The country’s tourism minister says an attack on a German couple in Salisbury over the weekend is tantamount to treason.

48-year-old Thomas Caro and his wife Karen Gouber, 45, were hospitalized after being attacked with stones and robbed of their belongings in Salisbury over the weekend.

“The leading foreign exchange earner in Dominica right now is tourism and if nationals go around attacking the tourist then it speaks badly for the country. In this information age, bad news spreads in minutes and this is an attack on the economy. It is a crime against the state,” Tourism Minister Douglas said.

He added that such incidents could jeopardize the country’s ability to attract tourists to the island.

“These people are also jeopardizing thousands of jobs all around the country. This is not just an attack on two isolated tourists, you are really seriously attacking the economy in hard times,” he said.

According to the minister, Dominica’s ability to expand the economy and grow the tourism industry is also placed under pressure by bad publicity.

He has appealed for widespread involvement in ensuring that such incidents do not occur in Dominica.

    If you really hungry you can just go by the Bushrie in Bawi and break a coconut, washe a cane in macoucherie and chase dat with some water. Dominica is not yet a concrete jungle and will never be. Dem fellas just have vieux maniere pat vole. But then again wickedness in high and low places and some people want to live cheap and smell sweet.

    I have been dreaming of coming back to your beautiful island for a couple of years now. I have been ill and have not been able to travel to Dominica, but I was hoping to bring my family with me on our next vacation. I was able to visit your beautiful country via cruise ship and have never forgot it. I knew that the next time I was able to visit Dominica it would be to stay on the island for a true Dominica vacation. I know that getting off a cruise ship for 5 hours is really not the the way to experience your country and I talk to my wife almost every day about Dominica and how I can not wait for her to see this beautiful island for herself. Reading this story is frighting and tell me, should I have second thoughts about coming.
    please tell me what you think.
    Yes I know crime happens every where, but when you spend your hard earned money you want to feel safe no matter were you go.

Dominica is a very beautiful and generally peaceful island, that being said there is a wave that is spreading throught the caribbean and south and central america where crime is on the increase primarily because of drug use and also as the world gets smaller in this information age greed is becoming a larger problem because people are more introduced to materialistic things that they now desire and do not have the means to aquire. As a Dominican living in the U.S what I can tell you is there is crime all over so you need to take the steps(like you would anywhere) to protect yourself and your family,First make sure that you have a local with you at all times during your stay, this will not only add value to your experience but it will also provide security since the criminals wont feel so anonymous if there is someone who can identify them. Dont allow yourself to be confined to fear of the exploration of one of God’s greatest treasures because some thug decided that he does not want to work for what he needs, just be vigilant, and allow your local tour guide to assist you in the vacation of a lifetime. After all, there are people everyday enjoying the lush foliage and fresh water unmolested,You only hear of the unfortunate incidences and not to down play them but just allow yourself to enjoy what the nature island has to offer. God Bless you and your family.

    Mr. Douglas, instead of just making statements of the obviuos, what we need from the authorities – government and the police, is a campaign to highlight the crime issue facing the country. That campaign should include encouraging people to report these crimes, knowing the information will remain confidential and the sources protected. The police should get out of the police stations and build relationships with the community so that people will be encouraged to tip them to anti-social activities. They need to let the criminals know they are being watched and will be prosecuted to the full extent of the law. They also need to focus their attention to more serious matters than wasting court time on frivolous cases that take the police away from the streets and tie them up in court on these silly cases.

    Jobs jobs is not going to solve the rising crime rate nor is jail going too. capitol punishment hanging and execution will stop crime.

    Our Chinese friends know this very well their police and intelligence agency find criminals and hunt them down. serious crimes are prosecuted and its jail or death. we are too kind to criminals and are weak in their eyes due to “human rights”! criminals should have no rights at all. if we need the Dominica Defence Force to stop crime if the police are too weak and ineffective. Dominica is a small island it should not be too hard to find rouge elements and eliminate from our society.

