Skerrit calls snap general elections

Prime Minister and DLP Leader Roosevelt Skerrit

Prime Minister Skerrit announced tonight that general elections will be held on December 6, 2022.

Nomination day will be November 18th.

“We cannot take chances with the future of this country,” Skerrit declared during an address to the nation. “The Dominica Labour Party must continue to be the beacon of hope. It must be the option for those who wish to see our country progress.”

“With that in mind,” he continued, “I shall lead a new-look Dominica Labour Party into fresh general elections that will be held at the soonest possible time. I want for the year 2023 to begin with a fresh mandate, given to a fresh Labour team, to commence the work of building post-COVID Dominica.”

Stating that the country needs what he referred to as a national reset, with a “refreshed” Dominica Labour Party team, Skerrit said he will reveal a new slate of candidates on Tuesday November 8.

Below is the full text of the Prime minister’s address.

 

Fellow Dominicans, living at home and abroad, residents, visitors, friends of

Dominica, Ladies and Gentlemen.

I greet you this evening, as your humble servant of 22 years. I was very moved by your positive responses to my Independence Day Address and the resolve of many, to play their part in helping your government and our country, realize the goals we have set ourselves, over the next decade.

On November 3 rd , I highlighted the impact of climate change as one of the main challenges confronting small states like Dominica. A problem created elsewhere but which has dramatic impact on our economy, state finances and way of life. We witnessed yet another instance of the impact of climate change on our country affecting the East of Dominica. I stand in solidarity with my sisters and brothers in the East.

The Government mobilized heavy equipment to assist with the clearing of the roads and drains and to provide general support to the residents.

1We shall spare no effort and resources to provide the necessary support. I have directed that all resource required, shall be assigned to the East to provide relief.

We shall continue to pray for the safety of all.

My brothers and sisters, I believe in Dominica! I have faith in the capacity of our people, to rise above the occasional challenge, to persevere in the face of adversity and to make do, with what we have, in times of great difficulty.

In my address to the country last Thursday, I set forth clearly what would be expected of you the residents; you, the investors; you, Dominicans living abroad, and also of you, friends of Dominica, committed to playing a meaningful role in our development.

Our vision for Dominica is clear. This is fully set out in our Dynamic Dominica Manifesto, and we have been delivering on it, despite the unfavorable global climate.

2. The additional measures that I outlined on Thursday will help cushion the impact of the rising oil and fuel prices on the world market on our people, and will help Dominica keep moving forward and upward to a brighter future.

Dominicans have proven time and again, that we are capable of bouncing back from the most nerve wracking and tempestuous of circumstances.

We have broken the back of the COVID-19 pandemic here in Dominica. We have rebounded from some of the most adverse and ferocious weather conditions of this century. We managed to stay afloat, in a global food and petroleum products crisis, that has left many an economy, in a moribund state.

Social media can be bad, but it can also be good. It enables us to see firsthand what is happening in the world. We have all seen the impact of COVID-19 on other countries and the combined impact of COVID and the

war in Ukraine, on the cost and availability of food, goods and fuel prices. Its portrayal of real-life experiences across the globe, has served to sensitise Dominicans to the very difficult conditions that we, your Government, have had to navigate in the last three years.

3. Yes, fuel prices in Dominica are high….but in which non-oil producing country aren’t they high? Yes, food prices in Dominica have risen, but where in the world have they not been rising?

My brothers and sisters, we have had to play the hand that nature, fate and man’s inhumanity to man, have dealt us. We have been riding the tide, in an ocean that’s full of turmoil. We tune in to international news each day and

the outlook for several countries is becoming grim.

Here in Dominica, we have begun the fight back. We have been knocked to the ground repeatedly, but we are back on our feet. We have dusted ourselves off and we are on the move again. We have a story in Dominica, we can all be proud of.

You do not have to be economists to observe and understand that government’s revenues have been rocked in recent years by the impact of Erika and Maria, by the COVID pandemic, and now from global food and fuel supply shortages, occasioned by the war in Ukraine.

