Peace and security not only are\u00a0a\u00a0precondition for the development of every country but also bear on\u00a0the common well-being of people around the world. However, the world, far from being peaceful and tranquil, has not yet recovered from Covid-19 pandemic and is now facing new security risks. The outbreak of the Ukraine crisis has attracted global attention and caused world concern. At the same time, regional conflicts and local wars are emerging one after another;\u00a0threats posed by hegemony and power politics\u00a0are on the rise;\u00a0many non-traditional security threats including\u00a0terrorism, climate change, cybersecurity, and refugee crises continue to spread. As such, human society urgently needs guidance towards a world of lasting peace and universal security.<\/span><\/p>\n

It is in this context that President Xi Jinping, with the future of all humanity in mind, put forward the Global Security Initiative at the Boao Forum for Asia held in April this year. The Global Security Initiative contributes China\u2019s wisdom and solution to the efforts of mankind in maintaining and achieving global security by means of committing to the following six areas:<\/p>\n

— stay committed to <\/b><\/strong>the vision of common, comprehensive, cooperative and sustainable security, and work together to maintain world peace and security;<\/p>\n

— stay committed to<\/b><\/strong>\u00a0respecting the sovereignty and territorial integrity of all countries, uphold non-interference in internal affairs, and respect the independent choices of development paths and social systems made by people in different countries;<\/p>\n

— stay committed to <\/b><\/strong>abiding by the purposes and principles of the UN Charter, reject the Cold War mentality, oppose unilateralism, and say no to group politics and bloc confrontation;<\/p>\n

— stay committed to <\/b><\/strong>taking the legitimate security concerns of all countries seriously, uphold the principle of indivisible security, build a balanced, effective and sustainable security architecture, and oppose the pursuit of one’s own security at the cost of others’ security;<\/p>\n

— stay committed to <\/b><\/strong>peacefully resolving differences and disputes between countries through dialogue and consultation, support all efforts conducive to the peaceful settlement of crises, reject double standards, and oppose the wanton use of unilateral sanctions and long-arm jurisdiction;<\/p>\n

— stay committed to <\/b><\/strong>maintaining security in both traditional and non-traditional domains, and work together on regional disputes and global challenges such as terrorism, climate change, cybersecurity and biosecurity.<\/p>\n

For a long time, countries in the Caribbean region have also been deeply affected by global and regional security issues, and generally face challenges such as territorial disputes, geopolitical conflicts, illegal immigration, gun crimes, drug smuggling\u00a0and climate change. The Covid-19 pandemic and the conflict between Russia and Ukraine also brought multiple challenges to this region. Maintaining global peace and security is the urgent need and desire of Caribbean countries.<\/p>\n

China highly values its\u00a0friendship with Caribbean countries. This year marks the 50th anniversary of the start of diplomatic relations between China and Caribbean countries. At the end of April this year, Chinese State Councilor and Foreign Minister Wang Yi hosted the Foreign Ministers’ Meeting Among China and the Caribbean Countries Having Diplomatic Relations with China via video link, reaching important consensus on deepening cooperation in all fields between the two sides. Caribbean countries welcome and support the Global Security Initiative proposed by President Xi Jinping, and commend China as a responsible and leading player on the international arena.<\/p>\n

More than proposing the Global Security Initiative, China acts on this major Initiative. At the aforementioned video meeting between China and the Caribbean, China made commitments to continue to provide economic and technological assistance to Caribbean countries without any political strings attached, donate anti-pandemic and medical supplies to Caribbean countries having diplomatic relations with China and the CARICOM Secretariat, and set up China-Caribbean disaster prevention and mitigation fund. These\u00a0are\u00a0China\u2019s important actions\u00a0to help\u00a0the Caribbean region\u00a0to build economic security, health security and climate security.<\/p>\n

Peace and security will not fall from the sky\u00a0or come as charity from any country. Rather, they are\u00a0the result of the joint efforts of all countries. No matter how the international situation changes, China will always hold high the banner of peace, development, and win-win cooperation, and firmly be a builder of world peace, a defender of the international order and a mediator in hotspot issues. China is ready to join hands with Caribbean countries including Dominica to carry out the Global\u00a0Security Initiative, promote world peace and security, and create a brighter tomorrow for mankind.<\/p>\n
