New technology to be implemented at registry

Dominica is expected to have a modernised civil registry by September, 2010, with assistance from the Organisation of American States (OAS).

This initiative is part of an OAS project entitled ‘Universal Civil Identity Program in the Americas (PUICA)’ which is funded by the Government of Canada. The project is expected to improve the functioning of civil registries in the OECS sub-region.

Representative of the OAS in Dominica Joseph Campbell says with data already stored on computer systems, the process of providing birth certificates, among other documents, becomes smoother.

“They already have the data on the computer. The real step is to put it in a system where it is easily accessible and secure; they could manage it, and they could then computer print a birth certificate. For that, they may or may not need legal changes, but we anticipate everything should be done by September,” Campbell said.

Collaboration between the OAS and Government of Dominica started more than two years ago under the OECS Civil Registry and Identity Project, funded by the Chilean Government. The current modernization process is expected to have four components: digitization and preservation of records; modernization of the legal framework; computerization of the processes; and creation of an identity system. In effect OAS assistance will ensure the digitalization of births and deaths records, improved safety and management, and facilitate electronic printing of birth certificates and create the possibility for a national identification card.

Last year the OAS facilitated the site visit of three high level civil registry officials from Dominica to observe the Haitian model. This week, newly appointed OAS Caribbean coordinator, Paul Hughes, visited Dominica to discuss strategies to execute the project. Hughes and the local OAS Representative Dr. Joseph Campbell met with the Registrar Reginald

Winston and the Deputy Registrar Ossie Walsh as well as personnel of the ICT unit. In addition, the OAS team met with Deputy Director of the Dominica Social Security, Augustus Ettienne to apprise him of the OAS initiative that can be beneficial to his institution.

The OAS is providing assistance for the project in the form of equipment, and training personnel.

“We will fund any technical assistance to make sure that the system operates well and the system can be sustainable,” Campbell assured.

    Well, Well Big brother is their at last. What I’m hearing about ‘Universal Civil Identity Program in the Americas(PUICA) for Dominica. Don’t get me wrong, we do need to revamp our registry and get it working more efficient and up to date, but when you start talking about Universal Civil Identity Program in collaboration with the OAS and National ID cards, there is more to it , than what we are being told and lead to believe.

    This is what happens when Countries join International bodies it is called centralization, you join and become member so you have to conform with certain policy’s, principles, and programs and as is the case, we in Dominica are told we need a Universal Civil Identity Program and National ID cards like the rest of the other member Countries.. People do some research Google ‘Universal Civil Identity Program in the Americas.

    PEOPLE, PEOPLE, PEOPLE…..Don’t you all think its about time we get up to date with technology. some of u complaining ,that its about (spying and conspiracy) how many of us complain when we go to the registry and we have to wait ten hours just to get a paper. how many of u get tired of walking around foreign countries with passport in hand..don’t u guys get tired of all that lack of technology in Dominica.

    Thank God they making it easier for me..wish they would really implement that national ID card, bcuz am a student and am getting tired of walking around with my passport in another mans land, since i don’t have a drivers license i do not have a choice

    Stages, I agree with you for with development comes a high price. What is all behind the identity system?
    We are just continually being watched by those who brought us to this side of the world. Wanting to know our every move.

    They have the technology and I guess that we are not exempt from whatever they have in store.

    Yeah, I can’t remember when I was born far less when I made my first communion, so the registry will make it that easy for me. Thank God. Oh, can’t remember who the first chief minister was. Thank God for the registry.

    Dominica certainly needs to capitalize on this opportunity and use the moment to affix a unique 9 digit social security number (SS#) to each registered person`s birth certificate. Registration at birth should become mandatory and should take place as early as possible after birth, preferably at the hospital right after birth.

    This number will be one Identity for life and and should be used to reference the individual in meaningful / significant transactions.

    Think about the ease of information retrieval and statistics compilation for any sector of the economy if every customer / agent / client / business could be instantly tracked by a 9 digit number.

    Tax and audit reconciliation would be much easier with greater levels of accountability. Immigration tracking, Driving records,Employment benefits and medical records would also become easily linked via that SS # and make tracking and conflict resolution quicker and more expedient.

    A computerize registry is the start to boarding the IT / technology Train in order to retain a place in the competitive global IT savvy environment the envelopes us all.

    It’s clear that those of you complaining about Driver’s licenses not being computerised haven’t been back to D.A. since 2002. Driver’s licenses have been computerised for over 8 years now. The office is at Inland Revenue on High Street (next to Dowasco). The system is fully computerised. And to Dort: you CAN pay your driver’s licence, gun licence AND your income tax AND VAT in Marigot and Portsmouth at the sub-treasuries. Before you all come on here and run you all’s mouth, find out first.

    And for those of you talking about all Government systems being linked…y’all need to get REAL. Stop wishing for services that you all not even enjoying in the Diaspora. How can you link a fishing license with the passport office or VAT with passport office for God’s sake. Roseau is a tiny town, how much time it taking to get from one building to de other? Especially if you go early?! CHAHH MAN!!

    I think its about time we introduce a national identification card with all pertinent information. Maybe we could use the Barbados model. Talking about that our new drivers’ licence needs to have more information on it. For example height, colour of hair and eyes, finger print and blood group.

    We are slowlyyyyyyyyyyy getting out of the box!!!!!!!!!!!!!!!!!! Here some more ideas drivers license, passport building, traffic department, health centers… and so many more small projects that will make a BIG difference in our life.
    But we playing politics whole year.

    Yeah, let’s see them do that for Driver licenses, marriage certificates, fishing licenses … gee, and all licenses and documents issued by the government. To me all these disparate government systems should be linked and processing centers should be located in key areas around the country. Doesn’t make any sense that you have to spend a whole day in Roseau to get a license. If they link everything, then you can stay in, let’s say, Marigot, and get your license.
