to show a healthy balance sheet. Make up your mind to work till you drop, Guys. Work till you drop.

It is a disgrace and it is quite appalling that after years of working and contributing to DSS, the powers that be spend time figuring out how not to pay your hard earned benefits.

-Who comes up with the idea of extending the age to receive benefits? Why? I have not heard of extending the age of retirement. These two must match! We have heard the talk of reducing the age of retirment. Can you imagine, your place of employment have you retire at age 55 and DSS wants you to wait for 10 years before you can be paid! Five years is already a stretch. Some employers have gratuity payments which may or may not suffice for that time. What happens to those who have neither gratuity nor pension?

-For years most Dominicans have paid their contributions religiously. Lately we have been advised that the Government of Dominica has not been sending contributions to the DSS. DSS had a lot of well invested money. Our hard earned money was safely invested in the Banks at very favourable rates. Then, we saw some very questionable decisions from DSS such as long term student loans, purchase of property and investing in failed companies. Did anyone think of the impact it would have on pensioners? No!! But now, pensioners are being punished for the sins of some board members. We did not tell you to give out long term loans which will take 20 years to recover! Can you give us an idea of how many delinquent student loans are on DSS books? Can you give us an idea of how much money DSS has so called ‘invested’ withing the past 15-20 years?

-I am very worried that by the time I am ready to retire, there will be no money in DSS to pay me. DSS used to cover our medical bills, that is gone. Many people pay contributions all their working life and never reap the benefits. The average life span has been reduced therefore DSS may end up paying out about 5 to 8 years benefits! How does that compare to 35-40 years of contributions?

May God be with you heartless people. One day, it will also affect you and your family. SHAME!!

  23. Be Real
    February 8, 2011

Lady please!! Is this as a result of no funds to pay pensions? Have you thought of all the problems that are going to be a result of the increase of the retirement age? Do you not realize that there will be very little upward mobility for people in the workplace in terms of positions? Have you thought about the increase in the unemployment rate since people will be remaining in positions so long that there will be no positions opening up? Especially in the Government service! How many private institutions will be able to cater for the masses leaving college and universities with qualifications? Yes they can try to be self employed but how many will succeed? This could be the recipe for further chaos in this country! Please think of those of us who want to remain in Dominica and those who have no opportunity to migrate!! Think of the YOUTH!!!