4. Revenues were down from every sector. Yet, government expenditures remained relatively high, because we continued to meet the needs of our people. We took action to keep you safe during COVID, and we prevented people from descending into abject poverty, by keeping them employed.

Yes, these challenges would have resulted in delayed payments to some of our creditors, but demands on the treasury over the past two years, especially from the health sector, were unprecedented. We had to act to save lives. We had to keep persons employed and their families secure. We had to provide support to persons especially in the tourism sector who lost their jobs. We were able to wrestle covid to the ground. And yes, we are now in recovery mode as a result of wise decision making.

I am happy to report that we are addressing the issue of late payments to creditors, and several accounts now show a zero balance. This government, my friends, took deliberate steps to maintain social services. We insisted that families should not go without the necessities of life, even though revenues were declining drastically.

5. We held steadfast to our commitments to the elderly. They were at risk and we ensured that their needs were met during that period of grave uncertainty.

These things we did, Ladies and Gentlemen, and I think Dominica is this evening the better for it, because we remained glued to a philosophy of leaving no one behind.

Fellow Dominicans, residents and friends, attainment of the goals we have set ourselves calls for hard work and dedication by our workforce. It will call for confidence and decisive action of investors. It will call for policies that will

inspire public officers and motivate them to give of their best in the implementation and administration of such programs.

I am also aware, Ladies and Gentlemen, that success of the policies I have outlined, and the achievement of Dynamic Dominica requires inspired and inspiring leadership. It requires ministers of government, leading from the front. It requires energy and commitment. It requires constant regeneration and rejuvenation.

6. The Dominica Labour Party has not shirked from making changes that enables it to remain dynamic, relevant and inspiring. In the last general elections, we introduced to you a new slate of candidates that included 11 new, young and energetic faces. The challenges that they have faced have not been for the faint hearted. They would have come into office at one of the most difficult times in our history.

What we had hoped to achieve has been in many ways set off course by the COVID pandemic. We are at a crucial stage of national development, Ladies and gentlemen, and we have to ensure that we have The Right Team For These Times! The road ahead will be challenging. It will be difficult. We believe that the Dominica Labour Party must look across the country and secure the perfect skill set for these unchartered waters.

Accordingly, there will be some changes to our Parliamentary team. We have discussed these changes among ourselves, and the time is coming, very shortly, when they shall be revealed to the country.

Labour is not about discarding anyone. The task ahead is tremendous. We will need all hands on deck to give ourselves a reasonable chance at success. All current hands will be re-deployed to assist in the navigation of our national ship to safe harbour.

But ever so often, as a people, we need to pull off the road and undertake needed assessment, refocusing and recalibjkv ration. How can we do better? In what areas are we succeeding? In what areas are we falling short?

These are questions I believe a mature, experienced governing party needs to ask itself and respond to, ever so often.

I believe that the reopening of our country and our economy – post-COVID, is the best time for us as a country and indeed, as a government, to stop for a National Reset. In the game of basketball, it’s called a time out. We cannot wish the COVID-19 pandemic away. We cannot act as if this country and its economy were not afflicted by the ravages of this global setback. Every country in the world has had in the last two years to go back to the drawing board. Dominica is no different!!This current Dominica Labour Party administration was elected in 2019 with a particular mandate. We outlined policies in pursuit of a Dynamic Dominica.

We set ourselves goals, within a specific time frame, that cannot now be met because of the unforeseen global circumstances. The reality is that our country was paralysed for months. Things we wanted to do, we could not do. Some things we started, have not yet been finished. This is not a game of juvenile rounders. Running a government and a country is serious business.

We have to operate in the realm of reality and practicality. We have, as a nation, to press the reset button. We are determined to achieve all that we set ourselves to do in 2019. Indeed, the reality today is that we must do everything we promised back then, and much, much more now, as a consequence of the challenges we endured over the past two and a half years.

We NEED A NATIONAL RESET, if we are to fully recover from COVID and put this country back on a trajectory of real and sustainable development over the next 10 to 15 years.