    A commenter mentioned terrorist and Dubai example, this is how we should deal with drug dealers\arms smugglers. its a matter of national security i hope we have talk shows on this. rising crime is terrorism if a group of people commit acts against the citizens of a country and visitors to that country. I am open to all methods that can be given a green light by the government. we have CID aka Crinminal Investigations Department in the police, this should be run like a “real intelligence” agency aka spy agency with sole purpose is fighting crime with information sharing with International Police\INTERPOL and other crime agency. Dominica needs its own version of the FBI\NSA|CIA for crime since the police are 100% incompetent! I am willing to sacrifice a few freedoms to to reduce crime. We must fight the “War on Crime” from the petty thief to million dollar cartels who import drugs, arms into Dominica using any means necessary!

    While I like the fact that many people are speaking out against these socio-economic issues we are facing, my personal opinion is: talk is so cheap these days we (all parties included)) are excellent at talking and very ineffective at “DOING”.

    We all know what the problems are (in part), but no one is really talking about the solution, which is quite symptomatic of our decaying culture.
    If half our energy was put into solving problems rather than talking for a whole day/weeks and months scrutinizing the problems over and over, we would be well on our way of fixing up this country we claim to love.

    I much rather talk about the possible SOLUTIONS that address the question , how do we deal with this, with as little fallout as possible? I would not want my personal freedoms restricted or violated in an effort to rid ourselves of this surge in crime. Think Trinidad and curfews as an example, nor would I want the police to have absolute power to search and raid my person without cause.

    So lets talk, meet with the communities, go on a “against crime campaign”, start on the grass roots levels, establish crime watch groups in communities, set up secure lines for tipsters, The parliamentary reps on both sides of the fence must take a united front on this. Sometimes, we have to put politics aside and stand united on “Dominica” matters. These parle reps, and senior members of the law, the law enforcers, the government, must all demonstrate active involvement.This Issue has NO POLITICAL COLOUR. It affects is all,long term,and short term

    We should be enforcing any available number of laws that protect not only tourist but us citizens as well. We do need to see a greater presence of police, we need to install public CCTV, we need to start dealing out very harsh and stiff penalties for those offenders, and we really need to build our communities again, instead of protecting the criminals we ostracize them.

    Douglas and the rest of the government don’t have a clue as to how to govern. So as long as Dominicans are victims of these thugs, they turn a blind eye. Now that a tourist has been attacked suddenly it amounts to treason. Exactly what did they expect, that thugs and thieves would limit their activities only to locals?

    Mr. Douglas and for that matter Mr. Prime Minister, if you had taken the time to protect your citizens from these thugs a long time ago when it started, perhaps you would not have to deal with this problem which is clearly now getting out of hand.

    As I said in another post yesterday, this area has been plagued with break and enters of homes owned by the locals. This has been going on for years. It is only now that a couple of tourist have been severly beaten that they suddenly stand and take notice.

    These problems have to be nipped in the bud as quickly as they arise and the government has to formulate a plan to stamp out these anti-social activities BEFORE they happen. These guys are too reactive.

      You think laws alone will stop crime? Enforcement and successful presecution have to go along with laws.

      As someone said, many times, the people in the community know who the culprits are but the do not report them because of fear, or familial relationships. I remember very vividly as a young boy, everybody in our village knew of a man who had molested a young girl, but nobody, including the girl’s parents reported the matter to the police. This was more than 35 years ago. I am sure she may still be suffering the effects of this molestation, but the guys is still walking free in the village. We must stop protecting these criminals.

    Didier, the news started to spread already that DA is not protected and thieves all over the place, I can remember some years ago i visited my homeland, a nd there were two fellers who wanted to steal my bag, my sister had the time to tell me hold your bag tight,can you imagine the state DA is right now? My son went to DA once and they stole him,and he said never never again;and that’s just what he did,tourist must be protected, and i do hope that they find the person and give him the sentence he deserve!!!!

Crime is becoming a problem in this country and must be addressed starting with jobs for the young men and women who remain idle. There is a correlation between lack of opportunity and crime. There needs to be greater success in your efforts( if any) to provide employment for the youth.

I like Israel “Mossad” & “Shin Bet” who spare no expense and effort and means to go after terrorist and who are a threat to Israel national security which includes criminals. I am not for talking and rehab since it does not work! Criminals in DA have no fear, if we put fear in them that they can go to jail or something worse can happen when they least expect it to them. Its a deterent! Too much talk and no action in Dominica is the norm. Dominica needs a reward system for people, citizens who help in police investigations! its call TIPS say you pay $500-1000 or more for information, only pay when its validated and person in custody is the criminal.

