Two men charged with trafficking firearms from U.S. to Dominica

A federal grand jury in New Haven has issued a nine-count indictment against Neilcon St. Louis, 39, from Waterbury, Connecticut, and Davidson Alexander, also known as “Harley,” 29, a citizen of Dominica currently living in Suffolk, Virginia. The charges relate to the unlawful trafficking and exportation of firearms and firearm components from the United States to Dominica. This indictment was filed on September 5 and was made public following the arrests of St. Louis and Alexander.

The announcement was made by U.S. Attorney Vanessa Roberts Avery, along with several officials including Assistant Attorney General Matthew G. Olsen from the Justice Department’s National Security Division, Acting Special Agent in Charge Aaron Tambrini of the U.S. Department of Commerce’s Office of Export Enforcement in Boston, Special Agent in Charge Michael J. Krol of Homeland Security Investigations (HSI) in New England, Inspector in Charge Ketty Larco-Ward of the U.S. Postal Inspection Service in Boston, Special Agent in Charge James Ferguson from the ATF Boston Field Division, and Special Agent in Charge Harry T. Chavis, Jr. of the IRS Criminal Investigation in New England.

The indictment claims that from at least January 2021 to September 2024, St. Louis, Alexander, and others, including a resident of Dominica, conspired to operate a firearms dealing business without the necessary license and to export firearms, components, and ammunition from the U.S. to Dominica without the required authorization from the U.S. Department of Commerce, violating the Export Control Reform Act. The defendants allegedly purchased various firearm components through eBay, which were sent to their relatives and acquaintances in the U.S. St. Louis and Alexander then smuggled these components, along with firearms and ammunition, either by mailing them directly to co-conspirators in Dominica or to a freight forwarding company in Miami that subsequently shipped the items to Dominica.

The indictment includes one count of conspiracy against both St. Louis and Alexander, which carries a potential maximum sentence of five years, as well as one count of conspiracy to violate the Export Control Reform Act, which could result in up to 20 years in prison. Additionally, St. Louis faces five counts and Alexander four counts of violating the Export Control Reform Act, each carrying a maximum penalty of 20 years. St. Louis is also charged with two counts and Alexander with one count of smuggling goods from the U.S., each of which could lead to a maximum of 10 years in prison.

After their arrests, St. Louis and Alexander appeared in court in New Haven and Norfolk, Virginia, respectively, and were released while awaiting trial. U.S. Attorney Avery emphasized that an indictment is merely a formal charge and does not imply guilt; the defendants are presumed innocent until proven guilty beyond a reasonable doubt.

The investigation is being carried out by multiple agencies, including the U.S. Department of Commerce’s Bureau of Industry and Security, HSI, the U.S. Postal Inspection Service, the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), and the IRS Criminal Investigation Division. Assistance has also been provided by HSI Caribbean, the Dominica Customs Excise Division, and the Commonwealth of Dominica Police Force.

The prosecution is being handled by Assistant U.S. Attorneys Konstantin Lantsman and Sean P. Mahard, along with Trial Attorney Yifei Zheng from the National Security Division’s Counterintelligence and Export Control Section. The Justice Department’s Office of International Affairs is also involved in the case, which is being prosecuted under the Organized Crime Drug Enforcement Task Forces (OCDETF) Program. This program aims to identify, disrupt, and dismantle drug traffickers, money launderers, gangs, and transnational criminal organizations through a coordinated, intelligence-driven approach that utilizes the resources of federal, state, and local law enforcement agencies.

    …” including a resident of Dominica, “. So the US know that a Dominican resident is involved and to date neither the government, nor customs or the Commonwealth of Dominica police has arrested that individual?
    Here is the other interesting paragraph : .“Assistance has also been provided by HSI Caribbean, the Dominica Customs Excise Division, and the Commonwealth of Dominica Police Force”.
    So are they saying that the US has given the necessary information regarding this matter, meaning the name of the Dominican resident and to date, no arrest yet? Boy Dominica seems to be bigger, more populated and busier than the United States of America? I guess he must be one of them

        Do you remember the repeated utterances from the opposition urging persons, often in not-so-subtle ways, to violently seize power? Do you remember when some dude residing in the States on at least three occasions used social media to post a call to arms? One of those calls triggered action by the local police and foreign partners. Do you remember? We do not forget.
