Dominica Electricity Services (DOMLEC), Generation Manager, Dave Stamp, has said that installation of a 4.8 Megawatt Generator, procured through the government, is approximately thirty percent complete. The summer of 2023 witnessed a consistent series of load-shedding outages, which commenced following damages to the company’s hydro pipeline in Laudat caused by a fallen tree. Consequently, DOMLEC experienced a significant loss in generation capacity, necessitating the scheduling of load-shedding outages to preserve generation. In addition to two 3-megawatt generators, the Government announced the procurement of the 4-megawatt generator in November to assist the electrical company in alleviating its capacity shortfall crisis.<\/span><\/p>\n

A similar load-shedding event occurred when last week, several communities reported an outage. The customers’ concerns were addressed via announcement, regarding technical issues at the generating plant in the North, on July 10. Subsequently, there were more outages, and the company released daily load-shedding outage schedules designated for every local district. Finally, on Tuesday, July 16, Stamp confirmed that the most crucial project of DOMLEC\u2019s capacity management is ongoing, highlighting three key \u2018packages\u2019 of the 4.8-megawatt generator installation.<\/p>\n

The equipment package involves the importation of equipment, including three 1.6-megawatt high-speed diesel units, cooling systems, exhaust systems, high voltage systems, etc. The Building and Construction package entails housing the units in a power station or generating plant facility, as these generators cannot be installed outdoors. Lastly, the Fuel System package is deemed a critical project with significant resources allocated to it. Stamp mentioned the involvement of a countrywide project team comprising technical, financial, and other key aspects.<\/p>\n

Currently, the Freshwater Lake at Laudat, representing the primary source of hydro production, is below fifty percent of the acceptable capacity of 8.5 meters in depth. Stamp said that despite the high rainfall associated with Hurricane Beryl and other weather systems throughout the month, there are challenges related to catchment and rainfall.
