He made the announcement during his presentation of the 2022-2023 National Budget on Tuesday, under the theme: “Rising Above the Challenges; Seeing Beyond the Horizon; Embracing All Opportunities to Deliver Dynamic Dominica.”
According to him, the government’s promises to create opportunities for the upward mobility of teachers, with a corresponding increase in pay, counts as the most tangible and significant show of support to those working in the education sector.
“It also represents the fulfillment of a commitment I made to our teachers when I met with them in November 2019,” he said.
He continued, “To-date, the following secondary school positions have been filled: fifteen Deputy Principals, seven Assistant Principals, forty-nine Senior Qualified Teachers, nineteen Senior Graduate Teachers, eleven School Counselors, sixty-two Heads of Departments.”
Skerrit said a similar exercise has also commenced for Primary Schools.
“This restructuring exercise, represents part of a broader commitment by this Government, to create opportunities for all public service employees, so that they can advance in their personal and professional lives and help build a stronger, more motivated, and resilient public service,” he stated.
Meanwhile, the Prime Minister revealed that in March 2021, his government signed a collective bargaining agreement with the unions for the period July 1, 2019 to June 30, 2022, which included a 1.25 percent salary increase and a one-off payment equivalent to one month’s salary.
“I am pleased to report that in spite of the large unplanned expenditures as a result of the COVID-19 pandemic, Government has maintained its commitments to the unions, and the salary increases and the one-off payment have been effected,” he revealed.

What is 1.25 % salary increase, come on best he didn’t give, because it going right back into tax. It is based on your salary however, most employees won’t get $20. The people should not rejoice about that as it is an insult to the people of Dominica. Why not a 10% increase, or at least 15 % in 3 years in people pocket. I really don’t know what is wrong in Dominica. Minimum wage in Dominica should be at least $380 a week and maximum base on increments of service $520. People would not want to leave Dominica to travel to anywhere and this this would help the development of Dominica instead of stifling the people.

Employee recognition and promotion have long been the cornerstones of effective management. Sadly, it seems we may have reached that “next level” where color politics may transcend every thing in the public service and subscribing or pretending to subscribe to a certain color may be the main criteria for an appointment. Beginning with Police Services to a random office attendant, an informal chit chat with staff in the areas where the 143 appointments took place may reveal startling information on the process itself. It appears that taking control of one’s “resilient future” as per a certain minister, may begin with going with the amber flow.

Was this specific extraction from Roosevelt’s budget presentation done by a public relation firm contracted by the government? Seems so to me, in order to curry favour with the public.
There are hundreds more civil servants, by law, who should have been appointed eons ago. What about the others who could do well with this extra money, no matter how small, as the astronomical rise in food and prices of goods is making life insufferable.
What real and practical measures are in the budget to mitigate against the uncontrollable inflation for the least among us? The much longed for relief incentives that would make a profound difference are conspicuously absent.
The budget debates in parliament have been reduced to giving members an opportunity to exercise their vocal cords by recording as many decibels as they can.
I more believe the 143 public and police officers were put in positions to help Skerrit steal the snap election he going to call anytime soon. Skerrit does nothing and promotes no one that is in his selfish political interest