9. Towards this end, we have done our own internal analysis. I started first with myself. I have been your chief servant for 22 years. I am eternally humbled and very grateful for the opportunity you have given me to serve. I hope that my efforts will be judged fairly and within context.

On this occasion of National Reset, I have listened to the views of all, and I have made a personal decision, which I have shared with some of my party elders. You have given me a mandate that constitutionally allows me to remain in office as your Prime Minister until April, 2025. I do not intend to go beyond that date. I have run my race and I intend to finish the course, with Dominica safely back on a road of sustained progress and prosperity. That is why, I am calling for a National Reset!

I would like, however, to preside over a peaceful and dignified transition of Prime Ministerial leadership to someone of my party and my colleagues’ choosing.

We have as a party and a government to prepare for the next five years of covid rebuild and rebound. It will not be easy, and will require commitment, dedication and perseverance.

10. There is need for a blend of experience, energy, youth and positive attitude.

This is the desired formula for carrying Dominica over the proverbial line. It is my intention to stay on for another two and a half years, if it is your will. But some of my colleagues who have been with me throughout this journey, and others whose stint in elective politics has been much shorter, have collectively agreed that the time for renewal of the team is NOW.

We need a refreshed Dominica Labour Party team, for these very unpredictable, unprecedented and very challenging times. Following the changes we made in 2019, there shall next time around be other changes, to ensure the continued renewal of our Labour Party frontline, and maintain our continued relevance and the achievement of the visionary goals that we have set ourselves and our country.

The Dominica Labour Party must continue to be the beacon of hope. It must be the option for those who wish to see our country progress. The challenges that we face are Now…they are already upon us. We cannot take chances with the future of this country.

11. We have set ourselves on a progressive path of development and growth, that will see prosperity for our people and our country.

I shall be honored to use the benefits of my 22 years’ experience in politics, to lead the Dominica Labour Party and this country, through this period of global social, political and economic uncertainty.

We shall be the change that the country requires as we continually reshape, adjust, and correct course, as we move steadfastly towards that Dynamic Dominica, a resilient Dominica.

With that in mind, I shall lead a new-look Dominica Labour Party into fresh general elections that will be held at the soonest possible time. I want for the year 2023 to begin with a fresh mandate, given to a fresh Labour team, to commence the work of building post-COVID Dominica.

With this in mind, today I met with His Excellency the President and advised that he dissolves the current Parliament of this country effective immediately.

12. I have asked that a fresh writ be issued on Monday 7th November, 2022 for the holding of general elections in the Commonwealth of Dominica. The Dominica Labour Party will reveal its new-look slate of candidates in Mahaut on Tuesday, November 8th. Nomination Day in Dominica shall be Friday the 18th of November. General elections day in Dominica, the day on which the Dominica Labour Party will be seeking a fresh mandate, with a fresh team, is Tuesday 6th December, 2022.

    Is Dominica the only country in the world were opposing parties not eager to contest the ruling party in a general election? It seem like they like doing a lot of talking but unsure of how the electorate view them as potential governing parties. These parties should stop looking for excuses not to contest the election but instead throw in all their resources into convincing the Dominican electorate that they can do a better job than the party in charge. Simple. Get people to vote for you and stop talking all your nonsense of civil disobedience.

    Simple thing. Everybody have ONE vote. If you a self respecting dominican that is feeling disrespected right now – VOTE THEM OUT. Vote for whatever the alternative is. Doesn’t matter how you feel about them. Make your vote prove a point.

    And for those who never vote and just sit on the sidelines – now is not time for that kind of carelessness. I will be voting for the first time in my life just to put my one drop against these people because if we don’t all do that now Dominica will just be their stepping stone for the rest of eternity.

    They WILL CHEAT. We already know that. But if you just stay in anger and don’t take action it will just make it easier for them to win. Every legitimate vote is one more plane ticket they have to buy to sway the outcome in their favor

    Exercise in Inanity – Must suspend sense of disbelief to comprehend.

