An independent Commonwealth Observer Group (COG) deployed\u00a0in Dominica,\u00a0has delivered its interim statement on the 2019 Dominica General Elections, stating\u00a0the election results \u2018reflect the collective will of the people who voted.\u2019<\/p>\n

Despite tensions leading up to Election Day, voters turned out in high numbers in order to exercise their franchise by casting a ballot.<\/p>\n

The ten-person observer team was led by Chairperson, Zainab Bangura, a former Minister of Foreign Affairs of Sierra Leone and former Under-Secretary-General at the United Nations.<\/p>\n

At a press conference in\u00a0Roseau\u00a0on\u00a007\u00a0December,\u00a0she\u00a0said: \u201cThe election was conducted in accordance with the laws of Dominica.\u201d<\/p>\n

The Chairperson carried on by saying \u201cthe Group was particularly impressed by the large numbers of women and youth who participated in the electoral process.\u201d<\/p>\n

Since their arrival in Dominica, COG members have met with the country\u2019s Electoral Commission,\u00a0President\u00a0Charles Savarin, Prime Minister Roosevelt\u00a0Skerrit, Leader of the Opposition\u00a0Lennox Linton, as well as\u00a0the Chief of Police,\u00a0civil society and others. The\u00a0observers also witnessed campaign activities in and around Dominica to assess the pre-electoral environment.<\/p>\n

Election observation is a core Commonwealth role undertaken with impartiality, independence and transparency.<\/p>\n

On Election Day,\u00a0members of the COG were present in\u00a0all 21\u00a0constituencies, which\u00a0included the\u00a0areas of Castle Bruce, Cottage,\u00a0Mahaut,\u00a0Marigot, Portsmouth, Roseau and\u00a0Salisbury. COG\u00a0members\u00a0observed the\u00a0opening of polls, voting, closing of polls and the counting process.<\/p>\n

Members of the COG will stay in Dominica until 11\u00a0December 2019 to finalise their report, observe the post-electoral-environment and continue meeting with stakeholders.<\/p>\n

The Chairperson concluded the statement by stating: \u201cDominica will continue to serve as an inspiration for Commonwealth small state resilience through our family of 53 countries and beyond\u201d.<\/p>\n

The statement made by the Chairperson sets out the Group\u2019s preliminary observations. Its final report will be issued at a later stage and will contain detailed findings and recommendations for future elections.<\/p>\n
