Stakeholders from various countries in the region, including Dominica began a two-day workshop on a national Information Communications Technology ( ICT) policy at the Fort Young Hotel on Wednesday.

Telecommunications minister, Ambrose George, who delivered the feature address, at the opening ceremony said the workshop will enable Dominica to seek international access on cyber crime.

“Dominica is one of the pioneer countries in CARICOM in developing a cyber security strategy against the fight on cyber crime and will be seeking accession to the Budapest Convention on cyber crime in its quest in establishing Dominica as a relatively safe haven to do online business and thereby attracting direct and indirect investment to the country,” George said.

According to George, ICT is not only about technology but “about people using the technology to meet some basic needs.”

“The ministry’s, and by extension the government’s ICT vision and strategy, has been people-centric and not technology focused as technology must only be seen as an enabler or facilitator for such services, while the development of people and meeting their needs and aspirations are paramount,” he said.

The telecommunications minister stated that while planning and implementing an ICT agenda, “it is helpful to take a look at establish practices and best in class methodologies.”

“There have been discussions on whether the national ICT agenda should be sector driven, or should it focus on broader issues and objectives in terms of service, affordability and accessibility with associated benefits for society and the economy as a whole,” George said.

The Draft ICT Policy for Dominica was developed between 2007-2009 under the EU funded SFA 2005 ICT Development Programme (ICT DP).

    You know DNO I notice each time I write on a certain ( ting) in regards to Ambrose, they never get posted.

    The last one I endeavor to avoid naming the ting!

    The U.S. often pressures smaller countries to adopt Internet censorship policies as a way to protect large American media corporations from “cybercrime”, and to adopt intrusive approaches to online financial systems as a way to protect their tax revenue at our expense. Please, please, please let us resist this in Dominica!

    Dominica is one of the pioneer In what again? Sorry I didn’t catch that. I live in Jamaica and there are some facilities here which I don’t know in wha decade will be in dominica.
    I don’t believe anyone in Dominica is interested in moving Dominica forward using ICT. You bring them an idea and they either turn it down for “silly reasons like ” the country not ready” or they say “whoa. Let’s do it” and then they never talk of it again. Go to another country and you make a significant splash with that same idea. But why would they bother, they already have their new 2014 model vehicles and pre ordered the 2015. Every time I read such a story I always see that Dominica is the pioneer in this and that, come home and you don’t see it. The only time you going to hear about ICT in Dominica, is when a similar event such as this comes around.

    Pioneers…. Please…

    Ambrose George has so badly lost my trust that even his picture scares me. This man should not be portrayed as a government minister. Shame on Ambrose! But even more shame on Skerrit for not firing him! Shame on the DLP!

    George needs to tell the nation how we can his plan to use ICT to stamp out crimes like money laundering. the next bank he plans to issue a license to operate in DA will be Cleaner than the last one.

    It is unfortunate that after all that we heard about Ambrose this week on radio, we are still portraying the man to Dominicans and the world by extension as a Minister of Government. The young people of Dominica must be reaping out every hair on their heads. :mrgreen: .