    Over the past 23 years, my party and I have taken this once thriving, tenth smallest nation in the world (by population, [Dominica]) to the state of having the smallest economy in the Eastern Caribbean, becoming the third poorest eastern Caribbean nation, with no significant foreign exchange except peddling its citizenship to all and sundry and where rule-of-law only applies to some individuals. We disregard the electoral statutes, Courts including the CCJ to “help Dominicans”. At the same time, many citizens can’t afford necessities including shelter, clothing, and food; their existence depend on hand-outs. In contrast, other Eastern Caribbean nation have moved ahead. Now, please re-elect me and my party (with a fresh face) to improve life on the island. Go figure!!!

    Alas, Skerro zapped them right on their bare posterior while their eyes were focused in the wrong direction. A stunning political bulls eye hit on the opposition who dropped the ball and their guard big time.

    This is a very costly and detrimental fallout for a rudderless and leaderless UWP who left their cupboards bare with no logitical or succession planning.

    With the announced election date of Dec 6th, 2022 just four weeks away, Skerrit’s haymaker of a blow has left the opposition dazed and confused with little or no time to organize a semblance of a team to contest the ruling Labor Party. Outside of a Hail Mary type miracle, it will be game, set and match for Skerro and company!!!

        Crazy? Not at all!!! Thank God for keeping me in my right mind. On the contrary, I am as blunt and jolting as a back handed slap to the face on a cold winter day.

        Plainly speaking, the UWP got caught with their pants down after Skerrit pulled a fast one with the sole intention of retaining power by parlaying the Labor Party’s rock solid 18-3 advantage into an electoral victory. A similar stunt pulled by ruling Guyanese APNU+AFC ruling party who had a marginal 20-19 majority in 2020 backfired big time and eventually led to the party’s ouster.

        Even the most astute and staunchest UWP supporters, who know I am speaking truth, see the handwriting on the wall.

    That is the same foolishness with UWP and their supporters over and over again.They had from December 6 2019 to get their S*** together,instead they wasted 3 years talking BS about election was stolen and $4.8 billion missing.Next they conspired and backstabbed the blue leader.Now they are like a ship without a captain.The election observers told the world the 2019 election held in Dominica was FREE and FAIR and reflected the WILL of the PEOPLE, conducted according to the will of the PEOPLE,according to the electoral laws of Dominica.There is no law in Dominica which say Skerrit MUST implement electoral reform.Electoral reform is a recommendation and not law.Just remember UWP lost the last election by 7,219 votes.As is Dominicans don’t know about DASS land in Rosalie and why Sticky fingers contract was not renewed with IMF.

    The “P” Force must do their job by protecting all the citizens of Dominica as they swore to do; and not simply protect one single person. Most of tTUMP’s “loyalists” are in prison and some are on their way as we speak. So I’m advising these DOMINICA POLICE FORCE to count the cost. You all have families – Parents, children, brothers and sisters etc. They deserve honesty and uprightness in government and law enforcement. Stand up for what is right and equitable. By doing so you will help save our beautiful country from being overtaken by foreigners and ruled by a dictator. If it means that you have to remove yourself from this runaway train, then do that. Because this train may be heading to L and bloodshed. We’ve had more than enough of these crazies who think they own Dominica. Fools they are and their followers are no different. NO REFORM NO VOTE.

    On Independence Day I commented that Reginald receiving the highest award was appeasement for him being replaced by as PS. Wait for the announcement tomorrow of that PS as candidate for the cottage constituency.
    I don’t necessarily see the calling of an election as a bad thing. Let it be seen as an opportunity. An opportunity to cleanse the country and to prove to the powers that be, Dominicans, not they are in charge in Dominica. Stand up. Gather the courage and ensure that no elections are held in this country. This is our time. This is the opportunity to reclaim Dominica. Make the situation in The country not conducive for the holding of elections. Act fast. Start now.