You have failed to realize that the reason this is happening is because the Gov and the authority have failed to take the surge in violent crime seriously. Armed robbery in the day once a week, kidnapping every other week, murder and assasinations here and there and the list goes on. How many people get arrested, charged and sentence to long term imprisonment? Very few

To call it treason is an over reaction and displays what is wrong with our leaders. They run there mouth without thinking. Treason against any country is punishable by death.     You would think that the tourist industry is important enough to warrant the popular sites to be protected by the police or other security entity. They do it in Egypt and other countries, arm guards accompany the tourists everywhere. It is all about the dollars that tourism generates.     We need to make our guests realize that there is danger in Dominica to. We keep saying Dominica is a peaceful place, and for most part that is true. But at the same time, for our population, the level of crime is outrageous. Don’t let the people have a false sense of securit. Put warning in the ‘hot spots’. Like Hampstead beach which is very isolated. Project our visitors! A little leven can level the whole bread people. Invest in security cameras. Be proactive. Otherwise we will all lose to the idiots out there that call themseves ‘bad-man’.

Things like this happen everywhere. Just today one of the US judges was attacked in Nevis.       I have read your comments, there is a big difference. Hence,The commonwealth of Dominica is a small island, in comparison to the U.S.A and Great Britain.

      I love my island due to the fact that I was born and bred there and travelled to the UK as a young child. I always speak highly of my schooldays and growing up. I know time has changed and so do man. however that type of behaviour needs to be addressed.

      I come home as often as I can to visit, however, in these recent rise in crimes that is taking place to be truthful I am a bit scared as I have a young family. All these should not even be considered because we need the tourists to come and visit our beautiful Island.

      When persons like myself read this type of news do you think we want to pay all these hike in taxes to travel home and donot enjoy it due to what is happening?

      Please my fellomen and women friends and family let us treat each and everyone as we would like to be treated. What we want for ourselves we should want the same for others.

    Went to the hospital Sunday to visit someone and I saw the tourist lady when I saw her I asked her if she was in a vehicular accident cause of the type of wounds she had over her body.she said she was robbed by some ppl couldn’t believe that someone would brutalize these ppl so for their own belongings.all u them lazy and voler fellaz that doin that all u day will come and if ever I know who fo that I beating all u sick before I let police know is all u that do that. <>

    I am a canadian who has heard alot about dominica. I have travelled extensively throughout the islands and know that there are islands with much more serious crime problems. I have been following the news on this site for a while because I want to bring my family on vacation to Dominica this summer. I am also considering buying a home in Dominica in the near future because of the unspoiled beauty.

    Obviously the recent events of robberies and violence (against tourists) worry me. 

    It is very important that these unfortunate situations be resolved in a positive manner; with a professional investigation, a fair trial and a just outcome. Putting the first criminal that comes along in jail just to say we got them will not work (not that I believe Dominica would do that). Transparency and professional conduct in matters like these will not only help resolve these situations, it will also bring more credability to the country and assure tourists that Dominica is a place of integrity, not just safety. 

    In the long term, it is important for Dominica to address the underlying social issues that cause these unfortunate events, and as such, before they become too overbearing, scare tourists, and affect all of the good Dominicans who have worked so hard to build the economy and to preserve the pristine jewel of Dominica.

    Very bad publicity for the country. The perpetrators ought to be caught and dealt harshly to the full extent of the law. But such crime is definitely not tantamount to treason. Sorry Mr. Lawyer!

    First, as a Dominican I would like to apologize to the persons hurt during this incident. I am one who is short on words and therefore I will get straight to the point by asking this question. Do we want Tourism to continue to become a major revenue generator, or do we talk when there is an incident? We need to be proactive by having the following in place:
    1) Beach patrol particularly during the tourist season posted at strategic location of the entry/exit to serve as a deterrance/quick response team.
    2) We need to have better coordination between the police and hoteliers per there occupancy on a daily basis especially in areas of high risk such as Hampstead etc to help them plan their approach to avoid depleting resources.
    3) We need to have a meeting called by the government to include the PM, Tourism MP, Attorney G,MP for National Security, opposition,Hoteliers etc, Police High Command and tourist on island/living/making Dominica their home to plan a strategy.

