For example&#8230; the issue of reconfirmation, in the first bill that the government attempted to table, it was stated that reconfirmation could take place abroad,\u201d he said. \u201cNow, with this new bill, it is saying that it should happen in Dominica\u2026\u201d<\/p>\n<p>He continued, \u201cThere was a debate about whether we should have voter ID cards versus national ID cards, and government decided it is conceding; it will provide voter ID cards.\u201d<\/p>\n<p>However, Francis believes that despite these concessions, there is still more that should be addressed concerning campaign finance reform.<\/p>\n<p>\u201cI believe that the absence of campaign finance reform legislation in Dominica is a major blow to any advancement of electoral reform in the country,\u201d Francis stated. \u201cBecause money\u2014and big money\u2014is an issue.\u201d<\/p>\n<p>Francis pointed out that substantial financial resources often determine the outcome of an election. &#8220;I believe that in this modern era, and going into parliament should provide for campaign finance reform which would help bring a more leveled playing field in the electoral process as well as transparency and accountability.&#8221;<\/p>\n<p>He added, \u201cBecause this is a sovereign nation, and until we regulate campaign finance, we will continue to be plagued by electoral deformities.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"Former Parliamentary Representative for the Roseau South Constituency, Attorney Joshua Francis, has called for campaign finance reform in Dominica.