    Skerritt “can’t take chances with the future of the country” so is climate change going to stop happening because he calls a sudden election without electoral reform? He has the right to call elections but he doesn’t have the right to call an election when electoral reforms aren’t yet implemented. For crying out loud there is yet over two years to clean the voters list and have parliament enact the other reforms that Dennis Byron will present, if he hasn’t yet done so. As the saying goes, if it walks like a duck, and it quacks like a duck then it’s a duck. This snap election is nothing short of a palace coup which ignores the opinion of the CCJ and Skerritt’s own promise to have electoral reform into law before the next general elections. This won’t go well and the country will have to deal with the aftermath of this disingenuous corrupt move as well as the after effects of climate change caused by global warming. That’s burning a candle from both ends. Dominca I’m sorry.

        Man bite dogs, I am with you here. I am looking at this Johnathan person’s thumbs rating and I can see plainly that this minority UWP followers only have their force on DNO, to write foolishness, but what is the good of it. That force will take them nowhere else.

        Right now we have the Opposition Leader rendering his resignation, blaming it on everything else but his inability to perform as a Leader. But he is still at parliament representing a constituency.

        Who knows what should we expect from the person who
        will replacing him?

        Now this man is here wailing about “electoral reform”, before calling a general election, which is direly needed in Dominica at this time, and PM Skerrit knows it.

Alas you can’t get religion right and now show you are clueless about politics. You allude to the fact that Skerritt knows the need for electoral reform, he promised it, for crying out loud and still hasn’t put it into place. Give it a rest you are making a mockery of yourself.     Bringing Burner Boy to perform in Dominica, and allegedly giving away thousands of free tickets to supporters, was meticulously calculated to curry favour with the electors in this clandestine planned snap election.

    Authoritarianism is now firmly grounded in Dominica. There is no delegate conference where the constituents choose the representative of their choice. Roosevelt hand picks the candidates all by himself.

    Dominicans are solely responsible for the low standard of living, the social and political tension, and disarray in the country. They sat idly by and allowed one man to dismantle the longstanding democratic practices that Dominicans have accustomed to enjoy.

    Because of the apathy and lethargy, DEMOCRACY has been butchered by one demonically possessed individual. The whole of society needs to evict him.

    I now feel vindicated for I knew Dennis Byron’s recruitment was just a facade to pacify his critics. Everything he does or says is farcical. Every single word he utters, every single acton he takes is for political advantageousness.

    I hope the BOYCOTT by all the opposition parties is on. To contest an election without genuine electoral reforms is an exercise in futility.

      Everybody made noise about electoral reform. Skerrit had and has no interest in that because it would be to his party’s detriment. So he paid Byron handsomely to quell the noise. But he knew nothing was going to come of it.

      Now that UWP is in disarray, he does not even have to bring down voters. He can now legitimately claim that the election is free and fair.

      He promised an airport as he has done many times before. This is his typical election promise. We will never see an international airport for as long as I live.

      There is no way UWP can win this election.

          That is the problem with us in Dominica, we have no reverence for God, hence we have no respect for the Leaders whom He chooses to reign over us.

          The plan for an International Airport in Dominica was the inspiration of God, into the mind of PM Skerrit and so he spoke the words as God wanted him to do so.

          Isn’t the construction of the Airport in process? Didn’t the Prime give us an idea of when it will be completed? All is God inspired.

          But we continue to speak against those inspirations and his obedience to go ahead, through our disgusting attitude of disrespect; and yet it is all for our own good.

          All of the wrongs our Dominica, is not because of the rule of PM Skerrit and his Governing body, it is because of lack of reverence to a Holy God, who loves us all.

          We claim to be a Christian country, but in God’s eyes we are not! And so, He continues to grieve because of His love for us.

Where are the accounts for the CBI program? Where is the statement regarding the missing US$ 100million that Venezuela had to write off? Where are the publications of his travel and expense accounts? Why is the state still paying the rent for his palace at Morne Daniel, which is rumoured to belong to his friend? Dominicans can’t allow this man to run rough shot with them any longer.         The next election was due to be called in the late 2024, what does it have to do with the Prime Minister’s resignation, which will be in 2025?