    In conclusion, if Tourism is that important how difficult is it to mobilize to address this issue especially before it is to late. I am just tired of all this talk-shop solution, so let us get up and do something.

    Crime has to be dealt with from the TOP first. People listen, the top can be rotten for the bottom to be anything else but also rotten., Face it!!! DNO you can not publish that if you like, but it is all that apathy and denial that have Dominica how it is now. Get rid of the ROTTEN head and clean up the country!

    You make some very stupid comments which should be beneath the intelligence of a government minister!

    Are you the one who was once attorney-general of Dominica?

    If so no wonder, because while you were playing attorney-general I gave you a message to convey to Mr. Skerrit, regarding a Hollywood movie producer, and director who I influenced to make Dominica a venue for her annual film festival, you told Skerrit nothing, thus Dominica lost out on a once in a lifetime opportunity.

    It is so disappointing to read the crap, and stupid comment you make, how can you call a crime committed against a visiting tourist treason?

    How do you define treason?

    Let me give you the definition of treason; which is: ” the betrayal of trust,” call it treachery, and I believe it is your treachery, why you did not relay my message to Skerrit.!

    Treason is an offense of attempting by overt acts to overthrow the government of the state to which the offender owes allegiance, or to kill or to personally injure the sovereign or the sovereign’s family.

    The crime against the Germans, is a felony, it your responsibility to leave no stones unturned until the culprits are found and put away for life for the attack on the visiting tourist.

    I advised before to think before you talk, you have yet to heed my advise, and I would hope by now you have done something to help the man in your village of Portsmouth living in the cage as an animal feeding on his feces, take of that and let the police catch the culprits who attacked the people.

    I hate that had to happen to them, or any tourist for that matter, German’s are nice people, Lived in Cuxhaven Wet Germany, and never once encounter a single person who was not nice to me, it is a shame that for a few messily dollars the scum’s of the earth in our country had to treat these people that way.

    We need to make an example from one of these persons who dooing that, don’t just jail them, humiliate to the max. Tie them on the bay front with a sign next to them saying “I assulted a visitor now I’m paying for it, slap me” ask each tourist who pass to slap them accross the face. See how many peopl ewill try that again.

    Let’s get serious. Government or business leaders or both need to put up a financial reward for information leading to the arrests of the criminals. Perhaps $10,000. Criminals do talk. We can catch these people. Why rewards for these crimes? Because tourism is the lifeblood of the economy. If it dries up where will we turn? Bananas?

    Treason good start, keep the momentum on this message. this is why i support the formation of a unit called dominica intelligence service whose primary job is national security! fighting crime from the small petty thief, to the large organized crimes like drug smuggling and arms smuggling, piracy (robbery against yachters in Dominica)! this should be the goal, I would like all actions and resources we have to fight crime. this crime is an act of terrorism, we don’t have to go to Afghanistan or Iraq to find terrorist, we have them right here under the guise as rapist, thugs, murderers, drug & arm deals. like I said before jail is too mild for these people we need to reinstate capitol punishment. we need to put fear into these people not do do crime, like police raids and use of capitol punishment, all actions sanctioned by the government to use whatever means to eliminate crime. we need new managment in the police force to have new strategy and techniques to fight crime. more police patrols and better criminal prosecution.

    some say i advocate for a police state, if it brings back law and order i am for it.

    Dominica bestiality?
    In two weeks what was happening in Dominica?
    I got 2 French customers attacked in escalier tet chien by an Indian, but the woman screaming; the thief left running.
    I heard that two people got tied on a tree in Hamstead beac h not far from Calibishie beach and got stolen from everything.
    2 Germans got beaten with stones in Salisbury with strong injuries.
    But you the stupid arrogant thief don’t you think you do it for something???
    You do it for small money, maybe 80 ec$ (3o us$) and a stolen camera that you can sell for more than 20 ec$ because you don’t have the cables to reload it.
    Dam you are stupid because for little money you can finish your life in jail. Don’t you know that if you work peacefully two of your miserable life days you would win the same money with proud?
    You give reputation to Dominica and “ IF” tourists don’t come no more, all of your brothers, all of your parents are going to suffer. They will not have more money to survive but maybe because no other choice they would have to steal “YOU” too, the stupid selfish thief.
    I’m ready to publish that all over the world if nobody in power is taking his responsibilities and acting, meaning the police forces.
